MEASURES FOR STRENGTHENING OF INFORMATION SPACE IN LATGALE AND SECURING OF THE LATGALIAN LANGUAGE IN ELECTRONIC MEDIA

The existence of two separate and distinctly different information spaces is acutely apparent in Latgale, and this situation is heightened by easily picked up Russian and Belarussian television programming as well as illegal satellite operator (smartcard) sharing. Considering these circumstances – and the fact that residents are exposed to vastly different information and interpretations about national, international, economic, social and cultural developments – national Latvian media policy is focused on forging closer links in the realm of information between Latgale and other regions of Latvia, thereby guaranteeing that residents of the border areas are informed of national processes and developments in international events. What steps should be taken in order to, with a reasonable amount of investment, reach as large an audience as possible and promote the development of diverse content for the Latgalian audience? The author of the article analyses the goals and support measures initiated by the Latgale electronic media programme of the National Electronic Mass Media Council (NEPLP) for Latgalian electronic media and producer groups. The programme is a set of measures and activities based on the public service remit for public and commercial media, which includes technical solutions for improving broadcasting standards. In particular, the programme focuses on supporting content generation at local radio stations, which in Latgale continue to be an important source of information and have substantial audiences. The article focuses on tasks that should be performed by the Latgale multimedia studio of Latvian Radio. The studio is a precondition for increasing the public media audience in Latgale as well as for the consolidation of Latgalian identity and protection of the Latgalian language. Based on the communicative needs of Latgalian speakers, the author accents the need for electronic media in the Latgalian language. In-depth studies regarding the demand for and use of written materials in the Latgalian language would help in developing a strategy for the coming years for shaping policy in regard to the preservation and further development of the Latgalian language.

Purpose However, the scale of corporate social responsibility (CSR) implementation in Polish media organisations is diversified. The survey, which was conducted among the CEOs of some regional radio broadcast partnerships in Poland, indicates that only one of them has in fact accepted the CSR solutions. The majority of this group think there is no need to implement CSR because they consider it to be a duplication of the public media mission. Considering commercial media, all the biggest TV and radio stations apply CSR. The pressure is manifested by the fact that numerous media organisations – commercial and public ones – have accepted solutions of CSR. The paper aims to discuss these issues. Design/methodology/approach To verify the hypotheses, a survey was conducted from January to June 2015, in 12 (out of 17) Polish regional radio stations (independent partnerships). The research was of quality character – each media organisation selected for the survey was a separate case study. To collect the required data, two research methods were applied: in-depth interviews with the radio station CEOs (N1-N12); analysis of organisation documents concerning the mission of public organisations. We assumed that an in-depth analysis of a fragment of the empirical material in the form of a case study comes as an element of universal experience, and it reflects the universe (Denzin and Lincoln, 2009). Findings The survey suggests that only one organisation implements CSR standards. Its CEO, however is mainly driven by business reasoning. He considers that “it is an excellent tool to improve the image of the organisation in the advertisement market” and “a good way to present a radio company as a reliable business partner”. Research limitations/implications A critical attitude to CSR in media organisations has a double source: generally, CSR is not adequate to all organisations; CSR multiplies social functions of a media organisation, and a role which it plays in the society. It comes as an immanent feature of the way how a media organisation functions in its basic dimension. As presented above, the attempt to define specific elements, which allow us to analyse the level of “advance” characteristic for a media organisation, drives us to a following conclusion: communication and implementation of the CSR standards seems natural in the context of such activities of media companies as placing orders (relations with business partners, internal policy of employment, etc.), however, it only comes as a confirmation of such expectations from media organisations which are connected with maintenance of journalist standards. Practical implications As the survey of the CEOs of Polish public radio companies suggests, the problem of multiplying social responsibility of media refers, first of all, to public media. Majority of the executives considers CSR as duplication of fulfilling the public mission, and as some superfluous practice in public media. Social implications Considering this situation, it is possible to state that the concept of CSR, first of all, results from the presence of media entities in the market, where they compete mainly for the attention of listeners and advertisers. The consumer-investor dimension of media operations also contributes to the perception of CSR as the operation which is apparently pro-social, however which truly aims at increasing the company value by the improvement of its image as goods and service provider. Originality/value The source of acceptance for public media is a strong belief in social value of honest and competent information reporting and its contextualisation. At the same time, however, a basic deteriorating factor of media legitimisation is their transformation into market-oriented economy. Commodification of media means constant pressure to increase the role of “business” rhetoric and “business” solutions. The pressure is manifested by the fact that numerous media organisations – commercial and public ones – have accepted solutions of CSR.

