 An innovation promoted by the government of the city of Bandung in 2014 that urban gardening activities by utilizing their yards, vacant land, alley, dak  and the other, better known as Urban Farming. This activity was intended for residents of the city of Bandung with the hope of meeting the food needs of the household and supporting urban green open space. The purpose of this study was to determine the model of communication used by the Department of Agriculture and Food Security in the dissemination of innovation Urban Farming "Kampung Berkebun" in Bandung. This was accomplished through qualitative description methods of data collection and analysis using some observations, personal interviews and textual analysis. The results showed that the program of promoting Urban Farming "Kampung Berkebun" consists of two activities, namely the first event, to be disseminated to the subdistrict and village heads as the city of Bandung which is held at the Department of Agriculture and Food Security in Bandung, and the second activity is to provide training to the residents in the village location. Bandung has 34 districts and 151 villages. Training was conducted at each site include a village with a maximum of 50 people of the village residents. Deployment of innovative communication model Urban Farming "Kampung Berkebun" in the form of a model that is both mechanistic and interactional namely communication model David K Berlo (1960) and Schramm communication model (1954). Sebuah inovasi  dimasyarakatkan oleh pemerintahan Kota Bandung mulai tahun 2014 yaitu kegiatan berkebun diperkotaan dengan memanfaatkan lahan pekarangan, lahan tidur, gang, dak  dan yang lainnya   lebih dikenal dengan sebutan  Urban Farming. Kegiatan ini diperuntukan bagi   warga Kota Bandung dengan harapan dapat memenuhi kebutuhan pangan dalam skala rumah tangga dan menunjang ruang terbuka hijau perkotaan. Tujuan penelitian ini adalah untuk mengetahui model komunikasi yang digunakan Dinas Pertanian dan Ketahanan Pangan   dalam memasyarakatkan inovasi Urban Farming “Kampung Berkebun” di Kota Bandung. Metode penelitian yang digunakan adalah metode deskriptif kualitatif  dengan teknik pengumpulan data menggunakan wawancara, observasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa   program memasyarakatkan  Urban Farming “Kampung Berkebun”  terdiri dari  dua kegiatan, yakni kegiatan pertama, dilakukan sosialisasi terhadap para camat dan lurah se Kota Bandung yang dilaksanakan di kantor Dinas Pertanian dan Ketahanan Pangan Kota Bandung  dan kegiatan kedua adalah memberikan pelatihan teradap warga di lokasi  kelurahan. Kota Bandung memiliki 34 kecamatan dan 151 kelurahan. Pelatihan dilaksanakan disetiap lokasi kelurahan dengan menyertakan  maksimal  50 orang warga kelurahan tersebut. Model komunikasi  penyebaran inovasi Urban Farming “Kampung Berkebun”  berupa model yang bersifat mekanistis dan interaksional yaitu model komunikasi  David K Berlo (1960) dan model komunikasi Schramm (1954).

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

This study aims to describe the role of the government-private and role of the government-NGO coalition in Green Open Space Based Urban Governance in Makassar City. This type of research is qualitative, research conducted to systematically search for and compile all data obtained, both interview data, field notes and other data that support research. The results of this study indicate that the confidence of the private / private sector in the city government green open space policy is still low because the government's political will problem is that it does not involve all components in the private sector. One of the strategies is optimizing planters in RTR in strategic areas such as in the Untia region. The strategy that is pressed on the private sector is segmentation of activities that can increase green open space. Decisions taken by the private or private sector are based on the mission of the organization itself which has environmental concerns as outlined through CSR programs, the program is not intervened by the city government. Although there have been Regional Regulations Number 3 of 2014 concerning the arrangement and management of green open spaces but not yet assessed WALHI has provided significant progress for the addition of RTH in Makassar Penelitian ini bertujuan untuk mendeskripsikan peran koalisi pemerintah-swasta dan peran koalisi pemerintah-LSM Dalam Tata Kelola Perkotaan Berbasis Ruang Terbuka Hijau (RTH) di Kota Makassar. Jenis penelitian ini adalah kualitatif, penelitian yang dilakukan untuk mencari dan menyusun secara sistematis seluruh data yang diperoleh baik itu data hasil wawancara, catatan lapangan dan data-data lain yang sifatnya menunjang penelitian. Hasil penelitian ini menunjukkan bahwa keyakinan sektor swasta/privat terhadap kebijakan RTH pemerintah kota masih rendah karena persoalan political will dari pemerintah yang kurang melibatkan seluruh komponen pada sektor swasta. Salah satu strateginya adalah optimalisasi penanam pada RTR Kawasan strategis seperti di Kawasan Untia. Strategi yang ditekan pada pihak swasta adalah segmentasi pada kegiatan yang dapat meningkatkan ruang terbuka hijau. Keputusan yang diambil sektor privat atau swasta adalah berdasarkan misi dari organisasi itu sendiri yang memiliki kepedulian terhadap lingkungan yang dituangkan melalui program CSR, program tersebut tidak mendapat intervensi oleh pemerintah kota. Meskipun telah ada Peraturan Daerah Nomor 3 Tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau namun belum dinilai WALHI memberikan kemajuan berarti bagi penambahan RTH di Kota Makassar

