The transition to a digital economy is an objective reality of our days. The concept of the digital economy is associated with the transformation of the value system (increasing the importance of learning and creative attitude to business) and the change in the human model (from Homo economicus to Homo faber). This predetermines the need to identify the competencies most in demand in the new society, which a person should possess. Researchers indicate different types of competencies, but everyone agrees that a prerequisite for life in a digital society is communicative competence as a person's ability to establish connections with other people and interact with them in the process of transferring intellectual capital. Developed communicative competence is of particular importance for service professionals. The development of communicative competence can be carried out in the process of selfeducation throughout a person's life and in the process of training in vocational education institutions. These areas are closely related to each other, therefore, the work should be carried out in a comprehensive manner – from the promotion of the values of education and the competitiveness of persons with higher professional education to the appropriate funding of educational institutions that are obliged to form communicative competence in graduates, and control of the results obtained. Control of the formation of communicative competence can be carried out through sociological research. The article presents the results of assessing the level of emotional intelligence as one of the components of communicative competence according to the method of N. Hall on the example of students of Bratsk State University of three profiles of training bachelors (humanitarian, technical and "digital" areas). The study showed the need to manage the process of developing students' emotional intelligence in the system of higher professional education. Possible management tools are the active promotion of the value of “lifelong learning” and the impact on the organizational culture in order to inculcate the necessary values in students. The article also contains a model for the development of competencies necessary for the formation of a competitive specialist and the development of the whole society.

On the rural side, it appears that the job potential in the agricultural economy has reached saturation level that leads to large-scale migration of workforce from rural to urban areas adding woes and strain to over-stressed civic infrastructure. Millions of unemployed young people, especially those from rural and semi-urban backgrounds who have not been able to access higher/professional education but who are oriented towards white-collar jobs, is driven to despair because they cannot find a job. It calls for the need for entrepreneurial ventures among the unemployed youth to encourage self-employment. In this context, this study aims at understanding the impact of Agricultural Employment Development Programmes offered by RUDSETI. Moreover, the study analyses how RUDSETI was able to motivate, instil technical knowledge, management skills, resource management, and handhold trainees even after starting their own agricultural business. For the study, the purposive sampling method was applied to collect the primary data from the trainees at RUDSETI. Descriptive method of research was adopted. The result of study states that training programme was key factor to start and successful running of their business. The hypothesis testing also proved positive that RUDSETI is acting as a catalyst towards growth and sustaining of the Agricultural sector.

The master’s degree program is the third level of higher professional education and is available after obtaining a bachelor’s or specialist’s degree. It provides an opportunity to gain deeper knowledge in a specific field and can be useful for a successful career in many areas of activity, as well as opens the way to scientific and teaching activities. Awareness of the importance of obtaining a master’s degree by a University graduate largely depends on their expectations about possible career growth and the level of future income. Therefore, the question of a quantitative a priori assessment of the impact of the master’s degree on the level of wages, taking into account the available alternatives, seems relevant. The article considers the impact of master’s education on the salary level for the period from 2014 to 2018, and calculates a quantitative a priori assessment of this impact, taking into account certain factors such as the federal district of residence, age, etc. The study was based on data from the Russian monitoring of the economic situation and health of the population of the HSE - RLMS for the period 2014-2018. It showed that successful completion of a master’s degree directly affects the level of wages. Also, the master’s program has a small but positive time effect and has the greatest impact on wages in technologically and socially developed Federal districts. The main contribution of the work to the knowledge of the subject of research was a comprehensive study of the position of master’s education, as well as determining its impact on wages, with the calculation of a quantitative a priori assessment in various simulated situations.

Modern higher professional education is aimed at the formation of a highly qualified competent specialist. In the conditions of the competence approach, there is an active introduction in the educational process of multimedia technologies. This is one of the most rapidly developing areas of information technology. Therefore, the training of students should be carried out with the use of various information and communication tools, ensuring the improvement of the quality of education. The purpose of the article is to present the experience of training students of pedagogical University using multimedia technologies. The analysis of the impact of these technologies on the motivation and training of students when studying discipline "technology of training teachers of the past" (media technologies have been embedded in the discipline content). For the study, we measured the motivation of students. We compared the indicators of motivation diagnostics in 2017 (before the introduction of multimedia technologies) and 2018 (after the introduction of technologies). We compared the motives of creative realization (MTR) and professional motives (PM). According to the control event on the discipline "Technologies of teaching teachers of the past", we found that the percentage of "excellent" in 2018 has increased significantly, the percentage of unsatisfactory ratings have decreased. The obtained data allowed detecting positive changes after the introduction of multimedia technologies into the educational process. The motivation of students to study the discipline has increased, their preparedness has increased, and the quality of education has increased. The high efficiency of multimedia technologies was determined, so their implementation in the training of students of pedagogical University will continue.

