Background : The health status of the people in the border areas with low economic level, especially in rural areas, have not received equitable health services optimally due to geographical location, infrastructure and social. In addition, the border area with vast areas still found the lack facilities and infrastructure of hea lth services that will be make people in the border area is still low in accessing health care facilities. On the other hand, the health workers who are not willing to be placed in the border area has a big influence and that’s lowering the community health status. Problems of inequality health efforts in the border area also caused by the socioeconomic status of the local community which is poverty so that can’t access the health services. Objective : This study aims to analyze the implementation of health policies in the border areas in West Kalimantan, Indonesia. Method : This study is a descriptive study with qualitative approach. This study is a literature study research. Results : Health policy in border area has not been able to overcome the problems of the spread of health workers in the border area. Policies on the health insurance system in the border areas are not distributed optimally. Policies on basic health infrastructure in border areas have not been equally distributed. Policies on referral transportation in border areas are not yet sufficient. Conclusion : The implementation of health policies in the border areas have not been fit for the purposes to increase health status for community.

Badau is a region in Indonesia located in the Regency of Kapuas Hulu, West Kalimantan bordering directly with Malaysia. In the Badau District, there is one luxurious border post (PLBN) used by Indonesian and Malaysian citizens to conduct interstate border crossings. Islam is a minority religion in Badau as the native residents living in Badau are the Dayak Iban tribe who are mostly Catholics and some are Protestants, with Islam being a religion embraced by locals of Melayu descent and some converts from the Dayak Iban as well as new comer ethnic groups such as Javanese, Bugis, Batakese, and others. Dakwah (proselytizing of Islam) does not easily reach Badau, due to the fact that there was no interstate dakwah conducted by ulemas from Malaysia. As a region remotely separated from the provincial capital of West Kalimantan, that is Pontianak, the dakwah efforts in Badau were confronted by numerous obstacles such as a time consuming distance of travel by land transport and very difficult terrains. Although Islam is a minority religion there, tolerance is still maintained and a mutual sense of respect among ethnicities, races, and religions has made Badau into a safe border area.[Badau merupakan wilayah di Indonesia yang terletak di Kabupaten Kapuas Hulu, Kalimantan Barat yang berbatasan langsung dengan Malaysia. Di kecamatan Badau terdapat satu PLBN megah yang digunakan oleh warga Indonesia dan Malaysia untuk melakukan penyeberangan lintas Negara. Islam menjadi Agama minoritas di Badau, karena memang penduduk asli yang tinggal di Badau adalah suku Dayak Iban yang beragamakan Katholik, dan sebagian lagi beragamakan Kristen, dan Islam menjadi Agama yang di peluk oleh masyarakat Asli yang bersuku Melayu dan sebagian mualaf dari bangsa Iban suku Dayak, dan suku-suku pendatang seperti Jawa, bugis, Batak dan sebagainya.. Meskipun terletak di perbatasan tidak membuat Dakwah dengan mudah sampai di Badau, hal ini disebabkan tidak adanya dakwah antar Negara yang dilakukan oleh Ulama-ulama dari Malaysia. Wilayah yang jauh dari jangkauan Ibu Kota Kalimantan Barat, Pontianak, menjadikan Penyiaran Islam di Badau mendapat kendala, karena jarak tempuh darat yang memakan waktu cukup lama dan medan yang masih sulit. Meskipun Islam menjadi Agama minoritas, namun toleransi tetap terjaga, sikap saling menghargai antar etnik,suku, dan agama menjadikan daerah Badau adalah daerah perbatasan yang aman.]

The education situation in the border area of Puring Kencana require attention for the parties concerned, either in the local or central level. Conducting quality education in order to improve the quality of human resources is still a mere chimera. The condition of the education of children living in the border area of Puring Kencana is still very alarming when compared with education that exist in other border regions in Kapuas Hulu. Education in the border areas of Puring Kencana not have bulding of high school, so children who come from this area there is a select school in Serawak, Malaysia. Educational facilities and infrastructure is still very minimal. This research uses qualitative research methods. Exploration carried out in the border region of Puring Kencana. An overview of the educational problems in the border region of Puring Kencana retrieved directly by asking to local people about the problems of education. The findings of this research show that the expansion of public access at the border of Puring Kencana get the expansion of secondary education is still not affordable. Then, the strategy of Education development policy in the border region of Kencana Puring should be comfirm to the data that complies with the conditions of education in the border to draw up proper education model of development in the region the border.

