The article reflects the main stages of the formation of additional professional education. The authors analyze Russian and foreign scientific works, provide normative legal sources, and reveal the role of education as an element of continuous adult education. The article evaluates the current socioeconomic conditions for the reproduction of the professional educational potential of the society, using the example of the organization of professional education by employees of the penal system, as well as monitoring the quality of educational services provided in the Russian State Social University, according to the results of which the authors identified the need to develop new approaches to assessing the quality of additional professional programs. Based on the results of the study, the authors propose to optimize the system of additional professional education by improving the regulatory framework and requirements for the structure and content of programs.

This research was conducted at Public Elementary School 68 Palembang with 34 teachers as respondents in the study sample. In this study there are three research variables consisting of two independent variables Principal Competence (X1) and Community Participation (X2), and one dependent variable Quality of Educational Services (Y). The extent to which the realization and role of community participation in education depends on the understanding of the community itself in education, and depends on the ability of the school. Quality education services are educational services that are in accordance with the plan and achieve the goals set and can meet the expectations and needs of customers. The results obtained in this study illustrate that the quality of educational services in Public Elementary School 68 Palembang is very good and can meet customer needs.

Socio-economic development plays a huge role in improving the quality of education. The challenges that modern society presents to labor personnel contribute to the systematic and mobile development of the system of additional professional education. Modernization of the Russian education system is aimed at improving the quality of the pedagogical process. In this regard, at each level of education, the main criterion is the educational result and the assessment of its quality. Objective: to predict the main trends in the development of regional vocational education based on a study of its current state in conjunction with the development of the modern labor market and the national qualifications system and the design of an optimal model for a regional system of continuing professional education. The Republic of Sakha (Yakutia), being part of the Far Eastern Federal District, has its own specific features, including extreme climatic and geographical conditions, remoteness of settlements from the centers, poorly developed transport system and significant population rarefaction, causing socio-economic characteristics and etc. Each natural-climatic zone with its own conditions requires special approaches and technologies in human life and methods of farming. At the same time, the economy of the most northern region of Russia can be characterized as dynamically developing. Today, the republic's leadership has determined the main direction of development of the northern region of Russia: Yakutia needs its own non-primary sector economy, creative industry. In this regard, at the present stage, the formation of the Republic of Sakha (Yakutia) is facing the task of transforming the education system, introducing a new standard for all levels of education, involving from early age to scientific knowledge, the formation of high intelligence, the ability to think freely, outside subject areas, modern competence, focus on "smart economy". Analysis of the scientific literature suggests that one of the main methodological issues of the research is the problem of the readiness of the individual for professional activity, to integrate into the modern labor market. At the same time, the analysis of scientific and pedagogical literature has shown that the issues of forming effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the introduction of the national qualifications system of Russia in the conditions of the region need theoretical understanding and justification. When studying the site materials, we paid attention to the presence in the topics of dissertation research of terms related to additional professional education, continuing professional education, adult education, the development of a regional system of additional vocational education and related organizational mechanisms and regulations, the development of additional professional education in the context of the introduction of a national qualifications system and its elements, modeling or application m cluster principle in the development of additional vocational education. The results of the analysis suggest that the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the National Qualifications System of the Russian Federation is relevant, relevant and requires targeted research. In those years, 80 doctoral and 1,404 doctoral dissertations were announced, of which 32 doctoral and 120 doctoral dissertations deal with various aspects of additional professional (in the overwhelming majority, advanced training) and continuing professional education, adult education. A number of dissertation research, both Ph.D. and doctoral, conducted from 2013–2018, is devoted to studying the interaction of education and the labor market. The regional system of continuing education as a resource for the professional development of the personality was studied in the doctoral dissertation of Ya.A. Ilinskaya; dissertations are defended, highlighting various aspects of teacher development, the formation of their readiness for certain activities: inclusive education of children (I.V. Vozniak), formation and implementation of a personalized electronic educational environment in the conditions of additional professional education (V.B. Klepikov), development support of the spiritual and moral world of orphans (N.F. Yakovlev), development management of intellectually gifted students in the system of continuing professional education (R.R. Bikbulat ov) and others; socio-pedagogical conditions of continuous vocational education support (I.O. Ibragimov, M.S. Zadvorna, E.L. Makarova, A.V. Krasnoslobodtsev, O.S. Korkina, etc.); issues of development of professional success of teachers, professional competencies and professional improvement (M.S. Britkevich, N.V. Ganzha, L.V. Chernikova), organizational and pedagogical conditions for the development of modern additional professional education (V.S. Dmitrieva), modernization of the system certification of students of professional educational organizations in the conditions of the formation of the Russian national qualifications system (S.A. Efimova). Thus, there is reason to believe that the issues of forecasting and designing, as well as the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the national qualifications system of Russia in the region require a focused study.

