The aim of the article is to determine the status and prospects and to propose recommendations for the development of Ukraine’s foreign trade in agro-industrial products in the context of European integration and global challenges. To achieve this aim, the article investigates the significance of the agrarian complex for Ukraine’s economy, defines the most promising types of agro-industrial products in terms of exports using dynamic statistical, comparative, and correlation-regression analyses, and proposes respective recommendations. Was made a conclusion that Ukraine has a significant share in the world market of grain crops and exceeds the EU indicators for the exports of wheat, barley and maize. The recommendations for improving the positions of Ukraine as an exporter of agro-industrial products suggested in the article include as follows: (1) in order to change raw-based exports of these products, Ukraine has to change the exports towards finished products with a high added value, in particular, organic products that are relatively expensive in the EU countries due to the complexity of their cultivation; (2) technical re-equipment of the agro-industrial complex, which requires considerable capital investments; (3) implementation of the technologies of adaptive soil-protecting farming to prevent degradation of agricultural land; (4) implementation of the modern infrastructure of Ukraine’s agrarian market as proposed by the authors.

Agriculture is one of the high-risk sectors of the agro-industrial complex, which operates under the influence of internal and external risks. The results of the activities of agricultural producers are directly related not only to the amount and quality of labor, the level of technology and technology used, but also to the objective high risk conditions for agricultural production. Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. It is necessary to establish a system of organizational and economic measures to reduce the negative impact of risk factors on the production and financial results of agricultural enterprises

The article is devoted to the modernization of domestic agricultural production, its support from the state, the introduction by agricultural producers of innovations in the production process. The article systematizes the views of economists on the forms (directions) and methods of supporting innovation in agriculture. Modernization of agricultural production is one of the primary tasks of increasing the competitiveness of the industry. Improvement of production in agriculture, which is impossible without the use of innovation, is becoming a key factor in achieving success in competition in foreign markets for agricultural products. Statistics show that the technical and technological modernization in the industry is extremely weak. It should be noted that the level of innovation in domestic agriculture is about 10%, while in the US it is more than 50%. The decline in the production of agricultural machinery threatens the technical and technological modernization of the industry, since agricultural producers with limited financial capabilities, with the continuation of this negative trend in the near future, there will be no possibility of an alternative choice when acquiring the much-needed equipment. The insignificant financing of innovations in agriculture by the state led to the fact that only 2% of agricultural enterprises introduce innovative technologies into their activities. The state needs to support domestic producers of agricultural equipment, since their absence poses a real threat to the food security of the national state.

