Purpose: In the paper, the need to study models of economic growth in territories in terms of the reputational economy theory is substantiated. The issue is relevant due to the fact that in modern conditions when economic development institutions are being transformed, primarily as a result of globalization of economic processes, the regional reputational capital begins to play an increasingly prominent and significant role. Methodology: The authors build the time series of the studied indicator for the regions of the Volga Federal District for the period of 2010-2017 based on the developed methodology for the formalized assessment of a territory’s reputation. Econometric assessments of a territory’s reputational capital influence on the parameters of their investment activity are carried out on the basis of those time series. The developed and tested methodological tools for quantitative assessment of the region's reputational capital form a stable basis for conducting research activities aimed at a multifactorial analysis of the key components determining the territory’s reputation. Result: This, in turn, forms stable preconditions for determining and system analysis of the development prospects of a competitive interregional environment and also forms the basis for the implementation of economic and mathematical assessments aimed at determining the impact of a territory's reputation on key parameters of its socio-economic development. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Methodical approaches to the assessment of the impact of the reputation capital on investment processes in the region is presented in a comprehensive and complete manner.

Abstract: Malaysian schools have been implementing i-Think program as a means to develop higher order thinking skills among primary and secondary school students since 2013. Thus, there is a need to assess the implementation of the i-Think program since it was made compulsory almost seven years ago. This paper reports a scoping review of research activities conducted on the implementation of the i-Think program in Malaysian schools to synthesize studies on the implementation of the i-Think program in the classrooms; teachers' and students’ acceptance of the program; examine its impact on HOTS and students’ achievement; and to identify and disseminate the gaps in the works of literature. Forty articles were reviewed and the results indicated that the data on how i-Think programs were implemented in classrooms were so small that no definite conclusions could be made. Results on both students' and teachers’ levels of knowledge on i-Think maps were mixed. Majority of studies showed that i-Think maps significantly enhanced students’ achievement. However, no study measured the impact of i-Think on HOTS despite researchers' claim that i-Think maps had stimulated students’ HOTS. Thus, future studies should focus on showing correlation between i-Think and HOTS by using a validated measurement scale to assess students’ HOTS, development of valid and reliable measurement scale to gather a large pool of data to illustrate more comprehensively the status of i-Think implementation in schools throughout Malaysia, support systems provided to teachers at school and district level, and identifying barriers that hinders teachers from implementing i-Think program. AbstractAs a prestigious institution, well-known for its progressive and dynamic teaching and research activities, the Language Centre of Masaryk University launched, in June 2012, the IMPACT Project, which came to a successful end in April 2015 and became one of the crucial turning points in its history. Among the numerous innovative activities included in the project, revision of the existing ESP courses has had a considerable importance both for teachers and students. As part of the project initiative, English for Laboratory Technicians is one of the courses which have undergone substantial changes. These concern primarily the curriculum, based originally on a textbook and rebuilt significantly so that its structure corresponds more closely to students’ needs. I argue that these changes prompted a shift in the teaching approach as the previously used textbook promoted different strategies. I first present a short, general introduction to this course and then describe its specific features. Three basic methodological building blocks underpinning the practical teaching process are then introduced and briefly discussed: the concept of creativity, collaborative learning and motivation. In the second part, the article outlines one particular teaching unit in order to demonstrate the practical impact of the theoretical starting points with a view to showing possible limitations as well as opportunities for making further progress in the development of successful teaching techniques.

The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

This article analyses the migration and investment activity processes in constituent entities of the Russian Federation located in the Siberian Federal District (SFD). The research was performed on the basis of official statistical data with geographical visual reference. The study was performed in the mono-specialized cities of SFD regions on the basis of official statistics within the context of the creation of Priority Social and Economic Development Areas (PSEDA). A negative migration balance is registered in SFD regions and mono-specialized settlements. Investment activity in SFD territories, their regional potentials and risks were analyzed. Krasnoyarsk Territory, Tomsk Region, Irkutsk Region, Novosibirsk Region, and Kemerovo Region stand out among the SFD regions by their investment activity level and social and economic development. At the current stage of social and economic development, Priority Social and Economic Development Areas can be successfully created in the regions which are the most developed both industrially and innovatively and in the mono-specialized settlements with the most favorable start conditions.

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of the need for an innovative policy in the area of health protection at the link with the transformation of the social and economic development of the country through the pandemic COVID-19. The main goal of this study is to predict two scenarios for the development of the main indicators of the country's socio-economic development: considering the pandemic COVID-19 and the possible course of events without the influence of epidemiological threats. The systematization of literary sources and approaches to innovation and the determination of the volume of negative consequences for the national economy, due to the introduction of quarantine restrictions, has shown that this issue is quite relevant around the world. The study of the transformation of the trajectory of economic development of Ukraine in the article was carried out in the following logical sequence: 1) collection of statistical information, including 118 indicators of social development, the state of capital investment and business expectations of Ukrainian enterprises and screening of multicollinear indicators among them; 2) performing a time series decomposition separately for the interval 5 years before quarantine and taking into account the impact of the pandemic; 3) forecasting the consequences of the pandemic according to the investigated indicators of economic development in 2020-2022 by turning the time series into the Fourier series. The methodological tools of the study were methods of checking for multicollinearity by Pearson coefficients, decomposition of additive models into a trend and cyclic components, selection of cyclic oscillations by fast Fourier transform, extrapolation of constructed models for subsequent years, and quality control of constructed models by F-test quarterly data for 2015-2020 are selected. The study empirically confirms and theoretically proves that among the socio-economic development factors studied, most experienced significant transformations due to the introduction of quarantine restrictions by the government. This leads to the need for innovation policy in the health sector in order to minimize such consequences in the future. Subject. The article considers the investment activity in the regions of the Ural Federal District. Objectives. We analyze the impact of import substitution policy on investment activity by type of economic activity, using the regions of the Ural Federal District case. Methods. We employed methods of logic, statistical, and structural analysis. Results. We offer our own approach to the study of the impact of import substitution policy on the investment activity of regions. It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

