Abstract. Muslim lifestyle in the city which one of the causes is the development of mass me-dia, especially in religious nuances magazines. By analyzing 13rd – 18th volume of SCARF Maga-zine Cover this research is done to find out how the Scarf magazine constructs hijaber in their cover magazine version. The method used in this study is a qualitative method with Peirce semiot-ics analysis and data collection techniques in this study is by Interview, Observation, and Library Studies. From the results of this study found that there are ten symbols on the cover of Scarf maga-zine that has a meaning in accordance with the criteria of muslimah urban Scarf magazine. The ten symbols are models are public figure, entrepreneur models symbol, a gesture tilting his head, a gesture raising one foot, hand closing gesture, a fashion symbol, a hijab headscarf, a symbol of wearing a headscarf, a symbol of different makeup styles - different, and SCARF text symbols. Where the meaning is to construct hijabers in version of Scarf magazine cover. The conclusion of this research is that the symbols have a meaning that construct a muslimah in magazine cover of Scarf magazine not only through fashion but also from other symbols that fit with the characteris-tics of Muslim according to the magazine that is smart, active, independent, confident, dynamic, and commit to spirituality value. From this research SCARF should more consider about spiritual-ity value and other symbol that shown through the cover magazine according to the vison of this magazine. Abstrak. perkembangan hijab bagi muslimah di kota besar salah satunya diakibatkan perkembangan media massa khususnya majalah bernuansa agama termasuk majalah SCARF. Dengan menganalisis Cover majalah SCARF volume 13-18 penelitian ini bertujuan untuk menge-tahui bagaimana majalah SCARF mengkonstruksi perempuan berhijab versi cover majalahnya. Metode yang digunakan yaitu metode penelitian kualitatif dengan analisis semiotika Charles Sand-ers Peirce dan teknik pengumpulan data Wawancara, Observasi, dan Studi Pustaka. Dari hasil penelitian didapatkan bahwa terdapat sepuluh simbol pada cover majalah Scarf yang memiliki makna sesuai dengan kriteria muslimah urban mengkonstruksi perempuan berhijab versi cover majalah Scarf. Sepuluh simbol tersebut yaitu simbol model seorang public figure, simbol model seorang entrepreneur, simbol gesture mendongakkan kepala, simbol gesture meninggikan satu ka-ki, simbol gesture tangan menutup, simbol gaya busana, simbol jilbab tidak menutup dada, simbol penggunaan jilbab, simbol gaya riasan yang berbeda-beda, dan simbol teks SCARF. Simpulan dari penelitian ini simbol-simbol tersebut memiliki makna yang mengkonstruksi perempuan berhijab versi cover majalah Scarf tidak hanya melalui fashion tapi juga dari simbol lain yang sesuai dengan karakteristik muslimah menurut majalah tersebut yaitu smart, active, independent, confi-dent, dynamic, dan commit to spirituality value. Pada penelitian ini peneliti menyarankan agar majalah SCARF lebih mempertimbangkan simbol-simbol termasuk nilai-nilai spiritual yang di-tunjukkan melalui covernya agar lebih sesuai dengan tujuan majalah.

This study aims to find out and describe the Implementation of the BKKBN Student Counseling Information Center (PIK-M) Program in the city of Palangka Raya. The type of research used is a qualitative method, by taking a sample of 4 (four) PIK-M from 8 (eight) PIK-M in the city of Palangka Raya. Namely, (1) PIK-M Barendeng (UNPAR), (2) PIK-M Fasko (UMP), (3) PIK-M Barigas (IAIN), (4) PIK M Bakti Husada (Poltekkes). Data collection techniques are documentation, observation, and interviews. The informants consisted of Head of KS / PK, Head of Sub-Division of BKR, Trustees, Managers, and members of each PHC-M. The cornerstone of theory in this research is implementation and program, where implementation is actions to achieve the objectives outlined in policy decisions. The program is as a unit or unit of activity which is the realization or implementation of policy takes place in a continuous process and occurs in an organization involving a group of people. According to G. Shabbir Cheema and Dennis a. Rondinelli has four factors that influence the implementation of policies or programs, namely: (a) environmental conditions, (b) relations between organizations, (c) organizational resources for program implementation, (d) characteristics and capabilities of implementing agents

