In the current context national goals in the field of economy are associated with further strengthening the competitiveness of Russian products on world markets, supporting national producers, stimulating investment activity. One of the conditions for their implementation is the application of regulation of foreign trade activities through the granting of benefits. The purpose of this article is to analyze and systematize the existing customs privileges within the framework of supranational and national legislation. A competent and transparent organization of system customs benefits allows not only foreign trade participants to save financial resources, but also to increase the investment attractiveness of the state. In the process of studying the EAEU legislation for customs privileges, it was revealed that different types of benefits are established by various regulatory legal acts; there is no understandable and clearly built system. The existing customs privileges are systematized and the basic rules for their application are described in the article. The content of each type of customs benefits has been disclosed. The analysis of the customs benefits in the Russian Federation during various periods of integration was carried out. Keywords. The process of development of interbudgetary relations in the Russian Federation, as a result of which the institution of regulation of financial resources of the state was formed, is characterized. Proposals are formulated aimed at improving this institution.

Subject/theme. SWOT analysis of the financial security of modern Russia is carried out herein to identify the prospects for the improvement of the financial security at the macrolevel.Purpose/objectives. The purpose of the article is to analyze the financial security of the state through the example of Russia. To achieve the purpose hereof, it is required to solve the following tasks:To provide the SWOT analysis matrix of the financial security of the Russian Federation.To determine the influence of the strengths on the opportunities and threats to the financial security of the Russian Federation.To determine the influence of the weaknesses on the opportunities and threats to the financial security of the Russian Federation.To quantify the elements of SWOT analysis.To identify the current threats to the financial security of the Russian Federation.To propose the measures to reduce the threats and to improve the level of financial security of the Russian Federation.Methods. The most common and high-quality strategic planning instrument – the SWOT analysis method – is used herein.Results.The imposition of anti-Russian sanctions made it possible to identify the problematic areas of the state, which are a threat to the financial security of the Russian Federation.The following can be identified as the current threats to the financial security of the Russian Federation: the outflow of domestic capital abroad and offshore; the quantitative restriction of money supply when issuing rubles for the growth of foreign exchange reserves; a high level of external public debt; high tax burden on business; weak investment activity and a slowdown in the rate of foreign investment; the instability of the banking system.Despite the considerable pressure from foreign countries, the Russian Federation is taking measures to neutralize the external threats to national security, reducing the possibility of external influence on its international position.Conclusion/relevance.SWOT analysis of the financial security of the state shows that the strengths prevail in the Russian Federation, but there are many weaknesses and external threats. In the aggregate, the field of strengths and opportunities prevails over the field of weaknesses and threats. Consequently, the Russian Federation has the prospects for development, but for further development the strength should be used to neutralize the threats.

Investment activity plays one of the key positions in the development of the state economy. A large number of socially and economically significant problems are solved by attracting investments in the economy of the region or the state as a whole. Effective investment processes increase the competitiveness of the subject, contribute to economic growth. Therefore, an important issue is the constitutional and legal regulation of this area of activity. The purpose of this article is a comprehensive analysis of the constitutional and legal aspects of regional investment policy in the Russian Federation. The main research method is interdisciplinary political-legal and political-economic. The use of the first allows for a comprehensive analysis of the constitutional and legal aspects of investment policy at the level of the regions of the Russian Federation. The second is to assess the state of organizational, managerial, political and legislative efforts of individual regions to develop their investment policies and create best practices.

Formulation of the problem. Issues of environmental management, infrastructure of regional and municipal scale, development of trade and services, use of real estate, introduction of special forms of education, culture and health care can be implemented with the help of financial resources of the region. The work is devoted to theoretical aspects of financial resources of state extrabudgetary funds of the Russian Federation. The purpose of the article is to determine the importance and place of state extrabudgetary funds in the financial system, the main directions of optimization of state financial resources, their development in spatial aspect from the point of view of the functioning of territorial budgetary systems and federal extrabudgetary funds in the regions of the country. The object of the study is the financial resources of the state extrabudgetary funds of the Russian Federation. Methods used in the study. The methodological basis of the study is the system of scientific methods used in the complex to achieve the goal and solve the set tasks. The dialectical method had made it possible to justify causal relations in the operation of State budgetary systems. The historical method is applied in the study of historical experience of financing the social sphere. Popular scientific, systemic and logical methods have also been used to obtain research findings. The empirical basis was international conventions, legislative acts of the Russian Federation, reference literature. Statement of the main material. Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.

The paper presents a project for organizing the transition of Russian citizens to the financing of an old-age labor pension using personalized pension accounts. On the basis of the simulation model of the financial provision of the old-age labor pension, a simulation of the accumulation of financial resources in the accounts of citizens was performed, proving the effectiveness of the development. It is shown that due to the funds accumulated on a personalized pension account, the amount of monthly pension provision of the employee increases annually, which encourages citizens to increase labor productivity, and the state-to reduce contributions to the Pension Fund of the Russian Federation, which reduces the cost of production at all enterprises in Russia and contributes to their accelerated development.

