The article substantiates the conceptual provisions of strategic social planning for the restoration of Ukrainian Donbass in the context of deepening the provisions of the Law of Ukraine of 16.09.2014. №1680 «On the special order of local self-government in certain districts of Donetsk and Luhansk regions». Developing the relevant articles of the Law of Ukraine of 16.09.2014. №1680, the following conceptual provisions of strategic social planning are substantiated: proactive implementation of the Donbass Information Reintegration Strategy, developed only until 2020 and approved by the Government order of July 26, 2018. It was objectively necessary to deepen, expand and clarify it for 2021-2027 and for the period up to 2030; state-production approach to achieve a balanced territorial unity of these areas within the administrative borders of Luhansk and Donetsk regions and with all regions of Ukraine. The current Law of Ukraine of 16.09.2014. №1680 reveals the essence and content of state influence on the restoration of socio-economic development of certain districts of Luhansk and Donetsk regions in a single legal field of Ukraine as a unitary state: components and procedures of information support of economic reintegration of separate areas; ways and methods of achieving territorial unity of individual districts with their regions and Ukraine as a whole; forecasting, programming, budgeting of social and economic development of Luhansk and Donetsk regions. Solving the problems of analytical research was accompanied by the identification of unaccounted challenges and mistakes of state influence to overcome them. On the basis of the received results offers and recommendations for implementation of the corresponding changes in the current legislation of Ukraine are formulated.

In recent years, social and economic development has been tremendous, but the people’s spiritual quality, especially the development of aesthetic ability has been very poor. The exploration of aesthetic education has become an important node of liberal education and Education. For All, for the law and characteristics of aesthetic education in education and the development of campus aesthetic education put forward higher requirements and we need to continue to explore the process of aesthetic education and expand the status of education and aesthetic education. From the angle of aesthetics and pedagogy, following the characteristics of aesthetic education, this paper studies the development of aesthetic education and campus aesthetic education, aiming at improving the teaching of aesthetic education. Analysis of the second echelon parties and social associations’ participation in electoral processes within single voting day in September 2020 is presented in the article. An inference is made that as a result of municipal elections in different regions of Russia transformations related to strengthening oppositional forces’ resources have taken place; these transformations can manifest themselves as early as during the State Duma election-2021. Elections have shown that motivation of protest voting “we want reforms” is growing in popularity. It poses risks of orientation not as much on certain programs of political, social, and economic development, but on desire to bring into power new political forces and leaders. As a result, a threat of a “colored revolution” appears when protest actions of opposition (no matter how big its real share in the whole population is), upon the availability of strong diplomatic, financial, and information support of the USA and their allies, may be (as exemplified by events in Belarus) institutionalized by creating coordination councils and boards aimed at achieving the main goal – i.e. to overthrow existing political regime.

Indonesia telah mengalami empat kali amandemen terhadap UUD 1945, dimana amandemen tersebut memberikan pengaruh besar terhadap kewenangan DPR dalam menjalankan fungsi legislasi. Penelitian ini merupakan penelitian hukum deskriptif yuridis analitis, dengan menggunakan pendekatan yuridis normatif, dan melalui studi kepustakaan terhadap literatur yang berkaitan dengan kewenangan DPR dalam fungsi legislasi. Sehingga dalam tulisan ini penulis membahas mengenai implikasi mekanisme perubahan UUD 1945 terhadap struktur dan kewenangan DPR serta dinamika politik dan kepentingan adanya perubahan kewenangan DPR dalam Legislasi DPR berdasarkan UUD 1945. Perubahan konstitusi hingga peraturan perundang-undangan terkait dibawahnya saat ini telah menempatkan DPR pada posisi lemah. Lemahnya fungsi DPR dalam pembuatan undang-undang juga diakibatkan dengan kondisi parlemen dengan konflik kekuasaan antara pemerintah dan partai politik. Konflik yang disebabkan karena adanya keinginan untuk menguasai posisi dalam pimpinan di DPR, Komisi dan Alat Kelengkapan Dewan lainnya.Indonesia has experienced four amendments to the Constitution, in which the amendment has a major influence on the authority of People’s Representative Assembly (DPR) in carrying out its legislative functions. This research is a descriptive juridical analytical research, using normative juridical approach, and through library research of literature related to DPR’s authority in legislative function. In this research the author discusses the mechanism implications from The amended 1945 Constitution on the structure and the DPR’s authority. The author also discusses about political dynamics and interests for change in the DPR’s authority in Legislation based on the 1945 Constitution. Constitutional amendments to the relevant legislation under it have placed the DPR in a weak position. The weak function of the House of Representatives in the law drafting is also due to the condition of parliament with the conflict of power between the government and political parties. The conflicts were caused by the desire to control positions in the leadership of the DPR, Comissions and other Councils.

