Research on the Evaluation of Elderly Care Service Supply Capability from the Perspective of Welfare Pluralism

Based on the welfare pluralism analysis paradigm, an elderly care service supply capability evaluation system with five dimensions, including family, government, market, society and collaboration is constructed. The entropy weight method is used to determine the weight, and the weighted sum method is used to calculate the comprehensive score. The differences in the supply capability of different subjects in 30 provinces (cities) in China in 2018 are analyzed. The study found that there is regional imbalance in the comprehensive supply capacity of elderly care services in China, and the eastern region is higher than the central and western regions: Beijing, Guangdong, Shanghai, Jiangsu, Shandong and other eastern regions have strong supply capability, while Shanxi, Yunnan, Heilongjiang, Xinjiang and Jilin and other central and western regions have weak supply capability. In addition, the supply of elderly care service also presents the different characteristics. Therefore, the paper puts forward some countermeasures and suggestions, such as establishing a balanced development strategy, narrowing the regional gap of elderly care service supply capability, enhancing the supply capability of various subjects, and accelerating the formation of a multi-subject responsibility sharing system for elderly care service.

Objectives: Studies show that the harm of smoking is much higher in the elderly than in the young and middle-aged. Therefore, smoke-free communities are more suitable for the elderly. China’s ministry of civil affairs pointed out that, the development of community elderly care services conforms to the wishes of over 90% of the elderly in China, which is the focus of the construction of China’s elderly care service system. Meanwhile, China’s existing smoke-free community elderly care service models are diverse, service efficiency and sustainability remains uneven. Methods: This study constructed a conceptual framework for smoke-free community elderly care service based on the theory of welfare pluralism. To find the sustainability of smoking control in smoke-free communities and the efficiency of elderly care service supply under different supply modes. According to the geographical location, 9somke-free communities in Beijing, Nanjing and Xi’an were selected for investigation. Results: Three supply modes of community-based elderly care services are summarized, including Multiactor Participation Model (MPM), Government and Social organization Cooperation Model (GSCM), and Government-led Participation Model (GPM). The case analysis method is used to analyze the characteristics of the supply actors, supply content, and supply methods of these three models. Conclusion: Three supply modes of community-based elderly care services are summarized, including Multiactor Participation Model (MPM), Government and Social organization Cooperation Model (GSCM), and Government-led Participation Model (GPM). The MPM for smoke-free community elderly care, which includes the participation of multiple subjects and is more diversified in terms of supply content and methods, is found to have better smoking control efficiency and higher sustainability.

In outpatient care the home care, including hospices, is recognized as a model for providing quality, cost-effective and charitable care. The focus is mainly on the care that helps everyday lifeof the patient as well as the relatives, rather than on treatment, and in most cases it takes place in the patients' home. In Europe, in recent years there has been a real "boom" in home care due to demographic processes linked to increased needs for elderly care and chronically ill under the conditions of limited financial resources.In outpatient medical care in our country by means of a national framework contract there are regulated visits to the patient's home by a doctor, as well as visits by medical staff employed by him - nurse, midwife, medical assistant / paramedic / for manipulation, counseling and monitoring. At the same time there is no regulated legal activity in the Republic of Bulgaria, which is essentially the subject of home care.Since 1994 „Caritas“ has carried out the "Home Care" service, which provides a complex - health and social care for over 360 sick adults in a place where the elderly person feels the most comfortable - in their own home. „Caritas Home Care“ is provided by mobile teams of nurses and social assistants who visit the elderly at home and provide them with the necessary care according to their health and social needs.With the establishment of the first „Home Care Center“ in Lozenets region, Sofia, with the support of the PHARE ACCESS program in 2003, the Bulgarian Red Cross introduces in Bulgaria an integrated model for provision of health care and social services in the home of adults, chronically ill and people with permanent disabilities. To date, there are a number of problems in home care related to the realization of home care for patients in need in out-of-hospital settings: lack of legal regulation for home care, lack of qualified staff in outpatient care; lack of organization and structures for care; unsettled funding and the inability of the part of the population that is most in need of care to pay for it, there is no regulation to control the activity. Although home care began over 20 years ago, our country is yet to make its way to the European program called „Home care in Europe“.

