This research aims to promote a discussion on how to characterize an ecologically dysfunctional municipality, in terms directly linked to environmental legal noncompliance, and how it can impact the axes of Environmental Democracy, based on the identification of institutionalized environmental conflicts by governmental agencies that have a duty to conduct investigations and punish its offenders. The methodology used was a documental analysis of works published on the subject in books, specialized magazines, scientific articles available in libraries or on the internet; and the analysis of a case study, which took place in a medium-sized municipality in the state of São Paulo. Using the methodology, we were able to characterize ecologically dysfunctional municipalities, and their impacts on the structural axes of Environmental Democracy, in order to provide access to information, increase citizen participation, and resolve environmental conflicts.

Recently, some authors have pointed out that the subject of university–firm collaboration (UFC) in the teaching context has been neglected. To fill this gap, and considering that educational provision is co-created with various stakeholders, this study aims to provide an exploratory characterization of the current state of UFC in the teaching context and to explore UFC as a mechanism for the co-creation of value. A qualitative approach was chosen, through a case study applied to one faculty at a Portuguese university. Data were obtained through documentary analysis and interviews with people in charge of this faculty. The results suggest that collaboration activities in this domain occur, albeit not systematically or in a planned way. The involvement of the current faculty direction in stimulating this collaboration is recognized, and the leaders see this phenomenon as a mechanism for co-creating value between firms and academia. As a practical contribution, the study proposes a set of recommendations to encourage such UFC. The scientific contribution arises from the presentation of a conceptual structure which explores the UFC phenomenon in the teaching context, bringing together the perspectives of collaboration and the co-creation of educational provision, as well as presenting a number of suggestions for future research.

Considerado a principal política destinada à pesca artesanal brasileira nas últimas décadas, o Seguro-Defeso (SD) garante aos pescadores renda mínima no período de Defeso, quando ocorre interrupção forçada do trabalho. Este artigo busca realizar uma análise das contradições relacionados ao SD, abordando sua importância frente às características socioeconômicas dos pescadores, ao mesmo tempo em que problematiza a ação estatal restrita a esse benefício, entendendo-o como incapaz de fortalecer as comunidades pesqueiras nos conflitos socioambientais que enfrentam em seu dia a dia. A metodologia deste trabalho envolveu uma revisão de literatura sobre o tema, o uso dos dados do pagamento do SD e dos microdados da Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC) do ano de 2018.   Caracterizar el estado de la logística constituye un soporte para trazar estrategias de desarrollo, tanto a nivel del sector empresarial como en la formación del potencial humano. El objetivo del artículo es demostrar cómo la utilización de los modelos de referencia de la logística y su adecuación matemática permite caracterizar el estado de la temática con sus particularidades en las microempresas en el contexto ecuatoriano. Se utilizan encuestas, el análisis y la síntesis, y la estadística para el diagnóstico. El resultado principal es la caracterización del estado de la logística en una muestra de empresas que es estadísticamente significativa. Como conclusión fundamental se obtuvo que los modelos de referencia desarrollados constituyen instrumentos de gran utilidad y validez para caracterizar el estado de la gestión logística en las condiciones de las empresas de la amazonia ecuatoriana, así como una guía para trazar estrategias para su desarrollo.   Palabras clave: logística, micro empresas, índice, gestión, modelo.   ABSTRACT   Characterizing the state of logistics constitutes a support to draw development strategies, both at the level of the business sector and in the training of human potential. The objective of the article is to demonstrate how the use of the logistics reference models and their mathematical adequacy allows characterizing the state of the subject with its particularities in micro-enterprises in the Ecuadorian context. Surveys, analysis and synthesis, and statistics are used for diagnosis. The main result is the characterization of the state of logistics in a sample of companies that is statistically significant. As a fundamental conclusion, it was obtained that the reference models developed constitute highly useful and valid instruments to characterize the state of logistics management in the conditions of companies in the Ecuadorian Amazon, as well as a guide to draw strategies for their developing.Keywords: logistics, micro enterpris-es, index, management, model.   Keywords: logistics, micro companies, index.

