This article analyzes the problems of addi-tional financing of the university and the possibility of considering them as a subject of social responsibility for Russian society. The possibility of improving the quality of education in higher education through the use of endowment assets is substantiated. The definition of endowment assets and funds is given. The level of development of this mechanism by the leading Russian uni-versities is determined. The author analyzes the statistics of successful foreign use of such a tool as endowment funds. This article attempts to establish the relationship be-tween the number of participants in endow-ment funds and the amount of funds raised. Also, the tasks necessary to develop an al-gorithm of actions that allow Russian higher education to use endowment assets have been formulated.

The strategic orientation of any modern educational organization is to achieve competitive advantages in the market of educational services. The competitiveness of the university is directly dependent on the quality of its educational services. Evaluation of the quality of education, in turn, goes to such concepts as the rating of the university and its accreditation. Discussion of this area of higher education is actively conducted in the academic community, but its research, especially in the realities of the digital economy, is insufficient, which makes this publication relevant. The purpose of the study is to identify the actual features of achieving high competitiveness in the conditions of digital transformation by a domestic university. To do this, it is necessary to analyze the existing experience of Russian higher education in terms of responding to the challenges of digital transformation and develop recommendations for achieving high quality education in modern conditions. The research methodology is based on the theoretical foundations of professional education and the competitiveness of Russian universities. The article analyzes the domestic and international experience in assessing the quality of education, while proving that the main criterion for assessing the competitiveness of a university is the quality of learning outcomes. Methods of comparative analysis, observation and generalization are used. The study proves that modern Russian higher education does not always adequately respond to the challenges and opportunities of digital transformation. A number of systemic problems hindering the achievement of high quality of modern higher education are identified. The necessity of combining the introduction of innovative technologies of the educational process with the preservation of the advantages of traditional education is confirmed. Promising directions of constructive interaction of the university with the most important stakeholders of higher education – employers are proposed.

Currently, cooperation between business community and higher education institutions is a priority trend of the Russian higher education system. We consider the European practices of cooperation between universities and potential employers which is being implemented in the Russian HEIs within the project “Evaluation of Quality of Cooperation in Education Ecosystem as a Mechanism for Building Professional Competencies - E3M” approved for funding within the European Commission Tempus IV in 2013. The paper dwells upon the state of cooperation between Nizhnevartovsk State University and local business community, considering new market conditions, and offers solutions to the challenges of productive cooperation with potential employers with the view of the best practices implemented by European partner universities and project consortium members. The article considers modernization of the Russian higher education based on the data of the regional monitoring (1995-2016). The methodology of the research consists of the multidimensional approach (combination of systemic, institutional, resource and other approaches) and interpretations of modernization of the higher education as an integral part of modernization of the social-economic system of Russia. Modernization of the higher education is defined as a continuous process of transformational changes focused on improving the quality and competitiveness of all subsystems of the higher education. The article aims at explaining how modernization affects the resource potential of students, at showing to what extent students see its results and can use the opportunities provided by it. The authors focus on the question whether modernization is implemented for students, with or without students: how the quality of education changes due to modernization, how it affects the students’ satisfaction with the quality of education and professional training. The article reveals the paradoxes of modernization in terms of achieving its main goal - training of highly qualified professionals satisfying the needs of the economy in personnel; and points to the strengthening of material, technical and financial educational inequality of Russian regions and sectors of economy. The quality of the higher education is considered a way of social self-regulation. Its indicators include students’ satisfaction with different aspects of education important for the development of professional knowledge. The article presents the students’ estimates of the accessibility of the higher education in the Sverdlovsk Region by such basic indicators of modernization as academic mobility, informatization, relationship of education, science and production. Based on the results of the monitoring the authors prove the low impact of modernization changes on the students’ satisfaction with the quality of education and professional training.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

The paper discuss possibility to implement Deming’s 14 points into Russian higher education, taking into account partially online development. The majority of these points can be used to improve the quality of higher education. However, there are many legal restrictions to public education that result in specific, measurable results that do not fully implement Deming’s theories. Therefore, private universities have more potential to improve their quality then government schools. This fact explains the popularity of additional or professional courses in Russia as a substitute for regular education.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

ABSTRACT In today’s competitive higher education environment in Vietnam, higher education institutions have focussed more on quality education services to improve students’ satisfaction, which is considered an important factor for attracting and retaining students and evaluating the success of these higher education institutions, as a result. This research aimed to examine Vietnamese students’ perceptions about the quality of education services offered at Hue University in Vietnam. The data were obtained from the questionnaires completed by 2933 students from four-university members of Hue University in Central Vietnam. The research results showed that the students were generally satisfied with the quality of education services provided by Hue University. In addition, students’ satisfaction at Hue University is most affected by their perceptions about access to education services and the educational environment. The study also provided several implications, for Hue University in particular and other Vietnamese higher education institutions in general, to enhance their education services to improve the level of education service quality for attracting and retaining students.
