Abstract: This article examines the conferring of honorary doctorates in Indonesian universities, which has increased significantly in the last twenty years, 2000-2020. This research applies the document analysis method; data obtained from public documents from government, universities, magazines, and newspapers. Normatively, the university conferred the Doctor Honoris Causa to individuals with outstanding service or work and contributed to science, technology, culture, humanity, and society. The study reveals that the Indonesian authorities have issued three amended regulations regarding honorary doctorates between 2000-2020. This policy provides increased flexibility to universities in determining the awarding of honorary degrees compared to previous regulations. This research has uncovered an evolutionary trajectory of shifting away from awarding the honorary doctorates to the academic community towards non-academic and even political circles and public officials. Such a policy or practice invites criticisms that this signifies an exchange of interests between campus leaders and the power establishment in Indonesia. The analysis of this research reveals that with the decentralization of power during the post-reformation era, there is a transformation of institutional logic of higher education from recognizing knowledge advancement and scientific contributions of members of intelligentsia towards empowering the legitimacy of ruling establishments, especially among politicians and powerful public officials.

  The aim of this study is to examine the current research trends in graduate theses on preschool inclusion in Turkey. Document analysis technique, one of the qualitative research methods, was used in the research. It was carried out on 31 graduate theses, which were obtained as a result of scanning the thesis archive of the Higher Education Council (YÖK) and were open to access between 2016 to 2020. The search was carried out by typing "pre-school integration" into the search engine of the Higher Education Institution's thesis archive. The theses included in the study were analyzed using the thesis analysis form prepared beforehand by the researchers. In the prepared form, the theses were analyzed according to the year, thesis level, university, institute, department, thesis supervisor title, research model, number of participants, data collection tool, data analysis method, and domestic and foreign references. The findings obtained within the framework of the examination were interpreted with percentage and frequency tables, and recommendations were made for future research. The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

In the present era of globalisation, higher-education institutions are required to focus on innovation to deal with the various challenges. Considering what Islamic higher-education institutions in Indonesia, have achieved in recent times, they face an uphill struggle to compete at the global level. This study aimed at identifying and analysing the dynamics of resilience for globalisation in a state Islamic–University in Indonesia. The results of studies on the management of Islamic tertiary institutions, specifically on organizational resilience, are very difficult to find. This study used the qualitative analysis method of a case-study and comprised in-depth interviews with key people concerned with the management of the university, observation, and secondary data namely academic documents, photos, and information from the university’s official website. The findings showed the university’s continuous efforts to improve not only the academic community’s management skills, knowledge, and expertise but also the implementation of international-curriculum standardization and cooperation with overseas universities. These actions cannot be separated from obstacles faced by university from within and without particularly in terms of funding-related policies. The university’s program-based innovations which are yet to be carried out by other Islamic-universities in Indonesia indicate this institution’s initiative to break the obstacles.

El objetivo ha sido analizar la mudanza paradigmática que está ocurriendo en la actualidad en las ciencias, y en particular en la concepción del papel social de la Universidad, marcada por el surgimiento de epistemologías emergentes como el Pensamiento Complejo, el Movimiento Ciencia, Tecnología y Sociedad, la Epistemología del Sur y la Epistemología de Segundo Orden. El método ha sido el análisis hermenéutico de las fuentes consultadas. The multicultural and diversity management (MDM) encompasses acceptance and respect, recognition and valuing of individual differences of the university stakeholders. This study determined the perceptions of the academic managers/ leaders towards multicultural and diversity management in a higher education institutions. This quantitative descriptive research determined the perceptions of 100 purposively selected academic managers/ leaders of selected higher education institutions in the Philippines. The researcher-designed questionnaire was administered online using Google Form. Data were analysed using frequency, percentage distribution, mean, and rank. The majority of the respondents belonged to the age group of 41- 50 years old. The respondents were dominated by males and were single. In terms of highest educational attainment, the majority of the respondents have a master’s degree with 1- 10 years of work experience. The majority of the respondents were Coordinators/Program Chairs who were Regular/Permanent employees. On the basis of the findings of the study, it can be gleaned that the majority of the respondents believed that multiculturalism and diversity management (MDM) in higher education institutions should be integrated with the human resources programs to improve the lenses of equality in the universities and colleges as a workplace. Most of them believe that the MDM program prepares employees for higher diversity in their team, as such; it helps in welcoming recruits with diverse backgrounds into the academic community and promotes a positive organizational culture. Respondents also believed that multicultural and diversity management in Higher Education Institution is one of the best ways that university employees and students can become accustomed to other cultures, nonjudgmental, respectful, and accepting of differences, receptive to different ways of thinking.

