В статье проблематизируется кластерно-сетевой подход (М. Портер, М. Энрайт, Дж. Даннинг, Р. Мартин) в связи с его недостаточной представленностью в политических исследованиях и актуальностью его применения в политических науках для анализа современной социально-политической реальности, которая приобретает все более ярко выраженный сетевой полиархический характер. Автор обосновывает правомерность и эффективность применения кластерно-сетевого подхода к современным феноменам политической власти, политической партии, гражданского общества, политической группы, политической социализации и т.д., поскольку они принципиально отличаются от традиционных феноменов индустриальной эпохи, а также критику данного подхода с позиций современного политологического знания, необходимость взаимодополнительности существующих в политических науках подходов.

The process of forming of certain economic strength security provides the proof functioning of business, its integration in control system by a region and state. Therefore, there is a permanent necessity for realization the monitoring of economic security of enterprise as a key element of steady development of national economy. A research aim is sent to forming of conceptual positions in realization of monitoring the systems of economic security of business. modern normatively-legal and legislative aspects became Methodological basis of research became modern normatively-legal and legislative aspects of strengthening of economic security and eliminate of existent threats in the process of realization the monitoring of economic security of different business structures. In the conducted researches used methods of dialectics, methods and principles of scientific cognition, instruments of economic analysis for the sake of forming the conceptual positions in relation to creation of monitoring the systems of economic security of business. The basic hypothesis of research became supposition about possibility of creation the universal conceptual bases of realization the monitoring of economic security of businessmen with the aim of providing of stable development of business activity in the different spheres of national economy. Exposition of basic material. In the article are investigated the basic requirements of creation the monitoring of the systems of economic security, that is pulled out on the modern stage of business development to marked the aim, tasks, principles, functions, and stages of realization the monitoring. It is brought indicators over of economic security and its threshold values on the different levels of management business activity, to underline, that for each separate business structure the indexes of economic security can be certain depending on the type of business. Originality and practical meaningfulness of research are confirmed by the offered conceptual bases to creation and realization of monitoring the systems of economic security of businessmen, which takes into attention the specific of activity the separate businessman, and allows to be integrated in the general system of the state economic security. Conclusions and prospects of further researches. It is well-proven that conceptual positions are offered the monitoring of the systems of economic security of business allow to recognize and identify threats, forecast its consequences, determine the methods of localization and give information for the management of business structure activity, to accept operative decisions on the removal of threats, to correct strategic aims of businessmen development, taking into attention the state of economic security of external and internal environment of functioning. Further researches will be sent to convergence of purposeful cooperations in the process of realization the monitoring in the system of economic security of enterprise

Introduction. Today, the competitiveness of the national economy is one of the most influential concepts of development economics and practical policy, because it not only covers purely economic indicators, but also evaluates the economic results of non-economic phenomena important for stable growth, such as quality of political processes and governance. education, scientific base, rule of law, culture, value system, information structure. There are many scientific papers in the world that study the competitiveness of countries in the context of globalization. This problem was studied in detail by P. Krugman, E. Warner, J. Keynes, R. Barro, M. Porter, and J. Schumpeter. Despite such a large number of studies, the problems of forming the country's competitiveness still remain unsolved and not sufficiently substantiated. The purpose of the paper is to analyze the level of competitiveness of the economy of Ukraine and its regions, to identify factors that hinder development. Result. The key to Ukraine's high competitiveness at the international level is to increase the efficiency and productivity of the diversified national economy, which must be based on a strong technological, scientific and investment base. The current level of budget funding for education is devoid of investment, does not provide reliable development and modernization of education. Domestic business structures have not yet realized that investing in education is one of the most profitable areas of investment. The strategic task for Ukraine at the present stage should be the priority development of science and high technologies and active innovation policy. Innovation is the potential for economic growth. Conclusion. Only through the intensification of economic activity will Ukraine be able to integrate into the world community, ensure the necessary level of economic security and well-being of citizens. To ensure competitiveness, it is necessary to reorient financial resources from current consumption to investment and direct investment activities to the formation of an efficient national economy, in particular, to innovate investments, intensify innovation as a priority component of socio-economic development strategy.