The purpose of this study was to determine the implementation of the communication strategy carried out by the Head of the Tasikmalaya City Covid-19 Cluster Team in the implementation of Large-Scale Social Restrictions (PSBB). The research method used is a qualitative method with data collection techniques interview, observation and documentation. The results showed that the implementation of the communication strategy carried out by the Task Force Team of the City of Tasikmalaya was in accordance with the indicators of the communication strategy ranging from the communicator determination strategy, message determination strategy, media determination strategy and audience determination strategy. The communication strategy implemented resulted in the fact that the spread of Covid-19 in Tasikmalaya City had decreased due to the implementation of discipline carried out by the apparatus as the Tasikmalaya City Covid-19 Task Force Team and communication that was conveyed to the public with the right strategy. The implementation of the communication strategy that has been carried out by the Task Force Team, the implementation of the report on the results of the Tasikmalaya City discipline presentation is reported directly to the Governor who is charged to Kominfo with the local Government.

This study aims to find out how the management of parking fees is managed by the transportation agency, starting from payments made by users of parking services to parking attendants, depositing to collection officers, receipt of treasurers then depositing to the city government so that it can be called city PAD (Regional Revenue) palangkaraya and contributions especially parking. The method used is a qualitative method, the research carried out is a descriptive study where the Department of Transportation and Office of Regional Original Revenue were chosen as the location of the study. Data collection techniques use observation, interviews, and documentation. The research results and discussion can be concluded that the implementation of the policy has not been maximized. This is because there are still some obstacles that hamper parking retribution faced by Palangka Raya Parking Area Revenues, especially in terms of collecting parking fees.

The market has functioned as a safety net and employment provider for some communities. Traditional market as a symbol of people's prosperity in every region. This research is conducted to know the culture in Triwindu Market as one of antique market in Surakarta City. Cultural value is expected in accordance with the local wisdom of the city of Surakarta as a city that preserves the culture and cultural values as a crutch to improve the welfare of merchants this research using descriptive qualitative method with purposive sampling and unit analysis of traders antiques merchants motor parts, Heirloom traders, scales traders. Data collection using in-depth interviews. The result of the Culture which is the philosophy that developed in the merchant community and still used as one of the trading principles is "kintir ora keli" which means although following the current trade flows or developing trend but not to lose its trade identity. There is also "jeneng first new jenang" which means to be successful in trading must find a good name first in the eyes of buyers by providing the best service and quality assurance commodities, new customers will get a lot of fortune.

Abstract: Timor Raya Restaurant comes from the proliferation of places that offer rental services of wedding packages in the city. The initial function of this restaurant was a venue for weddings with supported interior concept. As the time goes by, the restaurant also rented out for other events such as birthdays, graduations, meetings and gathering severance and other events that makes the interior concept incompatible anymore with such events. Flexibility of  the interior space is the main problem of this restaurant and to study about it can use the "liquid" philosophy at the meaning of sirih pinang as a local wisdom potential. The purpose of this study is to present an interior design of Timor Raya Restaurant with "liquid" concept that can provide solutions to respond to some of the functions contained. Data collection method is done by observation and interviews and analyze with qualitative method to each element of the interior with the "liquid" concept. The results showed that by the application of  "liquid" concept  against every element make the interior concept of Timor Raya Restaurant can adjust to every event hold.Keywords: Liquid, interior, Timor Raya RestaurantAbstrack: Restoran Timor Raya hadir dari maraknya tempat-tempat yang menawarkan jasa penyewaan paket pernikahan di Kota Kupang. Masalah fleksibilitas ruang interior merupakan masalah utama dari restoran ini dan untuk mengkajinya dapat menggunakan filosofi “cair” pada makna sirih pinang sebagai potensi kearifan lokal. Tujuan penelitian ini adalah untuk  menghadirkan sebuah desain interior Restoran Timor Raya dengan konsep “cair” yang dapat memberikan solusi untuk merespon beberapa fungsi yang diwadahi. Metode pengumpulan data dilakukan dengan observasi dan wawancara serta menganalisisnya dengan metode kualitatif terhadap setiap elemen interior dengan konsep “cair”. Hasil penelitian menunjukan bahwa dengan aplikasi konsep ”cair” terhadap setiap elemen membuat konsep interior Restoran Timor Raya dapat menyesuaikan dengan setiap acara yang diwadahi.Kata kunci: Cair, interior, restoran timor raya

