This article is a theoretical study of problems related to the formation of psychological competence of network leaders regarding management interaction and optimization of the management process in modern Ukrainian network marketing companies (MLM) in order to achieve maximum efficiency of management in networks under market economy. In this article authors went over the main requirements for founders (leaders) regarding their ability to lead. It is stated that at the start the leaders of MLM companies require neither in-depth knowledge nor special qualifications in order to work, as they are able to learn while working. However, as the company grows and the leaders gather their team of employees, requirements for a leader’s both professional and psychological competence change. This study indicates that it is beneficial for the company if leaders not only study and learn themselves but teach their team as well. The authors state that there are a number of problems in the formation of psychological and managerial competences of MLM leaders and managers. This mainly refers to management interaction and optimization of the management process in modern Ukrainian network marketing companies. A significant part of these problems is based on the specifics of network marketing as a type of business activity in the domestic field. Another part is a consequence of the unpreparedness of MLM leaders and managers for change and development, and their overall resistance to innovation, despite a significant amount of new opportunities (webinars, Internet conferences, online courses and trainings, etc.) that appeared with the development of public communications, and which are also, unfortunately, not fully used and not by all network leaders.Solving those problems, at least partially, will ensure growth in both professional and psychological competences, which, in turn, would be beneficial for the further development and improvement of MLM companies in Ukraine.

Possibility of creation of effective system, which is intended for exposure of tracks of editing in digital phonograms and is built on the basis of neuron networks of the deep learning, is experimentally proven. Sense of experiment consisted in research of ability of the systems on the basis of such networks to expose pauses with tracks of editing. The experimental array of data is created in a voice editor from phonograms written on the different apparatus of the digital audio recording (at frequency of discretisation 44,1 kHz). A preselection of pauses was produced from it, having duration from 100 мs to a few seconds. From 1000 selected pauses the array of fragments of pauses is formed in the automatic (computer) mode, from which the arrays of fragments of pauses of different duration are generated by a dimension about 100 000. For forming of array of fragments of pauses with editing, the chosen pauses were divided into casual character parts in arbitrary correlation. Afterwards, the new pauses were created from it with the fixed place of editing. The general array of all fragments of pauses was broken into training and test arrays. The maximum efficiency, achieved on a test array in the process of educating, was determined. In general case this efficiency is determined by the maximum size of probability of correct classification of fragments with editing and fragments without editing. Scientifically reasonable methodology of exposure of signs of editing in digital phonograms is offered on the basis of neuron networks of the deep learning. The conducted experiments showed that the construction of the effective system is possible for the exposure of such tracks. Further development of methodology must be directed to find the ways to increase the probability of correct binary classification of investigated pauses.

One of the factors that play a role in the success of Madrasahs is the potential for female teachers, considering that the teacher profession is very much in demand by women. And the research locus that will be researched by the author, the majority of the teachers are women. Based on this background, the following problems can be raised: 1) The potential of female teachers in improving the existence of MI Ma'arifTabanan Bali for the 2020 academic year? and 2) What are the constraints and solutions for the coaching program for female teachers at MI Ma'arifTabanan? This study uses a qualitative research method, which by definition is a research procedure that produces descriptive data in the form of written words or words from people or observable sources. Sources of data or words in this study were obtained by the author through interviews with people who can be trusted. In this study the authors collected data through several informants including: 1. Head of Madrasah. 2. Management of the Ma'arif Education Institute. 3. Teachers. 4. Employees. 5. Madrasah Committee. Based on the explanation of the results of the research and discussion by the author, it can be concluded that female teachers have the potential to improve the existence of Madrasah IbtidaiyahSanggulanTabanan for the 2020 Academic Year. This is in accordance with the theoretical study which states that potential is an ability that has various possibilities or hopes for further development, either in the form of strength, power, or ability that is obtained by the community directly or through a long process.

The period of systemic transformation which started in 1989 and continued in the following years, changed themanagement of local government units, which ceased to be a tool of the central government in implementingthe state’s policy. The paper reviews the problem of shaping and developing territorialmarketing. The aim is to show the importance of promotional activities in the implementation of the region’sdevelopment goals and the diagnosis of its limitations and accompanying conditions.

Abstract The publication presents a risk map for a selected organization concerning external hazards, i.e. those whose source is not derived from the internal conditions of the functioning of the organization. To this end, a risk management process was carried out, consisting in the identification of hazards, their analysis, risk assessment, and risk response. The risk map shows a visual presentation of these hazards together with the defined risk level. This map is used to identify hazard zones within the examined organization, serving as a database also for all entities interested in the business activity of the organization, the entities neighboring the facility, or private persons. Furthermore, this tool is particularly useful for local government administration units for the purpose of proper crisis management within the administered area. The risk map is also used to identify internal risk areas in the organization.

The article considers strategic planning practices in Russia since the transition to market economy. The authors assess the outcomes of federal strategies and the possible causes of their incomplete implementation. The study reviews the development of legislation on strategic planning and the problems and contradictions associated with the implementation of the laws, including the subfederal level. The course of development of the project format of strategic documents (national projects, etc.) and the reasons that led to the strengthening of its role, despite the lack of legislative registration, are also presented. Based on the results of the review, a characteristic is given of the current state of the strategic planning system, which is assessed as unstable and transitional, and possible directions for its further development are noted. The interest in strategic planning over the past three decades has been generated by objective long-term challenges. They are largely due to the need to take into account long-term trends in demographic, technological, environmental, climatic, spatial, infrastructural, geopolitical and other areas where there are problems and tasks that can only be solved by coordinated planning of actions for many years to come.
