Introduction. Modern sport development trends point the influence of globalisation processes among which specialists mainly highlight the changes that athletes’ migration provokes. Lack of information about the peculiarities of migration processes in volleyball leads to the identification of a problematic issue which requires study and analysis. Aim is to study the migration of highly qualified volleyball players and the performance effectiveness of their national teams in a retrospective review of Olympic volleyball tournaments taking into account quantitative indicators for legionnaires participation. Material and methods: analysis and synthesis of scientific and methodological literature and Internet data, comparative and historical research method, content analysis, methods of mathematical statistics. Results. The effectiveness of the men’s national teams performance in the final part of the Olympic volleyball tournaments for the period 1988-2016 is analysed. Migration was considered as a significant factor influencing the effectiveness of highly qualified volleyball players competitive activity basing on the materials of the national teams performance in the Olympics Games volleyball tournaments. The quantitative and qualitative indicators dynamics of the athletes-legionnaires participation in the national teams and approaches to the formation of teams regarding their representation are determined. Conclusions. Studying migration issues of highly qualified volleyball players basing on their participation in the Olympic volleyball tournaments for the period 1988-2016 allowed us to identify growth and decline trends in quantitative and qualitative indicators of the legionnaire players participation in national teams and explain them for club teams development by modern trends strategies. Characteristic features for the male volleyball national teams formation which are presented in percentage values were identified and justified

Comparative analysis of competitive performance indicators between the strikers of the children's and youth sports schools Arsenal and children's and YSS № 7 in Kharkov showed that the quantitative and qualitative aspects in the execution of the TTA had significant differences with respect to the players in the TTA, namely: receiving the ball - an increase of 6,48 TTА on average per game (t=2,89; p <0,05), passing back and across the field - more by 3,09 TTА (t = 2,89 ; p <0,05), ball keeping - an increase of 3,07 TTА (t = 2,50; p<0,05), martial arts at the top – 2,19 TTА, respectively (t = 2,20; p>0,05), single combat below – 1,69 TTА (t= 2,38; p<0,05), kicks in the goal - the result was more by 1,7 TTА (t=2,46; p> 0,05). For example, the young strikers of the СYSC Arsenal of Kharkiv, in comparison with the YSS № 7, Kharkiv, are performing qualitatively and tactically actions: namely, in receiving the ball, the result is better by 14.49% (t = 2,18; p > 0,05), short passes back and across the ball - by 12,64% (t = 2,23; p <0,05), ball keeping - by 17% (t = 2, 14; p <0, 05), single combat below - at 23,57% (t = 2,16; p <0,05), leg kicks – 19,3% (t = 2,24; p> 0,05).

Computing the sparse fast Fourier transform (sFFT) has emerged as a critical topic for a long time because of its high efficiency and wide practicability. More than twenty different sFFT algorithms compute discrete Fourier transform (DFT) by their unique methods so far. In order to use them properly, the urgent topic of great concern is how to analyze and evaluate the performance of these algorithms in theory and practice. This paper mainly discusses the technology and performance of sFFT algorithms using the aliasing filter. In the first part, the paper introduces the three frameworks: the one-shot framework based on the compressed sensing (CS) solver, the peeling framework based on the bipartite graph and the iterative framework based on the binary tree search. Then, we obtain the conclusion of the performance of six corresponding algorithms: the sFFT-DT1.0, sFFT-DT2.0, sFFT-DT3.0, FFAST, R-FFAST, and DSFFT algorithms in theory. In the second part, we make two categories of experiments for computing the signals of different SNRs, different lengths, and different sparsities by a standard testing platform and record the run time, the percentage of the signal sampled, and the L0, L1, and L2 errors both in the exactly sparse case and the general sparse case. The results of these performance analyses are our guide to optimize these algorithms and use them selectively.

Marine, industrial, turboprop and turboshaft gas turbine engines use nonaxisymmetric exhaust volutes for flow diffusion and pressure recovery. These processes result in a three-dimensional complex turbulent flow in the exhaust volute. The flows in the axial turbine and nonaxisymmetric exhaust volute are closely coupled and inherently unsteady, and they have a great influence on the turbine and exhaust aerodynamic characteristics. Therefore, it is very necessary to carry out research on coupled axial turbine and nonaxisymmetric exhaust volute aerodynamics, so as to provide reference for the high-efficiency turbine-volute designs. This paper summarizes and analyzes the recent advances in the field of coupled axial turbine and nonaxisymmetric exhaust volute aerodynamics for turbomachinery. This review covers the following topics that are important for turbine and volute coupled designs: (1) flow and loss characteristics of nonaxisymmetric exhaust volutes, (2) flow interactions between axial turbine and nonaxisymmetric exhaust volute, (3) improvement of turbine and volute performance within spatial limitations and (4) research methods of coupled turbine and exhaust volute aerodynamics. The emphasis is placed on the turbine-volute interactions and performance improvement. We also present our own insights regarding the current research trends and the prospects for future developments.

In this study the authors analyze the effects of e-government reforms that began in mid-90ies by confronting the promises which these reforms made to government performance in the period before and after the reforms took place. The authors use fiscal and performance indicators of the Slovenian government and courts to argue that e-government did not yield any notable effects on the state performance. Finally, the authors analyze the reasons why e-government technology cannot be regarded as sustainable and suggest a different approach towards researching how to sustainably improve governance for generations to come.

The article analyses various approaches to assessing the PR activities of commercial organizations and public authorities. The author concludes that there is no comprehensive methodology for analyzing and evaluating the effectiveness of PR activities. This indicates the relevance and the need to develop a special methodology to identify relevant and potential sources for the formation and development of a complex image and reputation characteristics of public authorities with which citizens of the Russian Federation could operate. The basis of the proposed theory is the materials of works on communication by G. Lasswell (model of mass communication, pentad). The method is a system of evaluation parameters, performance indicators, and analytical tools for each structural component of such activities, as well as an algorithm for their analysis and evaluation. When developing this methodology, we try to take into account the maximum number of criteria and performance indicators, but in practice, it is not always possible. To increase the effectiveness of the methodology, the author conducts the structuring of the pentad, which allows to distinguish the main processes of PR activity of a public authority. The assessment of each component of the pentad is a separate study in which we can identify the relevant PR activity processes that require adjustment.
