The aim of the article is to make an analysis of the frequently used concepts of “information pro-vision” (IP), “information support”, and “research support”. Among the first terms in the draft of the GOST “Library and information activity one can see its key concept, but there are no the definitions of “IP”, “informational support”, “research support”, which are widely used to refer to information ser-vices for scientists. The absence of these concepts does not mean that they will no longer be used in special literature. To determine their place in the new paradigm of concepts, the definitions of “IP” proposed in 1974–2018 were collected. In the article they are systematized in the form of a table. The-se definitions show that even in the early 2000s, the domestic concept of “IP” was associated with the preparation of special publications – first bibliographic indexes, then databases, as well as the organi-zation of the remote access to full-text resources. It follows that the domestic concept of “IP” was formed in the field of bibliography. (Although it should be noted that providing copies or originals of primary sources – that is library activities – has always been the part of the IP tasks.) But then, under the influence of electronic resources and information technologies, the concept of “IP” began to be included in the activity that has always been related to librarianship. Moreover, there appeared elec-tronic resources (initially bibliographic) that provide various services. And these services are not only bibliographic (informational), but also library ones. This led in the late 1990s and early 21st century to the emergence of a new term – “information support”, which is used in several paradigms. Contextual analysis of this concept has shown that it is firstly used in a very close meaning to “IP”, retains its direction – from a library (information center) to a user, but emphasizes that a user can himself access resources and services specially provided for him via Internet (the first paradigm). The other is related to the mass media, not to the infrastructure of science. The third one is related to the organizational activities of information structures, that is, in the paradigm of modern administrative activity. A completely different picture is in the English terminology: it was supported by the examples of the use of this phrase as a term in foreign publications and by the analysis of universities library sites. It can be seen that this concept includes bibliographic and library activities, all possibilities for trans-mitting information to support a special group of users -scientists, specialists, and young researchers. This is also a good fit for a variety of activities (but not yet mastered by Russian research libraries), the work with initial research data and checking the reproducibility of research. The authors conclude that at the conceptual level, it is necessary to retain the term “information provision” to reflect the processes of providing information for research in the pre-Internet era, to provide information only for the work on research at the research stage. The term “research support” can be used conceptually to reflect preparing and providing information at any stage – from the idea cradle to publishing and research results implementation.

The mechanism of communication process and information security at an enterprise is considered. The theoretical aspects of the communications at the enterprise are based on the variety of its form and the relation of organizational and information structures: most activities have underlying links via information processes. Thus information security of communication process has a significant impact on the information security of the enterprise as a whole. In modern conditions and circumstances, the information security of the enterprise is largely reduced to cybersecurity and suffers from most threats of the latter. However, the human factor is responsible for most of the real facts of inflicting harm due to information security breaches. Thus, traditional mechanisms of privacy and confidentiality ensuring need to be adapted to new realities. New opportunities also set new requirements for understanding the very concept of information security: information must not only be protected but also timely and accurate as far as it is possible to be provided with modern telecommunication systems and information technologies: information security is a system of information protection of the enterprise – protection against theft, delayed and inaccurate providing of essential information to the recipient inside the enterprise or outside it. There are proposed and justified four principles necessary but not sufficient to ensure efficient mechanism of information security regarding communication process at small to medium enterprises. These include information awareness of staff even if they are not advanced with information technologies, traditional methods of protection against cyber threats such as passwords and encryption, control over information flows and the infrastructure that provides them, reliable cooperation and protection of remote access. These principles should be followed by managers at all levels.

