As of now, the mineral resource complex (MRC) is playing a crucial role in the Russian economy. In a situation when the resource base is becoming problematic and the economy of knowledge begins to hold sway, the stability and competitiveness of the complex will depend on innovative technological development in many ways. The factor that is becoming ever more crucial for the MRC is the use of new knowledge and technologies: the rights to results of intellectual work, technologies that allow extraction and economic exploitation of scarce and hard-to-reach resources. The conducted analysis has revealed that the Russian MRC currently demonstrates low innovation activity and lacks new technologies conducive to efficient technical and economic implementation of numerous new projects. Development and widespread introduction of domestic innovative technologies, equipment and materials are becoming the concerns of vital importance. Considering the role of MRC in the Russian economy, growing complexity of the resource base, sanctions from a number of states, the current situation in the innovative sphere may hardly be accepted as satisfactory. The indicators of the economic development testify to the existing discrepancy between the role of MRC in the Russian economy and the results of innovation policy of domestic extracting companies

The features of state regulation of innovation in Ukraine at the present stage are investigated. The directions of innovation policy in Ukraine are analyzed, the features of investment and innovation in the Kharkov region are highlighted. The role of entrepreneurship in introducing innovations is clarified. The state of innovation in Ukraine is analyzed by international indices: Global Innovation Index, Bloomberg Innovation Index, Global Competitiveness Index. It is emphasized that in the current environment technological development should provide a set of measures, including targeted support for priority areas of innovation, creating a favorable economic climate, stimulating interest in the implementation of scientific and technological achievements, and the inflow of investment into fixed capital through a powerful legislative base. It is noted that in the modern economy, a noticeable and relatively quick success in the technological as well as socio-economic development of the regions can only be achieved by ensuring high market competitiveness of the manufacturing sector of the regional economy based on its innovative, structural and technological restructuring. Attention is focused on the fact that the process of innovative development in Ukraine is increasingly characterized by the increasing role of the regional component, and regional innovation policy is becoming an important factor in the economic and social development of the country. It is proved that the innovation activity carried out in any society and leading to the creation of an innovative product that represents the latest achievements in the field of technology, technology, organization and management cannot occur in the economy without attracting investments in the production potential of societies. Structural adjustment processes taking place in Ukraine should not bypass the scientific and industrial potential of the regions. That is why the strategy of innovative development of the national economy should include the development of each individual region. Each region should have its own priority development areas in accordance with its own scientific and industrial base, based on the potential of the region’s production capabilities, focusing on available resources and market needs.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

A significant role of the banking system in ensuring the functioning of the entire economy, by means of organizing the movement of borrowed capital between individual industries and the implementation of financial needs is achieved only if this system, and therefore its constituent elements, are stable. In this regard, the stability of the banking system should be considered as a fundamental internal characteristic, which ensures the existence and stable development of the Bank in a market economy under the influence of external and internal factors. In 2020, commercial banks were faced with the impact of the coronavirus pandemic on the Russian economy and the banking system in particular. At the same time, the current situation of banks ' functioning is characterized not only by the presence of a corona crisis, but also by the internal development of the system itself, which, following the uberization of the world economy, dictates to commercial banks the need to develop and implement financial technologies and form ecosystems. In these conditions, the need for commercial banks in financial resources increases, which is reflected in the increasing role of profit in the Bank's activities and development. This article focuses on the impact of the coronavirus pandemic on the banking system of the Russian Federation and the economy as a whole, and also identifies the features of profit formation and the specifics of the functioning of commercial banks in the coronavirus crisis period.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

Purpose The purpose of this paper is to provide a snapshot and a comparative analysis of copyright exceptions available for libraries. It frames the differences and similarities, leading to discussion as to what extent copyright exceptions help libraries cater the changing technology. Design/methodology/approach This paper introduces the role of copyright exceptions in balancing owners and users interests. It explains evolving libraries activities due to technological development and how copyright exceptions significantly applies. Several factors in Canadian and Malaysian statutes are compared, namely, the rights granted, purposes allowed, beneficiaries affected, works involved, and conditions attached. This signifies to what extent the library exceptions cater to the changing needs and circumstances. It emphasizes the importance of awareness and understanding in order for libraries to serve its role effectively. Findings Both countries consider the use of new technologies in its library exceptions. Malaysian statute adopts a general approach which can either be flexibly or rigidly interpreted. Comparatively, Canada adopts a more specific and detail approach that might restrict beneficial activities. This paper calls for extra effort for policy makers to allow more control of digital works that may serve libraries activities. Originality/value There has not been any comparative study in the library literature on copyright exceptions for libraries in Malaysia and Canada. This study aims to provoke such discussion and how each country may learn from each others practices. It should be useful to the whole library community, particularly to both countries.

The slowdown in Russia’s economic growth to the “covid crisis”, as well as the possibility of restoring growth and forming a new model of it, are associated with the need to overcome structural constraints. Moreover, the plans for the recovery of the Russian economy note the need not only for a stimulating macroeconomic policy, but also for the implementation of structural changes through technological renewal. However, technological modernization is highly dependent on the existing mode of technological development – the current and future demand for new technologies. The implementation of the country’s technological development strategy requires an assessment of the existing technological structure with a measurement of its reaction to ongoing investments in support of obsolete and emergence of new technologies. Different sectors of the economy and its regions, having a different set of technologies and their structure, show a different level of manufacturability, which is understood as the ratio of the volume of innovative to non-innovative products. The sensitivity of this parameter to investments in new and outdated technologies is also different, which cannot be taken into account in the formation of investment and technological development policies for both individual regions and Russia as a whole. Using structural and regression analysis, this study provides a picture of the structure of the technological Russian economy. It is shown that technological modernization also involves the movement of resources in the sectoral and regional context in order to eliminate structural and technological imbalances in development. Investment policy should be reduced not only to increasing investments, but also to managing their structure in conjunction with replacing old technologies in order to level and improve the overall manufacturability. This will require solving the promising problem of increasing the sensitivity of manufacturability to investments in new technologies. In the long term, this approach will make it possible to single out the modes of regional technological development, not only ranking regions in terms of sensitivity to new and old technologies, but also developing a selective set of regional policy measures.Keywords: “covid crisis”, economic growth, industrialization, investments, structural changes, structural dynamics, technologies, technological effectiveness of the regional economy.
