The purpose of the work includes identification of the main problems of the agrarian sector of the economy of Russia and some ways of their solution. The author of article in the course of the research analyzed the main state measures stimulating development of the Russian agricultural producers and revealed restrictive factors. The author designated the prospects of development of the agrarian sector of Russia on the basis of foreign experience of the state support of agrarian formations. One of the key proposals of the author is the model of the state support of agrarian financial and industrial groups. The central place in the recommended model is taken by process of issue of state grants for financing of innovative projects. The author designated three types of such projects: innovative capital investments in the field of introduction of the special harvest equipment; the innovative projects having a certain experience of application in Russia (more than 3 years); new innovative projects.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The article considers methodological approaches to the concept of development of agrarian territories, gives recommendations on improving the organizational and economic mechanism of state influence on the processes of formation and functioning of agrarian territories, determining strategic guidelines for their development. The substantive essence and possibilities of the state support of development of agrarian territories are analyzed. The article analyzes the possibilities for the formation and development of the potential of agrarian territories, the state and prospects for the development of agricultural production using the model of indicative planning, taking into account the specifics of the Russian economy. The approach to the selection of the quantitative and qualitative content of the forecasts for the development of agrarian territories is disclosed. Current problems of forecasting resource support for the formation and development of agrarian territories are outlined. Recommendations are given on the possibility of using planning documents for an integrated approach to planning and regulating the development of the country’s agrarian territories.

Currently, agriculture is one of the priority sectors of the Russian economy. In view of the requirements for quality, quantity of products and the presence of specific features of business activities, agricultural producers need government support. The aim of the work was to assess the state support provided for agriculture in Russia, regions of the European North of Russia, and mainly in the Vologda region. It has been proposed, when providing state support, to take into account such areas as the formation of a comfortable environment for work and life in rural areas in order to attract personnel to the industry; in order to consolidate the actions of the state and business, it was proposed to organize “round tables” with the participation of persons interested in the development of the industry; Also of interest is the development of a system for acquiring agricultural equipment on the terms of leasing, hiring, and rating due to the poor state of the material and technical base.

The article deals with the phenomenon of social entrepreneurship. The importance of social enterprises in solving social problems and ensuring economic development of the state are outlined. The ranking of countries is based on the level of favorable conditions for the functioning of social enterprises, among which the most favorable conditions are characterized by the USA. The peculiarities of the state policy in the sphere of social enterprise development in South Korea are investigated, which, according to this rating, occupies the leading position among the countries in terms of state support of social business entities. The present state of development of subjects of social entrepreneurship in Ukraine is considered, which allowed to determine the main problems of their functioning. The conceptual basis of state support for the development of social entrepreneurship in Ukraine is formed, which is based on the definition of legal, financial, institutional and informational and consulting tools for the growth of social enterprises. Socio-economic effects of realization of social initiatives are revealed.

