Purpose: this article identifies strategic directions for the development of digital infrastructure that affect the level of employment in the segments of small and medium-sized businesses in the Russian Federation, including identifying opportunities and threats for their implementation.Methods: the research involves the use of a complex of scientific methods – general (analysis, analysis, synthesis, comparison, comparison); econometric (tools of linear regression using the least squares method); elements of the strategy methodology of Professor V.L. Kvint (OTSWanalysis).Results: the study examines China's experience in developing and integrating digital infrastructure into the economy. The impact of these system-forming transformations on employment in various business segments is considered. The current policy of the Russian Federation in the aspects of digital transformation and digitalization is analyzed. The results of the implementation of this policy and the consequences of its implementation in the Russian economy are studied. By constructing an econometric model, the strategic directions of digitalization have been identified, which determine employment in the segments of small and medium-sized businesses in the conditions of economic and technological realities. Based on the OTSW-analysis, the opportunities and threats posed by the digitalization process were considered in terms of their impact on small and medium-sized businesses and employment in these segments of the economy.Conclusions and Relevance: the authors found that the most important strategic aspects of digitalization processes that directly affect the development of employment in the Russian segments of small and medium-sized businesses are: internal costs for research and development of digital solutions; the share of the population with access to the Internet; the absolute volume of investment in ICT. A clear understanding of the potential opportunities and threats of the planned strategic priorities will contribute to the effectiveness of the further development of the Russian digital infrastructure.

The article analyzes damage caused by attacking finance organizations in the Russian Federation through activization of hacker groups. The mentioned attacks were mainly directed at banking cards’ processing, cash machines and the SWIFT system, an international system of transmitting finance information and payments. The growth in hacker penetrations can be seen in all sectors of Russian economy, it is based on informational confrontation and aims at destabilization of considerable objects of critical information infrastructure. Today special attention is paid to attacks of hacker groups, which get financing from states and criminal groupings in order to exert influence on the leading banks of the world. The author investigated the key methods of attacks of finance organizations. The role of the Federal service on technical and export control and the Department of information security of the Bank of Russia was described. By assessing the impact of computer attacks the author came to the conclusion that the Russian banking sector is vulnerable to computer attacks on informational systems that could cause damage not only to small but also big credit organizations, which possess over 60% of the Russian banking sector assets.

Статья посвящена вопросам влияния государственных долговых отношений на трансформации финансовой системы Российской Федерации. Цель работы - обозначить проблему цикличности развития долговых отношений в России. Ее можно рассматривать как общую форму и тенденцию долговых отношений государства, однако актуальным является изучение особых факторов, модифицирующих циклы, что особенно применительно к современному этапу становления социально-экономического пространства. Научная новизна работы заключается в выявлении тенденций российской экономики, происходящих на фоне (а частично и по результатам) кризиса циклического развития долговых отношений государства. В данном случае речь идет о, своего рода, институционально-механической трансформации в финансовом секторе экономики, в рамках которой происходит внедрение ряда новых, пока еще не характерных для российских условий, инструментов. The article is devoted to the impact of government debt relations on the transformation of the financial system. The purpose of the research is to outline the problem of cyclical government debt relations. It can be considered as a general form and tendency of state debt relations, however, the study of special factors, modifying cycles, which is applicable to the modern stage of the socio-economic space, is also relevant. The scientific novelty of the research lies in the identification of trends in the Russian economy, taking place against the background of the cyclical government debt relations crisis. We are talking about a kind of institutional-mechanical transformation in the financial sector of the economy. This transformation stimulates the introduction of new instruments.

The issue of enhancing regional innovation and investment development is one of the important elements of the development of the Russian economy in the realities of the modern economy. Like any economic process, investment and innovation regional development depends on many factors with varying degrees of influence. Existing domestic studies provide a different range of influencing factors and do not determine the degree of this impact on the innovative and investment development of regions. In the works, where economic calculations are presented, there is also a question of choice as a resultant and explanatory indicators. The purpose of this article is to identify the factors influencing the investment and innovative development of the constituent entities of the Russian Federation. In the course of the study, an econometric model of innovative and investment development of the constituent entities of the Russian Federation was built. Modeling was carried out using the Gretl 1.9.11 software product using the least squares method. The model includes factors that, for the most part, were not used in the study of innovation and investment development using mathematical modeling. A number of factors have been replaced with more appropriate ones or taking into account more activities. As a result of the tests carried out, the model can be recognized as correct and is a theoretical proof of the existence of a relationship between the volume of produced innovative goods, works and services in the country and specific economic indicators.

