Abstract Aceh Province has a great potential fish resource, sustainable Potential on Capture Fisheries about 272,707 tons and total Capture Fishery Production is 208,200,830, moreover this potential has not been utilized optimally. The cached Fish at Koetaradja Fishing Port Banda Aceh are still abundant, so it is possible to be proceed industrially either at micro or macro scale. This study aims to examine the needs of the fishing industry in Aceh Province about the need of fish raw materials and to find out the type and amount of raw materials needed by a fish processing industry (macro scale) in Banda Aceh city. In addition, interviews and questionnaires were used as the instruments in collecting data. This research was conducted to five macro-scale fishery processing companies in Banda Aceh City there are PT. Aceh Samudera Bahari, PT. Aceh Lampulo Jaya Bahari, CV. Thunnus Saputra, PT. Sure Tuna Pacific and CV. Barakah Sumber Bahari. The results showed that there were 3 types of fish used as the processed raw materials, there are skipjack, tuna and kite fish. Skipjack tuna is the most fish needed by every processed industry. The need for fish raw materials at PT. Aceh Samudera Bahari requires skipjack tuna raw materials about 58,098 Kg/month (697,176 Kg/year), At PT. Aceh Lampulo Jaya Bahari requires the raw materials for skipjack tuna about 25,972 Kg/month (311,664 Kg/year, PT. Yakin Tuna Pasifik requires raw materials for skipjack tuna about 52,788 Kg/month (633,456 Kg/year), and CV. Barakah Sumber Bahari requires 20,498 Kg/month of skipjack fish raw materials (245,976 Kg/year). The total of all skipjack tuna raw materials needed by these 5 companies in one year is 3,205,224 Kg.

ABSTRAK Sektor perikanan budidaya dan tangkap merupakan salah satu sektor padat karya yang dapat menyerap banyak tenaga kerja di kawasan pesisir. Pengembangan kawasan minapolitan di Desa Pengambengan, Kecamatan Negara, Kabupaten Jembrana dapat dijadikan sebagai salah satu contoh konkrit pengembangan wilayah kepulauan. Tujuan dari penelitian ini adalah: (1) mengidentifikasi potensi Desa Pengambengan sebagai desa minapolitan, (2) mengidentifikasi permasalahan-permasalahan yang dihadapi Desa Pengambengan sebagai desa minapolitan, dan (3) menganalisis strategi pengembangan kawasan minapolitan Pengambengan. Metode yang dipergunakan dalam tugas ini adalah metode deskriptif kualitatif. Data yang dipergunakan berupa data sekunder seperti Profil Desa Pengambengan, RTRW Kabupaten Jembrana, dan berbagai dokumen lain yang mendukung. Hasil penelitian menunjukkan: (1) Sektor basis potensi wilayah di Desa Pengambengan adalah pada sektor perikanan. Potensi jenis ikan yang ada di Desa Pengambengan didominasi oleh ikan lemuru dan ikan layur. (2) Permasalahan-permasalahan yang terdapat di Desa Pengambengan terbagi menjadi beberapa hal, yaitu: paceklik ikan, pencemaran lingkungan, konflik antar industri pengolah ikan dan masyarakat di Desa Pengambengan, sistem lelang, dan kualitas hasil tangkap ikan. (3) Strategi pengembangan kawasan minapolitan Pengambengan yang paling utama adalah dengan meningkatkan unit usaha, investasi, dan memperluas pasar. Kata Kunci: kawasan minapolitan, potensi, strategi pengembangan ABSTRACT The aquaculture and capture fisheries sector is one of the labor-intensive sectors that can absorb many workers in the coastal area. The development of the Minapolitan area in Pengambengan Village, Negara District, Jembrana Regency can be used as a concrete example of the development of the archipelago.  The objectives of this study were: (1) to identify the potential of Pengambengan Village as a Minapolitan village, (2) to identify the problems faced by Pengambengan Village as Minapolitan villages, and (3) to analyze the Minapolitan area development strategy Pengambengan. The method used in this task is a qualitative descriptive method. The data used are secondary data such as the profile of Pengambengan Village, Jembrana Regency RTRW, and various other supporting documents. The results of the study show: (1) The potential base sector of the area in Pengambengan Village is in the fisheries sector. The potential of fish species in Pengambengan Village is dominated by lemuru and layur fish.  (2) The problems found in Pengambengan Village are divided into several things, namely: fish famine, environmental pollution, conflicts between fish processing industries and communities in Pengambengan Village, the auction system, and the quality of fishing results. (3) The development strategy of the Minapolitan area The most important pengambingan is by increasing business units, investment and expanding markets. Keywords: minapolitan area, potency, development strategy

The article considers the current state of the fisheries of Vietnam in the West part of the South China Sea. It has been stated that today in Vietnam there are 82 fishing ports located in 27 coastal provinces and cities. The volume of goods daily passing through the ports makes about 1.8 million tons. The statistical data on fish farming and fishing in the period from 2005 to 2017, as well as on the export and import of fish products in the period from 2010 to 2015 have been given. The assessment of the current state of the fishing industry in the country's economy is presented in the Vietnam Fisheries Development Strategy for the period up to 2020. The production of the main types of fish products has been analyzed. The specific features of the markets of fish processing industry targeted at both domestic consumption and export have been presented. The role of the fishing industry in the Vietnamese economy is assessed, and the advantages of the country's fish processing industry are given. It has been found that during the analyzed period (2005 - 2018) the volume of fisheries, fish farming, as well as the export of aquatic products in the country is constantly increasing. Vietnam is one of the three leading suppliers of seafood exported to 164 countries of the world. The Vietnamese fish processing industry has achieved a significant success both in producing goods for domestic consumption and in products for export. Since 2014 Vietnam has become the world's third largest exporter of seafood, in particular, of pangasius and shrimp. Conclusions are drawn about the importance and diversity of the fishing industry in Vietnam as one of the components of the national economy.

The majority of the population in Indragiri Hilir (Inhil) already rely on palm plantations as the main income. They have already sold in the form of coconut oil and copra round with a relatively low price and is unable to provide a decent life. It is increasing because of the low level of productivity of coconut plantations and commercial systems that are less profitable for farmers. While in other areas of the coconut is a commodity that can be processed into a wide range of high-value products with simple technologies that can be done by small and medium industries. So, we need development strategies IKM-scale oil processing industry which is able to increase the income of coconut farmers in the district of Inhil. Based on the results of research conducted by the method of SWOT analysis produced 23 alternative strategies of the development of the SME scale oil processing industry in Kabupaten Inhil ie three strategies from SO, nine strategies from WO, seven strategies from ST, four strategies from WT. Based on the results of the weighting using Analytical Network Process (ANP) on any alternative strategy, Strategy SO-2 namely "Guaranteeing the purchase of products manufactured by the community or the SME by the government and the government must provide the processing industry continued to improve the quality standards that prompted the market to products produced by the community/SME "is a priority under the development strategy of IKM-scale oil processing industry in the District Inhil.

This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation.
