The article aims to highlight the latest approaches to the introduction of countries gender budgeting. The authors propose the application of the method of ranking countries based on 4 key indicators related to the gender gap (Economic participation and opportunity, Educational attainment, Health and survival, Political empowerment) of the Global gender gap index and then analyse the result considering the level of socio-economic development of each country. Ten sample countries were randomly chosen. The results of the study confirmed the mutual influence between the gender gap and socio-economic development. The proposed method of ranking countries compared to socio-economic, political and environmental development allows countries with a high value of the gender gap index to offer specific tools to reduce it. The research conducted can help improve existing practices, facilitate initiatives to develop gender parity and further work on geographical and sectoral orientation.

In the article, a comparative interregional and cross-border assessment of socio-economic development of the Transcarpathian region is conducted. The results of the study are based on an analysis of the level and dynamics of such key indicators of economic and social development of the region as GRP per capita, employment rate, unemployment rate, average monthly salary, etc. According to the results of interregional comparisons, the low level of efficiency of the economy but the positive dynamics of some indicators of the labor market of the Transcarpathian region was revealed. In particular, among the regions of Ukraine in 2013-2017, the region was 22nd in terms of GRP per capita and 19th in terms of employment. At the same time, by unemployment, it rose from 15th in 2013 to 10th in 2018, and the average monthly wage ranged from 20th to 7th, respectively. Cross-border comparisons showed a significant lag behind the Transcarpathian region from the neighboring regions of Poland, Slovakia, Romania and Hungary for all considered socio-economic indicators. Thus, in particular, according to the indicator of GRP per capita, this lag compared to the Kosice region (Slovakia) in 2017 was 11.4 times. The average monthly salary in Transcarpathian region is 4 times lower than in the neighboring Kosice and Presov regions of Slovakia and the Podkarpackie voivodship of Poland. The positive dynamics in the direction of reducing the above-mentioned gaps in the level of socio-economic development of the analyzed regions in 2017-2018 are revealed. In addition, a regional peculiarity has been identified – the Transcarpathian region and the regions it borders, lag substantially behind the countries they belong to by the level of socio-economic development. As a result, the conclusion is drawn that the results of the conducted inter-regional and transboundary assessment of the socio-economic development of the Transcarpathian region will facilitate the development of inter-regional and interstate programs and strategies for the development of the Carpathian transboundary region to eliminate the identified imbalances.

Demographic analysis of enterprises is one of the key indicators of the country's socio-economic development. In addition, it allows to assess to some extent the effectiveness of policies to stimulate entrepreneurship. In this regard, this article is devoted to assessing the viability of enterprises by age groups and the stability of industry positions according to this coefficient.

After the disintegration of the USSR, the Central Asian countries started to pursue independent development strategies and identified new domestic policy priorities. It is of special scholarly interest to compare the efforts by Central Asian governments to improve female representation in politics. The article is devoted to the consideration of state policies and measures aimed at increasing the participation of women in political institutions in Central Asia. The most and the least effective strategies for women's political empowerment were highlighted based on the analysis of the regulatory framework in the field of women's empowerment, as well as on the degree of application of gender statistics and gender budgeting. In particular, the authors address the matter of electoral gender quotas, which are already introduced by Kyrgyzstan and Uzbekistan. It is stressed that the adoption of this policy tool in the two counties has had its limitations, taking into consideration the existence of legal ways to circumvent the gender-quota requirements. The authors also indicate Kazakhstan’s progress in collecting gender data that is “open, accessible, comparable, free and understandable”. Improving data quality and representativeness facilitates the development of practical steps to achieve gender equality in politics. At the same time, theьauthors point out a negative trend in the region: some countries are gradually moving away from having aьdistinct strategy pertaining to genderьissues. Such approach may shift the focus from closing the gender gap to solving a wider range of social policy issues. The article shows that in general the countries in question implement a conservative gender policy and are not inclined to fully effect such practices as gender budgeting and the collection of relevant and complete gender statistics. It is concluded that Russia has an opportunity to act as a trendsetter, in particular by applying a gender-sensitive approach in providing development assistance to the countries of Central Asia.

