At the present stage of development of society, management of large infrastructural objects of the regional economy is an important national economic task. The complexity of its solution is primarily associated with the need to take into account in the long-term perspective the needs of yet unborn generations of people and qualitative changes in the control object that arise in the process of its operation. In this paper, control objects are considered on a universal scientific platform of natural-industrial systems, and the control process itself is presented as a multi-step one. Introduced and formalized the concept of “problematic situation”, which prevents the system from advancing towards the goals of sustainable development, a method for reducing the number of indicators for assessing the state of the system is proposed. The management strategy uses the “principle of foresight” and the scheme of making compromise decisions due to the presence of contradictions in the indicators of development.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

Numerous studies demonstrate that the goals of economic growth frequently take precedence over addressing social problems and problems of environmental degradation. The manifestations of this imbalance differ from country to country depending on the stage of development of the productive forces, and institutional framework that ensures the creation and adoption of new practices and approaches to exploitation of natural resources. This problem is entirely inherent into the economies of resource regions. The paper aims to examine the impact of the extraction of raw materials demanded by the national economy on the problems and prospects of the long-term sustainable development of northern Russian localities. Methodologically, the research rests on the theory of inclusive development and evolutionary economic geography. The comparative analysis of the formation of local budgets and dynamics of the Okrug in Russia reveals that the degree of their financial sufficiency depends insignificantly on the scales and dynamics of raw material production. The legislation on assigning revenues to local budgets takes into account the specifics of the northern oiland gas-producing territories rather poorly. The financial capabilities of local communities do not allow handling existing ecological problems. The growth in hydrocarbon production in current institutional conditions does not guarantee sustainable long-term development for such territories. Addressing environmental issues requires instituting serious changes at federal and regional levels, including making the alterations to the articles of the Tax Code of the Russian Federation. It is also crucially important to give financial incentives to introduce new technologies, provide research grants, lower labour taxes, and raise taxes on the use of natural resources.

The article analyzes the current sustainable development policies of economic entities. At the present stage of development of society, economic relations between the participants of business processes as a prerogative in relations highlight the long-term cooperation, which is aimed at sustainable development. To date, the sustainability of the development of economic entities of any field of activity is given great attention. This is due primarily to changes in legislation, resource-boundness, rising prices for natural resources, requirements for the implementation of social and environmental objectives, and competitive advantages. Therefore, the introduction of the principles of sustainable development into business processes determines the need for a comprehensive assessment of the formation of the sustainable development policy of any economic entity. The relevance of issues of sustainable development of economic entities is indisputable, since the sustainability of development affects the investment attractiveness of economic entities and their interaction with stakeholders whose demands are directed to the environmental, social, economic aspect of the economic entity. Accordingly, an economic entity with transparency in this regard will be of greater interest to potential stakeholders, which will significantly affect the financial component of any Russian business entity. A balanced and effective policy leads to the reduction of all possible risks, strengthening competitiveness, increasing the efficiency of employees and customer loyalty, improving the reputation of the business community as a whole and the long-term functioning of an economic entity. Achieving a high level of sustainability is possible when delivering sound goals through planning, productive work with stakeholders and the implementation of successive activities in key areas of activity, namely: interaction with staff, with the business community, with society and the state as a whole. In turn, the achievement and maintenance of long-term sustainable development of an economic entity is determined by three important directions: environmental, economic and social, provided they are combined, and not isolated. Therefore, today, the main purpose of the formation and analysis of indicators of sustainable development is the reflection of the impact of the organization on stakeholders, with whom it will be in direct or indirect economic cooperation.

Amid growing controversy between the vital needs of modern society for natural benefits and the limited ability of the biosphere to reproduce them, the problem of sustainable development of human civilization becomes more and more urgent every year. The choice of effective methods of solution depends on a deep understanding of its content and scientific understanding of the causes of its occurrence. In this paper, the problem of sustainable development is considered from the perspective of long-term management of macrosystems, which include natural-industrial systems (NISs), which are of particular importance for the economic development of Russian regions. The complexity of the NISs as objects of management requires the use of non-conventional approaches to determining the trajectory of their movement towards the goals of sustainable development.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.
