The economic value of volunteering is an increasingly important part of volunteering management. It has become part of public policies. Some requests for proposals (RFP) enable nonprofits to include the value of volunteer time in compulsory co-financing. These RFP include the European Economic Area (EEA) Grants and Norway Grants. This article addresses the relationship in the value of volunteering, also called in-kind volunteering contributions. The research includes two case studies of finances from EEA and Norway Grants in the Czech Republic: the Czech NGO Programme, responsible for allocating grants between 2009 and 2014, and the Active Citizens Fund, responsible for allocating grants between 2014 and 2021. They share elements through the EEA and Norway Grants rules. However, they use different types of specialist replacement wages. The article summarizes the arguments for including in-kind volunteering contributions. It presents the possible values of these contributions in the selected cases, including the relationship between the type of volunteering and the number of hours necessary to achieve these values. The article defines the theoretical basis for calculating the value of in-kind volunteer contributions and illustrates this with real examples of allocations from EEA and Norway Grants.

AbstractThe topic of this contribution is a comparison of the research & development related to the “key enabling technologies” (KETs) in the Czech Republic and the European Union as a whole with selected non-European economies. A further aim of this article is an appraisal of the effect of the European strategies and action programmes which have been implemented since the turn of the decade and which target the lagging of EU in innovations in critical technologies. We use the publication and the patent activities as a proxy to assess the intensity of the KETs oriented R&D. The Asian countries Japan, South Korea and the fast growing China have the highest fraction of KETs oriented publications and patents in their national output. The Chinese State Intellectual Property Office (SIPO) recorded in 2015 a half of the world patent applications related to KETs. Measured by their share of publications, the Asian countries exhibit a significantly more intensive R&D in the majority of KETs. Whereas the patent activity of the Asian countries grows the number of patent applications in the EU stagnates in the recent years and EU visibly lags behind the Asian competitors. The EU R&D policies and strategies aimed at the promotion of KET and the financial support does not seem exhibiting visible effects. In the Czech republic KETs became an organic component of the National Research and Innovation Strategy for the intelligent specialisation (National RIS3 strategy) and a number of targeted public financing programmes support KETs related projects. The situation in the Czech Republic has been evolving in a positive way between 2008 and 2016. Both the number of publications and patent applications related to KETs has been increasing and the growth dynamics approaches the Asian countries. The number of publications per research worker in the Czech Republic is on par with the EU. Due to a stronger growth in recent years of the number of patent applications in comparison to EU the Czech republic reached the EU average per researcher and the fraction of the KETs related applications surpasses the EU average and even some developed countries.

The paper deals with Tax Procedure Code in the Czech Republic. The aim of this paper is to describe the Czech Tax Procedure Code and to present and evaluate its significant possible change. The basic principles of the Czech Tax Procedure Code are set out and the basic structure of the Tax Procedure Code is introduced. The study concludes that the tax procedure has been successfully codified in the Czech Republic. The adoption of Tax Procedure Code is a great achievement and the result of many years of work undertaken to preserve the autonomy of the tax procedure. Then the article is focused on the considered change of Tax Procedure Code related to the principle of tax self-assessment and tax additional self-assessment. It is further concluded that every tax in the broad sense should have a clearly stated model which is applicable for its assessment. Establishing the tax self-assessment and tax additional tax-assessment regime could make the examination stage of tax administration much clearer.

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.
