This paper presents the study multiplier effects of government regulation of industrial development of the macro-region by the example of the Russian Arctic (Russian Arctic), made in the process of writing a doctoral dissertation Lapochkin LV on «Industrial policy of the Arctic zone of Russia: theoretical and methodological basis» and its discussion in the St. Petersburg State University of Economics. The novelty of the study is: first, in the view of the Russian Arctic as a macro-region; secondly, forming a conceptual model of a multiplier based on the criterion of national economic efficiency and system constraints, reflecting the direction of the structural industrial policy with regard to the development of non-oil economy; in the third, the formulation of multiplier effects in the fields and methods of exposure. The purpose of this article is to analyze the multiplier effects of government regulation of industrial development of the macro-region of the Arctic, as a basis for the construction of the multiplier model.

In this article, the authors assessed the resource availability, investment opportunities and incomes of the population of the Russian Arctic in the context of the potential development of this territory. The study showed that natural resources are not the main condition for the formation of regional finances. Based on the conducted statistical analysis, it is shown that the regions under study have powerful industrial potential but have a rather low level of investment attractiveness. It was revealed that the current system of social guarantees does not compensate for living conditions in these territories. It is concluded that considering the identified interregional differences and peculiarities will make it possible to develop new solutions and approaches in matters of financial development of the Arctic territories. The authors believe that expanding the powers of regional authorities, reducing budget consolidation and developing mechanisms aimed at forming the institutional foundations of state regulation will help build up additional regional financial resources, eliminate the legal vacuum and develop special mechanisms to stimulate investment processes and attract investment resources for these territories.

The need for strengthening practical orientation of the strategies and concepts for industrial development that have been recently put forward in our country makes us turn to searching for a solution to the problems of the control of the transition of the secondary sector to the new technological mode in the conditions of limited access to international markets, finance and technologies, problems of institution-building and other unfavorable factors impeding the formation of a modern competitive economy. This article is devoted to the identification and justification of specific ways to improve state regulation of industrial development. In order to achieve this goal, both general scientific and private economic methods were used, including analysis and synthesis, systematic approach, statistical material and other research tools were widely used. Their use while examining the state of industrial structure and government regulation of its development has allowed to identify the causes of low efficiency of management of industrial development and formulate the proposals for its improvement. Therefore, there the directions of the system structuring of political and economic course were particularized, and also the institutional securing mechanisms as well as the principles to ensure the implementation of these mechanisms were defined. In practice this toolkit was used to analyze the status or condition and the proposals for the course on strategic import substitution, as well as the regulation of the development of production and technological base of industrial complexes. Consistent application of the identified principles and tools in the study regarding other policies of industrial development entails further elaboration of the raised issues on accounting in the system of industrial development stimulation, changing the values of different factors of increasing competitiveness, lowering production costs that occur under the conditions of transition to the 6th technological mode, including the priorities for lower production costs, the causes of the deficit human capital and the conditions for its overcoming, modernization of methods of supporting industrial development, the relationship of internal and external factors of industrial development.

The article describes the main trends in the implementation of the state industrial policy abroad. Examples of the USA and China are given. The increasing role of state regulation in industrial development is noted. The US experience in improving strategic state planning is considered. The priority directions of China's industrial policy are characterized. The necessity of improving the principles of formation and implementation of the domestic industrial policy in the conditions of its continuing raw materials orientation is emphasized. The issues of improving the quality of institutional regulation of industry are described in detail. The necessity of linking the development of the industrial sphere with demand forecasts and national security strategies is justified. The problems of choosing the priorities of industrial development, as well as the requirements for participants in the formation and implementation of industrial state programs are considered. Recommendations on the formation of an active and balanced industrial policy are given. The key aspects of industrial policy that need to be taken into account in the formation of the public administration system are described.

The paper is devoted to the fundamental issues of the environment protection and mining in the Arctic territory. The author considers the main trends of the industrial development and its impact on the specific ecosystem of the Arctic. The newest laws adopted in the Russian Federation on Arctic development and state policy is researched. In the paper the analysis of the data on the investment to the environment protection in Russia is also performed. It allows developing recommendations for the improvement of environment protection including organizational, legal and scientific measures. The author also researches the industrial development impact on human living conditions and health decreased by the worsening environment of the Arctic. In the paper the necessity of the partnership and cooperation between subsoil user, government and local communities (including indigenous peoples) is justified. The recommendations given in the conclusions include the community councils’ formation for the monitoring the quality of the environment on the local level. It could help to prevent conflicts in the Arctic during mining. Other recommendations consider possible ways for the improvement of state policy in the Arctic as well as the mechanisms of the environment economics.

The article gives a brief overview of key state legal, regulatory and forecast documents related to government regulation of production and the Russian manufacturing market developed and adopted in the second decade of this century. On the example of the implementation of government measures aimed at improving the structure of industrial production and solving the problems of staffing the functioning of manufacturing industries, unresolved problems in these areas of state regulation that persist at the end of the second decade are shown. Examples of foreign experience and some recommendations in the field of state regulation of the country's industrial development are given. It is shown that for radical investment growth, it is necessary to first of all solve structural problems in the economy, implement measures aimed at improving the business climate, developing competition and reducing the share of the public sector and stimulating consumer demand to intensify the investment activities of private business in the field of manufacturing. In order to accurately and reasonably assess the impact of government measures on the development of manufacturing in the country, it is necessary to develop a methodology for assessing the regulatory impact (ODS) in the direction of methods for assessing the impact of government decisions on the activation of innovation and the use of progressive technologies "Industry 4.0."