Subject. This article examines whether there is a relationship between decoupling and economic growth with no increase in the impact on the environment. Objectives. The article aims to perform a comprehensive analysis of the decoupling of a mineral producing area. Methods. For the study, we used generalization, synthesis, and the methods of tabular and correlation analyses. Results. The article says that there is no decoupling in such a mineral extraction area as the Orenburg Oblast. Conclusions. The lack of decoupling in the Orenburg Oblast indicates a slowdown in the Oblast's transition to sustainable environmental and social and economic development. At the government and business levels, there are still contradictions between the desire for economic profit and the need to solve environmental problems.

On earlier stages of Russian economy establishment and development different institutional forms were built, which fostered social and economic development of territories, raising investment, attracting new technologies aimed at producing goods with high added value and cutting unemployment. The article discusses issues of special economic zone (SEZ), characterized as technical-introductory, and their impact on economic development of regions of their location. The efficiency of SEZ work was analyzed according to methodology approved by the Government of the Russian Federation. Statistics on key social and economic figures of regions proves the efficiency of SEZ work and their positive contribution to the territory development. A conclusion was drawn that SEZ in the near future can become key economic centers, which could integrate companies – SEZ residents by the cluster type and characterize the industry specialization of the region and at the same time could become a mighty stimulus for social and economic development of adjoining territories. Investment plans of companies – residents in the region and industry specialization of key companies and clusters on territories will start a new stage of building the efficient work aimed at complex SEZ development.

В работе дан обзор информационного обеспечения, которое может быть использовано для сравнительного анализа социальноэкономического развития регионов, находящихся на трех соподчиненных уровнях административнотерриториального деления Российской Федерации. На основе анализа стратегий пространственного развития субъектов СевероЗападного Федерального округа представлен опыт классификации муниципальных образований по типу социально экономического развития. Дан краткий обзор информационного обеспечения на уровне муниципальных образований в Сотрудничестве Северных Стран (Nordic Cooperation). The paper provides an overview of information support, which can be used for a comparative analysis of socioeconomic development of regions at three levels of subordinated administrativeterritorial division of the Russian Federation. On the basis of the analysis of strategies of spatial development of municipalities of subjects of the Northwest Federal district experience of classification of municipalities by type of social and economic development is presented. A brief overview of information support at the level of municipalities in the countries of the Northern Union (Nordic Countries).

Problem setting. One of the most important problems and obstacles to the innovative development there is an uncoordinated work of the government to identify and approve at the legislative level the main means of stimulating innovation. Target of research is to analyze some types of stimulation of innovation activities implemented in foreign countries. Disclosure of some features of the current legislation on stimulating innovation. Analysis of resent researches and publications. Problems of innovative activity are devoted to research of a number of well-known domestic and foreign scientists-lawyers and economists: Atamanova Yu.E., Balueva O.V., Berensa V., Burman G., Davydyuk O.M., Didenko N.G., Emelianova V.M., Goncharova Yu.V., Grechan A.P., Kvasnitskaya R.S., Mavroediya E., Ravski T., Remenprit K., Vashchuk N.F., Vlasova V., Voynarenko M.P., Zadikhayla D.V., Zafara A., Zaytseva L.O., Zhornokia Yu.M., however some questions of the problem still need clarification. Article’s main body. Over the past 30 years, a global consensus has emerged on the importance of innovation as the primary means of addressing economic development, health, national security and environmental issues. Many of the world’s leading countries are making unprecedented investments in promoting innovation through increased R&D funding and ongoing support from universities and innovative small and large enterprises. They implement new programs and public-private partnerships to stimulate the commercialization of new ideas in the market. There are eight effective incentives for innovation that are used by many countries, including: incentives for corporations investing in R&D; incentives to create R&D centers; technological zones; support for company modernization; support for innovative exports; government grants and preferential loans; support for innovative public procurement; patent boxes. Regarding the legislative aspect of promoting innovation in Ukraine, the following should be noted. The Ministry of Economic Development and Trade of Ukraine participates in the development of sectoral and crosssectoral export strategies. The corresponding initiative is foreseen in the Export Strategy of Ukraine (“Road Map” of Strategic Trade Development) for 2017-2021, approved by the Cabinet of Ministers of Ukraine No. 1017-r of 27.12.2017. Our state is taking some steps to stimulate innovation. However, the means enshrined in Ukrainian law have a very narrow range of influence on real relations. Tax and other benefits introduced at the end of the last century have been abolished. State guarantees for innovation are declarative in nature. The National Innovation System of Ukraine requires comprehensive use of all possible incentives. Conclusions and prospects for the development. Venture financing, which is effectively used by a number ofdeveloped countries in the world, should become an important area of development of the ID financing system in Ukraine. The key to the development of the venture capital market is the active position of the state on its support. In Ukraine, considering that venture capital investment is at an early stage of development, it is advisable, in our view, to develop a comprehensive State program for the development of venture investment in Ukraine, which has been repeatedly emphasized by scientists and practitioners. This program should include measures both for the development of information support for innovative businesses, for improving the regulatory framework of venture capital activities, and, last but not least, for a complex of tax incentives, as well as for the state’s direct involvement in financing venture investments.

