The author’s article addresses very well-stated economic security, allowing us to draw not only scientific, educational and educational conclusions, but also practical requirements in view of the current developments in the country in the development of the market system. What really outlined the position of the author allows us to assert the presence of views on the part of citizens of the Russian Federation, who have citizenship of the United States, England, Cyprus, Germany, etc. countries to consider Russian resources as a source of enrichment (raw material base) and the ability to pay them increased taxes in those countries where they have not only citizenship of the CIVIL, but also accounts, real estate. In general, the author’s judgment will allow to implement not only the requirements (concepts and strategies) of the President of Russia, but also in improving the activities of the legislation and activities of certain state bodies of the Russian Federation.

The presented study analyzes the reasons for the need to move away from the US dollar (hereinafter referred to as the dollar) as a universal means of payment in international trade based on the existing threats, examines alternative means of international payments, and identifies their benefits and drawbacks in the context of Russia’s economic security.Aim. The study aims to identify and characterize the means of international payments that fall in line with Russia’s strategic priorities from the perspective of economic security.Tasks. The author considers the risks of using the dollar in international payments and reserves, assesses various means of international payments from the perspective of Russia’s strategic interests, and evaluates the possibility of substituting the dollar with alternative means of international payments.Methods. This study analyzes information from the International Economic Forums, statistics of the Central Bank of Russia, Federal State Statistics Service, Decree of the President of the Russian Federation on the economic security strategy of the Russian Federation until 2030, reports of news agencies, and works of Russian and foreign authors on the subject.Results. Based on the results of the conducted study, the author draws several conclusions. Due to many factors, the most important of them being the volume of trade in dollars, the dollar will remain the world’s leading currency in international trade. However, given that de-dollarization is a global process, the existing trends will amplify. A supranational currency is unlikely to appear for a number of reasons. First, the obvious opposition of the United States due to its unwillingness to let go of such a powerful lever of economic well-being and political influence as the use of the dollar as a global means of payment. The US would probably agree to creating a supranational currency in the medium term if the global process of de-dollarization reaches critical values. Second, the financial and trade centers of the euro and renminbi area are likely to focus on developing their own currencies, especially given the growing global GDP and China’s trade. Creating a supranational currency based on the existing structure of the International monetary Fund (hereinafter — the IMF), following the example of Special Drawing Rights (SDR), with the IMF virtually controlled by the United States, will not eliminate the threat of the currency being used as an instrument of political pressure on individual countries. Replacing the dollar with such kind of supranational currency does not serve the interests of Russia’s economic security. A potential alternative involves creating a supranational currency based on a structure that is independent of the IMF. In this case, the obstacles would include the obvious opposition of the US and its allies and the potential influence of the US on the emission of the supranational currency using its foreign political resources to affect the decisions made by other countries. Using national currencies in international trade in the medium term under the influence of globalization would lead to a formation of multiple currency centers. These centers would most likely be the dollar, euro, renminbi, and ruble.Conclusions. The creation of a ruble-based International Monetary Center with the CIS, BRIC countries (except China), and Turkey serves Russia’s strategic interests. Further consolidation around the ruble would require implementing a financial sustainability policy, maintaining the stability of the macroeconomic environment, creating an international bank similar to the IMF with payments made in rubles, strengthening offshore ruble areas, and increasing high-tech exports.

Его анализ и рассмотрение возможности внедрения отдельных элементов направлены на совершенствование системы подготовки сотрудников для уголовно-исполнительной системы России, повышение их профессионального уровня, что в конечном счете будет способствовать достижению главной цели УИС - исправлению осужденных. Авторы особое внимание уделяют изучению специально-профессиональных и личностных качеств, необходимых сотрудникам пенитенциарных учреждений. В статье рассматриваются особенности подготовки сотрудников пенитенциарной системы в Соединенных Штатах Америки. Важнейшей задачей образовательных учреждений и центров по подготовке кадров для пенитенциарной системы США является обеспечение будущих сотрудников знаниями, необходимыми для выполнения профессиональных обязанностей в рамках предстоящей деятельности. Также авторы подчеркивают важность развития при подготовке будущих сотрудников не только профессиональных, но и личностных качеств.The article is devoted to the study of foreign experience in order to improve the training system for the Russian penal correction system. In particular, the training of prison officials in the United States of America is considered as one of the most developed States in the modern world. The improvement of the training process for the Russian penal correction system implies the development of international cooperation with the prison systems of foreign countries. The study of foreign experience of penitentiary education contributes to the improvement of the professional level of the staff of the Penal Correction Service and, ultimately, to the achievement of the main goal - correction of convicts. The authors pay particular attention to the study of specific professional and personal qualities required by potential prison staff. Since there have been significant positive changes in the formation of professional qualities of the future employee of the Russian penal correction system over the past decade, the main focus of the work is on the formation of personal (universal) qualities of the employee of the Federal Penal Correction Service of the Russian Federation, for which the positive experience of the United States is analyzed.