Public-private partnership in the field of education is a special form of cooperation between the state and business. It is built on the unification of resources that are available at their disposal. These resources are primarily intellectual resources and it entails the use of mutual advantages. Its goal is to provide socially significant services with mutual additional benefits on the basis of pre-calculated risks. This is due to the understanding that the effective implementation of the State’s socio-economic programs depends, inter alia, on the level of development of business structures, which practically implements the priorities formed by the state. Nevertheless, Kazakhstan's small business is not always able to develop independently in the context of demand by the modern conditions of the national economy.

The article presents, substantiates and tests the author's methodological tools based on a set of economic and mathematical models reflecting the processes of formation, development, state and organization behavior control of spatial cluster-network integration of the oil and gas complex. The object of the research is the interregional and intersectoral interactions of the oil and gas complex, considered by the example of the regions of the Volga Federal District of the Russian Federation. The authors understand spatial cluster-network integration as a production pool of mutually beneficial cooperative ties of autonomous business structures based on related interdependent types of economic activity and forming a common space of socio-economic interests regardless of industry and territorial affiliation. The organization behavior control of spatial cluster-network integration requires taking into account the interests of all interested stakeholders, which can be represented using the structural-functional model of the four-link spiral concept. This organization behavior control approach, based on the cluster-network nature of spatial integration, will strengthen territorial and sectoral relationships; a harmonized synthesis of disparate resource potentials will contribute to the rationalization of their use; form the competitive advantages of business structures, the region and the country as a whole.

Management of the national economy is based on the use of the appropriate to historical context approach: procedural, system, situational, synergistic, interdisciplinary, or network one. The article substantiates the need and disclosure of the essence of the interdisciplinary approach to economic management research. Consideration of public management as a special field of knowledge objectively requires research of public management in the field of economics in connection with other sciences. Economic management has direct «intersection zones» with macroeconomic analysis, philosophy, sociology, political science, ecology and law. Only under the balanced influence of social, economic, political and legal spheres is formed a democratic system of development of the country and society. To ensure this direction of social relations movement, social actions of public management entities should be the result of close interaction of legally enshrined political and economic processes and meet the expectations of citizens. The interdisciplinary approach in public management research contributes to the transformation of the State administration system into modern models of public regulation of society, in particular a network model. The network approach develops tools for analyzing dynamics and changeability in the process of making and implementing the State level decisions, conceptualizes traditional organizational parameters in a new way: information, resources, knowledge, experience, values, etc. A striking example of the network approach is the introduction of various forms of public-private partnership, which becomes relevant in modern conditions and becomes an important direction for improving public management. In today’s environment, the interdisciplinary approach should be widely used in public management of the national economy, thus it needs further development and improvement in order to obtain an effective economic policy as result.

Abstract There are ∼7000 rare diseases affecting 30 000 000 individuals in the U.S.A. 95% of these rare diseases do not have a single Food and Drug Administration-approved therapy. Relatively, limited progress has been made to develop new or repurpose existing therapies for these disorders, in part because traditional funding models are not as effective when applied to rare diseases. Due to the suboptimal research infrastructure and treatment options for Castleman disease, the Castleman Disease Collaborative Network (CDCN), founded in 2012, spearheaded a novel strategy for advancing biomedical research, the ‘Collaborative Network Approach’. At its heart, the Collaborative Network Approach leverages and integrates the entire community of stakeholders — patients, physicians and researchers — to identify and prioritize high-impact research questions. It then recruits the most qualified researchers to conduct these studies. In parallel, patients are empowered to fight back by supporting research through fundraising and providing their biospecimens and clinical data. This approach democratizes research, allowing the entire community to identify the most clinically relevant and pressing questions; any idea can be translated into a study rather than limiting research to the ideas proposed by researchers in grant applications. Preliminary results from the CDCN and other organizations that have followed its Collaborative Network Approach suggest that this model is generalizable across rare diseases.
