Currently, about 30 million [8] compatriots live in the world who finds themselves outside of Russia. The collapse of the USSR and the formation new independent states saw millions of Russian people separated from Russia by borders, and faced discrimination on the basis of language, which caused an increase in the migration activity of the Russian population in the post-Soviet space. This situation requires a review of the principles and directions state authorities’ activity in the migration sphere and determination of the necessary regulatory legal framework for regulating the processes of the influx of migrants from the former Soviet republics to Russia. The purposes of the research are 1) to study the regulatory and institutional foundations of modern public policy in relation to compatriots abroad and 2) to identify its main directions. The main research method is the analysis of official documents, regulatory legal acts, reporting and analytical documents of authorities implementing the state policy regarding compatriots living abroad. The state policy of the Russian Federation regarding expatriate citizens is a system of legal, diplomatic, social, economic, and organizational measures aimed at supporting and protecting Russian compatriots, ensuring the exercise of their rights and legitimate interests, as well as creating conditions under which they could would live as equal citizens in foreign countries or return to the Russian Federation. The state policy of the Russian Federation regarding compatriots abroad is implemented in two opposite directions, which significantly reduces its effectiveness. The mechanisms for implementing this policy are various forms of horizontal and vertical cooperation and interaction in various fields such as humanitarian, social, educational, cultural, and economic. A significant number of policy implementation entities required the creation and use of modern mechanisms for coordinating their activities. The resources spent on the return of compatriots to their homeland are not able to compensate for the emigration outflow from Russia, however, mechanisms aimed at solving the latter problem are not provided. In fact, the local population is excluded from the scope of this policy, which entails a number of problems associated not only with the attitude of the host society towards the migrants, but also with the desire of a significant part of the youth to leave Russia. Based on the principle of continuity of the Russian statehood, the recognition of a person, his rights and freedoms as the highest value, and the focus on modern democratic achievements, the Russian Federation supports compatriots living abroad in the exercise of their rights, ensuring the protection of their interests and preserving the all-Russian cultural identity. For this purpose, an independent direction of state policy was identified, and an appropriate legal framework was formed. According to the Strategy of the State National Policy of the Russian Federation for the period up to 2025, the support of compatriots living abroad, the promotion of their relations with the Russian Federation and voluntary resettlement in the Russian Federation is one of the priorities of the state national policy of the Russian Federation. The importance of the issue of support for compatriots for the state is evidenced by the consolidation of the provision on support for compatriots at the constitutional level by the 2020 amendment (Part 3 of Article 69 of the Constitution of the Russian Federation): Clear constitutional guidelines were established for the further development of State policy in this direction. The article deals with the dynamics of legal regulation in the field of support of compatriots and legal problems in this area, the existing conceptual framework, foreign experience in regulating issues of support of compatriots.

The article is devoted to the analysis of the main provisions of the Decree of the President of the Russian Federation No. 618 of December 21, 2017, which marks a new stage in the formation of the state policy of developing competition in Russia. The basic directions of the development of Russia's competition are considered as a key condition for the development of the national economy, the efficient functioning of markets, the maintenance of the rights and legitimate interests of consumers. The main provisions of the National Competition Development Plan approved by the relevant act of the head of state are examined and proposals are made to ensure the implementation of this Plan.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

The article examines the moral and psychological training of the personnel of the internal affairs bodies of the Russian Federation as a type of educational work. Analyzed the regulatory legal framework for the organization and conduct of moral and psychological training of employees of internal affairs bodies. The moral and psychological training of the employees of the internal affairs bodies of the Russian Federation is aimed at the formation of the state and at the same time patriotic worldview among the employees of the internal affairs bodies, as well as the professional culture of an employee of the internal affairs bodies. One of the goals of moral and psychological training is the formation of employees of internal affairs bodies of moral and psychological readiness to perform official tasks in any conditions of the situation. In connection with the versatility of the moral and psychological training of personnel, attention is paid to the organizational aspects of conducting classes. The main features of the moral and psychological training of employees of the internal affairs bodies of the Russian Federation are highlighted. Emphasis is placed on the forms of conducting classes on moral and psychological training. The article discusses training technologies that are or can be used in organizing and conducting classes on the moral and psychological training of personnel of the internal affairs bodies of the Russian Federation. The article presents analytical data from a survey of employees of the territorial bodies of internal affairs of the Ministry of Internal Affairs of Russia.

The concepts and types of bots are considered. The signs and spheres of activity of bot farms are determined. The algorithm for creating and distributing fake pages is outlined. Procedures for responding to the dissemination of false and unreliable information within the current legislation of Ukraine are detailed. The achievements of the domestic special services in the direction of counteracting the illegal activities of bot farms, which are coordinated by curators from the Russian Federation, are highlighted. The task of pro-Russian bot farms in Ukraine is generalized. The principles of the state policy of combating fakes and propaganda on social networks are determined. The directions of improvements of the organizational and legal framework for the systematic counteraction to the functioning of crime bot farms as a threat to the state interests of Ukraine are specified.

This article is devoted to the constitutional and legal analysis of the problems of choosing the optimal system of executive power in the Russian Federation. The paper substantiates the position that the need to optimize the system of executive power in Russia is due to a number of external and internal factors that are subjective and objective in nature. The article identifies and formulates the main problems of choosing the optimal system of executive power in Russia, defines its optimal characteristics, develops and substantiates an algorithm of actions necessary in the formation and construction of an optimal system of executive power in the country. Optimization of the system of executive power in the Russian Federation will allow to fully protect the rights, freedoms and legitimate interests of citizens of the Russian Federation; strengthen the system of public authorities in the country; create conditions for the full development of society and the state.
