The Indonesian people and government, which had inherited the dualistic education system, both the colonial education and Islamic educational systems, did not give priority to one of them, but they endeavored to integrate it to be "a national educational system". Delivering religious education systematically in public schools (the secular and colonial schools system) was the one to make them religious and cultural based schools system. Giving a help and guide to Madrasah and Pesantren enhances them in sharpening human life and in developing themselves to be integrated in a national educational system. The discourse of Islamic educational thought, as found in some Islamic education literatures, focused on four issues, i.e.: dichotomy of the perennial knowledge and the acquired knowledge, deriving the Islamization of knowledge issues (including education); quality of religious education in schools and universities, especially in operational dimensions; the development of Islamic education integratedly to build the integrity of human being; discovering the philosophical concepts of Islamic education and the figures ' thoughts of it from classical and medieval ages to modern period. Such phenomena will be able to empower the Islamic education as a discipline of science, which has a specific and systematic object as well as the methodology of study.

Muslims in Austria have, since 1982/83, had the unique privilege of providing Islamic religious education in secular public schools, including primary, middle and secondary schools. As well as opportunities, this privilege brings responsibilities and challenges to the Muslim community. Since its beginnings, Islamic religious education in Austria has, among other things, been especially characterized by the heterogeneity and diversity of its participants, as well as the general diversity in society and the secular context of public schools. In this context, theoretical discussions about the orientation of and justification for Islamic religious education in secular public schools suggest that for both teachers and the subject itself, an awareness, appreciation and inclusion of diversity, dialogue, multi-perspectivity and reflexivity is required. The empirical study on the professionalization of Islamic religious education, drawn on in this article, is based on Muslim teachers’ own perspectives and experiences. The research findings of that study show how Muslims become Islamic religious education teachers, how Muslim teachers see their roles in secular public schools, how they teach and approach Islam or Islamic topics, what the challenges of teaching Islamic education in public schools are, and other related topics. This article (re-)analyzes used and unused data from the study and focuses on how diversity and controversial topics can be approached in the context of Islamic religious education.

A political policy that is carried out within a certain period of time seems to encourage the development of a social system as an effort to maintain the security of the system and political policies. As the government policy given to pesantren as Islamic educational institutions in Indonesia, has had an impact on the development of Islamic education institutions in Indonesia from basic education institutions and even to the formation of higher education institutions that are able to compete with general education institutions. There are 5 characteristics inherent in Islamic boarding schools, namely: pondok, mosque, teaching of classical Islamic books, santri, and kyai. Islamic boarding schools in Indonesia have a very big role, both for the progress of Islam itself and for the Indonesian nation as a whole. Based on existing records, religious education activities in the archipelago have been started since 1596. These religious activities are later known as Islamic boarding schools. Ulama began to realize that the traditional Islamic boarding schools and education systems were no longer suited to the Indonesian climate at that time. Therefore, an idea emerged about the need to develop and renew Islamic education in Indonesia.