Modern society is characterized by dynamism of social and cultural interactions in the context of globalization of social and economic processes. According to the authors’ opinion this increases the importance of improving the quality of training, all education, including higher professional education. Improving the competitiveness of higher educational institution may make on the basis of conformity of quality of the educational product to the requirements of actual and potential consumer demand. Globalization and information factors of the interaction of market actors largely determine the necessity of transformation of approaches to formation and functioning of higher education institutions today

Аt present, the issues of the formation of the institutional structure of financial security are among the strategic priorities of state policy, which indicates the consensus achieved in the society on the significant role of Russia in the global financial system. One of the priority activities of the Russian state is to optimize the structure of public authorities in order to improve the efficiency and effectiveness of their activities. Particular attention in this process is given to the reform of the system of state financial control. In the modern economy there is a large range of problems and inaccuracies in the legislative regulation of financial control by public authorities. This situation leads to a significant reduction in the quality of the effectiveness of financial control by public authorities. In this regard, there is a need to study and clarify the role, function and place of bodies exercising state (municipal) control in the institutional structure, determine the importance of the participation of such bodies in the process of rational use of budgetary funds, in the formation and justification of methods and methodology for monitoring the effectiveness of planning and spending of budgetary funds, as well as measures to prevent violations of legislation in the budgetary sphere.

Abstract Proper use of the educational potential of sports depends on the entities organizing children’s sports competitions (coaches, parents, referees). Particularly important is their awareness of the purposefulness and legitimacy of actions taken. Numerous studies have been devoted to the role of the coach and parents in providing children and young people with positive sporting experiences. In contrast, the referee has often been overlooked. The behavior of the referees during the match is also important for young players. Assuming that referee-player interactions have a major contribution to educational influence, the purpose of this study was to explore the opinions of soccer referees refereeing matches of children aged 9 to 12 years about their interactions with players in terms of emotional support, game organization, and instructional support. It was also decided to verify whether referees’ self-assessment of their educational function is influenced by experience. The research was conducted among 116 referees licensed by Mazovian Football Association who referee matches of children aged 9–12 years (Orliki and Młodziki categories) in the Masovian Voivodeship in Poland. To assess the referee-players educational interaction, a questionnaire survey was developed. These interactions are present in three domains: emotional support, game organization and instructional support. The results showed significant differences between referees’ self-assessments in the three domains. Referees rated their educational interactions with players higher in the domain of emotional support than the instructional support. Moreover, the results indicated that there was no differences in the referees’ self-assessment between the groups distinguished by more experienced in the domains of emotional support and game organization, while less experienced referees rated the quality of their educational interactions in the instructional support domain higher than those more experienced. The main conclusion of the research is the postulate to introduce pedagogical and psychological issues into the referee training.

The uniqueness of the special course program “Monitoring the quality of education in the context of interaction with stakeholders” is to take into account the sectoral context and the actual results of monitoring studies of quality training of vocational (professional and technical) education at the Bila Tserkva Institute of Continuing Professional Education. The article considers the purpose, objectives, andragogical principles of building a special course program. The content and logic of the special course, which reflects the movement from the analysis of the concepts of quality of education, quality of educational activities, educational monitoring and monitoring of the quality of professional development, to practice-oriented issues of monitoring research on the quality of education and educational services in the context of interaction with stakeholders. The generalized indicators on results of diagnostics of students of advanced training courses during approbation of a special course “Monitoring of quality of education in the context of interaction with stakeholders” are presented.