The purpose of this research is the development of theoretical foundations for the functioning of the mechanism of state support for small business in a decentralized government based on a synergistic approach. The subject of the study: theoretical and methodological foundations for the functioning of the mechanism of state support of small business in the context of synergetics. Research methodology is a set of principles, approaches, general theoretical, special, and interdisciplinary methods of scientific knowledge, namely morphological analysis, comparative analysis, methods of deduction and logical generalization, analysis and synthesis. Functioning of the mechanism of state support for small business is considered on the basis of a synergistic approach. The synergistic approach is one of the most effective methodological bases for the development of modern economics. The article considers the key theoretical provisions for understanding this approach, substantiates the possibility and feasibility of its application in the implementation of this mechanism in modern economic conditions. Results. It is determined that the reform of decentralization of power has led to the creation of institutional problems in the economic mechanism of state support for small business. In the regions and territorial communities, there is no single mechanism to support the development of small business, which causes the inefficiency of this area of public policy. This justifies the relevance of the use of new methodological approaches to the formation of the mechanisms for implementing the state policy of business regulation. The importance of small business for the development of the national economy, ensuring its stability, is substantiated, the main approaches to the essence of entrepreneurship are investigated. Theoretical aspects of the functioning of the mechanism of state support for small business on the basis of traditional and systemic approaches are systematized, their positive aspects and shortcomings are determined. It is substantiated that in the conditions of economic transformations and introduction of the reform of decentralization of power it is expedient to use the synergistic approach in the research of the mechanism of the state support of the small business. It is emphasized that the very synergistic approach is able to study the process of functioning of the mechanism of state support for small business on the basis of evolutionary development and self-organization of complex systems. We propose to consider the mechanism of state support in the conditions of decentralization as a process of self-organization of small business entities and public authorities, which is carried out through their interaction with the meso- and macroenvironment. Conceptual bases of the use of the synergistic approach in the research of the mechanism of the state support for the development of entrepreneurship and its economic levers are developed. It is substantiated that the application of a synergistic approach in the process of formation and application of the mechanism of state support of small business will allow to take into account interdependence of economic processes and phenomena, to investigate the interaction of local authorities and small businesses under decentralization. The use of a synergistic approach as a research method also makes it possible to take into account the dynamics of the state support mechanism. The synergistic methodology in the study of the mechanism of state support for small business allows to take into account the existence of connections and interactions between the components of the mechanism, as well as the integrity and ability to change. Based on a synergistic approach, it becomes possible to ensure the development of small businesses by preventing threats. The next advantage is the ability to take into account the alternative scenarios of small business development of a particular region or territory in a changing socio-economic environment. Consideration of the mechanism of state support as a self-organized system makes it possible to study the patterns of self-organization, which in the future should become the basis for calculating the synergistic effect of the mechanism.

Farms (individual and family) are an important component of the agrarian sector of the Ukrainian economy and an effective mechanism that contributes to increasing employment and income growth in rural areas, attracting investment resources in agricultural production. In recent years, there has been a downward trend in the number of farms in Ukraine. The main reason for this situation is the absence of potential start-up capital from the potential agrarian farmers, on the basis of which efficient agrarian production could be built. There are also a number of restraining factors in the development of agriculture in our country, including the imperfection of the legislative framework in the areas of the permit system and licensing, the limited participation in government procurement, the lack of an effective system of training for entrepreneurs in the agricultural sector, etc. Research by domestic and foreign scientists shows that one of the strengths of farms is their resilience. They all operate under conditions of risk and uncertainty that are specific to the agricultural sector, but retain their structure, functions and identity. At present, they have many socio-economic problems and one of them is the organization of competitive production. In conditions of fierce competition, farms can operate successfully, especially if competitive products are produced. Among the basic problems of functioning of farms that require a decision in the legal field, scientists distinguish: imperfection of mechanism of the long-term crediting and taxation of farms; insufficiency of sizes of the landed parcels of land for the conduct of effective menage, absence of projects of organization of the use of land in relation to the еколого-економічного ground of crop rotations and organization of lands; plenty of documents necessary for the receipt of state help. Farming as a form of farming in the countryside is important not only for agriculture, but in general for all areas of material production. Therefore, the development of farming should be explored in the context of the changes taking place in the spheres of public relations. It should be noted that the characteristic features of farms are mainly small sizes, small in size initial capital and land areas, reliance on own funds, orientation on market conditions, focus on output, commercial calculation, risk, entrepreneurship. The revitalization of farming creates favorable conditions for the development of small rural businesses. In recent years, domestic farms have begun to play a significant role in meeting the needs of the internal market and shaping the export potential of agricultural products. Among the main problems that hinder the development of the agricultural movement in our country, it is necessary to note the low level of introduction of modern innovative technologies of agricultural production, which, in turn, is caused by limited financial support, lack of working capital to acquire the appropriate production resources for the new production cycle. Last years, in spite of all problems that are in our state, the amount of farmers in Ukraine grows little by little. On official statistics, by the state on beginning of 2018 for us about 45 thousand farms were counted, for the last year their amount increased on 2%. Certainly, it is a small height, but a general tendency talks that to be a farmer in Ukraine and to engage in an agribusiness becomes a fashionable tendency. Specific gravity of farming in the general amount of agricultural produce in Ukraine hesitated from 6,1 % to 8,7 %. For comparison in the USA the domestic farms of different types together make 99 % economies on the whole and 90 % productions in an agricultural sector. Farming has a high degree of adaptability to market signals, flexibly responds to market conditions through changes in production programs, specialization and diversification of economic activity, but not agriculture, but Ukrainian agricultural holdings provide the lion's share of Ukrainian agricultural exports. Therefore, as soon as possible creating favorable conditions for the functioning of farms in Ukraine is important both to overcome the decline of the village and to streamline the organizational structure of agriculture in accordance with European standards for market conditions through changes in production programs, specialization and diversification of economic activity, but not agriculture, and Ukrainian agricultural holdings provide the lion's share of Ukrainian agricultural exports. Therefore, the earliest possible creation of favourable conditions for the functioning of farms in Ukraine is important both for overcoming the decline of the village and for streamlining the organizational structure of agriculture in accordance with European standards. The conducted research shows that the main problems of state support for farms in Ukraine are low level of awareness of farms about the possibilities of obtaining state support; complex procedural mechanism for obtaining state support; lack of clarity on the timing of state aid; manual allocation mechanism; - insufficient funding for government programs. We believe that a dialogue should be established between the state and FG: a state strategy for the development of the agrarian sector should be clear to producers and communicated through profile associations, sectoral organizations, the agricultural advisory system, while farmers' problems should be a priority for the state. In order to increase the competitiveness of farms, investment activities should cover the introduction of investments in the modernization of production. For the competitiveness of a farm, its technical re-equipment is necessary.