This study aimed to develop an econometric model for assessing the effectiveness of economic international cooperation between Ukraine and international non-governmental organizations. Based on the cognitive modeling method, the key indicators of the model influencing the socio-economic development of Ukraine were determined. With the cognitive map's help, the links' qualitative characteristics have been identified and argued between the socio-economic indicators of the country's development and the amount of funding attracted from foreign non-governmental organizations. The direction of influence between the indicators of socio-economic development and the volume of investment was determined using economic laws and expert assessments with the involvement of 35 professional experts. The scenario analysis made it possible to analyze the changes in the country's socio-economic development due to changes in the size and structure of investment funds receiving from international non-governmental organizations.

This article presents the results of a cluster analysis of the regions of the Russian Federation in terms of the main parameters of socio-economic. The major objective of the article is to develop a method for the division of the Russian regions into clusters in order to improve the quality of the policymaking process. The authors studied and analyzed the domestic and foreign (Eurostat) methodology for assessing the socio-economic development of territories. The major results of the study are the determination of the main parameters of territorial differentiation and identification of the key indicators that affect the socio-economic development of Russian regions. The authors have carried out a classification of the constituent entities of the Russian Federation not in terms of territorial location and geographical features, but in terms of the specifics and key parameters of the socio-economic situation into 4 clusters. The results of the cluster analysis allow specifying specific areas, where state control and interference is needed in order to ease the economic and social inequity in Russia and cease social unrest.

Статья посвящена оценке показателей, характеризующих уровень социально-экономического развития Брянской области в динамике за 5 лет. На основе анализа ключевых показателей социально-экономического развития региона рассчитаны индикаторы экономической безопасности за период с 2016 по 2020 гг. Проведено сопоставление индикаторов с пороговыми значениями, определены угрозы региональной экономической безопасности. Предложен ряд мероприятий в производственной и социальной сферах, направленных на укрепление уровня региональной экономической безопасности Брянщины. The article reveals issues related to the assessment of the level of socio-economic development of the Bryansk region over 5 years. The author analyzed the main indicators of the region's economy from 2016 to 2020 and calculated the key indicators of economic security, combined into blocks. A number of measures in the industrial and social spheres aimed at strengthening the level of regional economic security of The Bryansk region have been proposed.

La globalización, la innovación tecnológica y la velocidad del cambio hacen necesario adaptarse a las nuevas necesidades de cada país. Esto está condicionado por el dominio de las Tecnologías de la Información y la Comunicación (TIC), que permiten traspasar fronteras y posibilitar la interacción entre países. En la actualidad, el fenómeno migratorio en España se ha vuelto cotidiano, y lograr la integración de estos migrantes es un desafío que condiciona el desarrollo socioeconómico, por eso comparamos en este estudio la diferencia entre la brecha digital y especialmente la brecha de género entre España y Argelia y analicemos el impacto que esta brecha digital tiene en la integración de la inmigración argelina en España, y propongamos medidas que puedan mejorar la inclusión de estas personas. Globalization, technological innovation and speed changes make the adaption to the new needs of each country necessary. This is conditioned by the mastery of Information and Communication Technologies (ICT), which makes it possible to push borders back and to interact between countries. Currently, migration in Spain has become a daily phenomenon and achieving the integration of those migrants is a challenge that conditions socio-economic development. This is the reason why, in this study, we are establishing the difference in the digital divide, precisely the gender gap, between Spain and Algeria, analyzing the impact that has this digital divide on the integration of Algerian immigrants in Spain and proposing measures that can improve the inclusion of these people.