The lack of examples of smart-city initiatives and the sharing of best practices in Portugal confirm the gap in the transference of empirical knowledge to the scientific literature in this area. The smart-city concept has passed through three stages. However, its evolution has not been noted equally throughout countries and their territories. The literature only provides information about specific projects implemented in a few cities. Therefore, the aim of this paper was to study the state-of-the-art of smart cities in Portugal by analyzing 25 editions of the most relevant national-wide smart-cities magazine. First, the objective of analyzing the magazine was to study each Portuguese city in terms of the subject areas and types of existing initiatives in order, ultimately, to frame cities within their respective smart-city phases, as per the literature. Second, the aim of the paper was also to provide information about the evolution of the concept through analyses of embedded experts’ quotes. The results of the first are complemented with the analysis of interviews with policymakers to provide information about the existing challenges to implementing a smart city and to understand the role of government therein. Qualitative and quantitative analyses were performed on the case study. The findings suggest that the three smart-city phases are perceived in slightly different ways in Portugal and heterogeneity within the country can be noted from the lack of strategies and a standard framework.

Video games have been broadcasted on television for several decades, but gaming programs reached their peak at the turn of the 20th and 21st centuries. Their popularity dropped significantly when access to the Internet became popular. Game fans thus gained access to information and film material from video games. Polsat Games is another TV channel in Polsat’s rich offer. It deals with the subject of video games with a strong emphasis on e-sport. In addition to broadcasts about games, documentaries and quasi-documentaries as well as anime series are broadcast on it. The channel has launched its own esports league where players play League of Legends. The channel’s viewers are mostly young men, but its viewership results are not impressive. Internet channels on YouTube and Twitch which Polsat Games provides are more popular than the traditional TV channel, transmitting games live and publishing episodes of gaming shows.

The Internet plays an important role in higher education institutions where Learning Management Systems (LMS) occupies a main role in the eLearning realm. In this chapter we aim to characterize the Internet and LMS usage patterns and their role in the largest Portuguese Polytechnic Institute. The usage patterns were analyzed in two components: characterization of Internet usage and the role of Internet and LMS in education. Using a quantitative approach, the data analysis describes the differences between gender, age and scientific fields. The carried qualitative analysis allows a better understanding of students’ both motivations, opinions and suggestions of improvement. The outcome of this work is the presentation of the Portuguese students’ profile regarding Internet and LMS usage patterns. We expect that these results can be used to select the most suitable digital pedagogical processes and tools to be adopted regarding the learning process and most adequate LMS’s policies.

Purpose. The aim of the article is to analyse the processing of personal data of air passengers during the SARS-CoV-2 pandemic in the context of doubts that have arisen in connection with the need for these passengers to provide their personal data as part of filling out the Passenger Location Card questionnaire. Method. The research method used in this study is case study. Findings. In the study, it was showed that firstly, the data of air passengers processed in relation to the application of the Passenger Location Card by the State Border Sanitary Inspectorate in Warsaw should be protected under the provisions of the General Regulation on the protection of personal data. Furthermore, their controller, i.e. the State Border Sanitary Inspectorate in Warsaw, did not fulfil its obligations in this regard. This, in effect, justifies the conclusion that the processing process not in accordance with the law on the protection of personal data. Research and conclusions limitations. The analysis concerned only passengers of aircrafts arriving and/or departing from airports located on the territory of the Republic of Poland. Practical implications. The analysis carried out in this study may provide a solution to the issues that have arisen in the public sector with regard to the processing of personal data collected from air passengers on the basis of the Passenger Location Card questionnaire and thus, the conclusions may prove useful for data controllers who should be aware of such problems, but also for air travellers as data subjects who should be protected by the General Data Protection Regulation and their rights in this regard. Originality. This analysis, if only for the reason that it is an analysis of a problem that has come to light relatively recently (March 2020), has so far, only been the subject of consideration in press articles.