The article is devoted to forecasting changes in the number of people employed in the economy of the Russian Federation, which should occur as a result of the effects of the pension reform in 2018 and also the coronavirus pandemic in 2020. The demographic forecast of the population of the Russian Federation until 2030 is used as the dominant forecasting factor. The influencing factors on the process dynamics are the employment levels. The forecast of employment levels is based on the factors of the pension reform in 2018 and the coronavirus pandemic in 2020. The following trends are also being demonstrated: an increase in employment due to ”former” pensioners remaining in work, and a decline in employment due to an increase in the number of unemployed because of coronavirus pandemic. For the duration of the pension reform, the economy’s annual need for human resources will decrease. This will cause difficulties in finding a job for the majority of applicants – graduates of the vocational education system. The situation will be further aggravated by rising unemployment due to the reduction of jobs in the economy caused by the coronavirus pandemic.

The article is devoted to the assessment of changes in the budgets of the constituent entities of the Russian Federation that are part of the Ural Federal District, which they have undergone in connection with the change in the macroeconomic situation in the country and regions. The article provides an overview of scientific research on the topic under consideration. On the basis of open official data, using general scientific methods, the influence of the introduced restrictive measures related to the fight against the spread of coronavirus infection on the regional budgets of the constituent entities of the Russian Federation of the Ural Federal District is shown. The analysis is carried out in the context of the structure of sources of formation of budget revenues, as well as in the areas of spending financial resources of the regions of the Ural Federal District, an assessment of the balance of the studied budgets is given. Comparative analysis was carried out for the first half of 2019 and 2020. The results obtained indicate that in the revenue part of the studied budgets of the constituent entities of the Russian Federation, tax revenues from profits and incomes have significantly decreased. All the regional budgets under consideration show an increase in gratuitous receipts. In the expenditure part of the budgets, the increase is mainly noted in the sections "Healthcare" and "Social policy". Thus, measures of state support in the first half of 2020 made it possible to maintain a budget surplus in four of the six subjects of the Russian Federation of the Ural Federal District. However, the current situation with the spread of coronavirus infection does not allow making optimistic forecasts for the further filling of the revenues of regional budgets. The situation is similar with the expenditure side – they will increase due to the growth of social expenditures, which will affect the balance of regional budgets.

Subject/Topic. The article is devoted to the study of the concept, parameters, barriers and scenarios for ensuring the digital sovereignty of the Russian Federation in the era of Industry 4.0. Methodology. To study the concept of digital sovereignty as a scientific shortage, the authors used general scientific methods (observation, comparison, measurement, analysis and synthesis, the method of logical reasoning), when conducting an analytical study of indicators of the digital maturity of the national economy of the Russian Federation, the dynamics of high-tech challenges and threats specific scientific methods were used (static analysis, expert assessments, graphical method), to form scenarios of the future trajectory of the development of digital sovereignty, methods of strategic management – SWOT analysis, PEST analysis, Foresight tools. The validity and reliability of the results of scientific research is ensured by the correctness and rigor of the construction of the logic and research scheme. Scientific and applied research of Russian and foreign scientists in the field of innovative development, digital economy and public administration was used as a methodological and fundamental basis for the study. The initial statistical data for the analysis were taken from open sources of thematic reviews and analytical reports of the consulting agencies VC.RU, the Ministry of Economic Development of the Russian Federation, the Skolkovo Research Center, Digital IQ, PWC, statistical collections of the Higher School of Economics and Rosstat. Results. Currently, digital sovereignty is considered from a political, economic and technological point of view, which determines the presence of a pluralism of points of view on its meaningful definition in the scientific literature. The authors propose to understand by digital sovereignty the criterion of sustainability of the architecture of a socio-economic business model in front of external and internal digital challenges and threats of various origins, as well as its ability to adapt and proactively protect its own interests in the digital sphere. The development of the digital sovereignty of the Russian Federation is presented according to four scenarios: 1st – the Russian Federation is unable to build an effective national infrastructure and is dependent on these groups, digital sovereignty has become an object and means of influence of world leaders on the behavior of entire states and allied formations, an emphasis on military the political role of digital sovereignty; 2nd – the Russian Federation joins the digital infrastructure to the Asian group, and the Chinese conglomerate pursues a policy of soft absorption with the gradual assimilation of the cultural and value paradigms of the population into non-Chinese paradigms; 3rd – the collapse of the oligo-polistic power, the FAMGA group (USA) and the BAT group (China), the entire world economy is being reshaped into autonomous digital ecosystems that build relationships among themselves on the principles of win-win partnership; 4th – the USA, EU, Russia is actively developing digital infrastructure in Asia, Africa, South America to form a new colonial system built on the basis of digital technologies. Conclusions/Relevance. As part of the scientific study, it was found that the digital sovereignty of the state directly depends on the level of digital maturity of the national economy and the digital responsibility of society's behavior. Taking into account the passage of the global economic system to the point of no return – the onset of the era of Industry 4.0 - the issue of ensuring the digital sovereignty of the state is becoming a new priority in the agenda for future development. Application. The results obtained in the process of scientific research can be used by the authorities and management as a theoretical and practical basis for making appropriate decisions in the field of improving the processes of digital transformation of various levels of society, and by business representatives – for adjusting business development strategies based on taking into account relevant digital challenges and threats.