Introduction. The current stage of development of the economy of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of its provision with production resources. Timely updating of the main technical means guarantees sustainable economic development of the industry. For agricultural producers, the importance of quantitative and qualitative parameters of basic technical equipment and their timely updating is enhanced due to the impact on the productivity of agricultural production of natural and climatic factors. However, the problem of technical and technological renewal of agricultural production remains unresolved in Ukraine for a number of subjective and objective reasons that require identifying and finding ways to eliminate them. Methods. Theoretical and methodological basis of the article is the fundamental provisions of modern economic science, the work of scientists. In the course of the research, in particular, the following methods are used: analysis and synthesis – to study the object and object of the research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of technological modernization of production modernization). Results. It has been found that the formation of a strategy of reproduction of fixed capital is adversely affected by the disparity of prices for agricultural products and industrial production resources and the significant risks associated with the specific features of agricultural production. The strategy of reproduction of fixed capital is substantiated, which should be aimed at radical technical modernization of agriculture and equipping of agriculture with systems of machines for complex mechanization of all technological processes of production production. Innovative developments of scientific institutions for the subjects of agrarian business are highlighted. A strategic SWOT-analysis of the development of the technical base of agricultural producers has been conducted. Innovations are classified by agricultural enterprises of Ternopil region. To ensure the development of agricultural production in modern conditions, it is necessary to pay more attention to nontraditional spheres of activity and production. One of these forms is viticulture. In the article the present state of grape production development in agricultural enterprise sisconsidered. Focuse dattention to there levance of the issue under investigation and itssignifican cein the agricultural production system. The maintendenciesof development of are asundervineyards, productivity and grosscollection of grapesin agricultural enterprises are determined. It is noted that agricultural enterprises devote much less attention to the development of grape production and horticultureprivate households and users of other categories. It has been established that the area of vineyards are decreasing (even without taking into account producers of the Autonomous Republic of Crimea), the yield is low. Reducing of land area under vineyards in agricultural enterprises and reducing their productivity has led to a reduction in the volume of grape production. One of the reasons of this situation is that viticulture is a highly capital intensive industry that requires significant investments. For the last years there was a rise in prices, a depreciation of the national currency and some other negative factors that negatively affected the ability of commodity producers to effectively provide the need for funds to carry out the production program. Consequently, enterprises reduced the use of productive resources, which negatively affected the yield of grapes. The main problems for solving this problem are the high capital intensity of the industry, significant amounts of initial investment for the production of grapes, obsolete production technologies, difficulties with the marketing of the resulting products. To ensure the effective development of grape production, it is necessary to pay more attention to the improvement of the organization of the system of sales of the ready products. There are two important problems in grape production sphere – low buying ability of most consumers and competitiveness of grape production. On the basis of the researches, the directions of effective development of grape production are offered. The solution of these issues requires attention from the governmental authorities: the development of appropriate support and development programs, the full or partial compensation of the cost of laying vineyards, the purchase of the necessary equipment for the care, harvesting and processing of grapes. The combination of efforts of state institutions and agricultural producers will ensure the sustainable development of viticulture in Ukraine. The research was carried out using a number of economic, mathematical and statistical methods. With the help of the dialectical method, the current state of development of grape production was explored and illuminated; the economic and statistical method is used to assess the dynamics of the industry's development; method of expert assessments and abstract-logical – in substantiating the main directions of ensuring the effective development of grape production in agricultural enterprises. Key words: development, production, grape, agricultural enterprises, competitiveness, viticulture, trends.

The article reveals the theoretical foundations of the system of financial and economic regulation of agricultural production, based on domestic practice and best foreign practices. Various author's approaches to the structuring of the components of financial and economic regulation of agricultural enterprises are considered. It is established that improving the efficiency of support for national agricultural producers depends on the rate of real economic growth, which, on the one hand, will increase the state's ability to subsidize agricultural enterprises, and on the other - increase domestic sources of investment in agricultural projects.

From 2004-2015, the utilised agricultural area (UAA) in Estonia increased by 25%. Half of the UAA growth arose from the increase in the area of permanent grassland temporarily not used for production purposes. The main driver of growth in such land has been single area payment (SAP) paid in Estonia since the EU accession in 2004. While subsidising the maintenance of permanent grassland not used for agricultural production is in line with the objectives of the EU Common Agricultural Policy (CAP), it fuels discussions about the effects of this policy on agricultural producers. For every year, member states establish practices equivalent to maintenance of permanent grassland. Until 2014, in Estonia, the minimum activity for the maintenance of permanent grassland under the SAP, was harvesting the grass or chopping it and leaving on the ground. In 2015 and 2016 options for chopping and leaving the grass on the ground were restricted with an aim to target SAP more towards active land users, i.e. agricultural producers. Both agricultural producers and non-producers maintain permanent grassland not used for production purposes. Research on the practices used by different types of actors helps in understanding the variety of practices and potential effects of restrictions of these practices. The survey data was combined with the data from the registries of Estonian Agricultural Registers and Information Board (ARIB), to analyse the potential effects of restrictions of practices on agricultural producers and the area of permanent pasture in Estonia. The results indicate that both agricultural producers and non-producers use grass harvesting and chopping practices. Therefore, restrictions that have effect on both groups of land users are not the most efficient way of targeting SAP towards agricultural producers, and potentially reduce the area of permanent grasslands. This result would be in conflict with the aims of the CAP.
