Effective development of the agri-food complex is impossible without an appropriate socio-economic mechanism. The article reflects the study of the improvement of the mechanism of socio-economic development of the agro-industrial complex (AIC) on the basis of the development of network interactions in modern conditions. The rationale for the prospects of using the cluster-network approach in the economy of the regional agro-industrial complex is presented, since the study of regional network interactions within the framework of the formation and development of agro-industrial clusters currently deserves special attention.

Topicality. World experience in regional development shows that the level of spatial development of regional economies is closely linked to their competitive advantages. In a market economy, when choosing the best region for investment in various fields of activity, a significant influence on decision-making by business structures has the availability in this region of the necessary conditions for doing business - a developed financial and credit sector, commercial organizations, economic and legal institutions, market -information structures, foreign economic organizations, etc. In this connection, there is a need to study the spatial organization of the region's economy in terms of possible strengthening of competitive positions. One of the factors of increasing competitiveness is the implementation of the cluster approach. The relevance of cluster formation in Ukraine is clearly growing, especially in the agro-industry.Aim and tasks. The purpose of the article is to substantiate the feasibility of creating an agro-industrial cluster in the Kodym district of Odessa region. It will help to solve topical issues of socio-economic development of the district, stabilize and preserve the dynamics of economic development and raise the standard of living of the population of Kodym district.Research results. The formation of agro-industrial clusters in the region is a complex process, with visible results being achieved in just a few years. However, such associations have a positive impact not only on individual enterprises in the cluster structure, but also on the economy of the region as a whole, as three sectors interact: business, institutions and government. An analysis of the Western experience of the emergence of viable clusters shows that better and faster results can be obtained when the formation of a cluster becomes the focus of the targeted activities of all stakeholders. On the example of the agro-industrial cluster, an attempt was made to integrate into one chain of interconnected activities from production to the final product in a specific territory and to ensure its sustainable socio-economic development. To this end, the prospects and adaptability of the cluster formation were evaluated and the favourable and restraining factors for the development of the agro-industrial cluster in the Kodym region were determined. The participants of the Kodym agrarian cluster are identified and the model of interaction of the enterprises of the Kodym district within the Kodym cluster is presented.Conclusion. The article substantiates the feasibility of creating an agro-industrial cluster on the example of the Kodym district of Odessa region. Formation of agrarian cluster will allow stabilization and growth of production not only of the agro-industrial complex of the district as a whole, but also of individual participants of the cluster. Based on the cluster formation, a strategy will be formed and implemented, along with this will improve the financial status of all cluster members.

Based on recognized importance of industrial clusters for the socio-economic development of regions, this work presents a case study involving the evolution, discussions on the role of entrepreneurial activities and the influence of public policies on the development of the furniture cluster of Ubá, Minas Gerais. The methodology adopted included a survey, interviews with strategic actors of the cluster, and analysis comparative data. Preliminary results indicate that public policies had limited involvement in the emergence and development of APL, and indicate the need to investigate the diversity of patterns of business components of local cluster order to propose appropriate policies for each different type of companies. The main conclusion is that the key role in the genesis and development of the furniture cluster of Ubá was the entrepreneurial action of the local businessmen.

This article analyses modern state agrarian policy, which focuses on a wide range of issues of socio-economic development of rural territories. Statistics show that the agro-industrial complex is currently showing promising and qualitative development, including providing the country with the main groups of food products. At the present stage of innovative economy for-mation in Russia the solution of problems of effective industrial complex development of the country is of the utmost importance. The Russian Federation, having the considerable potential for maintaining effective development of the industrial enterprises, is at the initial stage of innovative industry modernization. For efficiency increase of industrial enterprises activity, and, in particular, mechanical engineering, it is offered to use the following events: business process reengineering of some enterprises; creation of industrial clusters on the basis of the most effectively functioning enterprises; monitoring of the strategic development level and potential of the industrial enterprises with the purpose of detecting the most and the least promising. Business process reengineering involves strong, revolutionary reorganization of the organization processes which must be accompanied by the implementation of a new information system at the enterprise. Its purpose is a sharp improvement of key activity indicators. Industrial clusters represent modern form of enterprises associations on mesolevel of economy. For the purpose of achievement of maximum effectiveness of the industry it is also necessary to monitor the enterprises of the industry based on growth rates of business cost and potential. Using the listed methods will allow to rebuild radically both the separate enterprises of the industry, and the whole industry in general and made it the leading one for economic development of the country.

Development institutions are the most important tool for stimulating innovation processes and infrastructure development. These organizations finance long-term investment projects that contribute to the socio-economic development of the industry, region or country. Such specificity of activity leads to significant difficulties in the assessment of their efficiency. At the same time, the development of a system for assessment of the development institutions’ efficiency, improving the efficiency of their work and ensuring positive economic growth rates in regions and states, are impossible without studying the approaches to the assessment of their efficiency. A growing interest in the activities of multilateral development institutions is taking place in today’s literature on public administration. However, there are currently no review articles that would consider the scope of work devoted to the assessment of the development institutions’ efficiency. The review examines modern research publications that assess the results of individual development institutions and their contribution to socio-economic development and some issues of economic efficiency. The article analyzes various approaches and methods for assessment of the development institutions’ efficiency. The study will allow us to assess the potential for use of modern approaches and identify areas for further application of the used methods. The materials of the review can be used as a general theoretical part for teaching the disciplines of "public administration" related to the assessment of the public administration efficiency.

The article examines the actual scientific and practical problem of budgetary regional policy, the formation and use of a consolidated budget as an effective mechanism for allocating the budget to the municipal territories of the region. The effectiveness of the regional budget policy is influenced by the monetary policy of the central bank, which performs an important function of managing the monetary sphere, using tools and methods that affect socio-economic development with the use of complex processes of influencing the processes of reproduction, which determines the relevance of this study. The aim of the study is to develop tools, use them in budgetary policy in the formation of a consolidated budget, ensure economic development and social standards of the population. The novelty of the research is the application of a synthesis of systemic and institutional approaches based on the specifics of budget policy and the mechanisms of their formation. As a result of the study, an analysis of the formation of a consolidated budget and its use was carried out, using tools and mechanisms of influence, through which adjustments are made to maintain macroeconomic equilibrium and effective development based on their own laws that arise within the economic system. Reproduction processes occur within the economic system and form a complex system of economic development, which is subordinated to the influence of methods and tools, acquiring a new architecture in the management system. Through the provision of development processes, new approaches are being built and created, strengthening competitive advantages in the economic system of regional development. The region is strengthening its position and is able to compete in the market, meet consumer demand, influence the development of the domestic market, ensuring the socio-economic development of the region. Dominant use of budget methods of direct and indirect incentives comprehensively ensures the socio-economic development of the region. The research was carried out on the basis of indicators of the Republic of Crimea, which are in the public domain.

The agroindustrial sector plays a significant role in the Russia economy. The main condition for the stable functioning and development of the agroindustrial sector is the dynamic and effective development of investment activities. Problems of investment development of agriculture negatively affect the economic sphere of agricultural production. It is necessary to optimize the investment policy, which will contribute to the emergence of long-term investments in agriculture, ensuring sustainable socio-economic development of the industry.