В статье проведена работа по описанию теоретико-методологической базы прогнозирования демографических процессов в контексте их влияния на социально-экономическое развитие территории, в частности, на промышленный сектор экономики. В проведенном исследовании были спрогнозированы значения объема отгруженных товаров собственного производства, выполненных работ и услуг собственными силами; среднегодовой численности занятых в экономике и производительности труда в Ростовской области к 2020 г. и 2030 г., а также представлен комплекс правительственных инициатив, направленных на улучшение демографической ситуации мерами социально-экономической политики. Актуальность статьи обусловлена тем, что в современных условиях одним из ключевых индикаторов качества управления регионом со стороны органов исполнительной власти является демографическая ситуация, формирующая человеческий капитал как основу экономического роста региона, и, как, следствие, его конкурентоспособности. Рассматриваемая в данной статье тема будет интересна, в первую очередь, специалистам, занимающимся демографической политики в региональных органах исполнительной власти, а также широкому кругу экономистов, изучающих вопросы социально-экономического развития. The article describes the theoretical and methodological basis for forecasting demographic processes in the context of their impact on the socio-economic development of the territory, in particular, on the industrial sector of the economy. In the study, the values of the volume of shipped goods of own production, works and services performed on their own were predicted; the average annual number of people employed in the economy and labor productivity in the Rostov region by 2020 and 2030, as well as a set of government initiatives aimed at improving the demographic situation by means of socio-economic policy. The relevance of the article is due to the fact that in modern conditions one of the key indicators of the quality of regional management on the part of the executive authorities is the demographic situation, which forms human capital as the basis of economic the growth of the region, and, as a consequence, its competitiveness. The topic considered in this article will be useful for specialists involved in demographic policy in regional executive bodies, as well as to a wide range of economists studying issues of socio-economic development.

Purpose. The purpose of the article is to identify the spatial features of the social-economic development of territorial communities in the context of administrative and financial decentralization. Methodology /approach. The method of system analysis is used in the work – to research the spheres of central-peripheral interactions at the level of territorial communities; method of comparative analysis – to identify trends in the formation and development of interactions between the center and the periphery in communities and the factors that determine them; abstract-logical method – for the formation of theoretical generalizations and formulation of conclusions from the research; method of graphic visualization, which allows providing a clear presentation of the results of the analysis; sociological survey of chairmen of local councils of territorial communities of Lviv region – to determine the state of development of central-peripheral interactions in their communities. The key role of territorial and systemic approaches to the analysis of core-peripheral interactions in territorial communities is emphasized, which made it expedient to form a research method based on taking into account the conditions for the development of a particular environment and existing spatial restrictions. Results. The article identifies the features of the formation of core-peripheral interactions in the territorial communities of rural areas. It is focused on the formation of derivative core-peripheral interactions that arise in the territorial communities created during the implementation of administrative-territorial reform. On the basis of a systematic and comprehensive analysis, the existing and hidden core-peripheral dependencies were identified and the features of the mutual influence of the centers of the united territorial communities of the rural areas of the Lviv region on the socio-economic development of the community territory were revealed. The problems and risks of the development of the territory of the community are substantiated in the context of the mutual influence of a derivative nature. Originality / scientific novelty. A scientific approach to the identification of central-peripheral interactions in territorial communities was developed, which allows identifying the spatial effects of social, economic, managerial interactions of the center and the periphery within the community. A scientific-and-methodological approach to the assessment of central-peripheral interactions was developed, which provides for the selection of community groups according to certain criteria (community type (urban / rural / urban), community composition, location in the region) and their diagnosis in areas: analysis of strategic documents of local council on the development of central-peripheral interactions in a community; analysis of the management structure of the local council, representation of peripheral communities, compliance of the composition and structure of the governing body with the goals of community development; analysis of budget support for infrastructure development; research of employment opportunities in the community. The application of the approach will reveal the patterns of formation of central-peripheral interactions at the level of territorial communities. Practical value / implications. The results of the study make it possible to have a more comprehensive assessment of the state of the formation of central-peripheral interactions in territorial communities, contribute to the identification of risks of social conflict between different groups in the community and to form recommendations for their activation. The results are recommended for consideration by local governments when preparing proposals for socio-economic development and ensuring the financial capacity of local communities.