Waste has become a problem that is really worrying everywhere. If you pay close attention, there are indeed a number of factors that cause waste problems to become serious. First, population growth. Second, more and more instant food with plastic packaging. Third, the habit of littering, the habit of consuming instant food in packaging, to the habit of throwing garbage without sorting between organic and non-organic waste will damage the ecosystem. The same problem is also experienced by Berbek Village in Sidoarjo Regency, the problem of waste and flooding that is always faced by the city cannot only be the responsibility of the government, but the community as one of the producers of household waste should always help reduce the amount of waste. Thisneeds to provide an understanding to the community of environmental concerns, especially regarding household waste management and water conservation for the future based on water conservation. The results achieved from this activity are that the village community is aware of and understands the importance of a clean environment, there is no garbage scattered, puddles or floods can be reduced, and are able to practice independent waste management methods.

This study discusses how the Serang City Square as a public open space is abused by prostitution as a place for approval of prostitution transactions. These conditions make the City Government of Serang do various ways to allow the condition of the City Square of Serang which has been abused by parties related to prostitution. When the government has not been able to deal with the problem of prostitution itself, then to facilitate the handling of prostitution, the government collaborates with other parties, namely Islamic Organizations that are considered capable of assisting the City Government of Serang in eradicating prostitution in Serang City Square. However, at the time of the collaboration between the Serang City Government and the Islamic Organizations, it had not been running optimally because there were some collaborations between one of them which was not going well with good communication between the best institutions and the Islamic Organizations in eradicating prostitution. This is because the government considers that Islamic Organizations do not have the authority to eradicate prostitution. Indeed, the role of Islamic Organizations is only as a companion and to remind the government.

This research is motivated to find out the survival of the Society survival in areas prone to landslides In The Village Of North TandikekPatamuan Sub-District, Padang Pariaman District. Research location in the village of North Tandikek. This research uses qualitative approaches with case study research types, data collection techniques by observation, interviews and documentation.The selection of informant is done by Purposive Sampling. The Analysis of this research uses functional structural theory by Talcott Parsoons AGIL. The results of the research are that (1). The reasons for society to stay in the research site are: a). Environmental Factors, b) Economic Factors, c) Social Cultural Factors, d) Education Factors. (2). Society strategies for survival in landslide prone areas that is: a). Looking for a safe haven b). Greening empty land c). Mutual Cooperatin West Sumatra is one area with a high level of disaster vulnerability. West Sumatra BPBD said that West Sumatra was very vulnerable to natural disasters, and for most of the year natural disasters struck. The efforts made by the government in disaster management efforts in West Sumatra, especially in the city of Padang, were to establish a Disaster Education Park on the Purus Coast of Padang City. The Disaster Education Park aims to provide an understanding of disasters to the community, so that the community can prepare themselves for disasters. The purpose of this research is to describe the role of Purus Padang River Care Community and Disaster Education Park for disaster mitigation in Padang City. The method used in this study is a qualitative method with a descriptive approach. The results of this study concluded that there are several roles of the River Concern Community and Disaster Education Park in disaster mitigation efforts in the city of Padang, including: (1) Providing reading books as a source of knowledge about disaster, (2) Establish a River School, (3) Making KPS management a playground, (4) Providing Disaster Material / Training to the Community, (5) Monitor River Development, (6) Maintain the cleanliness of rivers, lakes and beaches.

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

This article examines the Western and Eastern parts of the Roman Empire during the Middle Ages for finding the evidence of implementation of food security policy therein. The object of this work is the cultural peculiarities and socioeconomic relations in the society, which determine and promote the process of implementation of food security policy. The subject of this work is the theoretical, practical and normative sources on ensuring food stability of the state, normative acts of the government institutions reinforced by the results of archaeological explorations. The author is one of the first within the Russian and foreign literature to demonstrate the facts that testify to the implementation of food security policy in the Middle Ages. Based on the historical example of France under the Capetian dynasty, it is demonstrated that the maintenance of food sustainability in the “mansion state” was implemented by the following means: restrictions on the goods for export, collection of special transit fees, establishment of the customs institutions. The success of the Byzantine food security policy was guaranteed by creating the large grain depots during the reign of Julian the Apostate; establishing the institutions that were accountable to the authorities and controlled the consistent procurement of essential food products; the order of Anastasios II on expulsion from the city of anyone who did not provide themselves with a yearly supply of food; consolidating trade regulations and distribution restriction in the in the “Book of the Prefect”.

The waste management in urban areas should get treatment from various parties (communities, governments, and businesses) to prevent environmental damage increases. Waste management can be done in the management area of the Rukun Tetangga (RT) and Rukun Warga (RW) level, also the village level. The main problem for the current partner that doesn’t spread evenly of knowledge and the capabilities in utilizing waste into something that has economic valuable and the low level of public participation in the program launched by the government especially Kampung Berkebun programs that have been implemented at the level of Rukun Warga (RW). Community Service activity is done by providing assistance to communities to manage organic waste in the local environment (communal scale-Rukun Tetangga) program to support the Urban Farming to utilize all potentials and resources that have been owned and has not been utilized properly.

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.