Ensuring regional environmental and economic security is one of the priorities of the state. The problems of sustainable development of regions and their industrial complexes are considered by many scientists, however, insufficient attention is paid to the analysis of the sustainability of industrial enterprises in the Arctic zone (AZ) and their impact on the ecological and economic security of the region. Many of the problems of theoretical and methodological support for improving this security remain underestimated. For industrial enterprises of the Far North as a part of AZ, it is necessary to use a special approach to the development of methodological aspects of ensuring environmental and economic security due to the significant role that entrepreneurial activity has in the socio-economic development of the region and in the environmental situation.The purpose of the research is the formation of a mechanism to ensure the environmental and economic security of the Russian Arctic zone (RAZ), as a region where industrial enterprises operate. The object of the research was the ecological and economic security of the region of the Arctic zone, which exists in the modern conditions of globalization of the economy and the increasing influence of geopolitical factors. The subject of the study was a set of problems of a theoretical, methodical and applied nature, related to the development and implementation of a model for the development of industrial enterprises in the Arctic zone. The factors limiting the development of industrial enterprises of the Far North are formulated. A system of indicators for the sustainable development of industrial enterprises and the environmental and economic security of the region of the Arctic zone of Russia is proposed. The interrelation of indicators of the development of industrial enterprises of the Arctic zone with the conditions of the external economic environment has been revealed, which made it possible to conclude that the structure of industrial production in the regions of the Russian Arctic is distorted. This, in turn, necessitates the formation of maritime clusters and the development of small and medium-sized businesses in the industrial sector. A comparative description of the key areas of state regulation of industrial enterprises in foreign and domestic practice has been carried out. The recommendations of the possible use (adaptation) of international experience in the Russian Arctic are formulated.

The article analyzes topical issues of the state regulation of subsurface use of the Arctic and continental shelf of Russia. The role and value of development of oil and gas reserves of the Arctic as the most important strategic region of development of national economy are proved. The need of tough upholding of the Russian Arctic interests for the UN and other international organizations is revealed. The anti-sanctions policy of import substitution in relation to the foreign oil and gas equipment and technologies of extraction of hydrocarbon raw materials in extreme conditions, to construction of the drilling fleet, etc. from positions of national energy sustainability is grounded. The importance of studying the best practices of the subarctic states is noted.

The transformations taking place in Russia since the 90s have changed both the political and economic and social systems of the country. Privatization led to a loss of manageability of all agriculture, but significantly negatively affected the traditional agricultural sectors of Yakutia. The transformation of organizational and legal forms and the transition to small-scale production negatively affected animal husbandry as the main occupation of the republic's indigenous population. Despite government support for traditional industries, there has been no positive change. Of particular concern is the implementation of large indus-trial projects in the Arctic. The subject of the study is factors and trends affecting the socio-economic situation and the development of traditional industries. The goal is to determine the features and patterns of the development of traditional industries and assess the impact of ongoing transformations in the Arctic on their condition. The research hypothesis is the assumption of insufficient state regulation measures and mutually beneficial economic relations with business in the industrial development of the Arctic. The results of the studies showed the need to increase the attention of all levels of government in deciding on the development of a particular territory of the Arctic and identifying such rules and mechanisms for companies that should not only ensure the preservation of agricultural industries, but also improve the quality and standard of living of the population. The research methodology is based on system analysis using economic and statistical methods, analytical and computational algorithms for processing information on the development of agro-industrial complex and changing dynamics, including content analysis.

The problem of sustainable economic development of the Russian Arctic, as a unique spatial socio-economic system that has the most important geostrategic and geo-economic significance, is in the center of constant attention of the state. Vast spaces and the presence of the richest natural resources pose major challenges for Russia associated with the task of their rational development and use of the spatial and logistic potential of the Arctic macroregion. It is obvious that in the conditions of the rapid development of technologies that are transforming the world economy, the competitive development of the Arctic without a new industrialization of industry is not possible. A state policy capable of giving an adequate response to great challenges is only being formed, which actualizes the task of methodological support of the mechanisms for forming a strategy for the new industrialization of the Arctic economy. The article discusses the problems and mechanisms of sustainable economic development of the Russian Arctic, based on the concept of a new industrialization of the Arctic economy. For the formation of an economy of an innovative type, the implementation of entrepreneurial and scientific and technological potential, an effective innovation ecosystem is required. For this, it is proposed to create a world-class scientific and educational center in the Arctic macroregion. Providing a competitive model for the industrial development of the Arctic economy also involves the development of a system of indicators that adequately reflect the level of structural stability of the innovative development of the industrial complex. The quality metric of such stability, in our opinion, can be a modified Herfindahl-Hirschman index, adapted to the problem being solved.

In recent years, special attention has been paid to the issues of rational nature management and ecological state of the natural environment of the Arctic zone, given the important economic, social and environmental role of this region. The active industrial development of the Arctic zone unambiguously leads to a change in the living conditions of marine biological resources. The Arctic plays an important role in Russian fisheries. The paper considers the conceptual provisions of rational nature management in the conditions of industrial development of the Russian Arctic and identifies the problems and conditions for sustainable development of the Russian fisheries.