This article discusses the analysis, made by the analytical and comparative method, of the programming offer of public broadcasters in the implementation of missions in the era of cross-platform broadcasting of radio and television programs. The article contains an analysis of the genre structure of the programs of Telewizja Polska SA, Polish Radio SA and the regional radio stations of the public radio. Identifies the principles of construction of public media programs available on the Polish media market. Describes the components for evaluating the quality of public media through their programming offers. It points to the need to develop a high level of technical and technological content of public media offerings in new content distribution platforms - the Internet, mobile devices.

This chapter covers how, from the very beginning, the Law and Justice (Prawo i Sprawiedliwość (PiS)) party targeted five democratic institutions as obstacles to its capture of the state. First, it looks at the parliamentary opposition being marginalized and effectively silenced. Second, it details how the civil service has been subjected to political control, and the principles of professionalism and neutrality in the civil service have been abandoned. Third, the chapter looks at the public media being transformed into a propaganda machine for the ruling party, and the commercial media being threatened with laws that would constrain their operation. Fourth, it considers how electoral commissions have been effectively subjected to the executive, which renders massive electoral frauds possible. Finally, the chapter looks at how institutions dispensing grants and subsidies to civil society organizations have been centralized and subjected to the executive. All these institutions provide a buffer for the population from the arbitrary will of politicians, which is why PiS could not tolerate them.

The study aimed to identify the effects faced by radio from new technologies and applications that have been able to attract a lot of audience traditional media, especially radio. To achieve this goal descriptive approach used methods, a tactic survey the public media, using the tool questionnaire, and then applied on a random sample of the Jordanian public in order to stand on their attitudes towards the Internet and its applications on the effects of listening to the radio. The study proved that the Internet and its applications impacted adversely on listening to the radio, where the ratio came from listening to the Jordanian public 39% versus 61% for to the radio. The study showed that the most important reasons for the Jordanian public to listen to radio stations is to satisfy recreational, cultural and scientific desires, and love of the Jordanian public to some of the broadcasters who provide programs and radio stations will help to know what is going on from the events. The study showed that there is dissatisfaction by the Jordanian public about the programs offered by the radio, where he said that 55% of the study sample who listen to the radio. From these results will be achieved hypotheses and the study of the theory relied on by the study and followed the approach uses the theory. The study recommends the importance of working to improve the quality of programs offered by the radio and to the satisfaction of listeners, and to increase the broadcast hours of programs that attract public radio institutions. Reconnaissance work ray studies to the public periodically to learn about their needs and desires. Supplying radio institutions modern techniques that would maintain the audience, and supplement her human cadres qualified and capable of using communication technology and increased awareness among workers about the concept of communication technology to the technique of active impact on the performance of radio stations, and set up special centers set the media production enterprise quality media. The study recommends researchers to conduct further research and studies for the radio service and support for its survival in the media arena.