The article substantiates the priority tasks of reforming the system of higher education in Ukraine. The current state of higher professional education and its tasks are defined; the principles of modern European education are highlighted. Moreover, the components and functions of the organization of the educational process in higher education institutions are identified. The emphasis is placed on the development of pedagogical workers’ professional and pedagogical excellence, the raise of the level of their readiness to use personal development and information and communication technologies, electronic learning tools, information and analytical systems for managing the development of vocational education and students’ training. The recommendations of the European Higher Education Area regarding the development of higher education in the EU countries are substantiated. The author stresses that today one of the main principles of modern European education, which is responsible for the qualitative aspect of training and acquisition of professional competencies, is the mobility of students and teachers. It is noted that the influence of integration processes and the growing role of globalization cause the need to use the international educational standards in the field of education. The influence of reforming the system of higher education onto the creation of favorable conditions for the professional growth of a future specialist is substantiated. Over the last years the improving of the higher education quality have occupied the dominating place in the issues of ensuring the competitiveness of Ukraine’s educational system and training a personnel of a particullar qualification. The author also noted that the influence of integration processes, the growing role of globalization сause the need to use the international educational standards in the field of education. The impact of the higher education system reforming onto the creating of favorable conditions for the development of a person throughout its life, in particular, its professional growth, is theoretically grounded as the key to the development of national intellectual potential. The growing requirements for the quality of training specialists in proffesional education require further theoretical and practical development of the improvement of the system of higher professional education of Ukraine, its recognition in the European and world space, which will be an important step on the way to the professionalism of modern specialists.

From 2012 to the present, active work is being carried out to introduce educational activities in the sphere of higher professional education at the Faculty of Engineering Education of the National Pedagogical Dragomanov University. During 6 years for the educational degree "Bachelor" in the field of knowledge 01 Education / Pedagogy specialty 015 "Vocational Education" 9 specializations were opened, namely: the food technology, the technology of light industry products, the design, the wood processing, the hospitality training, the computer technologies, the economics, the document management, the labor protection. The specialty 015 "Vocational education (in specialties)" is binary (double). The qualification "3340 Teacher of vocational training", which is conditioned by the successful psychological and pedagogical preparation of students, is common for all specializations. The importance of interdisciplinary links in the training of vocational education teachers is extremely important. Because, their successful implementation allows us to comprehend in the future polydisciplinarity and transdisciplinarity, as a strategies for the long and productive development of scientific knowledge.

Thisarticledemonstratestheeffectivenessofemployingthecase study method to teach English as a foreign language to the agricultural and environmental engineering students. It should be useful to those who are trying to contribute to the development of the technology relevant to the contemporary educational challenges based on the unity of applied and theoretical aspects of teaching English within a perspective of developing students’ environmental responsibility. This research includes three-year study conducted both in the institution of higher professional education and in one of the largest concentrating enterprise sharing strong environmental ethics in Russia from 2017 to 2019. The research methodology includes: analysis of literature on the main purposes of the engineering training as well as environmental concerns; the analysis of the waysofteachingcasestudy;anassessmentofpurposes,needs andfunctions for which English is required. The findings of this research are as follows: firstly, engineering student’s professional communicative competence is effectively developed within a case study analysis based on real cases from current companies. Secondly, students are more satisfied with their English course and more willing to put their English to practical use when foreign language skills and their professional engineering issues are brought together.

The social and economic changes taking place in our society determine the requirements for the quality of the training of students with higher professional education, putting forward new tasks for the modern methodological science. These requirements can not impose a reflection on certain issues of the theory of teaching a foreign language, when the priority is the teaching of intercultural interaction, that is, in this case, it is not just about mastering a foreign language, but above all – all types of competencies, in particular intercultural competence. The purpose of the article is to analyze the concept of 'intercultural competence' from the point of intercultural interaction, the use of linguistic material, taking into account the national specification of the participants in the language dialogue. It seems that teaching students to communicate both orally and in writing, to reproduce, and not just understand the language already created by someone, is a difficult task, more complicated by the fact that communication is not just a verbal process. Its effectiveness depends on many factors: knowledge of language, conditions and culture of communication, rules of etiquette; knowledge of non-verbal forms of expression (facial expressions, gestures), deep background knowledge, etc. Today, there is a sufficiently elaborate classification of competencies, which is the basis of the communication process and ensures its success. Modern researchers distinguish a number of competencies that reach the ultimate goal of learning – the formation of communicative competence. As part of the communicative competence that the student must necessarily possess, we consider intercultural competence as a student's activity associated with communication in the international situations, and this communication always involves conflicts between knowledge and ignorance, even in the context of communication in one language. We believe that in the process of forming the intercultural competence of the student, the teacher should familiarize him with the national-cultural features of the behavior of foreigners, such as the use of certain facial expressions and gestures, in order to avoid possible conflicts in interethnic communication. Thus, using theoretical empirical general scientific methods in the study of the question of the formation of intercultural competence, one can conclude that the formation of intercultural competence involves mastering the following skills: to see from representatives of other cultures not only that which distinguishes us, but also that which unites; change attitudes as a result of understanding another culture; abandon stereotypes; use knowledge of another culture for a deeper knowledge of one's own. Intercultural competence is formed in the process of learning foreign language communication, taking into account the cultural and mental differences of language carriers and is a prerequisite for a successful dialogue of cultures. Awareness of possible problems arising in the intercultural communication of representatives of different cultures, understanding of values and generally accepted norms of behavior are very significant factors in the studying of a foreign language.

