The authors developed economic and statistical analysis on bilateral economic and trade and investment partnership between the Republic of Kyrgyzstan and the Russian Federation for the past decade and formulated proposals for the further coordination of long-term foreign economic policy.The paper provides an analytical review of intercountry trade and investment cooperation with emphasis on manufacturing. It is based on data from various international organizations (United Nations Conference on Trade and Development, Eurasian Economic Commission) and the National statistical committee of the Kyrgyz Republic. Extensive statistical material supports the thesis on using the benefits of integration for the economy of the Kyrgyz Republic, even though it remains dependent on political fluctuations and has an underdeveloped business environment.The authors examine the implementation of bilateral contracts, projects and agreements from 2008 to 2016, with an emphasis on critical long-term interests of two states, and discuss perspectives for trade and economic cooperation in the medium and long terms. They also cover questions regarding coordination of economic policy in the abovementioned areas. Considerable attention is given to evidence-based reasoning in favor of strengthening the Russian-Kyrgyz partnership in the field of trade and investment. There is also a need for statistical support for the implementation of joint programs to improve the sustainability and competitiveness of national economies, as well as a broad integration cooperation agenda within the Eurasian Economic Union and other associations.

The article analyzed the impact of foreign economic policy on the development of the Russian federal economy, considered the analysis of the commodity structure of exports and imports of the Russian Federation with the countries of far abroad and CIS countries, presented the analysis of agricultural products by farm figures in the Russian Federation for 2014 and 2018. Several trends have been proposed, which will allow to choose the correct strategy of development of Russia for the future.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

The article presents the results of studying the level of crime in the economic sphere in the country on the basis of official statistical information from Rosstat and the General Prosecutor’s Office of the Russian Federation. Economic crimes are difficult enough to detect, and the scale of latent economic crime is very large. In addition, the complexity of research in this area is due to the lack of precisely defined and unambiguously interpreted terms: “crimes in economic sphere”, “economic crimes”, “crime in economic field” or “crimes in the field of economic activity”. Summarizing the experience of theoretical and empirical research in this area, the author identifies three approaches to the interpretation of the concept of “economic crime”: legislative (based on the provisions of the Criminal Code of the Russian Federation), departmental and research. The consequences of economic crimes inflict irreparable harm on economic entities, society, the state as a whole, and undermine national security. The systematization of statistical data and the research carried out over a long period of time made it possible to identify the main trends in the situation from the standpoint of criminalization and decriminalization of the Russian economy, as well as to identify regions with an increased level of economic crime. The criminological analysis of crime in the sphere of economic activity has shown that there is an increase in negative trends, and with the development of the economy, it is necessary to strengthen activities to suppress economic crime. The statistical analysis of empirical data and monographic analysis made it possible to determine the most effective, in the author’s opinion, directions of combating economic crime in the modern world.

The aim of the study is to consider issues related to the definition of public danger and the object of smuggling of strategically important goods and resources as a crime under Article 226.1 of the Criminal Code of the Russian Federation, as well as the positions of individual researchers on these issues. The methodological basis of the research was formed by the general scientific theory of knowledge; the method of comparative analysis and the logical-legal method of cognition were also used. The latter was used for a more accurate understanding of the norms of Russian criminal legislation, their analysis, as well as for the interpretation of the main provisions reflected in the legal literature. As a result, the author questions the correctness of the placement of the smuggling of strategically important goods and resources in Chapter 24, Crimes Against Public Security, of Section IX, Crimes Against Public Security and Public Order: in cases of smuggling of strategically important goods and resources, the procedure for movement established in the international treaties and legislation of the Russian Federation always suffers directly, while, taking into account the possibility of further distribution of smuggled objects in the event of an untimely suppression of these objects' illegal movement, public security is only endangered but does not suffer directly. The legislator establishes the qualification of smuggling of strategically important goods and resources in large volumes as exceeding one million rubles, which confirms that the public danger of this crime is determined by economic indicators. The author proves that smuggling of strategically important goods and resources harms public relations in the economic sphere rather than public relations that ensure public security. The conclusion is formulated that the totality of social relations that ensure the normal functioning and development of the economy should be considered as the main generic object of this crime. The direct object of smuggling of strategically important goods and resources is the procedure established by the international treaties and legislation of the Russian Federation for moving strategically important goods and resources through the customs border of the Eurasian Economic Union or the state border of the Russian Federation with the member states of the Eurasian Economic Union. Criminal liability for smuggling of strategically important goods and resources is proposed to be provided for in a separate article, which should be placed in Section VIII, Crimes in the Economic Sphere, of the Criminal Code of the Russian Federation.

The article presents preventive measures for economic crimes, describes the subjects of crime prevention in the economic sphere, and reveals the existing methods for detecting and preventing economic crimes. Among the most important methods, there are: the improvement of legislation in the sphere of regulation of the fight against economic crimes and the motivation of law enforcement agencies for its qualitative implementation.

The paper provides the rationale for using the public contractual system of the Russian Federation as a mechanism of a proactive economic policy. A number of works are analyzed that consider expenditure stimulation through a public contractual system as the main regulatory tool, for instance, in building national innovative systems, advancing research and technology, modeling the structure of the economy as well as solving social problems. An empirical analysis of the role of the Russian contractual system is given in view of its impact upon development of the regional economies in 2012–2019. Regular significant relations between the scope of financing public procurement within the contractual system of the Russian Federation and adequate own funds in the regional budgets are confirmed. The trends in elasticity coefficients characterizing correlations between the scope of financing of public and municipal procurement within the Russian public contractual system and particular tax groups in consolidated budgets of the subjects of the Russian Federation in 2012–2019 indicate economic appropriateness of increased procurement costs in terms of simultaneously providing own funds to the budgets. A positive influence of public and municipal procurement upon the level of employment and innovative activity of entities is shown, verifying, therefore, the potential of the Russian contractual system to support social and innovative policy, which is consistent with international evaluations. Conclusions are reached on the expediency of employing the budget and contractual system cumulatively as a proactive mechanism of economic policy to achieve efficient economic orders.

Regions are identified that are experiencing the biggest problems asso-ciated with the massive outflow of the population. The necessity of adjusting the socio-economic policy based on the scale of migration, age and national composi-tion of migrants in the regions most attractive to migrants is substantiated.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.
