ABSTRAKOptimalisasi pelayanan lembaga publik kepada masyarakat merupakan kewajiban yang harus selalu ditingkatkan. Optimalisasi pelayanan kepada masyarakat dan stakeholder menjadi dambaan bagi pengelola lembaga. Optimalisasi pelayanan adalah sebuah upaya untuk selalu meningkatkan dan memperbaiki kualitas dan kuantitas pelayanan dengan melibatkan komponen-komponen yang saling berkaitan satu sama lain. Optimalisasi pelayanan dapat ditempuh dengan berbagai cara, baik tradisional, maupun modern. Seiring dengan perkembangan zaman bentuk-bentuk pelayanan pada lembaga pemerintahan telah berubah bentuk dan orientasinya, dari cara-cara tradisional kearah modern dengan mempergunakan alat-alat atau media elektronik. Penggunaan media elektronik telah berkembang pesat seiring dengan kemajauan teknologi, informasi dan komunikasi. Penggunaan media elektronik dalam berbagai bidang telah membawa dampak kemudahan, kecepatan, transparansi dan akuntabilitas dan mampu meningkatkan pelayanan publik sehingga mampu mewujudkan good governance.Kata kunci: optimalisasi layanan, media online, teknologi informasiOptimizing services of public institutions to the public is an obligation that must always be improved. Optimizing services to the community and stakeholders is a dream for the management of the institution. Service optimization is an effort to always improve and improve the quality and quantity of services by involving components that are interrelated with each other. Optimization of services can be reached in various ways, both traditional and modern. Along with the development of the times the forms of service in government institutions have changed their form and orientation, from traditional ways towards modernity using tools or electronic media. The use of electronic media has developed rapidly along with the advancement of technology, information and communication. The use of electronic media in various fields has brought the impact of ease, speed, transparency and accountability and is able to improve public services so as to be able to realize good governance.Keyword : service optimization, online media, information technology

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

AbstractIn the vast literature on natural disasters one aspect is largely unexplored, and this is the two-way relationship between natural disasters and the performance of public (government) institutions responsible for mitigating these natural disasters. The first relationship is that poor performance of public institutions responsible for mitigating natural disasters worsens the impact of natural disasters. The disaster literature is silent on the second relationship that, I argue, exists between natural disasters and public institutions: natural disasters can overwhelm the public institutions responsible for mitigating natural disasters and, as a result, it may make them even more ineffective. This paper is my attempt to fill this gap. I argue that this two-way relationship creates a particularly serious problem for developing countries, having the potential to trap developing countries in a vicious cycle: poor performance of public institutions triggering natural disasters, and natural disasters making public institutions more ineffective by overwhelming them. The exploration of this two-way relationship is necessary to have a more nuanced understanding of the ways in which natural disasters can detrimentally impact developing countries. The paper concludes that to break this vicious cycle, as a first step developing countries need to focus on institutional reform. Reform proposals should aim at improving the performance of the public institutions that are directly responsible for mitigating natural disasters. To address this challenge, scholars and governments must specifically identify the public institutions that are responsible for particular activities under review. Only then can the following questions be explored: what are the weaknesses of such public institutions, and how can their performance be improved?

This study aimed to assess the impact of information technology risks on security of information systems by following an analytical method based on the structural equation modeling (SEM). The study population was seven telecommunication companies in Yemen. A questionnaire was distributed to 356 participants, but only 218 forms were valid for analysis. The data was analyzed by the partial least squares (PLS). The study findings revealed that information technology risks had a negative impact on the security of information systems. The study recommended that the security of information systems should be strengthened so as to maintain the confidentiality of information, its availability and safety from risks, and to cope with speedy developments in information and communication technology.

The eleventh issue of Ushus brings to you a wide variety of scholarly articles encompassing socio-economic and managerial issues. The first paper "Information technology and banking sector with reference to customer satisfaction" focuses on the impact of automation of the public sector banks as per the reflections of the bank officials and the customers. The crest of the article lies in the fact that the customers are being able to keep abreast with the exchange of automation in the modern banking practices and the survey brings out their perception towards it and throws some light on the effective ways to deal with this crisis. The study concludes with the analytical results that public sector bank customers have a positive inclination towards technological upgradation but the banks need to be more flexible in their work process and focus on marketing themselves in order to entrap a larger customer base. The paper titled "Administration of micro-credit by national bank" talks about the successful micro-finance initiatives taken by NABARD how aptly they had been implemented and evolved as a sustainable social movement over a decade now.

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

Civil society (civil society) as the ideal structure of society's life that is aspired to, but building a civil society is not easy. There are preconditions that must be met by the community in making it happen. Coupled with technological advances in the era of the Industrial Revolution 4.o like today, where information can spread easily through various online media unlimitedly in spreading hoaxes. This research seeks to uncover the dangers of hoaxes in building civil society. This research uses descriptive analytical method by examining the sources of literature related to building civil society in the Industrial Revolution 4.o. This research found that the public space is a means of free speech; democratic behavior; tolerant; pluralism; and social justice can shape civil society. whereas the impact of hoax news greatly affects the way people perceive a certain issue, so that people cannot distinguish which news is real or fake news which causes them to be incited by fake news that is spread.

Raman and Marcus (2007) have studied the impact of Automation in Public sector Banks as per the reflections of bank customers and bank officials belong to Chennai region. Marcus (2006) studied the public sector banks with special reference to selected branches in Chennai city and the perception of customers due to inception of Information Technology in the banking sector. Customers vary in their perception on information technology. In reality, customers are not against for automation and IT inception. The main concern for them is the delay in transaction due to technical snag and the increased cost of operation due to automation. Most of the customers have accounts in the private sector banks and they are well informed about the new development and up gradation that is happening in those banks. The customers believe that crores of money is being spent by the banks in the name of developing software, training the staff in IT and in providing better ambience to keep abreast with the private banks, but the ultimate outcome of which is not noteworthy.The present study is based on the reflections of 674 bank customers of the public sector banks who have various types of bank accounts in the branches of Chennai city. Branches of public sector banks in Chennai city, consisting of 19 nationalized banks and State Bank of India with its 7 Associates were covered in the process. A wide range of customers through various domains of banking operations have been studied to identify their overall perception.

Information and communication technology has opened up both challenges and opportunities for the process of communication. This is particularly true for communicating effectively and efficiently in the digital age, where unique problems of creation and distortion, especially misinformation and bias, can arise. In addition, the broad diffusion of a communication medium eventually prompts both the public and private sectors to establish mechanisms to regulate that medium under the rubric of the public interest. Sometimes this can happen through self-censorship on the part of the industry, while other times it requires the institution of governmental law and regulation. The emergence of the Internet as a mass communication system has raised questions about how this medium can function to benefit society, as well as concerns about its potential harm. Focusing on the nexus of the process of communication and the limitations and prospects of information technology, this panel explores some of the major concerns of the digital age from a legal and policy perspective. The topics to be covered through interactive discussion include: anonymous speech and cybersmearing; the nature of publication and misinformation; and Internet content filtering, freedom of speech, and intellectual property

The researcher aimed to explore impact of information technology (IT) on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait. He aimed to explore the impact of several variables - like: computers & software, communication systems, and IT users’ skills – on the quality of notifications based on standard No. 2420 in the public sector in Kuwait. The population consists from all the internal audit departments in ministries and public bodies in Kuwait. The researcher has chosen a conveyance sample consisting from 200 individuals. He distributed questionnaire forms to them. 167 questionnaire forms were retrieved. They are valid for statistical analysis. The researcher found that information technology (IT) has a significant impact on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait.
