In modern conditions, the criteria for assessing the level of development of the tourism and spa sector in the Russian regions, their tourist attractiveness and tourist potential, popularity among domestic and foreign tourists is tourist uniqueness. Uniqueness is ensured by the availability of recreational resources (cultural and historical heritage sites, climatic conditions, balneological resources, and developed main and supporting infrastructures) and their quality level. A comparative analysis of the assessment methods showed that an objective quantitative assessment of the quality of tourist and spa-forming resources is possible using the qualimetry method. The principles of qualimetry, the system of indicators, and mathematical tools of the method do not contradict the goals and objectives of the study. The method of qualimetry does not require the presence of a comparison object since it forms a reference image; it does not require a long time series to obtain a reliable result. Assessing the quality of recreational resources reserves of the competitiveness of tourism and sanatorium organizations is a multicriteria task that is solved within the framework of the qualimetry method. The qualimetry method is a set of comparable methods (the expert assessment method, the graphical method, scaling, the analytical method). The obtained results of assessing the quality level of reserves of recreational resources allow researchers to make informed management decisions.

The relevance of the problem is determined by the need to identify, select, and provide pedagogical and psychological support for talented youth, its successful career guidance, and efficient self-realization. The educational process organization in training for midterm assessment in the WorldSkills format helps students achieve a new quality of education associated not only with educational results, but also with a value attitude to themselves and others. The goal of the study is to identify the specifics of the educational process organization at universities when training students for midterm assessment in the WorldSkills format. The research methods include theoretical analysis of pedagogical theory, practice, and experience in vocational training; modeling, comparison, referencing, and generalization; expert assessment method; and methods of qualitative and quantitative processing of research results. The main results of the study are the following: the content of the process of organizing practical classes and independent work on the discipline “Literary education of preschool children” has been determined; the activity forms and methods for their implementation have been developed, the objective criteria for their assessment have been determined; the functional responsibilities have been distributed between students and the teacher in the educational process; and the point rating system for assessing students’ activities while mastering the discipline in the WorldSkills format has been created.

The article reveals the importance of artistic gymnastics as a basic means of physical fitness of female students of higher educational institutions. The methodological features of artistic gymnastics as a means of basic training have been determined. It has been established that artistic gymnastics is a separate type of gymnastics, where, under the conditions of competition, with the help of qualified judges, the quality of the exercise (its complexity and harmony) is determined by the expert-assessment method in points, and the place (rating) of athletes is determined. One of the difficult methodological problems is the choice of ways to measure the health effectiveness of the developed tools and methods of physical fitness of students. It is obvious that the assessment of this effectiveness should be carried out not only by traditional indicators of motor readiness of students (according to the results of control standards), but the level of development of the most professionally significant adaptive qualities and properties of the body, ie the level of their health. The relevance of this work also lies in the attempt to systematize the traditional and developed means of basic sports - gymnastics and additional tools from other sports (rhythmic and athletic gymnastics, elements of sports, etc.), according to the energy orientation of the loads to achieve the most effective compensation for the deficit of physical activity in students of higher education institutions.

Fuzzy classification techniques are used for image classification for quite a long time back by allowing pixels to have membership in more than one class. However, handling information at the pixel level is time consuming and there is a high chance of biased assessment of images if class labels are assigned by a single human observer. Even considering multiple observers' opinions don't able to reflect an individual's perception in assessing quality of images, if it is crisp. In this chapter, the fuzzy relational classifier (FRC) is used to assess quality of images distorted by information loss or noise, unlike the earlier methods where images are preprocessed to remove the noise before classification.

The article provides an analysis of existing multicriteria assessment methods. The hierarchy analysis method developed by T. Saati and the expert assessment method is proposed to structure the complex task of comparing and assessing the applicability of various drilling rigs types to extend the drilling season in severe climatic conditions under the influence of ice loads. The priority of the criteria for the hierarchy analysis method is based on an expert survey. The application of the expert assessment method allows taking into account the existing experience in the design and operation of offshore drilling facilities. Weights were determined based on the results of an expert survey using a simple mathematical apparatus. The program was developed in MS Excel to obtain a numerical assessment of criteria preferences. The results of the study can be used by design organizations at an early stage of design, i.e. for the conceptual stage of project development, with a significant lack of climatic and geological information about the construction site. The obtained results allow us to determine the most objective and effective form of choosing an acceptable option for the offshore structures construction, taking into account the possible minimization of its cost, ensuring safety and reliability for the entire operational period.