BACKGROUND Time banking is a good mechanism to provide elderly care in community services with members having mutual benefits, besides social welfare and out-of-pocket fee payment mechanisms. With further integration with off-line works, mobile time banking may provide a better way, compared to traditional web access. On the other hand, blockchain technology has been long encountering difficulty in integrating with real-world economies or activities. Development of a mobile time banking system on blockchain (MTBB) may provide a realistic solution for community elderly care. Besides, the tracking mechanism from blockchain technology itself may also help track the elderly care service transaction records in order to measure better Sustainable Development Goals (SDGs) set by United Nations (UN). OBJECTIVE The aim of this study was to develop the MTBB, which enables tracking service transaction records in community elderly care through mutual helps. METHODS The MTBB was developed to empower organizations, either Corporate Social Responsibility (CSR) organizations, or Non-Profit Organizations (NPOs), to issue time tokens of their proprietary token types to the members who participate in the volunteer activities organized by the organizations respectively. In the service activities, members sign in and sign out before and after the services by using a smartphone app, and then get the time tokens afterwards. Members with time tokens can then exchange time tokens for elderly care services using the same smartphone app. MultiChain is used as the blockchain technology stack, as one of its features to support multiple token types is critical. RESULTS Database applications with smartphone apps integrated with MultiChain were developed. The whole set of the database schema was integrated with two smartphone apps, one for members, and the other for organizations, in addition to the two backend operations modules, one for organizations, and the other for managing all organizations and members. The MultiChain wallet was also integrated into the member app, as well as the organization backend modules for keeping track of the service transactions and time tokens. Metadata with the service transaction information is stored in the MultiChain blocks so that the transaction records are immutable and can thus be analyzed in the future. CONCLUSIONS The twelve characteristics of Cahn’s time banking are the guidelines of developing this MTBB with integration of MultiChain blockchain technology for tracking service transaction records. The study also combines the 1-to-1 member service exchange with organizations holding volunteer activities and issuing proprietary time tokens. With the blockchain transaction tracking mechanism, all of the elderly care service records through or within organizations can be tracked and analyzed to align with UN’s five SDGs.

Based on Maslow’s hierarchy of needs theory and customer satisfaction theory, we constructed a satisfaction model for supply–demand satisfaction for community-based senior care (SSCSC) combined with the psychological perspective of the elderly, and four dimensions of basic living needs (BLNs), living environment (LE), personal traits (PTs), and livability for the aged (LA) were selected to construct the model. The data were obtained from 296 questionnaires from seniors over 50 years old (or completed by relatives on their behalf, according to their actual situation). Twenty-two observed variables were selected for the five latent variables, and their interactions were explored using structural equation modeling. The results showed that LA was the most significant factor influencing SSCSC, and it was followed by BLNs and LE. PTs did not show a direct effect on LA, but they could have an indirect effect on SSCSC through influencing BLNs and LE. Based on the current state of community aging satisfaction, we propose to establish a community elderly care service system based on the basic needs of the elderly population, providing differentiated and refined elderly care services and improving the level of aging-friendly communities. This study provides references for the government to formulate relevant policies and other supply entities to make strategic decisions and has important implications for further enhancing community elderly services to become an important part of the social security system for the elderly.

Aiming at the problem that color image is difficult to quantify, this paper proposes an evaluation method of color image for small space based on factor analysis (FA) and gene expression programming (GEP) and constructs a correlation model between color image factors and comprehensive color image. The basic color samples of small space and color images are evaluated by semantic differential method (SD method), color image factors are selected via dimension reduction in FA, factor score function is established, and by combining the entropy weight method to determine each factor weights then the comprehensive color image score is calculated finally. The best fitting function between color image factors and comprehensive color image is obtained by GEP algorithm, which can predict the users’ color image values. A color image evaluation system for small space is developed based on this model. The color evaluation of a control room on AC frequency conversion rig is taken as an example, verifying the effectiveness of the proposed method. It also can assist the designers in other color designs and provide a fast evaluation tool for testing users’ color image.

Rapid industrial development has caused a series of environmental problems, which is not conducive to sustainable development of society as a whole. It is necessary to build a sustainable development evaluation system. Most of the existing literature has evaluated corporate sustainable performance from the economy, environment and society on the basis of triple bottom lines. Considering the research gap and the practice need, an evaluation system is established from four dimensions, referred to as economy, society, environment and responsibility management, and 29 indicators are designed to measure these four dimensions. Twenty seven listed Chinese mining corporations are selected as research samples, and the entropy-weight-based Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method is applied to calculate indicators’ weights. Results show that the four dimensions of sustainable performance weights from high to low are society, environment, economy, and management process.

Population aging has become an important factor restricting China′s social and economic development. The smart health and elderly care industry has developed rapidly in the past five years. However, the service resources among various elderly service providers are relatively isolated and scattered. In other words, the core management problem in the components of the smart elderly care service ecosystem is how to deal with the relationships of interest among multiple resource agents. Thus, the main contribution of this study is to employ symbiosis theory and the logistic growth model to construct a model of the evolution of the symbiosis of multiple resource agents in the smart elderly care service ecosystem. Then, we carry out a stability analysis, and analyze the evolutionary model of two resource agents′ symbiosis under different values of interdependence coefficients. Finally, we use computer simulations to dynamically simulate the model and comparatively analyze the population density of the hospital–nursing home symbiotic relationship using real cases in China. According to the study, we find that the enterprise goal in the smart elderly care service ecosystem should be to maximize the overall value of the multiple resource agents, and the result of the symbiotic evolution between different resource agents depends on the symbiotic interdependence coefficient, while the resource agent uses different strategies under different symbiosis models. Therefore, regulation is needed to ensure the relative fairness of the distribution of value co-creation in the smart elderly care service ecosystem when the resource agent takes actions that benefit itself. Of course, when the ecosystem is in a reciprocal symbiosis model, each resource agent benefits from the activities of the other resource agents, which is ideal in reality; in other words, the best symbiosis model between the two resource agents should be the similar reciprocal symbiosis model.