The course of European integration chosen by the state and the further accession of Ukraine to the European Union requires, in turn, the reform of national legislation and the system of authorities, as well as a review of the state's role in the life of public relations, including agrarian ones. In this regard, there is a need to carry out agrarian reform of Ukraine, the main purpose and task of which is to ensure the activity of the national commodity producer, to bring the agrarian sector of Ukraine to the international level, as well as to strengthen the position of Ukrainian products in the world market. However, without the proper involvement of the state, achieving these goals is virtually impossible. That is why the role of the state in ensuring the development of the agro-industrial sector is crucial. At the same time, the state should not interfere in agribusiness, and it is obliged to create only favorable environment for business entities. In this case, it is important to ensure the proper public administration of agrarian legal relations, which in turn creates the need to study the nature of public administration, the purpose and mechanisms of implementation, as well as legislative regulation. At the same time, considerable attention needs to be paid to the study of state support for agriculture, which in recent years has been the main type of state participation in the field of agriculture. Public administration and direct government support for agriculture create the right conditions for agribusiness development, including the opportunity for small and medium-sized businesses to develop. The article explores the concepts of public administration and state support for agriculture, defines their purpose and content. The comparative legal characterization of public administration and state support has been carried out separately, and it has been established that these are different legal categories, but interrelated and interdependent. It is determined that the national legislation of Ukraine does not have definitions of the studied concepts, and therefore one of the directions of reforming the national legislation should be its updating by fixing the concept of public administration, methods, principles of its implementation, etc. The purpose of the study is to compare state support and public administration in agrarian law of Ukraine, to determine common and different characteristics, to establish methods of implementation of state support and public administration, to study the experience of foreign countries on state support and public administration of agricultural producers. The object of the study is the legal relations that arise between the state and other subjects of agrarian legal relations regarding the implementation of public administration and state support of the agrarian sector. The methodological basis of scientific research is represented by the following methods: the method of legal analysis, comparative method, the structural method, the formal legal method.
