The analysis of the socio-economic situation in the Tambov region is carried out. The assessment of the effectiveness of the implementation of socio-economic policy in the context of modern threats and challenges is presented. Taking into account the fact that in all constituent entities of the Russian Federation the situation with the spread of coronavirus infection proceeds differently, regional authorities of each constituent entity, in addition to federal measures, began to develop and apply their own measures of social support for citizens.

The article discusses current regulatory legal acts and clarifications on their application on social support for doctors, paramedical and junior medical personnel of medical organizations, ambulance drivers directly working with patients with a new coronavirus infection (COVID-19). The federal laws, Decrees of the Government of the Russian Federation, and Orders of the Government of the Russian Federation in the field of social support are analyzed. The article contains material on the possible types of medical examinations, systematizes the existing state guarantees for compulsory state insurance for certain categories of medical workers, and the possibility of obtaining the necessary documents from medical organizations and medical and social examination institutions for submission to the Social Insurance Fund of the Russian Federation.

The paper describes the characteristics of human capital as the most important factor of economic growth. The problem of improving the quality of human capital in the conditions of the critical socio-­economic situation of families with children in the Russian Federation is raised. The review of the existing mechanism of social support for families with children is carried out and its inconsistency with the existing challenges is revealed. Based on legal and statistical analysis, proposals are formulated for the creation of a targeted benefit for children under 18 years of age and its inclusion in the system of compulsory social insurance.

Subject. This article considers the peculiarities of regulation of inter-budgetary relations in the constituent entities of the Russian Federation in the conditions of an unstable economic situation. Objectives. The article aims to form an approach to assessing the effectiveness of the distribution of transfers from regional budgets in current conditions. Methods. For the study, we used the methods of analysis and synthesis, analogy, comparison, and grouping. Results. The article offers recommendations for the formation and improvement of the approach to assessing the effectiveness of the distribution of intergovernmental fiscal transfers between municipalities. Conclusions and Relevance. The proposed approach to assessing the effectiveness of inter-budgetary relations in the region can help comprehensively assess the effectiveness of the provision and use of inter-budget transfers to municipalities. This makes it possible, if necessary, to promptly adjust the distribution of funds between municipalities in an unstable external environment. The proposed approach to assessing the effectiveness of the distribution of intergovernmental fiscal transfers between municipalities should be used in the activities of regional authorities in the development of relevant regulatory documentation, as well as in the practice of financial interaction between regional and local authorities.

The article explores the criterion approaches that make it possible to identify municipalities as single towns and compares the categories of single-sector municipalities (single towns) depending on the magnitude of the risks of their socio-economic situation, employment and unemployment in the labour markets of single towns. The work used foreign and Russian studies on problems of state regulation of single towns, analyzed the experience of developed countries. Methodological tools of research: methods of analysis of statistical sources, logical justification, forecasting. According to the study, the largest concentration of single towns over a three-year period corresponds to two groups: monoprophilic municipal entities of the Russian Federation (monocities), with observed risks of deterioration of socio-economic situation and monoprophilic municipal entities of the Russian Federation (monocities) with crisis socioeconomic situation. The article presents conceptual approaches to regulation of social and economic development of single towns of the Russian Federation, which allowed to highlight three main approaches to development of single towns in the Russian Federation (inertial, scenario of rehabilitation of the cityforming enterprise and scenario of its closure). As a result of the presented forecast information — all categories of single towns show a decreasing trend in the number of employed population. However, most of all, this trend affected the category of cities with stable socio-economic situation, which indicates not only the deterioration of the situation in these territorial entities, but also the general negative trend of development at the level of the national economy. Practical results of the study can be used in developing assumptions to regional authorities to reduce unsustainable employment in single towns

In the review materials of the All-Russian scientific and practical conference in the form of the “Round Table” devoted to the discussion of the draft Concept of the legal policy of a constituent entity of the Russian Federation (on the example of the Tambov region), theses of the reports of the participants of the event are presented. They reveal the most diverse aspects of the conceptual design and implementation of legal policy in the constituent entities of the Russian Federation. The importance of such a doctrinal and applied document as the Concept of legal policy of a constituent entity of the Russian Federation is emphasized, which can become a program of real actions of the regional authorities and civil society of the constituent entity of the Federation to ensure the state-legal development of the region, starting from the system of lawmaking and continuing with all other elements of the legal system of the constituent entity of the Russian Federation (law enforcement, powerless law enforcement, legal culture, legal consciousness, legal training and education, digitalization of law, etc.). The substantiation of the necessity of combining doctrinal and practical aspects in the course of preparation and improvement of the content of the Concept of legal policy of a constituent entity of the Russian Federation (on the example of the Tambov region) is carried out.

Article is devoted to the analysis of the Order of the Russian Ministry of Health of 19.03.2020 № 198n (an edition of 29.04.2020) “About a temporary order of the organization of work of the medical organizations for implementation of measures for prevention and reduction of risk of spread of a new koronavirusny infection of COVID19” regarding formation of the temporary staff list of the division of the medical organization providing medical care to citizens with a koronavirusny infection of COVID-19 and also the requirement with the staff of this division. The criteria recommended by the Ministry of Health of the Russian Federation for determining the number of rates of medical workers in these divisions, requirements for medical workers of the division have been considered, a practical example of calculation of rates has been given.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