This study focuses on the problem’s task of Penghulu about registering marriages and problems of unregistering marriages in the border areas of Indonesia and Malaysia, especially at Entikong-Sekayam, West Kalimantan. Communities in the area complained about the absence of KUA Staff which caused them not to receive maximum service. While on staff’s KUA perception, they have worked but the community does not want to adjust to them, such as obeying the applicable provisions. There is a possibility of a gap between written law as a reference for KUA Staff and customary law for communities. With the law in action approach, it’s found legal, social, economic, and political factors that cause marital problems in the border area.

This paper aims to explain the relationship between the variables of Principal Leadership (PL), Extracurricular in Schools (ES), Parents’ Participation (PP), Community Leaders (CL), and Border Area Development (BAD) on Strengthening Character Education (SCE). and Strengthening Character Education (SCE) on Improving Tolerance (IT) and Pancasila Student Profiles (PSP). This paper is a case study in the state border area in West Kalimantan Province which is carried out in 6 (six) Senior High Schools. The main data collection was carried out by distributing questionnaires with a sample size of 180 grade 11 students at the school who were obtained randomly (random sampling). Analysis using Structural Equation Modeling (SEM) with the help of the LISREL 8.70 program. The results showed PL, ES, PP, CL, and BAD on SCE, while SCE had a positive effect on IT and PSP. On the other hand, efforts to strengthening character education need to pay attention to the strength of indicators that contribute to each of these influence variables, including: the vision of the principal's character education, the availability of teaching staff / experts to support character education, provision of educational facilities character, socialization to increase awareness and tolerant behavior by involving non-formal leaders, attention to development that leads to increased understanding of differences in beliefs and ethnicities, and indicators of the availability of character education teachers in competent schools. Public service delivery is an effort to meet the basic needs and civil rights of every citizen of the goods, services and administrative services provided by public service providers which are a government. West Kalimantan is bordered on land with by the Malaysian state of Sarawak. Although a small part of West Kalimantan is marine, West Kalimantan has dozens of large and small islands (some uninhabited) scattered along the Karimata and Natuna Straits bordering the Riau Islands Province. Public service in West Kalimantan, especially in Sambas district, is very important to note because it is the face of Indonesia that can be assessed by our neighbours which is Malaysia, whether the public service provided is feasible or not. The method used in this research is secondary research with qualitative description. Secondary research involves the summary, collation and/or synthesis of existing research. Secondary research is contrasted with primary research in that primary research involves the generation of data, whereas secondary research uses primary research sources as a source of data for analysis. The result of this study concludes that the good public services were still very far from the expectations on the border area experienced by Sambas District. The problem of public services can be seen in terms of education, health and also infrastructure services. Although currently, the government has tried to solve these problems, in reality, there is still a service gap in the border area. Local governments must be able to improve these problems to provide better services. One of them is by improving human resources in the bureaucracy.

Indonesia is an archipelago country consisting of large and small islands with a large number of approximately 17,508. Some of the islands are among the border to neighboring countries. One of the islands is a border area of land that is found on the island of Borneo, especially West Kalimantan Province. West Kalimantan province is directly adjacent to Malaysia. The identic character of the Indonesian border area is largely a lagging region. Determination of priority areas is certainly needed as an effective way of developing these border areas. The objectives of the research include (1) identification of the distribution of lagging priority areas in West Kalimantan Province, (2) give recommendations related to development of lagging priority areas. Overlays of lagging region parameters and economic productivity are used to determine priority areas. The result of identification is known that Bengkayang Regency, Kayong Utara, and Melawi are the lagging priority areas. Recommendation given to the lagging priority regions are through regional development model and also based on determination of base sector.