The article presents the results of a comparison of the Orphan Drugs Register approved for use in the United States and the 2020 Vital and Essential Drugs List approved on October 12, 2019 by Order of the Government of the Russian Federation No. 2406-r. The comparison identified 305 international non-proprietary names relating to the main and/or auxiliary therapy for rare diseases. The analysis of the market of drugs included in the Vital and Essential Drugs List, which can be used to treat rare (orphan) diseases in Russia was conducted.

The current issues of reforming the current tax system in the Russian Federation in the context of the transition to determining the amount of real estate taxes based on the cadastral value of real estate objects are discussed. The decision on adopting elements of a tax system in practice should be scientifically and methodologically based. The rational construction of the tax system of Russia contributes to the study of foreign tax systems’ models. In the article, the systems for calculating real estate tax established in the foreign countries under consideration are highlighted. Everything is based on analyzing the practice of real estate valuation in the UK, France, Belgium, Latvia, Finland, USA and Chile. A comparison is made of the grounds for calculating the property tax, their distinctive features. The main approaches to determining the cadastral value taking place in the cadastral systems of foreign countries are summarized. The conducted studies provide grounds for identifying trends in real estate valuation, which are being introduced into modern Russian cadastral valuation practice.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

Currently, public hearings are one of the most widespread forms of deliberative municipal democracy in Russia. This high level of demand, combined with critique of legal regulations and the practices for bringing this system to reality – justified, in the meantime, by its development (for example, by the Agency for Strategic Initiatives and the Public Chambers of the Russian Federation) of proposals for the correction of corresponding elements of the legal code – make both the study of Russian experiences in this sphere and comparative studies of legal regulations and practical usage of public hearings in Russia and abroad extremely relevant. This article is an attempt to make a contribution to this field of scientific study. If the appearance of public hearings in Russia as an institution of Russian municipal law is connected with the passing of the Federal Law of 6 October 2003 No.131-FZ, “On the general organisational principles of local government in the Russian Federation,” then in the United States, this institution has existed since the beginning of the 20th century, with mass adoption beginning in the 1960s. In this time, the United States has accumulated significant practical experience in the use of public hearings and their legal formulation. Both countries are large federal states, with their own regional specifics and diversity, the presence of three levels of public authority and different principles of federalism, which cause differences in the legal regulation of municipal public hearings. For this reason, this article undertakes a comparative legal analysis of Russian and American experiences of legal regulation and practical use of public hearings, on the example of several major municipalities – the cities of Novosibirsk, Nizhny Novgorod, Voronezh and New York, Los Angeles, and Chicago. A comparison of laws influencing the public hearing processes in these cities is advisable, given the colossal growth in the role of city centers in the industrial and post-industrial eras. Cities in particular are the primary centers for economic growth, the spread of innovations, progressive public policy and the living environment for the majority of both Russian and American citizens. The cities under research are one of the largest municipalities in the two countries by population, and on such a scale, the problem of involving residents in solving local issues is especially acute. In this context, improving traditional institutions of public participation is a timely challenge for the legislator, and the experiences of these cities are worth describing. The unique Russian context for legal regulations of public hearings involves the combination of overarching federal law and specific municipal decrees that regulate the hearing process. There are usually two municipal acts regulating public hearings on general issues of the city district (charter, budget, etc.) and separately on urban planning. In the United States, the primary regulation of public hearings is assigned to the state and municipality level, with a whole series of corresponding laws and statutes; meanwhile, methodological recommendations play a specific role in the organisation of hearings, which are issued by the state department of a given state. It is proposed that regulating the corresponding relationships at the federal subject level will permit a combination of the best practices of legal administration with local nuances, thereby reinforcing the guarantee of the realization of civil rights to self-government. There are other features in the process of organizing and conducting public hearings in the United States, which, as shown in the article, can be perceived by Russian lawmakers as well in order to create an updated construct of public discussions at the local level.

There is an increasing amount written on the decline of professional journalism around the world. One of the factors that are used to illustrate the decline of journalism is the interaction and collaboration between journalists and public relations (PR) practitioners in the production of mass media news content. On a theoretical and conceptual level, the aims and goals of the two professions are quite different, even though there are a number of superficial similarities between these forms of mass communication. Studies of the interaction between journalism and PR in the United States reveal a certain underlying tension, yet simultaneous mutual dependency. An indicative survey was conducted across different cities in the Russian Federation to understand the perception of professional journalists and PR practitioners on the current level of interaction between their professions. The answers were remarkably similar and reveal a deep concern for the direction of journalism, which many viewed as being subordinated to PR.

Results: the state and ways of developing cybersecurity of leading foreign countries on the example of the United States, the state and ways of developing cybersecurity and cybersecurity technology in the Russian Federation are presented with justification for discussion proposals on the disclosure of the term and the concept of “cybersecurity.”
