This conceptual paper tends to abridge all the theories on political participation in voting system as well as contributing to the government. Political participation is a mandatory choice needs to be analyzed as it is a choice that the state had imposed on its citizens though it centres round very significant factors. Political participation is a necessary ingredient of every political system. By involving many in the matters of the state, political participation fosters stability and order by reinforcing the legitimacy of political authority. This review article defines the political participation, participants, the necessity of participation, the social, political, economic as well as psychological state of affairs that influence citizens to participate. It also highlights the apathy behind not participating and the types and causes of political participation. Thus the paper tries to present a thorough picture of the issues behind the process of political participation.

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

POLITICAL GEOGRAPHY AND THE MINERAL SECTOR: the legislative propositions that impact the management of the territories with mining in the state of Pará – 2011 to 2016GEOGRAFÍA POLÍTICA Y EL SECTOR MINERO: las proposiciones legislativas que impactan la gestión de los territorios con la minería en el estado de Pará – 2011 a 2016O presente trabalho tem o objetivo de resgatar o campo da política na Geografia, no contexto da atividade mineral no estado do Pará, principalmente diante de vários entendimentos de que os conflitos de interesses nas sociedades e nos territórios se resolvem também pelo viés político; partindo de uma leitura teórica do conceito de território, poder e política, onde essa tríade será determinante para o entendimento das proposições legislativas dos anos de 2011 a 2016 voltadas para a mineração, e da análise da gestão política e territorial no setor mineral paraense e seus impactos na sociedade a partir das políticas públicas. The political concept of Alfarabi is derivated from the concept of Platonic, Aristotelian, and Islam. The ideal state is the state which is elaborated the universal values of humanism, not just limited to certain ethnic and nation which is emphasizing its obedience just to God, not the something else. In this paper, the writer tried to interpret the original works of Alfarabi which is directly related to his political thought and the other thinkers who are studying his political thought. In his political thought, Alfarabi emphasized that the main purpose of the state is to make the social-welfare for its citizens. Based on the organic theory, Alfarabi stated that the government of the state is just look-like the human organism system. In which, each of the existing element functioned to strengthen each other to achieve one goal. The ideal state for Alfarabi is the state which is having the goals for its citizen welfare, and who become the prime leader is a philosopher, who is having the prophetic character, having the wider knowledge, and able to communicate with al 'aql al fa’al trough al ‘aql mustafad.

The article reveals the technology of assessing the professional suitability of officials to perform their functions on the basis of the method of modeling and comparing assessments with the necessary parameters for the position, ie with the model. The term "model" is used as a holistic description of the coordination of the requirements of the social system (SS) with the possibilities of their implementation. The model in this case is a professional standard, which is developed for each position. The professional standard is the agreed standard by which employees should work. This method - the method of evaluation using a professional standard, is the result of the implementation of the principle of consistency in the construction of the model. According to the authors, the method is not only novelty approach, but also versatility. It is possible to estimate by means of a professional standard not only the expert, but also group, potential of collective, it is possible to make comparisons, to define weaknesses and strongnesses of the organizations. The technique developed by authors is offered that allows to carry out various necessary variations with the estimated signs, including visual display of results in various forms.Job modeling refers to ideal or imaginary modeling (as opposed to material, substantive, when modeling physical and mathematical objects) and is based largely on the idealization of the object. In our opinion, at no stage can the model be embodied in an absolutely accurate copy due to the unforeseen influence of many external factors.Modeling of evaluation characteristics in personnel activity is a necessary element in the real assessment of the state of affairs in the State Border Guard Service of Ukraine. That is why their importance is growing in the context of its reform, taking into account the impact on it of both negative and positive factors.

The concept of citizenship is one of the pillars upon which the modern civil state was built. The concept of citizenship can be considered as the basic guarantee for both the government and individuals to clarify the relationship between them, since under this right individuals can acquire and apply their rights freely and also based on this right the state can regulate how society members perform the duties imposed on them, which will contributes to the development of the state and society .The term citizenship has been used in a wider perspective, itimplies the nationality of the State where the citizen obtains his civil, political, economic, social, cultural and religious rights and is free to exercise these rights in accordance with the Constitution of the State and the laws governing thereof and without prejudice to the interest. In return, he has an obligation to perform duties vis-à-vis the state so that the state can give him his rights that have been agreed and contracted.This paper seeks to explore firstly, the modern connotation of citizenship where it is based on the idea of rights and duties. Thus the modern ideal of citizenship is based on the relationship between the individual and the state. The Islamic civilization was spanned over fourteen centuries and there were certain laws and regulations governing the relationship between the citizens and the state, this research will try to discover the main differences between the classical concept of citizenship and the modern one, also this research will show us the results of this change in this concept . The research concludes that the new concept of citizenship is correct one and the one that can fit to our contemporary life and the past concept was appropriate for their time but the changes in the world force us to apply and to rethink again about this concept.