The identification and assessment of risk factors are facilitated by law administration and enforcement. Decisions of the judicial authorities constitute one of the directions. In this regard, first, the analysis and generalization of judicial practice show the range of problems of various aspects of activities, and second, it allows forming a model of suppressing or minimizing legal risks. Sociological research conducted from 2008 to 2020 by the Department of Healthcare Organization and Medical Law of the Regional State Budgetary Educational Institution of Additional Professional Education “Institute for Advanced Training of Healthcare Professionals” (Khabarovsk) revealed that these specialists had no idea about the number of litigations in so-called “medical cases”, or about the amounts recovered on claims of patients to medical organizations of the Khabarovsk Territory. Meanwhile, having information on the quantitative and summary indicators of court cases, it is possible to adjust interaction with patients at both pretrial and trial stages. The study aimed to analyze and summarize judicial practice in these cases, to selectively examine defects that served as the basis for filing claims and had an impact on the amounts recovered, as well as to form practical recommendations for the prevention of legal risks in the activities of a medical organization, based on a regional model. The relevance of the problem of legal risks of medical activity is shown from the standpoint of analysis and generalization of judicial practice. The article provides a statistical analysis of court proceedings on claims of patients for compensation for material damage and moral harm to medical organizations subordinate to the Ministry of Health of the Khabarovsk Territory. A selective examination of the claims of patients is executed considering the impact on the reasons for legal recourse and the total amount recovered. Practical recommendations for regional healthcare institutions are annually formed and approved by the Minister of Health of the Khabarovsk Territory based on the results of the study.

Aim. The presented study aims to assess the impact of structural shifts on the system of higher professional education as a crucial tool that forms the backbone and workforce of the country.Tasks. The authors determine the role and significance of factors causing current structural changes in education; analyze the problems of the modern digital generation; evaluate the possibility and necessity of using artificial intelligence and neural networks in modern education; assess the impact of the digitalization of society on the educational process.Methods. This study uses general scientific analytical methods based on the systems approach to analyze and determine the relationship between changes in the educational system and global trends of the digitalization and informatization of society.Results. The study shows that digitalization and increased digital interaction have led to structural shifts in society, which in turn caused a number of diverging consequences.Conclusions. The educational system is the basic foundation for the formation of the country’s qualified workforce capacity in the future, and its objective is to meet modern trends.

The article considers the concept of economic security in accordance with the provisions of the Strategy for the Economic Security of the Russian Federation for the Period up to 2030. The urgency of the intellectual migration problem for the regions and its influence on the economic potential of the state entity are emphasized. Today, the issues of reducing labor resources and high rates of the growing migration outflow of the population, which threatens the economic security of the region, acquire special significance for the modern research. Ensuring the regional economic security is possible under the condition of purposeful interaction of the forces and means capable of resisting threats, one of which is the migration outflow. There have been analyzed the statistical data of migration processes, of the labor market and the number of registered organizations and enterprises in the region in the case of the Astrakhan region, proved the impact of migration outflow on the innovation and economic security of the region. There are presented the diagrams of the structure of the leaving population aged 14 and older in the regional context of the Southern Federal District in 2019; migration growth of the population aged 14 years and older with higher professional education by the regions of the Southern Federal District in 2019. A graph of the growth rate of inventive activity over 2015-2020 has been illustrated. A diagram of the number of registered organizations, the growth rate of their number, as well as the average annual number of people employed in the economy of the Astrakhan region in 2018-2020 has been built. The correlation analysis of the probabilistic relationship between two variables - the indicators of the innovative sector of the economy and the number of enterprises and organizations in the region - has been carried out. The conclusions show the objectivity of the migration outflow impact as a threat to the economic security of the region, the need to ensure control over intellectual migration.
