Higher education and improving the quality indicators of higher education is always a hot problem for all time. Education is the core of the country's society. Over hundreds of years, higher education systems have changed to match the level of civilization, the amount of human knowledge, the new pace of life and the development of information technology. . Many higher education methods in developed countries have applied very effectively and met many high educational standards such as ABET, QS - Quacquarelli Symonds, Times Higher Education, SARWU - Shanghai Academic Ranking of World Universities ... Using AI, Big Data has also been applied to minimize time dependence and increase human understanding. From the traditional education model, the world has come to teach online with the application of IoT. In this article, we introduce a new model of higher education that can be applied in the near future to higher-end IoT applications than online, distributed education. We call this the Distributed Higher Education System Model – DUSM. With application of artificial intelligence to make virtual environment in education, we hope have a big change in education to advance quality of education. The analysis of the method will be presented in detail and hopefully it will be quickly applied to suit the capacity of social information technology.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

Firms from developed countries are increasingly offshore outsourcing services to developing countries to have cost as well competitive advantages. Although this is a growing practice, there has been limited empirical attention in understanding the outsourcing phenomenon, particularly from the perspective of service provider firms that execute important business processes for their overseas clients. Despite growing trends to outsource, only a few service provider firms report success. This puts the service provider firms under increasing pressure to add value and improve quality of relationship. They have to depend not only on tangible factors but some intangible factors also play an important role in their performance. In this paper, the authors try to find out factors that influence performance of service provider firms. Multiple regressions using four indicators of firm performance are carried out to see the influence of certain factors on information technology enabled service (ITES) firms’ performance.

The purpose of the student scientific society is to organize student research, promote the quality of scientific and practical training of students, expand their general and professional worldview, meet other needs and interests, which is an integral part of the successful development of the institution. Therefore, students of the faculty are active participants in All-Ukrainian competitions of scientific works, student Olympiads, where they constantly certify a high educational, methodological, and scientific level of training, receiving victories and prizes. The purpose of the study is to cover and analyze the student scientific society in higher education and at the Faculty of Social and Psychological Education of PTUSPU, in particular, as the main centre of organization and involvement of students in research. Methodology. The features of the student scientific society have been revealed using methods of analysis, synthesis and generalization of regulations and documents, its research work at the faculty. Results and practical significance. It has been found that the activities of the faculty of the Student Scientific Society contribute to the intensification of the student's research work as one of the most important means of improving the quality of training with higher education and the development of scientific thinking and creativity. It is determined that due to the activity of the society students develop skills of independent scientific activity.

С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

Employability is one of the main concerns of the citizens of developed countries. Over the last 10 years, it has become popular to use technology to find employment and better career opportunities. Currently, there are many technology-powered tools available which offer their users (candidates and companies) the possibility of finding the best job opportunities/employees. However, technology is becoming increasingly advanced and current employment-oriented websites must keep up with those standards. Thanks to the computing and information processing capabilities provided by artificial intelligence, today's websites are not mere directories of jobs and candidates; instead, they make it possible to automatically filter search results according to the characteristics of candidates and jobs. This chapter presents a review of state-of-the-art technologies aimed at improving employability and analyzes the technological advances in this sector.

The Chinese higher education system is the largest in the world, but distance education, using information communication technologies (ICTs), started later than in developed countries. In this paper, the author examines the benefits of education to human development and provides an overview of the recent development of distance higher education in China. The potential for further developing distance higher education with ICTs is considered. In addition, challenges are discussed and recommendations are made to improve Chinese distance higher education.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.