At the current stage of the Russian economic development, the small and medium-sized businesses are becoming an immediate priority in the development of the state financial policy for the long term. Strategic documents developed at the federal and regional levels necessarily include measures to promote small businesses followed by the establishment of professional associations, business development centers, business incubators, technology parks, introduction of new and improvement of existing legislation standards, etc. However, notwithstanding the efforts made by the authorities, increased “injections” of financial resources into this sphere of the economy as well as the direct interest of governments at all levels and a substantial public response, the development of small businesses in Russia is facing great difficulties. The data on the number of registered small enterprises indicate that the sharp rise of entrepreneurship observed in the early 1990s changed into the stagnation towards the end of the decade and the sluggish current dynamics at the present time. In this regard, the relevance of the research subject is substantiated by the need to improve the regulation of the financial support of small and medium-sized businesses in the Russian Federation in order to create favorable conditions for their development and ensure the country's economic growth. In the research framework the main tasks to be solved to ensure the achievement of the research objective were defined. Based on the research findings, proposals were made related to improvement of the legislation in the field of financial support of small and medium-sized businesses, including proposals to improve government programs for supporting the small and medium-sized business institution. Other proposals address the harmonization of planned and program-target documents defining activities aimed at financial support of small and medium-sized business entities in the Russian Federation, as well as proposals on how to make the currently applicable budgetary and tax methods of small and medium-sized business promotion in the Russian Federation more effective to ensure the accessibility of financial resources and improve the quality of the state regulation. The results obtained are presented in the form of conclusions and recommendations for state authorities concerned with the regulation of financial support of small and medium-sized businesses. The practical significance of the results of the work makes it possible to use them in the activities of the Economics and Finance Department of the Russian Federation Government, the RF Government Commission on Competition and Development of Small and Medium-Sized Businesses, and the Department of Small and Medium-Sized Business Development and Competition of the RF Ministry of Economic Development.

The state Arctic policy of Russia has no analogues in terms of the variety of tasks and the scale of risks of their implementation – from natural and climatic to foreign policy. Its most important subject was the consistent combination of new state and corporate solutions with the re-development of the «Soviet heritage». Today, this “heritage” accounts for more than 80% of the currently used national wealth of the Arctic. It was created in fundamentally different socio-political and socio-economic conditions, and now to maintain it at least in the same state and restructure it requires financial, material, technical and human resources that are not comparable with those necessary for similar purposes in the territories located to the south. The implementation of a unified state policy in the Arctic zone is complicated by the fact that it consists of a unique conglomeration of territories of four constituent entities of the Russian Federation and 28 municipalities of different types, located on the territory of other regions of the Russian Federation. All of them are relatively independent, have their own regulations, strategies for their development, etc. In 2008–2019, the state Arctic policy of Russia was documented in successive Decrees of the President of the Russian Federation and government decisions on the Arctic development program. However, in 2020 they were radically revised, including in the direction of taking into account the growing foreign policy threats.  The  conclusion  is  justified  that  only  the  strengthening  of  political  and  economic sovereignty  on  the  basis  of  stable  economic  growth  of  the  entire  country  can  ensure  the stability and minimize the risks of the functioning of this most important part of our state.

Introduction. This study is relevant in connection with the search for new points of development of the Sakhalin Region in new sectors of the economy that are not related to the mineral wealth exports model of the economy. The purpose of the paper is to assess the state of the industrial sector in the Sakhalin Region and consider the directions of its development. Materials and Methods. Federal Acts and other regulations of the Russian Federation, data from Rosstat; papers in periodicals on economics, management, and regional studies were used. Results. According to a number of indicators characterizing the state of the economy, the Sakhalin Region occupies a leading position not only in the Far Eastern Federal District but also in the entire country. In 2019, the index of industrial production in the Sakhalin Region decreased by 4%, in particular, the index of production in mining in 2019 decreased by almost 5%. At the same time, about 90% of this type of activity falls on the oil and gas sector. The growth rates of mineral extraction are declining against the background of the growth of other industries: manufacturing (112.7%), electric power, etc. (104.5%), water supply (165%). Discussion and Conclusion. A high level of depreciation of fixed assets of enterprises requires the activation of investment processes for their renewal and modernization. High investment activity is required, which will have a positive impact on the efficiency of production processes. It is necessary to increase the level of graduates training at the institutions of higher, secondary, and primary vocational education due to their insufficient practical training using modern equipment, and bad command of advanced technologies.

It gives suggestions to implement priority measures to facilitate the transfer the Russian economy to the direction defined by the Decree of the President of the Russian Federation (est. May 7, 2018). The report also highlights priority directions of the economic policy, primarily in investment activity, development of the domestic market, as well as financial and organizational support for the suggested actions.

The paper investigates the communicative model’s influence on the local self-government development in Russia. The research’s relevance lies in the role of communication in the institutionalisation of local government in Russia and is determined by the weakness inherent in local government institutions here. The nature of local self-government in the Russian Federation is contradictory. Local self-government bodies are closely connected with the state power and dependent on it, and at the same time they are legally excluded from the system of state power bodies. The internal political events of the first half of 2020 indicate a new turn in the development of local self-government in the Russian Federation. According to the amendments to the Constitution of the Russian Federation adopted following the referendum of July 1, 2020, local self-government and state authorities are part of the unified public authority system in the Russian Federation, while at the same time local self-government bodies may be vested with certain state powers, provided that the material and financial resources necessary for the exercise of such powers are transferred to them. The implementation of the delegated powers to local self-government bodies is controlled by the state.