The method of research is synthesis and analysis of the composition, and content of the tasks of technical protection of information, addressed in its organization, as well as the mathematical technique of factor analysis and theoretical and methodological basis of the cluster approach. As a result of the research, the tasks of technical protection of information, considered on the objects of informatization are defined and the timeliness of the application is shown for automated information support systems of the activity for the technical protection of information to solve these problems. It is noted that at present, the methodology for creating such systems is practically absent. The authors of research indicate the main approaches to their development, such as the dynamic change in the subject area of information security, the emergence of new information technologies, rapid changes in system and application software, the expansion of the range of information security threats, changes in the regulatory framework, etc. The composition and structure of the system of models and methodologies are proposed necessary for the design of these information support systems, their development, production, delivery and operation. Particular indicators are proposed to assess the completeness, reliability, timeliness (relevance) and information security necessary to ensure the activities to solve the problems of technical protection of information and complex indicator to assess the efficiency of information support for this activity. The interdependence of complex and particular indicators is shown by convolution of particular indicators using the linear function and the Cobb-Douglas function. Examples of calculating the complex indicator are given. The proposed indicators and models for their calculation will define quantitative requirements for the composition and structure of promising information support systems, as well as for the completeness, reliability, timeliness and security of the information provided by them, which is necessary for organizing the technical protection of information in domestic information systems.

The purpose of the article is to determine peculiarities of using modern communications and telecommunications, virtual space, assessing the availability of relevant information that reflects all aspects, processes which are taking place in the economic, social life, and ecology of rural areas. Another purpose is the development of directions for solving existing problems. Methodology. Methods for theoretical synthesis, analysis, and comparison were used in the process of determination of features and substantiation of the basic concepts. Results of the research. It was revealed that in the information provision of Ukrainian rural areas functioning has accumulated a considerable potential. There are such crucial strengths as an existence of a developed infrastructure of state statistics, hierarchically structured organizational structures (centre, region, district) that can provide information collection and processing, as well as its distribution in the opposite direction. Also, there are highly skilled IT specialists and organizational opportunities for their training and retraining. Among other points are the following: an existence of the databases, where scientific and technical information were accumulated; an existence of the databases of modern agricultural technologies; and there is also a developed research infrastructure. But today, the level of use of automation tools continues to remain extremely low in the rural management authorities in Ukraine. The long-standing experience in using information technologies by enterprises and organizations is practically not used in the management of territories. Full informational support of rural areas is possible in case of the organization of the qualitative monitoring of their development with simultaneous taking into account further forecasts for a set of most characteristic indicators for the territory in a certain period of time. A promising task is the integration of Ukraine’s information systems into the international information space. This task involves synchronizing national standards, methodologies, and tools with international standards, as well as improving communication with international scientific and information centres. Practical implications. The creation of an integrated information and communication system of rural areas will help to solve the tasks of effective territorial management. The main components of this system will be the following: the developed infrastructure for access to information; informational systems of local self-government bodies; informational monitoring systems; e-commerce and marketing systems; consulting electronic services; distance learning and retraining systems. Within the enterprises, it is necessary to use information and computer technologies for the accumulation of data about the social, economic, and ecological activity. It is advisable to supplement the monitoring information regarding the development of rural areas by subjective assessments, results of sociological surveys. An improvement of the software system “Household Accounting for Village Councils” involves the use of clientserver technology with the combined use of telecommunication and print media. A promising area for research and management of rural areas on the basis of the spatial representation of processes is the use of geographic information systems and global positioning. Value/originality. The integrated informational and communicational system of rural territories will ensure the efficiency and quality of their information support and will become the basis of effective management.

AbstractData platforms represent a new paradigm for carrying out health research. In the platform model, datasets are pooled for remote access and analysis, so novel insights for developing better stratified and/or personalised medicine approaches can be derived from their integration. If the integration of diverse datasets enables development of more accurate risk indicators, prognostic factors, or better treatments and interventions, this obviates the need for the sharing and reuse of data; and a platform-based approach is an appropriate model for facilitating this. Platform-based approaches thus require new thinking about consent. Here we defend an approach to meeting this challenge within the data platform model, grounded in: the notion of ‘reasonable expectations’ for the reuse of data; Waldron’s account of ‘integrity’ as a heuristic for managing disagreement about the ethical permissibility of the approach; and the element of the social contract that emphasises the importance of public engagement in embedding new norms of research consistent with changing technological realities. While a social contract approach may sound appealing, however, it is incoherent in the context at hand. We defend a way forward guided by that part of the social contract which requires public approval for the proposal and argue that we have moral reasons to endorse a wider presumption of data reuse. However, we show that the relationship in question is not recognisably contractual and that the social contract approach is therefore misleading in this context. We conclude stating four requirements on which the legitimacy of our proposal rests.