Despite the popularity of comics, the subject of their translation has remained notably underexplored. Comics swept into the market of Iran in the 1970s; however, they were a new and unfamiliar genre in the country. One of the earliest comic series to appear in Iran was Les Aventures de Tintin, translated by Khosro Sami’i and published by Universal Publications before the Islamic Revolution of Iran in 1979. Following the Revolution, Universal discontinued the series in Iran and other publishers briefly took it up; after a few years, publication of the books was discontinued. It was not until 2000 that the series was re-introduced by Tarikh-o Farhang and Andishe-ye No Publications. Moreover, as a result of the ubiquitous availability of comic books on the Internet, scanlations made by Tintinophiles have burgeoned recently. This study examines the translations into Persian of Les Aventures de Tintin from these three groups (the early editions of the 1970s and 1980s, the revived publications of 2000, and the Internet scanlations) and attempts to shed light on the position of comics in the translated polysystem of Iran. For this purpose, Even-Zohar’s Polysystem theory (“Polysystem Studies” 9-26) and Tamaki’s approach (119-146) are employed. The synthetic model of translation description proposed by Lambert and Van Gorp (42-53) is used to examine the translations in three layers: 1) preliminary data, 2) macro-level, and 3) micro-level. Onomatopoeic representations are analysed at the micro-level to investigate the extent to which their translations have broken target culture norms and conventions. The results of the study reveal a gap for comics, an empty niche to be filled, in the translated polysystem of Iran and, accordingly, a canonized position for this genre and its translations. This position, however, has migrated to a less central place in more recent translations.

El presente artículo trata de una inmersión en la realidad social de la comunidad del entorno del Parque Estatal de las Fuentes de Ipiranga, una unidad de conservación urbana de la ciudad de Sno Paulo, el tercer remanente más importante de la Mata Atlántica del municipio. El estudio de caso aquí presentado describe el proceso de gestión participativa que incluyó a los grupos interesados en la acción: el poder público del municipio (prefectura de la ciudad de Diadema), el poder estatal (Instituto de Botánica) y la comunidad local. En el campo de la investigación y la acción se utilizaron técnicas de grupo focal para detectar los principales conflictos ambientales del área; se realizaron entrevistas con los moradores para entender su percepción sobre los problemas ambientales, y se hicieron reuniones periódicas para planear las acciones a seguir. Los resultados nos proporcionaron elementos para afirmar que hubo un proceso de capacitación de los ciudadanos en relación con la organización de las acciones colectivas; éstas arrojaron resultados significativos que mejoraron la calidad social y ambiental del área. AbstractThis article describes an immersion in the social reality of the community of the State Park of Fuentes de Ipiranga, an urban conservation unit in the city of São Paulo, the third largest remnant of the Atlantic Forest in the municipality. The case study presented here describes the participatory management process that included the groups interested in the action: the municipal authorities (prefecture of the city of Diadema), the state authorities (Institute of Botany) and the local community. In the field of research and action, focus group techniques were used to identify the main environmental conflicts in the area; interviews were conducted with residents to understand their perception of environmental issues, and regular meetings were held to plan the actions to be taken. The results indicate that there was a process of training citizens with regard to the organization of collective action, which yielded significant results that improved the social and environmental quality of the area.

The article deals with the peculiarities of becoming a constitutional-legal institute of the state language in Ukraine. The main part of the research is devoted to the analysis of the laws of origin of the considered institute, the prerequisites of the modern stage of its development, and therefore the generalization of the factors that led to the establishment and final consolidation at the legislative level of the status of the state language in the context of creating the national language of the people of Ukraine, the establishment of the Ukrainian political nation. Within the framework of this article, considerable attention is given to the characterization of the stages of the genesis of the institute of the state language, starting from the 9th to the beginning of the twentieth centuries. The author of the article emphasizes the conditions that contributed to the formation of regulations in the field of language policy in Ukraine. The subject of the study is the legal monuments of Ukraine, the legislation in force in the territory of Ukraine during the period under review, which regulated the language relations and, consequently, the approval of the state language as a legal institute. Critical analysis of the normative mechanisms of functioning of the Institute of the State Language was carried out. It is suggested to take into account certain features of the legal system, characteristic of a specific historical period of development of Ukraine. This approach, in the author’s opinion, is expedient, since it provides an opportunity to distinguish the main stages of becoming a state language as an institution of constitutional law and to understand the mechanism of constitutional and legal regulation of linguistic relations. At the same time, a chronological division of the process of formation of the state language institute into periods according to belonging to the stages of its formation was made. The regularity of the relevant division is determined, which defines the purpose of this study, and therefore, the legal characterization of the selected periods and stages of formation of the Ukrainian language, the search for regularities in their correlation.