Syariah housing has now penetrated the city of Surabaya. The syariahisation project is a form of the commodification of religion that marries business and re-ligious symbols. The rise of syariah housing will result in spatial and social segregation. This paper will discuss the forms of the commodification of religion in syariah housing and the impact of the commodification of religion in syariah housing in the Surabaya area. This research uses descriptive qualitative method. Data collection techniques through literature studies by collecting all material or data that corroborate and are related to the study of sharia housing and the commodification of religion. The results of this study indicate that there are four forms of the commodification of religion in syariah housing. First, from the facili-ties offered by the use of religious labels in the form of an Islamic environment, there are regular studies, tahfidz houses, mosques, archery areas. Second, the marketing strategy by using a tagline that contains elements of Islam; inviting customers to the concept of religious seminars, using the names of housing that is closely attached to the nuances of Islam. Third, "Islamic" fashion used by marketing agents and models in the brochure. Fourth, syariah-based payment sys-tems. With the concept of sharia housing this will have an impact on the formation of social identity and creating a gated community

The effectiveness of the digital SAMSAT mobile service program is a success in improving the welfare of its members and the community in general with the aim of research to determine the effectiveness of digital services on the SAMSAT mobile program in the city of Mataram and what are the supporting factors and obstacles the city of Mataram. The method used in this study is descriptive qualitative method with data collection techniques, namely interviews, observation, literature study, and documentation. Data analysis in qualitative research, carried out at the time of data collection takes place, namely reduction data, display data, and draw conclusions. The results of this study are the effectiveness of the mobile SAMSAT digital service program in the city of Mataram. So far the services carried out by mobile SAMSAT have been effective. the number that has paid PKB as many as 7.507 vehicles and the amount of money as much as Rp. 3,542,442,111. while SAMSAT mobile 2 operates in the cakra and gebang sub-district offices, the number of which has paid PKB is 2,382 vehicles and the amount of money is Rp. 1,236,041,341. the last being SAMSAT mobile 3 which operates in the sindu market and the udayana roundabout, the number of those who have paid PKB is 2,538 vehicles and the amount of money is Rp. 913,443,402. and those who paid PKB in 2018, traveling around SAMSAT 1 in Sangkareang Park and Mayure Village Office, the number of those who had paid PKB was 10,522 vehicles and the amount of money was Rp. 6,627,326,321. while SAMSAT around 2 operates in the cakra and gebang sub-district offices, the number of which has paid PKB as much as 6,603 vehicles and Rp. 3,708,124,026. the last being SAMSAT mobile 3 which operates in the sindu market and the udayana roundabout, the number of which has paid PKB as many as 3,617 vehicles and the amount of money as much as Rp. 2,740,330,200. judging from the increase in the number of people who have paid PKB from 2017-2018, according to the scale of the assessment made, it can be concluded that the effectiveness of digital services on the SAMSAT mobile program in the city of Mataram has been effective.

This research is entitled "Implementation of the Child Identity Card (KIA) Policy in the Population and Civil Registry Office of Tasikmalaya City"."The research method used is the qualitative research method. According to Bogdan in Moleong (2007: 4) explains that "Qualitative Method is a research procedure that produces descriptive data in the form of written or oral words from people and observable behavior". To get an intensive, in-depth, detailed and complete qualitative analysis, the data collection in this study will use data sources namely Observation, Interviews and Use of Documents. Every Child is required to have this Child Identity Card (MCH) listed in Permendagri No. 2 of 2016. KIA at the Tasikmalaya City Population Service is still aimed at improving Data Collection, Protection, and Fulfillment of Children's Rights. Data collection techniques in this study using observation, interviews, and documentation. Research Methods using descriptive research methods with a quantitative approach.