Subject. The article presents trends in leasing business development under processes of innovative development of market relations. It also addresses aspects of leasing business development in the Russian Federation and its influence on updating the fixed assets of economic entities. Objectives. The aim is to identify trends in the development of leasing business in the Russian Federation, analyze the current condition of leasing operations in constantly changing environment. I analyze changes in main indicators of leasing business development, which can contribute to renewal of production capacities of enterprises operating in various sectors of economy in the current conditions of sanctions and restrictions. Methods. The study draws on the method of comparative analysis and general scientific methods of research. Results. The study establishes that leasing companies have an ability to retain a potential client, who is a borrower of the Bank, and who can become a lessee, and a potential lessee client may become a client of the Bank. Conclusions. The geographical expansion of leasing business in the Russian economy contributes to the modernization of production facilities of economic entities. This provides an additional drive for improving the economic growth of our country.

Сделан вывод о том, среди ключевых угроз безопасности экономики России низкие темпы экономического роста, продолжающаяся примитивизация структуры, высокая зависимость от энергосырьевого сектора, технологическая отсталость индустриального сектора, недостаток инвестиций, низкая инновационная активность. In this article, we analyze the impact of key threats which significantly reduce the economic security of the Russian Federation. We come to the conclusion that key threats to the security of the Russian economy include low rates of economic growth, ongoing simplification of the structure, high dependence on the energyresource sector, technological backwardness of the industrial sector, lack of investments, low innovation activity.

This study presents the results of the economic modeling of commodity export flows from the Russian Federation in 2012–2016.Aim. The study aims to assess the direct and indirect effects of the US and European sanctions on export flows from Russia.Tasks. The authors collect the necessary data and carry out modeling using modern analysis methods to obtain a complete picture of the effects of sanctions on Russia, including a quantitative assessment of these effects.Methods. The modeling is based on network analysis, which was selected after consulting a wide range of scientific works and examining possible alternative methodological approaches to the problem under consideration.Results. The authors successfully complete network modeling for the major export commodity groups of the Russian Federation: aluminum, gas, and oil (including crude oil); formulate and test the hypothesis of Russia’s changing role in international trade as a result of sanctions; summarize the results of the model calculations of the aggregate effects of sanctions pressure on the export of the major commodity groups from Russia.Conclusion. In general, sanctions pressure has an obvious negative impact on the Russian economy, but the timeframe and scope of this impact are not up to the original estimates of the US and the European countries that introduced these sanctions.

В статье проанализированы основные налоговые меры, принятые в Российской Федерации для смягчения последствий новой коронавирусной инфекции, проведена классификация таких мер, дана оценка последствий их реализации. Статья содержит анализ изменения в результате пандемии налоговых поступлений в бюджетную систему, доначислений в результате контрольной работы налоговых органов, изменения количества налогоплательщиков. Также сделан вывод об эффективности преодоления российской экономикой последствий первого (самого сложного) года пандемии и дана оценка роли ФНС в осуществлении мер государственного регулирования. The article analyzes the main tax measures taken in the Russian Federation to mitigate the consequences of the new coronavirus infection, classifies such measures, and evaluates the consequences of their implementation. The article contains an analysis of changes as a result of a pandemic in tax revenues to the budget system, additional charges as a result of the control work of tax authorities, changes in the number of taxpayers. It also made a conclusion about the effectiveness of overcoming the consequences of the first (most difficult) year of the pandemic by the Russian economy and assessed the role of the Federal Tax Service in the implementation of state regulation measures.