The term ‘moral judgement’ can refer to an activity, a state, a state-content, a capacity or a virtue. The activity of moral judgement is that of thinking about whether something has a moral attribute. The thing assessed might be an action, person, institution or state of affairs, and the attribute might either be general (such as rightness or badness) or specific (such as loyalty or injustice). If I engage in this activity and make up my mind, then the result will be the formation of a psychological state: the state of judging that the thing has the attribute. The state should then be distinguished from its content: what is judged by me, rather than my judging it. My psychological state of judging that human trafficking is wrong is a feature of me with a duration and location that depend on me. But the content of that state – the wrongness of human trafficking itself – is not a feature of me. Philosophers also frequently use ‘moral judgement’ to refer to a capacity: our alleged capacity ‘to go beyond the application of rules’ when we deliberate morally. And, going further, it can be used as a term of commendation, referring to a moral virtue (or set of virtues) that we might also call ‘moral discernment’ or ‘moral wisdom’, displayed when we exercise that capacity well. Someone with the virtue of moral judgement, it is often claimed, has an appropriate sensitivity to the way in which the individuality of a person or the particularity of a context can determine how it is right to act, think and feel – a sensitivity that cannot be captured in any general rule. Moral judgement in these various senses raises four main groups of philosophical questions. First, what kind of psychological state is the state of moral judgement? Is it, either wholly or in part, a belief, or is it some kind of noncognitive state? Secondly, what is required in order for a moral judgement-state, or the content of that state, to be justified? What kind of support do moral judgements require? Thirdly, how ought the activity of moral judgement to be conducted? In particular, what role within this activity is properly played by the application of rules? Do we need a capacity that goes beyond rule-application? And, fourthly, what is it to possess the virtue of moral judgement?

Studies of social movements have often focused on the role of the state vis-à-vis social movements—in recent times using the concept of political opportunity structure to understand the options available to social movements. This article examines the internal conflicts within the ruling party in Communist Poland to show that a reciprocal process proceeded, in which both the social movement and the state found the choices of action available to them limited by the other, rather than just the social movement. The social upheaval that impacted the entire country brought about the rise of a reform movement within the ruling Polish United Workers Party, which prevented the government from acting as it preferred for a significant period of time. That reform movement, which would not have existed without Solidarity and certainly would not have brought about intraparty changes by itself, saw itself as connected to and dependent upon Solidarity. Party conservatives had to respond to and overcome the reformers before they could turn their full attention to ending the challenge Solidarity presented to the Communist system. In effect, for a time, Solidarity limited the political opportunity structure of the state, while the reverse was also true. While social movement scholars have long considered the possibilities and the limits on possibilities available to social movements because of the state or other external circumstances, this experience demonstrates that similar considerations must sometimes be contemplated with respect to the state.

The author analyzes the economic documentation sent by the Nizhyn governors to the Malorossiyskyi Prykaz in the 1650s and 1670s. The excerpts published in the Acts relating to the History of Southern and Western Russia. This source the author used to show the nature of the interaction between the Nizhyn Voivodship and the government, to identify the main issues voivode had to report on and the tasks he had to solve, as well as to consider the situation of the Russian military contingent in Nizhyn.The author notes that the royal pledges led by the voivods appeared in Chernihiv, Nizhyn, Pereyaslav and other Ukrainian cities in the late 1650s. The names of the Nizhyn voivods, who served in the 1650-1670s, were identified, and the author described their activities. She found out that the voivode had to build a fortress in the city to defend against enemies, manage the affairs of their garrisons, send to Moscow financial statements of expenditures, to issue a sovereign's pay to the archers, to fight against their escape, which was very common, and in addition to monitor on the activities of the local Cossack administration and internal policy in the territories subordinate to them, submit to the king petitioners and petitions, provide information on events in the Ukrainian lands and in the neighboring territories, involve the local population in the work . Under the rule of Ivan Bryukhovetsky, voivode had to collect taxes from inhabitants of the Hetmanate (except for Cossacks and clergy). The author concludes that it was through regular reports that the voivode in Moscow knew about the state of affairs in the Hetmanate region and, following the information received, adjusted their policy towards the Ukrainian lands. Therefore, the voivodship runoff can be considered a valuable source from the history of the hetman's Ukraine itself.

The development of information technology should be maximized by the government in establishing communication and information about policies taken by the government. Thus, good communication will be held in order to achieve the goals of the State without the social upheaval that arises in the community due to policies set by the government. One of the failures of government public communication is the government's failure to explain and socialize the Presidential Regulation Number 20 of 2018 concerning the Use of Foreign Workers who get responses to the pros and cons of all parties, both from the general public and from government opposition. The communication failure gave birth to multi-interpretation from various circles of society and government. Every government regulation or legal policy has functions and objectives in order to achieve the goals of the State. Conception The rule of law guarantees legal certainty, legal benefits and legal justice. The regulation on the use of foreign workers is one form of legal certainty in order to protect opportunities and employment opportunities for citizens of their own country. However, communication failures built by the government resulted in multi-interpretation of policies that were considered to provide convenience for foreign workers and complicate Indonesian employment opportunities.
