The article touches upon an urgent problem to improve the quality of the personnel practical training, for which the author offers solutions to shape norms for future translators professional behavior at the professional research lesson in the higher education system. On the basis of theoretical and methodological analysis of the works of domestic and foreign scientists the author considers it necessary to modernize the technology of organizational process on the basis of needs of employers and individual needs of students. At the same time the main activity of students at the professional research lesson should be autonomous cognitive activity focused on their future profession, the realization of which the article offers a detailed description of different types of students group activities aimed at processing foreign language professionally significant information in professionally given situations under the supervision of a teacher at the professional research lesson. The author, based on many years of experience teaching activities in the university confirms that this type of lesson promotes the acquisition by students of professional experience, the formation of organizational and production skills and provides personal development training, which ultimately contributes to the intensive and high-quality practical training of translators in the system of higher education.

The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The system of higher education in the European Union based on legal instruments valid for all States Member. However, each EU State Member has additional national legislation, which taken into account in the design of the higher education system. The design and implementation of study programs is one of the activities of higher education. Compliance with EU and national legislation are important in design of study programs. It is equally important that the programs are necessary for the national economy, companies and attractive to students. The aim of the article is to determine the need and possibilities of dual teaching in the study program Transport Logistics of Vilnius College of Technology and Design. The structure of curricula of dual education at Szeged University in Hungary is analysed. The indicators of changes in studies and practical training from the point of view of students and companies at Szeged University are present.The article presents a comparative analysis of legislation, study programs and business needs in Lithuania. The analysis showed that business enterprises in Lithuania would be interested in dual training; the application of dual training is not in principle contrary to Lithuanian legislation.

This chapter mainly addresses on the importance of social media to achieve the environmental sustainability in higher education system comprised of universities, colleges, and training institutions, which is responsible for skills development, personal development, and knowledge generation. Higher education systems play a critical role to develop the values and attitudes of the individuals and to create environmental awareness about the several issues There are many environmental issues such as global warming, waste management, environmental pollution in a global community. It is a mandatory requirement to create environmental awareness about the effects of environmental hazards. Due to rapid increase in living standards and industrialization, all the individuals as well as organizations should act in environmentally responsible ways and also promote sustainable practices for the protection of the environment.


Modern education is intensively developing, manifesting new approaches to learning, and progressive concepts in the system of knowledge acquisition. In recent years, global changes have undergone in the Russian education system from pre-school education through higher education. First of all, they affected the higher education system. On the one hand, there was a significant reform of external features: the merger of several universities into one, and the adjustment of the names of universities and institutions. On the other hand, the changes affected the structure of higher education, the levels of education were defined from bachelor’s to master’s course. Competence and practice-oriented approaches began to occupy a dominant position in the learning process, as well as independent work of students was given special attention. On the basis of the Federal State Standards of Higher Education adopted in 2016 in the Law Enforcement major and Jurisprudence training area, for high-quality and effective implementation of their professional activities, graduates of the universities and colleges sponsored by agencies of the Russian Federal Penitentiary Service must acquire a set of cultural, general vocational and specific professional competencies. To achieve the necessary competence (educational) level in the course of learning, the cadets are faced with the task of solving ideological, political, moral, and cognitive problems. Cognitive activity is key and conscious in the learning process, because it permeates the entire educational path of a person, starting with the initial cognitive efforts and ending with the satisfaction of the cognitive needs of trainees. Effective cognitive activity is impossible without positive motivation, sustainable cognitive interest, self-development and self-determination of the individual.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
