The aim is to identify the trends in multichannel funding of universities in the regions, which creates the conditions for the integration of educational and research activities, and summarize the experience of universities that have created strategic academic units (SAUs) as one of the forms of integrating science and higher education. Based on the statistical analysis of financial receipts to universities from various sources in 2015 and 2019 (form VPO_2), the trends and structure of the funding distribution by type of educational and research activities in the regions of the Russian Federation were compared. It has been revealed that educational activities dominate in universities, accounting for about 70% of all income, and research activities 12–13%. Regional cases of the universities (ITMO, NNU, TSU, NSU, SFU) were analyzed. They integrated science and education in the form of SAUs. The cases were prepared on the basis of a content analysis of roadmaps for the period 2016–2020, interviews, and other open information. The analysis has showed that the organizational model of each SAU is created on the basis of the uniqueness and competitiveness of the university’s scientific and educational specialization by mechanisms that ensure the integration of the educational process and research activities through the involvement of students, graduate students in research and innovative projects. It is concluded that the flexibility and versatility of training programs and research at the university in the SAU format is formed in cooperation with many participants in regional innovation systems, which leads to the demand for its services by enterprises in the regions of the European part of the country and Siberia. The synergy of educational, research and innovation activities is achieved within the framework of both one university and through its network interaction with other Russian and international universities, scientific organizations, and enterprises. The experience of creating SAUs can be used by regional administrations, corporations in the development of world-class scientific and educational centers within the framework of the Science national project and national research and flagship universities of the strategic academic leadership program.

Adaptation of educational programs and educational and methodological support for persons with disabilities includes psychological, pedagogical and tutor support etc. The organization of the educational process using distance education technologies is one of the priority conditions for teaching students with disabilities and/or HIA. The use of this technology makes it possible to significant-ly expand and modify some educational standards for students with disabilities in inclusive education, namely, to create an individual way for each student with disabilities in inclusive education in a medical university. It is proposed to use training techniques such as: online consultation of teachers; VR technologies; availability of training materials 24/7; online webinars that facilitate the inclusion of such students in the educational and research activities of the university. This article is devoted to solving the problem of systematizing the existing concepts of innovation in higher education, reflecting the new vision of the university by modern scientists. The author studied the content and conducted a comparative analysis of various concepts relating to the emergence of the future image of the University. First of all, these are the works of the classics of post-industrialism, who defined science and education as a new industry within the emerging knowledge economy and noted the need to form, in this regard, a new type of University. Important potential for understanding the role and place of the University, as well as to get an idea of its supposed (futuristic) model in the new realities have the concepts of innovatization of higher education, the analysis of which is given most of the article. Under the concepts of innovatization of higher education in the article we understand the concept of modern scientists who consider the transformation of the traditional University in its innovative model that meets the needs of the economy and society focused on innovation. The concepts of innovatization are also divided into several types, grouped according to the relevant features, which suggests the possibility of transition to the innovative model of the University in different ways.

The article substantiates the importance of pedagogical stimulation educational activities of students, which is due to the trends of modern higher education, namely the idea of continuing education. Despite the sufficient degree of development of issues of pedagogical stimulation and activation of educational activities, this problem does not find a comprehensive solution in relation to higher education. In the activity of a teacher, in addition to the implementation of educational, educational, and developmental functions, a special place is occupied by a stimulating function. This is evidenced by the theoretical analysis of the works of classics of Russian pedagogy. The study of the experiences of scientists and analysis of own pedagogical activity allowed us to offer a comprehensive approach to the pedagogical stimulation of educational activity of student: application of enabling methods and technologies of training, the implementation of stimulating activities and educational incentives. The article defines the stimulating actions of the teacher at each stage of practical training at the University (introductory, main, final) and the pedagogical incentives used by them. Stimulating actions of the teacher encourage productive joint educational process of students and teachers. Comprehensive stimulation of educational activities will contribute to the formation of the subject position of students, the formation of a positive emotional and value attitude to the learning process, improve the quality of education, and act as a factor in the development of the ability to self-development and self-education.

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.
