The development of Territorial Army (TA) since 1900 has raised question on the TA’s ability to help the permanent teams (MAF and MA) in defending the nation’s safety. TA is one of the security team sources of energy under the Total Defence concept introduced in 1986. However, with numerous issues faced, TA’s ability is questioned about the problems this organization are facing. The objectives of this writing are to see the problems faced by TA and the effects on MAF and MA’s abilities and readiness in defending the nation’s safety. Besides that, this writing also does an overall analysis on the problems faced by TA and the effects on MAF and MA’s abilities. This writing uses primary and official resources and strengthened with secondary information resources.

his paper is based on a 2009 case study research on the role and impacts of rural initiatives in Dimitrovgrad, South-eastern Serbia region. This area is of interest, because of local efforts to conserve autochthonous livestock breeds,andtheworkofsmallholdersandindependent professionals involved farming and rural tourism activities. The research used participant visits to initiative places, drawing on farm visits, meetings with stakeholders and analysis of secondary information. The study highlights that local organizations are running without link to initiatives.Although, Serbia country has well structured rural developments programs, those still are harmonising.Thus, throughActor-Network approach is suggested which turn around a farm manager. This may represent to all stakeholders with initiatives (on-farm and non-farm). Besides, local food products issues from initiatives may reconnect providers and consumers, revaluing local food products. However, is necessary the institutional and organizational involvement to encourage the initiatives. Furthermore, to promote touristic places, by an integrated rural tourism approach it may involve all stakeholders to promote local products and issues from initiatives. Indirectly it may create local employs.

Abstract. The article considers whether the EU’s CSDP missions are a suitable crisis management mechanism for post-conflict situations, along with the EU’s relevance in crisis management at all. For this purpose, the EU’s biggest CSDP civilian mission EULEX was chosen as a research case study. The research results reveal that EULEX has not implemented its mandate, not met the expectations of security consumers, not made any difference on the ground, and cannot be seen as an example the EU should rely on in its future missions. Further, EULEX shows that CSDP missions suffer from many shortfalls and the EU CFSP from a capability–expectations gap. The article concludes that the EULEX mission does not show the EU’s relevance in the crisis management of post-conflict situations.

O processo colonial do Brasil trouxe muitas questões sobre a ocupação do seu espaço territorial por colonos e imigrantes como uma forma de apropriação das territorialidades fronteiriças do país visando à conservação e defesa do jovem Estado. Todavia, o povoamento específico do estado do Rio Grande do Sul por imigrantes europeus observou um caráter não só econômico, mas também estratégico, de defesa das fronteiras. Nesse sentido, o presente trabalho aborda o caso da imigração espanhola para a fronteira sul do Brasil com o Uruguai e Argentina e também, por meio do Acordo de Migração entre Brasil e Espanha, as especificidades e pontualidades que essa distinta imigração trouxe à luz de uma possível e subjetiva política de defesa nacional, em prol do estabelecimento e consolidação das fronteiras brasileiras no território do Rio Grande do Sul. Este estudo é resultado de pesquisas documentais e in loco acerca da imigração espanhola e seus aportes econômicos, sociolaborais e territoriais no Rio Grande do Sul durante o século XX, que dentre suas potencialidades verificou a possibilidade político-militar de defesa nacional por meio de um acordo de migração, fato inédito até então na historiografia do país.ABSTRACTThe colonization process of Brazil brought many questions about the occupation of its territorial space by settlers and immigrants as a way of appropriation of the border territorialities of the country aiming at the conservation and protection of the young State. However, the specific settlement of the state of Rio Grande do Sul by European immigrants noticed not only an economic, but also a strategic, of borderlands defence features. In this sense, the present work deals with the case of Spanish immigration to the southern border of Brazil with Uruguay and Argentina and also, through the Migration Agreement between Brazil and Spain, the specificities of this distinct immigration that brought to light a possible and subjective policy of national defence, towards the establishment and consolidation of Brazilian borders on the territory of Rio Grande do Sul. This study is result of documentary and literature review researches about the Spanish immigration and its economic, socio-occupational and territorial contributions in Rio Grande do Sul during the twentieth century, which, among its potentialities verified the political and military possibility of national defence through an immigration agreement, an unprecedented fact until then in the country's historiography.Keywords: Immigration, Spaniards, Brazil, Border, Defence.