Pretende-se discutir aqui um caminho para Educação de Jovens e Adultos- EJA para além da escolarização pautando-se na experiência da Região Metropolitana de Campinas, fundamentando-se nos documentos da VI CONFINTEA- Conferência Internacional de Educação de Adultos. À luz desse documento reflete-se o modelo de Educação de Jovens e Adultos posto hoje, trazendo as reflexões de alguns autores com o objetivo de rediscutir o papel da EJA para além da escolarização - para quem, para que e como educamos? Apresenta-se uma proposta de inclusão escolar dentro de um projeto, que contempla uma massa marginalizada de sujeitos que não teve acesso à escola e tão pouco vislumbrava isso como possibilidade, apontando os benefícios de uma educação ampla garantindo a humanização, reinserção escolar e social, mais qualidade de vida, acesso aos bens públicos, conscientização social, política e ambiental. Discutem-se as dificuldades administrativas e pedagógicas de uma educação sociocomunitária para além da escolarização esbarrando desde as políticas públicas até a formação dos professores, trazendo um pouco a trajetória da educação sociocomunitária no Brasil com a filosofia de Paulo Freire e propondo a construção de novas formas de atuação. Aponta se para os desafios da EJA, o modelo de alfabetização e ensino hoje e a compreensão da educação ao longo da vida que pressupõe a construção de Projetos Pedagógicos diferenciados. Questiona-se ainda às propostas assistencialistas que apenas tem como finalidade ocupar o tempo dos sujeitos. A construção de uma sociedade melhor passa necessariamente pela educaçãoque continua formando e educando os sujeitos em todas as idades para serem construtores ativos dessa sociedade que deve ser de todos.Palavras-chave: Educação de Jovens e Adultos. Educação Sociocomunitária. AbstractThe Challenges of Youth and Adult Education: include path beyond schoolingWe intend to discuss here a path for Youth and Adults - EJA beyond schooling basing on the experience of the Metropolitan Region of Campinas , basing itself in thedocuments of CONFINTEA VI International - Conference on Adult Education . In light of this document reflects the model of Youth and Adult Education office today, bringing the reflections of some authors in order to revisit the role of adult education beyond schooling - to whom, for what and how we educate? We present a proposal for inclusion in a school project, which includes a mass of marginalized subjects who did not have access to school and envisioned it as little as possible, pointing out the benefits of a broad education ensuring humanization, school and social reintegration better quality of life , access to public goods, social awareness, and environmental policy. We discuss the administrative and pedagogical problems of a socio- communitarian education beyond schooling bumping from public policy to teacher training, bringing a bit of the trajectory socio-communitarian education in Brazil with the philosophy of Paulo Freire and proposing the construction of new forms of action. Pointing to the challenges of adult education, the model of literacy and education today and understanding of lifelong education which presupposes the construction of differentiated pedagogical projects. Still questioned the welfare proposals that only aims to occupy the time of the subject. A la luz de este documento refleja el modelo de jóvenes y adultos hoy en día, con lo que las reflexiones de algunos autores con el fin de revisar el papel de la educación de adultos más allá de la educación - ¿A quién, para qué y cómo educamos? Se presenta una propuesta para su inclusión en un proyecto de la escuela, que incluye una gran cantidad de temas marginados que no tienen acceso a la escuela y lo imaginó lo menos posible, señalando los beneficios de una amplia educación garantizando la humanización, la escuela y la reintegración social, mejor calidad de vida, el acceso a los bienes públicos, la conciencia social y la política ambiental. Se discuten las dificultades pedagógicas y administrativas de una educación socio-comunitaria más allá de la escolarización, golpes de la política pública para la formación del profesorado, con lo que un poco de historia de la educación en Brasil con la filosofía socio-comunitaria de Paulo Freire y proponer la construcción de nuevas formas de la acción. The author shows how additional professional education (APE) helps professional educational institutions to train competitive specialists under the conditions of integration in the professional education sphere. It is argued that professional education establishments (PEE) should carry out labor market research and forecasting in order to maintain competitiveness at the educational services market. The concept of �competitive specialist� is explored, and the necessity to work out a model for forecasting the set of graduates� competences for the highly-demanded professions. The paper suggests practical recommendations to enhance competitiveness of PEE graduates through the development of the additional professional education system.