The ongoing development of the concept ‘Mobility as a Service (MaaS)’ along with Shared Mobility contributes to the integration of transportation systems. Several MaaS or similar services are already in operation. The perceived quality of MaaS by the users varies significantly, and no general method is proposed to evaluate the service quality. This scantiness is identified as the research gap. The objective of the research is to elaborate a quantitative method to assess MaaS services. The research question is how to assess the quality of MaaS, and how to transform the qualitative description into quantitative numerical values, namely, the quality index and the level of quality. Since user expectations towards the importance of criteria are taken into consideration, the modified triangular fuzzy analytic hierarchy process method is introduced to calculate the weights of criteria. A quantitative method to calculate the quality index and to assign the quality level has been elaborated. Ten MaaS services are assessed with the method. It was found that the journey comfort is regarded with significant importance among the respondents. Furthermore, the quality index of MaaS services is not high; accordingly, the service quality requires continuous improvement. Our method facilitates decision-making when planning MaaS to identify the expected service attributes.

One that influences human resource indicators is education. The teacher is a profession as a job of academic specialization in a relatively long time in college. Understanding related to teacher competence is very important to have by a prospective teacher because it can affect the quality of performance as a professional teacher. The teacher's competence is known as pedagogic, professional, social and personality competencies. The issue in this study is how the competency of the teacher of the Department of Geography Education FKIP Unsyiah as a prospective teacher of geography? The purpose of this study was to determine the competence of teachers in the Department of Geography Education FKIP Unsyiah as prospective geography teachers. Quantitative description approach is used in this study to find answers to the issue. The population in this study were students of the Department of Geography Education FKIP Unsyiah class of 2015 and 2016 who had been declared to have passed the Micro Teaching and Magang Kependidikan 3 course totaling 50 people. Because the population is small and can be reached, the determination of the sample using total sampling techniques so that the sample in this study is the whole population. Data collection is done by distributing test questions to respondents. The data was analyzed using the descriptive statistics percentage formula. The results of the study indicate that the level of teacher competence of Geography Education Department students as prospective teachers is in the moderate category, namely as many as 22 respondents (44%). A total of 12 respondents (24%) were in the high category, 15 respondents (30%) were in the low category and 1 respondent (2%) were in the very low category.

The objective of this paper is an attempt to explain the determinants of the lowest governance quality level in one of the communes of the Opolskie Province, Poland. The first stage of the research consisted in developing a commune-level governance quality index in order to measure the quality of governance in the 60 communes of the Opolskie Province. Subsequently, the commune with the lowest score in the index was qualified for the second stage of the research which was based on the extreme case method. The major conclusion from the research is that the commune leader's governance style which allowed him to hold on to power for many terms of office was responsible for generating low governance quality. Furthermore, the low quality of governance was not only the effect of the governance style but also the strategy aimed at remaining in the commune leader office for many terms.

ABSTRACTThe effect of numerous plasma reative ion etch and physical milling processes on the electrical behavior of GaAs bulk substrates has been investigated by means of electric microwave absorption. It was seen that plasma treatments at quite low energies may significantly affect the electrical quality of the etched semiconductor. Predominantly physical plasma etchants (Ar) were seen to create significant damage at very low energies. Chemical processes (involving Cl or F), while somewhat less pernicious, also gave rise to electrical substrate damage, the effect greater for hydrogenic ambients. Whereas rapid thermal anneal treatments tend to worsen the electrical integrity, some substrates respond positively to long-time high temperature anneal steps.

In this work we propose a method for single image dehazing that exploits a physical model to recover the haze-free image by estimating the atmospheric scattering parameters. Cycle consistency is used to further improve the reconstruction quality of local structures and objects in the scene as well. Experimental results on four real and synthetic hazy image datasets show the effectiveness of the proposed method in terms of two commonly used full-reference image quality metrics.

Abstract A new blind image quality assessment method called No-Reference Image Quality Assessment Based on Multi-Order Gradients Statistics is proposed, which is aimed at solving the problem that the existing no-reference image quality assessment methods cannot determine the type of image distortion and that the quality evaluation has poor robustness for different types of distortion. In this article, an 18-dimensional image feature vector is constructed from gradient magnitude features, relative gradient orientation features, and relative gradient magnitude features over two scales and three orders on the basis of the relationship between multi-order gradient statistics and the type and degree of image distortion. The feature matrix and distortion types of known distorted images are used to train an AdaBoost_BP neural network to determine the image distortion type; the feature matrix and subjective scores of known distorted images are used to train an AdaBoost_BP neural network to determine the image distortion degree. A series of comparative experiments were carried out using Laboratory of Image and Video Engineering (LIVE), LIVE Multiply Distorted Image Quality, Tampere Image, and Optics Remote Sensing Image databases. Experimental results show that the proposed method has high distortion type judgment accuracy and that the quality score shows good subjective consistency and robustness for all types of distortion. The performance of the proposed method is not constricted to a particular database, and the proposed method has high operational efficiency.
