The author analyzes the economic documentation sent by the Nizhyn governors to the Malorossiyskyi Prykaz in the 1650s and 1670s. The excerpts published in the Acts relating to the History of Southern and Western Russia. This source the author used to show the nature of the interaction between the Nizhyn Voivodship and the government, to identify the main issues voivode had to report on and the tasks he had to solve, as well as to consider the situation of the Russian military contingent in Nizhyn. The author notes that the royal pledges led by the voivods appeared in Chernihiv, Nizhyn, Pereyaslav and other Ukrainian cities in the late 1650s. The names of the Nizhyn voivods, who served in the 1650-1670s, were identified, and the author described their activities. She found out that the voivode had to build a fortress in the city to defend against enemies, manage the affairs of their garrisons, send to Moscow financial statements of expenditures, to issue a sovereign's pay to the archers, to fight against their escape, which was very common, and in addition to monitor on the activities of the local Cossack administration and internal policy in the territories subordinate to them, submit to the king petitioners and petitions, provide information on events in the Ukrainian lands and in the neighboring territories, involve the local population in the work . Under the rule of Ivan Bryukhovetsky, voivode had to collect taxes from inhabitants of the Hetmanate (except for Cossacks and clergy). The author concludes that it was through regular reports that the voivode in Moscow knew about the state of affairs in the Hetmanate region and, following the information received, adjusted their policy towards the Ukrainian lands. Therefore, the voivodship runoff can be considered a valuable source from the history of the hetman's Ukraine itself.

The term Good Governance (an-Nizam al-Siyasah) is an Islamic concept in the implementation of good governance according to the Qur'an and Hadith. This concept was re-emerged by UNDP in 1990 which was implemented by Umar bin Abdul Aziz during the Umayyad dynasty, in balancing a synergistic and constructive relationship between the state, the private sector and society, through the principles of good governance applied by Umar bin Abdul Aziz: 1. tawhid, 2. Trust, 3. Deliberation, 4. Justice and Law Enforcement, 5. Equality, 6. Brotherhood, 7. Human Rights (HAM), 8. Effective and Efficient, 9. Social Supervision. Umar bin Abd Aziz's principles of good governance are in line with Islamic values, such as: Allah as the highest caliph, trustworthiness, deliberation, justice, equality, brotherhood, human rights, and commanding good and evil. In comparison, UNDP and LAN Good Governance have the following principles: participation, law enforcement, transparency, equality, responsiveness, effectiveness, professionalism, supervision. The principles of good governance of Umar bin Abdul Aziz associated with maqasid sharia are; the principle of tawhid according to maqasid shari'ah in the field of muhafazah ad-din (maintaining religion), the principle of trustworthiness and effectiveness and efficiency, including the category of muhafazah al-mal (protection of property). The application of deliberation, including the category of muhafazah al-aql (preservation of reason) and brotherhood is included in the category of muhafazah al-nasl (maintaining offspring). Human Rights (HAM) are included in the category of muhafazah al-nafs (protecting the soul). in line with the maqasid shari'ah al-Syatibi. If tawhid is connected with Imam Malik's istislahi theory, then this principle includes daruriyyah (principle), while justice and law enforcement, deliberation, trust, equality, brotherhood are included in the hajiyyah category. effective, efficient, social supervision is included in the category of taksiniyah. Then how is good governance implemented and how is it related to UNDP good governance. This is the study of this treatise as material to add to the treasures of knowledge in the state Abstrak: Istilah Good Governance (an-Nizam al-Siyasah) merupakan konsep Islam dalam pelaksanaan tata kelola pemerintahan yang baik sesuai al-Qur’an dan Hadits. Amanah, 3. Musyawarah, 4. Keadilan dan Penegakan Hukum, 5. Persamaan, 6. Persaudaraan, 7. Hak Asasi Manusia (HAM), 8. Efektif dan Efisien, 9. Pengawasan Sosial.

This article introducea theoretical discussion that starts from the historical-social moment present in the face of the pandemic caused by COVID-19 in face of the uncontrolled increase in contamination worldwide and, consequently, the increasing number of deaths. It became necessary to go beyond the field of health sciences for a legal analysis, tracing a path that is established with governmental measures through administrative acts edited by the Federal and State Executive as means to confrontthe pandemic. With the publication of these administrative acts, there are important criminal consequences that must in fact be observed so that they do not become a dead letter in the legal system. All efforts by the State asthe manager of a health policy must be supported in that State as the manager and executor of a criminal policy. Based on this factor, the study written here seeks to conduct a discussion on the repercussions that affect the field of Criminal Law as a result of non-compliance with the measures imposed by the Government and the consequent liability of the offending agent.

G. H. von Wright’s definition of the concept of good reads: the state of a thing p is good (for a definite subject) when it is preferred by that subject before the state of affairs non-p. This definition implies that when a man sentenced to death has no other choice except between death on the gallows or after tortures and when he chooses the former kind of death, then death by hanging is good for him. A certain way of escaping this consequence is outlined but since it leads to a definition vulnerable to other objections a different definition of the concepts of good and evil in the term of G. H. von Wright’s theory is suggested.

The effectiveness of the activities of criminal executive inspections, as well as the achievement of the goals of punishment largely depend on the state of legislation regulating criminal procedural issues of execution of the sentence. At the same timethere are a number of problematic aspects that require scientific understanding and resolution regarding the legal and organizational support for the activities of entities entering into legal relations at the stage of execution of the sentence. Today in the Russian criminal procedure legislation some issues related to the stage of execution of the sentence, not resolved in a satisfying science and practice degrees to them, in particular, should include the form and content of submissions to these institutions, the terms of appointment of the hearing on the resolution of issues related to the execution of the sentence. This hinders not only the effective operation of their officials involved in the execution of the sentence, but also the implementation of the criminal policy of the state as a whole, the implementation of the appointment of criminal proceedings and the achievement of the goals of criminal penalties. Thus, in practice, there is a lack of efficiency in the functioning of criminal executive inspections in a number of regions, the planned and basic indicators of their activities are not always fulfilled, including in the sphere of criminal procedural legal relations, the number of warnings issued by criminal executive inspections in connection with the violation of the order and conditions of serving punishment by convicts is increasing, while the number of applications for the replacement of punishment by a more severe type of punishment satisfied by the court is decreasing.