This paper aims to study how an event, happening within a political community characterised by a high level of interdependence, has an impact on the defence policy of its members. To do so, the paper focuses on British-Polish defence relations after Brexit. Indeed, the United Kingdom signed a defence cooperation agreement (dca) with Poland in 2017, which is the second with an EU/nato Member State (MS) after the Lancaster House treaty signed with France. This case-study questions the thesis positing that dcas are unlikely to happen between EU/nato MS as it would lead to overlaps and decoupling. It also determines to what extent this treaty is part of a British strategy to re-create a security network in Europe after Brexit to deter Russia, which is considered as one of the main threats for both countries. Finally, this study deals with the political uses of history. The research analyses how British and Polish actors select memory mines to consolidate friendship in time of uncertainty but also as a shaming strategy.

In recent years, the number of web services grows explosively. With a large amount of information resources, it is difficult for users to quickly find the services they need. Thus, the design of an effective web service recommendation method has become the key factor to satisfy the requirements of users. However, traditional recommendation methods often tend to pay more attention to the accuracy of the results but ignore the diversity, which may lead to redundancy and overfitting, thus reducing the satisfaction of users. Considering these drawbacks, a novel method called DivMTID is proposed to improve the effectiveness by achieving accurate and diversified recommendations. First, we utilize users’ historical scores of web services to explore the users’ preferences. And we use the TF-IDF algorithm to calculate the weight vector of each web service. Second, we utilize cosine similarity to calculate the similarity between candidate web services and historical web services and we also forecast the ranking scores of candidate web services. At last, a diversification method is used to generate the top- K recommended list for users. And through a case study, we show that DivMTID is an effective, accurate, and diversified web service recommendation method.

Since the end of the Cold War, the study of European defence has been dominated by a ‘Common Security and Defence Policy (CSDP)-centric’ approach, while largely neglecting the comparative analysis of national defence policies. This article makes a conceptual and empirical case for turning the dominant research prism of European defence studies upside down by returning the analytical precedence to the national level. This approach privileges the comparative analysis of national defence policies and armed forces, before focusing on the trans-/supra-national level. The case for this analytical turn is made in three steps. Firstly, it addresses the different historical stages in European defence integration and the transformation of national armed forces and thereby brings to light the recent renationalization of defence in Europe. Secondly, it questions the predominance of the CSDP in the scholarly literature on European defence. Finally, it seeks to demonstrate the fruitfulness of such a démarche by empirically substantiating common patterns and intra-European divergences in the evolution of national defence policies and armed forces since the end of the Cold War. After having shown the need and added benefit of turning the analytical lense of European defence studies on its head, the conclusion suggests future avenues of research on national defence policies and armed forces in Europe.

If anyone could be claimed the father of the school for the scientific study of Indian defence policy it would undoubtedly be Sir Charles Metcalfe MacGregor. With the re-opening of the Central Asian Question in the early 1860s, it became MacGregor's mission in life completely to recast the Indian defence structure and it counter-insurrectionary role to enable it to undertake large-scale offensive operations against a major European military power. Almost single-handedly, he began to create the machinery within the Indian Army establishment—the special departments, professional institutes, journals and literature—to stimulate a greater awareness of the special and peculiar nature of Indian defence problems that this new role involved, and to encourage an iconoclastic re-examination of prevailing defence assumptions. From MacGregor's groundwork there was logically bound to arise a sense of Indian Army professionalism separate and distinct from that of Great Britain, and the beginnings of the belief that obligations of national defence are inseparable from nationhood. It was MacGregor who first appreciated on the basis of systematic and scientific study that India constituted a vast manpower reservoir, greater than that of Ireland and Egypt together, upon which Britain relied for the prosecution of her imperial, military and foreign policies in the East; that the North-West Frontier presented the only strategic boundary that Britain had to defend; and that the geo-strategic and demographic facts of her existence had made India potentially a great military power bound to adopt a ‵Continental′ military policy and defence structure in many respects parallel to those of the major European military powers.

France continues to wield considerable power and influence in Africa three decades after her former colonies achieved their independence. Based on a variety of socio-economic, political, and cultural interests, many of her actions in Africa are essentially neo-colonial in so far as they are designed to perpetuate the prevailing pattern of dominance.1 Yet, France also suffers from an almost excessive dependence on African sources for the supply of cheap minerals essential to her economy and national defence.