Activity of Polish Foreign Correspondents on Twitter Social media have been transforming the realm of journalism, audiences, as well as news consumption. Twitter, which is one of the top three social networking sites in the world (Broersma, Graham 2013; Neuberger et al. 2019; Nordheim et al. 2018; Swert, Wouters 2011) has become one of the main social networking tools used by the news media industry, too. There is little research on how foreign correspondents use Twitter as a reporting tool. This research aims to investigate how foreign correspondents of the largest Polish radio and TV stations use Twitter. The analysis focuses on the correspondents in the Washington and Brussels sites. The research period covered 2016–2019, when the new management of the public media decided to replace most of the correspondents. The author looks for similarities and differences between journalists from public and commercial media. He tries to find out whether their activities on Twitter are used to transmit messages, promote their work, build the image of the editorial office, or communicate with recipients. The analysis of over 20,000 tweets confirms the influence of political changes on the work and activity of journalists in the public sphere. Most public media correspondents reported in line with the ruling party’s agenda focused on domestic affairs and used Twitter for self-promotion. Commercial media representatives mainly covered international topics, using a wider range of sources in their tweets. Significant differences were related to the way of interacting with the audience. The majority of shares on Twitter and the most intense discussions concerned the content of public media correspondents. The highest rates were achieved by tweets that focused on the actions of the leading politicians of the right-wing parties, national issues, and criticism of the actions of European bodies. The disputes and discussions on Twitter between the correspondents and the public as well as among the correspondents themselves show the crisis in public space, lack of trust, and difficulty to change this state in a short time. STRESZCZENIE Artykuł analizuje, w jaki sposób wykorzystują Twittera korespondenci zagraniczni największych polskich stacji radiowych i telewizyjnych na przykładzie placówek w Waszyngtonie i Brukseli. Okres badawczy obejmuje lata 2016–2019, kiedy nowe kierownictwo mediów publicznych w Polsce podjęło decyzję o wymianie większości korespondentów. Celem analizy jest identyfikacja podobieństw i różnic między relacjami dziennikarzy mediów publicznych i komercyjnych, jak również ustalenie, czy aktywność podejmowana na Twitterze służy do przekazywania wiadomości, promowania własnej pracy, budowania wizerunku redakcji czy też komunikowania się z odbiorcami. Wyniki analizy, która objęła ponad 20 tys. tweetów, potwierdzają wpływ zmian politycznych na pracę i aktywność dziennikarzy w sferze publicznej. Większość polskich korespondentów mediów publicznych relacjonowała wydarzenia zgodnie z linią programową partii rządzącej, koncentrowała się na sprawach krajowych i wykorzystywała Twittera do autopromocji. Dziennikarze mediów komercyjnych relacjonowali natomiast głównie tematykę międzynarodową, korzystając z szerszego spektrum źródeł w tweetach. Istotne różnice widoczne były także w sposobie interakcji z publicznością. Najwięcej udostępnień na Twitterze i najintensywniejsze dyskusje dotyczyły treści korespondentów mediów publicznych. Najwięcej uwagi uzyskały tweety na temat działań głównych polityków partii prawicowych, kwestii krajowych i krytyki działań organów europejskich. Wyniki badań dowodzą istnienia głębokiego kryzysu debaty publicznej, braku wzajemnego zaufania i możliwości zmiany tego stanu rzeczy w bliskiej perspektywie.

This dissertation studies the political economy of public television access in Canada as manifest in the country’s 2011 digital television/télévision numérique transition. Specifically, this dissertation scrutinizes the provision of access to television programming offered by Canada’s national public broadcaster, the Canadian Broadcasting Corporation/Société Radio-Canada (CBC/Radio-Canada), and how CBC/Radio-Canada’s response to Canada’s 2011 digital television transition corresponds with its mandate under the Broadcasting Act to ensure that its programming is “made available throughout Canada by the most appropriate and efficient means and as resources become available for the purpose” (Canada, 1991). Drawing from research interviews conducted with disconnected analogue over-the-air (OTA) CBC/Radio-Canada television-viewing households and members of CBC/Radio-Canada Management involved with the public broadcaster’s response to Canada’s digital television transition deadline, this dissertation finds competing accounts of how public television delivery is linked to the provision of access to the public broadcaster’s television programming in the digital age. While interviewed members of CBC/Radio-Canada Management describe an inefficient analogue OTA public television delivery system that would be best superseded by more efficient modes of digital delivery, OTA CBC/Radio-Canada television-viewing households describe an analog OTA CBC/Radio-Canada television service that had been providing access to CBC/Radio Canada television programming and describe a digital disconnect following CBC/Radio Canada’s digital television transition. This dissertation questions the post-analogue public television delivery operations of CBC/Radio-Canada; mainly that public television delivery cost savings achieved as a result of CBC/Radio-Canada’s response to Canada’s digital television transition deadline have resulted in gaps in access to CBC/Radio-Canada television programming by some Canadian households as articulated through this dissertation’s Public Media Access Puzzle Sieve (Public M.A.P.S.) model. The Public M.A.P.S. model offers a means by which to both anticipate and assess levels of access to public media based on the model’s elements of access related to cost, availability, functionality, opportunities for à la carte service, and access to locally relevant feed(s). In the case of CBC/Radio-Canada, gaps in household access to the public broadcaster’s digital television programming as identified by the Public M.A.P.S. model help to underscore deficiencies in Canada’s post-analogue television system, the information communication technology (ICT) sector, and domestic spectrum management practices.