Motivation: The crisis of liberal democracy reveals a new dimension to the dispute over the role of the university. Declining trust in elites and the growing uncertainty during the pandemic challenge the belief that the key aim of the university reform should be to subject it to the global mechanism of competition as well as to introduce modern management principles. In the American society, there is a growing belief that the higher education system in the United States is heading in the wrong direction and that universities are politically biased. Despite this, the American system inspires higher education all over the world, including Poland. Even during the pandemic, the attention of the academic community in Poland is focused on the lists of journals constituting the basis for the evaluation of universities and academics. Aim: The aim of the article is to demonstrate the threats posed by a higher education system governed by the dominant economic and political forces. The author evaluates the economic forces behind the parameterisation and ranking system, challenging the rationality of the Polish higher education reforms. The source of the arguments for academic freedom is the political economy that places economic goals in the perspective of long-term universal goals and examines the complex relationships between the economic, political and moral aspects. Results: Academic freedom is not a privilege of the academic world, but one of the foundations of the successful development of a democratic society because science and education cannot be subject to existing patterns of thinking and current economic and political forces. But modern universities are driven to act like firms in competitive market places and they are following trends set by short-term economic and politic interests. Political economy is an effective tool for analysing functioning of higher education operating in quasi-market conditions, imposed by the dominant market players and the state. Understanding the forces underlying the reform of universities requires an analysis of the processes of interpenetration of economic and political processes, which means that the paradigm of political economy is gaining importance. In view of the requirements imposed on universities, dictated by short-term interests, the most important thing is the awareness that the necessity of state financing means that no solution will guarantee autonomy, if there is no responsibility of the academic community and self-discipline of its members.

Purpose Universities are an example of institutions that aggregate people around work/study who consume water, energy and produce waste daily in their activities, generating an impact on the environment. The purpose of this study is to determine the quantity, composition and recycling potential of waste generated at the Faculdade UnB Planaltina (FUP) campus, of the University of Brasilia in the Federal District, Brazil, to develop a waste management strategy compatible with national legislation and sustainable global practices. Design/methodology/approach This study was based on conducting on-site visits to identify the sources of generation, hazardousness, management and gravimetric characteristics of residual waste from 2015 to 2016. In 2016, a selective collection was implemented on the FUP campus, and since then, actions to raise awareness for the selective disposal and monitoring of waste were conducted with the academic community. Findings The results showed that the campus generates 148 kg of waste/day, whereas the per capita generation is 92 g/day. The production of hazardous waste is related to campus laboratories which manage it under a specific program. The campus restaurant is the place that generates the most waste, of which organic waste is the most representative. When categorizing the waste generated on campus, the authors found that the majority are recyclables at 67% of the total. This category includes material composed of cardboard, paper and plastic, all able to be recycled in the Federal District. Practical implications The recyclable waste generated at the FUP campus is being diverted from the city’s landfill because they are donated to a recycling cooperative. These actions promote income generation, social inclusion of waste pickers and a circular economy, all in compliance with the National Solid Waste Policy. As a result, the FUP campus is more in line with Brazilian legislation and the global context of adopting sustainable waste management amongst higher education institutions. Originality/value This paper contributes to the literature on sustainability in higher education by reporting the process of implementation of a waste management strategy in a university campus. Further, it presents tools and methods that can be used to achieve sustainability in waste management. The study also identifies that the crucial factor for the success of such actions is the mobilization and participation of the academic community in the process. It does so by presenting findings demonstrating how the University of Brasilia has been concerned with adopting pro-environmental measures for sustainable development.

In the context of the higher education transformation there are risks that the academic community can get deformed. One of such risks is the reducing of intracommunity trust. The authors consider it as a necessary condition for the reproduction and development of the academic community and overcoming its fragmentation. The purpose of the article is to examine the quality of trust-based relationships between the university teachers. The empirical basis of the article is the data of the sociological study «Trust as a fundamental problem of Russian higher education», conducted in 2019-2020 in Higher Education Institutions in Yekaterinburg. The results are the following: 1. It examines the connection between trust and the phenomenon of fragmentation within the academic community. It as well shows the risks of deformations in university communities. 2. It defines the key characteristics of intracommunity trust among scientific and pedagogical personnel both at the level of value orientations and in behavioral terms. 3. It determines the functions of intracommunity trust.

This paper explores the South African Technical Vocational Education and Training (TVET) sector in relation to calls for decolonisation that have emanated from higher education institutions (universities) and basic education institutions (schools). Both the public and the academic community have echoed these institutions’ calls for transformation through protests and articles in academic journals and the popular media. Apart from two articles in the popular media the silence on decolonisation and TVET has been deafening. A key phrase during the #FeesMustFall protests was “the missing middle,” referring to those students who were too rich for NSFAS bursaries but too poor to afford university fees. I argue that the TVET sector is a different missing middle in that it is missing from debates about decolonising education in South Africa. Through a document analysis of TVET related legislation, I argue that it is too “high” for basic education and too “low” for higher education. By drawing on Jan Blommaert’s notion of “voice” and Gayatri Spivak’s notion of “the subaltern,” the paper considers why there has been such silence on decolonising the TVET sector.
