The modern market for educational services is undergoing major changes. The rapidly evolving digitalization of public life and economic relations, as well as the manifestation of global financial, environmental and, more recently, biological threats, have contributed to the global, large-scale and widespread introduction of remote educational technologies at all levels of the traditional education system. This process has led to the beginning of the transformation of the educational services market in the Russian Federation as well. The emergence of digital remote education at the state level, in fact, changed the classification of the educational services market at the fundamental level, highlighting, besides the market of on-campus and off-campus education, the market of remote educational services. Ideological problems of perception of possible negative results of education, economy and society digitalization by the public arose. The introduction of artificial intelligence-based technologies into the society management system has posed a threat of digital totalitarianism. The prospect of digital design of society in future generations based on mass truncated remote educational services should be a central topic of scientific research and public discussion.

The article analyses significance of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation. The author outlines the statement of the President of Ukraine Petro Poroshenko about the termination of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, analyses the reasons for delaying the breakdown of diplomatic relations with the aggressor country, and studies the trade-economic and financial reasons for such a delay. Fear of large-scale armed invasion in Ukraine, the existence of certain arrangements with negative consequences for the ownership of Ukrainian oligarchs in Russia and so on are distinguished among the reasons for the delay of denouncing this treaty. Therefore, Ukraine legally preserved strategic partnership relations with Russia and continued to develop trade and economic relations. The domestic policy of both states was characterized within the context of Russian-Ukrainian war; the main content of the analysis of the Great Agreement and its 20-year implementation period was revealed. Fundamental changes in relations between the West and Russia were formulated. The analysis of the interpretation of the main points and theses of the Agreement were carried out. After analyzing the Great Agreement the author considers it obvious that Ukraine and Russia have different conceptual views on the role of the Treaty in their development as well as in development of their interstate bilateral relations. The article analyses Russia’s ignoring of the main points and norms of the Agreement on Friendship, Cooperation and Partnership and describes the reasons for radicalization of relations both in political and social dimensions that have been provoked by the Russian-Ukrainian war. The author concludes that Russia under cover of the Great Agreement, created all conditions necessary for committing its military aggression against Ukraine and gives examples of war crimes. The subject of this research is the public diplomacy mechanism of the Russian Federation. The goal consists in consideration of the mechanism of functionality of public diplomacy of the Russian Federation based on the framework government documents, reports on the activity of the structures of public diplomacy of the Russian Federation, and expert analytical articles. The author examines the foreign policy concepts of the Russian Federation of 2000, 2008, 2013 and 2016, as well as reveals their structures and areas of focus. Analysis of the discourse of research on the public diplomacy of the Russian Federation allowed determining the gaps and the problematic areas that require further research. The article presents examples of the projects that were implemented in the indicated directions in accordance with the latter concept. In conclusion, the author outlines the development trends of public diplomacy mechanism of the Russian Federation. The mechanism of public diplomacy of the Russian Federation is an ambiguous phenomenon and still in the making. On the one hand, the understanding of “soft power” on the state level has evolved significantly in recent years. Moreover, the author traces the evolution of terminological field of public diplomacy in the official documents, as well as its objectives and development trends. On the other hand, the question of coordinating body within the mechanism of public diplomacy of the Russian Federation remains open and relevant. Attention of researchers is also focused on the actors and level of their engagement into the system, interaction between the elements within and outside the mechanism. At the same time, public diplomacy projects are implemented by the Russian Federation worldwide; they coordinate with the trends set by intergovernmental organizations, and appear to be quite effective with regards to provision of information support. The trend of digitization of international policy poses new challenges for the public diplomacy structures, which would require an evolution in understanding of the concept.

The article examines the problems and directions of improving the foreign trade coercion system in the Russian Federation. Current realities of the international economic relations development are characterized by the active use of foreign trade coercion measures. In the conditions of international economic integration they serve as one of the most effective means of influence, in connection with which we can state the steady spread of tools of foreign trade coercion, which, along with wide attention of international organizations and the public to this problem, determines the relevance of the study. The improvement of the current foreign trade coercion system should be carried out through the active participation of the Russian Federation in the activities of the UN and, in particular, in promotion of two main directions. The first one is designed to solve the problem of collateral damage by creating a unified list of products for which bans may be imposed, and mechanisms for monitoring their use, which, as a result, make it possible to humanize the use of foreign trade coercive measures. The second direction is designed to address the illegal misuse of restrictive measures. This can be done by developing a system for assessing the legitimacy of their use by third countries, as well as by unifying the implementation of UN sanctions regimes, including the adoption of norms on the responsibilities for their violation. The implementation of the presented directions will increase the efficiency of the foreign trade enforcement measures system, and provide an opportunity to defend the legitimate rights and interests of Russian entities, which, given the current trends in the development of international economic relations, will strengthen the position of the Russian Federation on the global stage.

The article presents the results of the analysis of Russian-Chinese economic cooperation over the past 70 years in light of the shift happening in both countries’ political paradigms and economic interests. The evolution of trade, economic and political relations, along with a detailed study of its stages, is described. The author examines the current state of economic relations between the Russian Federation and the People’s Republic of China and pays attention to both positive and negative development trends as well as their further prospects. Despite the fact that economic relations at the state level do not have a very long history from the point of view of a historical perspective and are less than 100 years old, they had a serious impact on the development of China: the participation of the Soviet Union was marked not only by the modernization of production field, but also by extensive investments and training of specialists. The development of Russian-Chinese cooperation was significantly influenced by the well-known political events of 2014 and the subsequent sanctions against the Russian Federation by Western countries, which gave rise to retaliatory sanctions from Russia. At the same time, despite the obvious successes of international economic cooperation between Russia and China, there are still many factors that have or may potentially harm their development. Most economists, along with public administration experts, understand the importance of eliminating the “commodity roll” of Russian exports since the benefits for both countries are relevant only for short time periods, but in the long term, both countries benefit from diversifying production and increasing exports from Russia to China of mechanical engineering products, chemical production, as well as other high-tech products.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

Cancer is increasing worldwide. Th e Russian Federation is no exception in this regard with an increase of the total number of new cases predicted to rise from 529,062 in 2018 to 587,622 in 2040. Th e present high burden and increase in incident cases at the same time increases the pressure on healthcare infrastructure and related costs. Th us, primary and secondary prevention of cancer becomes essential. Occupational cancers related to exposure at the workplace are among the preventable cancer burden, due to the modifi ability of the risk through minimisation of occupational exposures and adequate worker protection. For the Russian Federation, some 20,000 cancers each year may be att ributable to occupation, but systematic recording is currently lacking. As information is also lacking on the absolute eff ect of various occupational carcinogens in the Russian workforce due to lack of large-scale epidemiological studies and because for many suspected occupational carcinogens the evidence may become stronger, the true burden may in fact be higher. Th e Russian Federation appears particularly suitable for research into occupational cancer given the sizable workforce, the heavy industr ialisation as well as the good documentation and workplace surveillance over time, so that results are both informative for the situation in the Russian Federation and on a global scale. Five challenging but not unfeasible steps of nationwide population-based cancer registration, development of a legal framework for record linkage of registries and data collections, recording of occupational cancers, large scale epidemiological occupational cancer research and rigorous implementation of worker protection on known carcinogens, lead the way to a continuously updated cancer control plan that includes the elimination of occupational cancer in the Russian Federation.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.