Welfare states have historically been built on values of egalitarianism and universalism and through high taxation that provides free education, health care, and social security for all. Ideally, this encourages participation of all citizens and formation of inclusive public sphere. In this welfare model, the public service media are also considered some of the main institutions that serve the well-being of an entire society. That is, independent, publicly funded media companies are perceived to enhance equality, citizenship, and social solidarity by providing information and programming that is driven by public rather than commercial interest. This article explores how the public service media and their values of universality, equality, diversity, and quality are affected by datafication and a platformed media environment. It argues that the embeddedness of public service media in a platformed media environment produces complex and contradictory dependencies between public service media and commercial platforms. The embeddedness has resulted in simultaneous processes of adapting to social media logics and datafication within public service media as well as in attempts to create alternative public media value-driven data practices and new public media spaces.

The profound changes within the Albanian society, including Albania, Kosovo and Macedonia, before and after they proclaimed independence (in exception of Albania), with the establishment of the parliamentary system resulted in mass spread social negative consequences such as crime, drugs, prostitution, child beggars on the street etc. As a result of these occurred circumstances emerged a substantial need for changes within the legal system in order to meet and achieve the European standards or behaviors and the need for adoption of many laws imported from abroad, but without actually reading the factual situation of the psycho-economic position of the citizens and the consequences of the peoples’ occupations without proper compensation, as a remedy for the victims of war or peace in these countries. The sad truth is that the perpetrators not only weren’t sanctioned, but these regions remained an untouched haven for further development of criminal activities, be it from the public state officials through property privatization or in the private field. The organized crime groups, almost in all cases, are perceived by the human mind as “Mafia” and it is a fact that this cannot be denied easily. The widely spread term “Mafia” is mostly known around the world to define criminal organizations.The Balkan Peninsula is highly involved in these illegal groups of organized crime whose practice of criminal activities is largely extended through the Balkan countries such as Kosovo, Albania, Macedonia, Serbia, Bosnia, Croatia, Montenegro, etc. Many factors contributed to these strategic countries to be part of these types of activities. In general, some of the countries have been affected more specifically, but in all of the abovementioned countries organized crime has affected all areas of life, leaving a black mark in the history of these states.

Рассмотрены новые прорывные технические решения по тропосферной связи на основе когнитивных радиостанций с фазированной антенной решеткой (ФАР). Показана возможность повышения (в десятки раз)аппаратурной надежности за счет исключения из состава ТРС мощных передатчиков и применения вместо них маломощных антенных приемопередающих модулей (АППМ),синфазноработающих в составе ФАР. Представлены преимуществами ТРС: возможность длительной работа без технического обслуживания, снижение вдвое энергопотребления, а также глубокая унификация построения ТРС разного класса на основе унифицированных АППМ. New breakthrough technical solutions for tropospheric communication based on cognitive radio stations with a phased antenna array (PAA) are considered. These solutions provide the possibility of increasing the hardware reliability tenfold due to exclusion of powerful transmitters from tropospheric stations (TS) and using instead of them low-power antenna receive-transmitting modules (ARTM), operating in phase as part of the PAA. The advantages of such TSs are shown that enable long-term operation without maintenance, halving power consumption, as well as deep unification of the construction of TSs of different classes based on unified ARTMs.