Purpose —Forty years ago, China made a critical decision to reform and open up, achieving sustained economic growth. Simultaneously, China continued to center efforts on achieving its education modernization goals. It succeeded in the unconventional development of education, consolidating a population of nearly 1.4 billion into a powerful human-resource-centered nation and creating favorable interactive relationships with social and economic development. This paper aims to explore how these achievements were gained and how these relationships were made. Design/Approach/Methods —This paper is conceptual in nature. Findings —Based on the policy documents and development practice, this paper proposes a model of Dual Priority Agenda (DPA), whereby the government prioritized education development, and this development focused predominantly on promoting national development. Originality/Value —By elaborating the background, characteristics, rationales, and mechanisms of the DPA, this paper contributes to a new conceptualization of reciprocal relationship between the state and educational modernization.

Kecamatan Jatinangor saat ini dikenal dengan kawasan pendidikan berkat hadirnya beberapa Universitas maupun institut skala nasional seperti, UNPAD, ITB, IPDN, dan IKOPIN. Desa Cikeruh sendiri merupakan salah satu dari delapan desa yang terdapat di Jatinangor, keberadaan kampus-kampus tersebut yang sangat dekat dengan Desa Cikeruh turut mempengaruhi perkembangan sosial dan ekonomi di Desa Cikeruh. Masyarakat Desa Cikeruh memiliki mata pencaharian yang hampir merata di sektor wirausaha, pertanian, jasa, dan transportasi. Adapun sebagian produk-produk yang dihasilkan meliputi makanan ringan, yakni kripik pangsit, yoghurt, dan rengginang. Permasalahan yang dialami oleh masyarakat yang berwirausaha berupa kurangnya pengetahuan dan pemahaman serta akses untuk mempromosikan produk-produk tersebut menggunakan media sosial sehingga mengakibatkan penjualan yang dilakukan kurang maksimal dan penghasilan masyarakat tidak berkembang. Untuk mengatasi hal tersebut pemerintah setempat dapat meningkatkan potensi wirausaha masyarakat Desa Cikeruh melalui kebijakan mikro dan budaya, penyediaan fasilitas, memberikan pendidikan dan pengetahuan kepada masyarakat bekerja sama dengan kampus-kampus sekitar. Pemerintah juga perlu memberikan perhatian kepada para wirausahawan agar dapat menggunakan media sosial sebagai media pemasaran sehingga dapat mengekspansi pasar lebih luas yang pada akhirnya akan membantu perekonomian masyarakat Desa Cikeruh. Jatinangor district is currently known as an educational area due to the presence of several universities and national scale institutes such as UNPAD, ITB, IPDN, and IKOPIN. Cikeruh Village itself is one of eight villages located in Jatinangor, the existence of these universities which are very close to Cikeruh Village also influenced the social and economic development of Cikeruh Village. The people of Cikeruh Village have almost equal livelihoods in the entrepreneurship, agriculture, services and transportation sectors. Some of the products produced include snacks, namely dumpling chips, yogurt, and rengginang. Problems experienced by entrepreneurs are in the form of lack of knowledge and understanding as well as access to promote these products using social media resulting in sales that are made less than the maximum and the income of the community is not developing. Therefore, the entrepreneurial potential needs to be increased using digital-based marketing or through online media. Digital-based marketing using social media is one of the effective potential in promoting business quickly, easily, and cheaply. In this case, the local government can increase the entrepreneurial potential of the Cikeruh Village community through micro and cultural policies, the provision of supporting facilities, as well as providing education and knowledge to the community in collaboration with surrounding universities. The government also needs to pay attention to entrepreneurs in order to be able to use social media as a marketing medium so that it can expand the wider market which will ultimately help the economy of the Cikeruh Village community.

The article analyzes the trends of the strategy of sustainable development of coal industry in Kuzbass and the prospects for its development. The main problems connected with the coal enterprises operations are identified, possible ways of their solutions are presented within the framework of the adopted "Strategy for social-and-economic development of the region for the period up to 2035". Having analyzed the program under study, the proposals for its correction or addition in terms of improving the ecology of the region, social-and-economic development, preserving the natural landscape and biogeocenosis were made. The options for transporting coal and increasing the level of coal production technologies in underground mining were proposed. The article provides statistical data on coal mining for the period 2009-2020, and international experience of coal-mining countries. The authors consider the problems of export and transportation of coal, the impact of world prices on coal production. In addition, the authors of the article focus on the legal and legislative consolidation of the main conditions for control and regulation of the subsoil use in Kuzbass, make proposals for its effectiveness, in order to reduce social tension, environmental pollution, reduce the risk of earthquakes, and preserve coal resources for future generations.