The article deals with the issues of prosecutor's supervision in the field of investment activity on the example of the Far Eastern Federal District. Based on the analysis of scientific works in the field of prosecutor's supervision, the author concludes that the scientific development of the issue under study is insufficient and its acute relevance at the present time. The article reflects the history of the development of prosecutor's supervision in the field of investment activity in recent years in the territories of advanced socio-economic development in the Far Eastern Federal District. On the basis of open sources of the prosecutor's office, the author identifies the main areas of activity of the prosecutor's office for the implementation of prosecutor's supervision in the territories of advanced socio-economic development, and also identifies the main types of violations of the current legislation in the investment sphere. The most common violations include late adoption or amendments to regulatory regional or municipal acts, the request of entrepreneurs for documents that are not established by law, various bureaucratic obstacles and non-compliance with the deadlines established by law when submitting documents or performing certain actions, etc. A positive role in protecting the rights and legitimate interests of investors, according to the author, was played by taking into account the negative experience of creating free economic zones, as well as the creation of an interdepartmental working group of the Prosecutor General's Office of the Russian Federation for the Ministry for the Development of the Far East.

The article analyzes the impact of the COVID-19 pandemic on business activities in Ukraine and the world and its financial security. The analysis showed that the economy of Ukraine and most countries of the world suffered significant losses from the introduction of anti-epidemic restrictions on business activity, which turned out to be in the fall of GDP, index of industrial production investment activity. Because of temporary or complete shutdown of business the unemployment rate increased significantly. The pandemic crisis also negatively impacted the financial results of enterprises, which decreased significantly in all kinds of economic activities, especially in industry, transport, temporary accommodation and catering, where the share of unprofitable enterprises reaches 73%. Thus, the problem of ensuring the financial security of business becomes relevant. The aim of the work is to develop methodological approaches to assessing the impact of the pandemic crisis on the financial security of business and to identify effective ways of ensuring such security. In the process of research methods of scientific abstraction, comparative and system analysis and synthesis, systematization and logical generalization were used. It was determined that the pandemic affected small and medium businesses most of all, where a strong negative impact was experienced by more than 60% of entrepreneurs. Large businesses were less affected, but they also suffered significant losses due to the decline in business activity and demand in the domestic and foreign markets. Agriculture was least affected by the pandemic, which suffered the least losses, primarily due to the insignificant impact of restrictions affecting the activities of this business. The paper systematized the risks arising from the factors of the pandemic crisis, identifying their manifestations and financial implications for business. As shown by the research, such consequences are manifested in the form of full or partial loss of profits, problems with debt repayment, reduction of financial stability, liquidity, increase in accounts receivable, increased costs for anti-epidemic measures, etc. Thus, the procedure for assessing the business’s financial security is to take into account all factors that shape the financial situation of business entities during a pandemic crisis in a comprehensive manner.

Introduction: the article examines the impact of hybrid organizations on the economic dynamics of Eastern Asian countries. Objectives: to assess the effectiveness of hybrid organizations as intermediate institutions that promote economic development, to describe the transformation of hybrids as they are modernized. Methods: dialectical method, system analysis, case study method, induction method. Results: the positive role of hybrid organizations in catching-up economic development is revealed; it is shown that hybrids serve as intermediate institutions that either transform or hinder economic growth as modernization progresses; possible economic policies to support hybrids are described. Conclusions: hybrid organizations are common in many countries and regions with a predominance of traditional regulators which have managed to reach the development path of developed countries. Thus, hybrids are country specific for the “Asian tigers” – Japan (in the form of keiretsu), South Korea (in the form of chaebols), Taiwan (in the form of clusters) as well as for China (in the form of industrial areas). At the same time, in most cases, hybrid institutional agreements serve as intermediate institutions – relying on existing social ties, they promote economic growth, but as they modernize, they either undergo changes or hinder subsequent development. The analysis of the presented cases also shows that the state can contribute to the formation of hybrids in various ways – from creating infrastructure to supporting the export activities of firms.

Economic literature recognizes three “deep determinants” of economic development: institutions, geography and openness to trade. Discussion in the literature focuses on what part of the income per capita variation can be explained by institutions, geography and openness to trade. The empirical results can’t offer a clear answer, but there is a broader agreement in the literature that institutions play a more important role than geography and openness to trade. What is unclear whether the institutions also can explain variation in per capita income across countries, in which institutional environment is to some degree similar..This article aims to explore and quantify the relationship of the income level with institutional environment, geography and openness to trade across countries, grouped according their institutional environment quality.The results reveal that extent to which the variation in GDP per capita can be associated with the quality of institutional environment differs a lot between good and bad institutional environment samples. The results in good institutional environment sample come in line with series of studies in which the strong and positive link between various measures of institutions and economic development was established and support primacy of institutions over openness to trade and geography. I In bad institutional environment sample, on the contrary,no evidence was found that institutions mean a lot in respect of differences in GDP per capita. These results should not be interpreted so as to mean that institutional environment is not important, rather the degree of “badness” makes no difference.
