Analysis of the second echelon parties and social associations’ participation in electoral processes within single voting day in September 2020 is presented in the article. An inference is made that as a result of municipal elections in different regions of Russia transformations related to strengthening oppositional forces’ resources have taken place; these transformations can manifest themselves as early as during the State Duma election-2021. Elections have shown that motivation of protest voting “we want reforms” is growing in popularity. It poses risks of orientation not as much on certain programs of political, social, and economic development, but on desire to bring into power new political forces and leaders. As a result, a threat of a “colored revolution” appears when protest actions of opposition (no matter how big its real share in the whole population is), upon the availability of strong diplomatic, financial, and information support of the USA and their allies, may be (as exemplified by events in Belarus) institutionalized by creating coordination councils and boards aimed at achieving the main goal – i.e. to overthrow existing political regime.

The paper discusses the problems associated with the priority social and economic development areas (PSEDAs) in Russia. The special role of high technologies in production processes in the priority social and economic development areas is noted. Attention is drawn to the goal of "advanced" development and to the functions of technological innovation and technological infrastructures in various fields of activity required for it. The methodological and technological foundations of "advanced development" are considered. The priority development in the Russian Federation is viewed through the prism of “industrialization 4.0”, the industrial revolution developing in the USA and Germany. “Industrialization 4.0” is a new model of development which marks the end of the industrial and socio-economic formations of the 20th century and the beginning of the 21st century. As a result of the study, barriers to the creation of priority social and economic development areas were identified: the lack of a systematic approach to the implementation of a new type of special areas and an advanced scientific and technical base as the foundation for development in the modern world; the existence of a serious conflict of interest between stakeholders of the priority development areas; dominant decision making on survival strategies. The authors proposed to establish goal-setting as an important component in the national innovation system of Russia and determine technological directions, levels, criteria, qualimetric indicators based on the parameters and trends of the industrial revolution 4.0. The priority social and economic development areas should be considered as an important tool for the adaptation of technological clusters of Russia to international trends, regulations, key parameters, seeking to change the catch-up paradigm with the paradigm of economic development.

Дан краткий обзор информационного обеспечения на уровне муниципальных образований в Сотрудничестве Северных Стран (Nordic Cooperation). The paper provides an overview of information support, which can be used for a comparative analysis of socioeconomic development of regions at three levels of subordinated administrativeterritorial division of the Russian Federation. On the basis of the analysis of strategies of spatial development of municipalities of subjects of the Northwest Federal district experience of classification of municipalities by type of social and economic development is presented. A brief overview of information support at the level of municipalities in the countries of the Northern Union (Nordic Countries).

There is a growing corpus of literature on the critical issue of the various styles used by donors in giving development aid to recipient states in various parts of the world, including Africa, Asia, Europe and Latin America. This article seeks to contribute to the body of literature by examining the nature and dynamics of the American style of development aid to Liberia and the resulting implications for the latter’s social and economic development. Using the realpolitik model as its analytical framework, the article situates the American style of development aid giving within the broader context of Liberia-United States (US) relations. Based on this foundation, the article then interrogated the flows of US development aid to Liberia from 1946–2013. The findings indicate that the American style of aid giving is ostensibly designed to serve the economic, political, military and strategic interests of the US. In this vein, Liberia is required to serve as a foot soldier in the promotion of American national interests in the former and elsewhere. Accordingly, in terms of the implications for social and economic development, for the past six decades American development aid has not helped to advance the material conditions of Liberia’s subaltern classes. However, in order to change this situation, the US would need to rethink the realpolitik foundation of its development aid programme and the Liberian government would need to press for such a policy rethinking. However, both of these possibilities are highly unlikely, given the US’ determination to prosecute its imperial project and its clientelist relationship with the Liberian government.

The article substantiates the conceptual provisions of strategic social planning for the restoration of Ukrainian Donbass in the context of deepening the provisions of the Law of Ukraine of 16.09.2014. №1680 «On the special order of local self-government in certain districts of Donetsk and Luhansk regions». Developing the relevant articles of the Law of Ukraine of 16.09.2014. №1680, the following conceptual provisions of strategic social planning are substantiated: proactive implementation of the Donbass Information Reintegration Strategy, developed only until 2020 and approved by the Government order of July 26, 2018. It was objectively necessary to deepen, expand and clarify it for 2021-2027 and for the period up to 2030; state-production approach to achieve a balanced territorial unity of these areas within the administrative borders of Luhansk and Donetsk regions and with all regions of Ukraine. The current Law of Ukraine of 16.09.2014. №1680 reveals the essence and content of state influence on the restoration of socio-economic development of certain districts of Luhansk and Donetsk regions in a single legal field of Ukraine as a unitary state: components and procedures of information support of economic reintegration of separate areas; ways and methods of achieving territorial unity of individual districts with their regions and Ukraine as a whole; forecasting, programming, budgeting of social and economic development of Luhansk and Donetsk regions. Solving the problems of analytical research was accompanied by the identification of unaccounted challenges and mistakes of state influence to overcome them. On the basis of the received results offers and recommendations for implementation of the corresponding changes in the current legislation of Ukraine are formulated.

The purpose of this work is to identify the potential and limitations of online network communities to strengthen the position of the democratic political regime. The study was conducted using the example of Internet communications in the USA and France. The principles of comparative analysis and quantitative content analysis were used as a methodological basis. Additional methodological optics were elements of SWOT analysis. The analysis showed that the American and French democratic political regimes actively use online network communities to strengthen their positions in society. At the same time, it is revealed that the largest online political communities are groups of leaders, which is interpreted by the authors as a general pattern in the two studied countries – the growth of populism. The increasing role of populism is associated with the phenomenon of mediacracy – the dependence of the modern political process on media corporations and media platforms, including online ones, which establish a specific format of media journalism for political actors. The strengths, weaknesses, opportunities and threats of online communities for preserving democracy are also identified.
