The article analyzes the main directions and forms of external open communications of the Soviet secret services at the second stage of their reorganization in the Gorbachev Era. It shows the general tendencies of the state security bodies’ implementation of the principle of openness. It highlights the peculiarities of “publicity and democratization” expansion in the operational and service activities of the USSR KGB in the Perestroika period. It is substantiated that in the second half of the 1980s in the USSR there was a transformation of the “repressive-communicative” system with a gradual transition from monologic communication to dialogic communication. At the same time, it is shown that the publicity of the Soviet secret services in this transitional period was influenced by both the specifics of their work and the prevailing propaganda model of communication in the USSR. It is emphasized that at that time the public contacts of the state security bodies with the population had a pronounced propaganda character.It is proven that the KGB of the Ukrainian SSR considered open communications as an important tool for influencing and manipulating public opinion. At the same time, they were provided through public (work with the media, creative unions, public organizations, meetings with employees of enterprises, institutions, organizations, etc.) and personal channels (consideration of applications and reception of citizens).Among the main areas of the communicative interaction of the Soviet secret services in Ukraine, the article deals with the following: public discrediting of national liberation movement members; popularization of state security bodies through mass media and creative unions, in particular the role of press groups in information and propaganda support of state security bodies; participation in rehabilitation processes; work with citizens’ appeals.The leading forms of such activities were as follow: meetings with labor collectives, roundtable discussions, thematic evenings, public meetings, organization of excursions to departmental rooms-museums; participation of representatives of state security bodies in public events; publications in the press, release of TV and radio programs, feature and documentary films dedicated to the Soviet secret services, organization of press conferences; conducting a personal reception of citizens, and correspondence based on the results of consideration of appeals.

During most of the Republic, the Romans viewed only perduellio as a threat to state security. Other threats were dealt with through institutionalised mechanisms of stability in Rome’s political structure, above all through the public lawmaking assemblies. Only when the political system wavered in the late Republic did the Romans criminalise “diminishing the superiority of the Roman people” maiestas populi Romani minuta (maiestas) as a crime against the state. Inherent in maiestas is the authority of the Roman people to negotiate consensus through the public lawmaking process in which the people voiced their commands. During the Empire, the emperor embodied the superiority of the Roman people and through him, as the chief lawmaker of Rome, were channelled the commands of the people. The scope of maiestas was altered to adapt to changing ideas of the state, but the idea that maiestas constituted the chief crime against the state persisted.

Problem setting. The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Recent research and publications analysis. Ukrainian scientists study various aspects of the activity of NGOs, in particular, the development of mass and civil communication, public relations are studied in their works of such domestic scientists as: E. Afonin, V. Bebyk, M. Bilynska, O. Valevskyi, T. Vasilevskaya, N. Hrytsyak, N. Hudyma, V. Hurkovskyi, O. Dmytrenko, L. Klymanska, M. Lohunova, D. Nelipa, I. Panteleichuk, O. Petroye, G. Pocheptsov, O. Pukhkal, V. Rebkalo , V. Rizun, E. Romanenko, A. Savkov, S. Seryogin, G. Sytnyk, S. Teleshun, I. Chaplai and others. Highlighting previously unsettled parts of the general problem. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. Paper main body. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society.

This article provides a legal analysis of the corpus delicti of transactions, contrary to the interests of the Republic of Uzbekistan, and examines in detail the objective signs. In particular, such concepts as object, subject, interests, types of criminal object, damage and its types are analyzed. The opinions and approaches of foreign and domestic scientists on this matter were also taken into account. In addition, it is noted that the public danger of making transactions contrary to the interests of the Republic of Uzbekistan lies in the fact that when committing a crime, not only the rights of individuals are violated, but also damage to society as a whole. In addition, during the transitional period of the life of society and the state, the number of crimes of this kind grows rapidly and can cause significant damage to the economic foundations of the state. The final section contains suggestions and recommendations for eliminating negative factors.

From the standpoint of philosophical ontology the author has determined the notion and nature of information constituting official information gathered in the course of operative and search or counterintelligence operations and in the defense sphere of the country as the target of a crime under the Art. 330 of the Criminal Code of Ukraine. The place of this information has been specified in the list of information types determined by the current legislation of Ukraine. The author has outlined the differences of the official information gathered in the process of operative and search, counterintelligence operations and in the defense field of the country, starting from homogeneous objects, in particular, the target of a crime, stipulated in the Art. 111 of the Criminal Code of Ukraine. They are as follows: 1) this information is obtained by authorized subjects in specific areas of social activity – within operative and search, counterintelligence operations, in the defense field of the country; 2) such information has limited access; 3) its disclosure may harm the public interest in the field of counteracting crime or within intelligence activities to the detriment of the state security of Ukraine and the country’s defense capabilities; 4) the assignment of information to such that constitutes official information, is carried out by the state authorities, which conduct operative and search or counterintelligence operations, as well as state agencies, local self-government agencies, enterprises, institutions and organizations in the defense field of the country; it is approved by their regulatory act; 5) documents or other material carriers containing official information are assigned the stamp “For official use”. The author has outlined the range of subjects defining the lists of official information, which is the target of this crime; and has specified the sub-legal acts defining such lists. The author has grounded the expediency of expanding its content by supplementing other types of official information, namely, disclosing the organization procedure, tactics and methods of conducting operative and search, counterintelligence operations, the number of employees of these units, their technical provision, etc.

Using published estimates of inequality for two countries (Russia and USA) the paper demonstrates that inequality measuring still remains in the state of “statistical cacophony”. Under this condition, it seems at least untimely to pass categorical normative judgments and offer radical political advice for governments. Moreover, the mere practice to draw normative conclusions from quantitative data is ethically invalid since ordinary people (non-intellectuals) tend to evaluate wealth and incomes as admissible or inadmissible not on the basis of their size but basing on whether they were obtained under observance or violations of the rules of “fair play”. The paper concludes that a current large-scale ideological campaign of “struggle against inequality” has been unleashed by left-wing intellectuals in order to strengthen even more their discursive power over the public.

The centerpiece of New York State’s 150th anniversary of the Sullivan Expedition of 1779 was a pageant, the “Pageant of Decision.” Major General John Sullivan’s Revolutionary War expedition was designed to eliminate the threat posed by Iroquois allied with the British. It was a genocidal operation that involved the destruction of over forty Indian villages. This article explores the motivations and tactics of state officials as they endeavored to engage the public in this past in pageant form. The pageant was widely popular, and served the state in fixing the expedition as the end point in settler-Indian relations in New York, removing from view decades of expropriations of Indian land that occurred well after Sullivan’s troops left.

What is an underground? Is it possible to embed this particular way of life into any definition? After all, even underground did not have the need to define itself at the beginning. The presented text represents a brief reflection of the development of underground in Czechoslovakia; attention is paid to the impulses from the West, which had a significant influence on the underground. The text focuses on the key events that influenced the underground. For example, the “Hairies (Vlasatci)” Action, which took place in 1966, and the State Security activity in Rudolfov in 1974. The event in Rudolfov was an imaginary landmark and led to the writing of a manifesto that came into history as the “Report on the Third Czech Musical Revival.”

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
