In the context of the higher education transformation there are risks that the academic community can get deformed. One of such risks is the reducing of intracommunity trust. The authors consider it as a necessary condition for the reproduction and development of the academic community and overcoming its fragmentation. The purpose of the article is to examine the quality of trust-based relationships between the university teachers. The empirical basis of the article is the data of the sociological study «Trust as a fundamental problem of Russian higher education», conducted in 2019-2020 in Higher Education Institutions in Yekaterinburg. The results are the following: 1. It examines the connection between trust and the phenomenon of fragmentation within the academic community. It as well shows the risks of deformations in university communities. 2. It defines the key characteristics of intracommunity trust among scientific and pedagogical personnel both at the level of value orientations and in behavioral terms. 3. It determines the functions of intracommunity trust.

As the contemporary university, which is the centre of science, technology and innovation, generates new scientific knowledge and maintains close relationships with the society, it provides favourable conditions for the generation and development of the learning organization the success of which is determined by learning in partnership, generation of collective knowledge and sharing it by maintaining and constantly developing the culture of dialogue in the university space. Considering the above, the culture of dialogue in the contemporary university which both unites and enables the university communities to collaborate naturally towards the common goal was selected as the object of the study. The culture of dialogue in the contemporary university is created and developed by employing the processes of communication and collaboration. It is also developed through the relationships with the society and with other universities as well as among the members of the academic community: lecturers and administration, among lecturers themselves as well as between lecturers and students. The dialogue in the university space results in not only its evolution but also cultural, social and economic development of the country. The culture of dialogue in the contemporary university has multidimensional characteristics. The problems are determined by a variety of negative aspects, i.e. insufficient attraction of external investments while improving the university image and poor significance of scientific knowledge generated by contemporary universities in the eyes of the society, competitive relationships of the contemporary university with other higher education institutions, inefficient dialogue between members of the academic community, insufficient development of equal relationships between lecturers and students, pure lecturers’ satisfaction with their job and pure applicability of the contents of study programs in professional activities. The contemporary university shall be open, receptive of innovations, constantly altering, improving the contents of its activities, taking into account the needs of students and lecturers as well as the challenges raised by the society and the global world as well as developing the culture of dialogue in both its own space and the environment that generates the higher education. The strategic orientation of any modern educational organization is to achieve competitive advantages in the market of educational services. The competitiveness of the university is directly dependent on the quality of its educational services. Evaluation of the quality of education, in turn, goes to such concepts as the rating of the university and its accreditation. Discussion of this area of higher education is actively conducted in the academic community, but its research, especially in the realities of the digital economy, is insufficient, which makes this publication relevant. The purpose of the study is to identify the actual features of achieving high competitiveness in the conditions of digital transformation by a domestic university. To do this, it is necessary to analyze the existing experience of Russian higher education in terms of responding to the challenges of digital transformation and develop recommendations for achieving high quality education in modern conditions. The research methodology is based on the theoretical foundations of professional education and the competitiveness of Russian universities. The article analyzes the domestic and international experience in assessing the quality of education, while proving that the main criterion for assessing the competitiveness of a university is the quality of learning outcomes. Methods of comparative analysis, observation and generalization are used. The study proves that modern Russian higher education does not always adequately respond to the challenges and opportunities of digital transformation. A number of systemic problems hindering the achievement of high quality of modern higher education are identified. The necessity of combining the introduction of innovative technologies of the educational process with the preservation of the advantages of traditional education is confirmed. Promising directions of constructive interaction of the university with the most important stakeholders of higher education – employers are proposed.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.

The inclusion of foreign students in the educational process of Russian higher education makes the problem of intercultural interaction actual. The selection of foreign students as subjects of intercultural interaction introduces a certain specificity in the functioning and construction of the educational space of the university, requires a preliminary study of their personal and educational needs. From the side of foreign students, the article examines Chinese students, since this contingent of students is the bearer of a specific oriental culture; represents a country that prioritizes the development of Russian-Chinese bilateral relations; and dominates in number among foreign students from the Far Abroad. The purpose of the article is to identify specific motivational, value orientations and expectations of Chinese students studying together with Russian students in vocational training programs at a Russian university in order to develop diagnostic tools used to collect data on the subjects involved in the process of interaction within the educational space of the university. Research methodology and methods. The study was carried out from the standpoint of a culturological approach, in which the subjects of pedagogical interaction are considered as representatives of a certain socio-cultural environment. In the conclusion, based on the data obtained, the main guidelines of pedagogical activity for the organization of intercultural interaction between Chinese and Russian students within the educational space of the university are presented.

The paper analyzes CLIL (Content and Language Integrated Learning) as a teaching method contributing to training competitive specialists in demand both in the Russian and international labor markets. CLIL has become popular in the Russian system of higher education while insufficient understanding of the conditions for its effective implementation in our country often leads to unsuccessful foreign experience adoption. The paper aims to study the specifics of the Russian educational system and its potential as a platform for CLIL implementation. The foreign practices and CLIL-methodology are analyzed with the objective to identify a number of didactic principles and key factors affecting the choice of a model and form of CLIL for a particular educational paradigm. The specificity of the Russian educational system is analyzed from the standpoint of the obstacles to CLIL implementation. Based on the results of the study, it is determined that CLIL implementation in Russia is possible. However, this methodology should be adapted to the Russian reality. The author suggests an adaptation mechanism that implies the following measures: approving CLIL at the university level, establishing interaction between the university and businesses to jointly develop a training plan, creating a team of CLIL-methodology developers at the university level, providing conditions for professional retraining of subject teachers in CLIL methodology, establishing interaction between subject teachers and linguists for the development of CLIL-courses.

This article considers methodological approaches that can be rationally applied in the study of the problem of psychological and pedagogical adaptation of students-repatriates in the holistic pedagogical process of the University. Scientific researches of the problem of adaptation, including its theoretical bases are studied and analyzed. Kazakh, Russian and foreign scientists’ works were the theoretical and methodological basis for the provision of scientific analysis. Definitions of concepts repatriation, adaptation are given, types of adaptation are described in this article. An important stage of introducing a person to the values of higher education is admission to a higher educational institution, the development of fundamental scientific knowledge, professional basic concepts. In this regard, the problem of adaptation of repatriated students to the conditions of study at the University is of particular importance. The success of adaptation of repatriated students to study at the University is largely due to value orientations as a factor that ensures the effective organization of the educational process. The carried-out characteristic of the used approaches, principles and methods has shown their substantial aspect rather full analysis. And mastering the whole system of approaches, determines the ability to prepare an appropriate research methodology.

Different aspects of modern education are considered in the article. The subject of the analysis are the processes of changing the Russian higher education system associated with Russia’s accession to the Bologna Declaration, which, in particular, led to the emergence of new requirements for university teachers. Against the background of active processes of integration with foreign-language education systems, the discrepancy of many Russian teachers with the new conditions of the educational process becomes obvious: ignorance of foreign languages (English, first of all), lagging behind the informatization of education, mismatch with the principles of humanization and humanitarization of the learning process, differentiation of education. The article raises the question of the need to increase the psychological, pedagogical, computer and economic literacy of university professors. Authoritative opinions of Russian and foreign experts on the prospects of the educational sphere are given. Attention is drawn to the need to follow the best traditions of domestic education, based on the unity of education and upbringing. The article talks about the important role of studying the native language and literature both in the school and in the university course of study. The urgency of the outstripping nature of education is emphasized, which, in the opinion of the authors of the article, is an important factor in the country’s forward movement.
