The growing population and rising standards of living lead to an increase of the consumption of many goods. Reducing municipal waste which is created in that process can result in a wide range of environmental, economic, and social benefits, such as reducing pollution in water and soil, greenhouse gas emissions and loss of valuable materials. The concept to solve this problem of municipal waste due to increased consumption can be found, among others, in circular economy (CE). Circular economy can be defined as “an economic system that is based on business models which replace the ‘end-of-life’ concept with reducing, alternatively reusing, recycling and recovering materials in production/distribution and consumption processes to accomplish sustainable development” (Kirchherr, Reike, & Hekkert, 2017). A current trend in developed countries is closing the loop, moving from the concept of “end-of-pipe” waste management towards more holistic resource management (Wilson, 2007). Implementing the circular economy approach through waste management systems can pose multiple challenges while providing incentives to improve waste management infrastructure. However, this requires investments and may be perceived by many people as cost, not investment in future generations and their standard of living. The aim of this chapter is to initiate discussion on the positive aspects and barriers of circular economy development in the Polish waste management sector. In the case study described in the text, the roles of citizens, public institutions as well as enterprises are shown in selective waste collection processes as an important element of circular economy. In Poland, awareness of waste segregation and the importance of using recycled materials is not well-developed compared to many other EU countries, although this situation is beginning to gradually improve.

The world ecological problem of waste accumulation, environmental pollution and the need to develop a circular economy are described. The aim of the article is to show the advantage of using a circular economy in the management of the national economy. It is substantiated that resource management should radically change from a linear model of accept-use-dispose to a more stable, circular model. It is proved that the principles of circular economy are not based on the management of material and waste flows, but on more valuable methods, such as maintenance, recycling and reuse. Different models of circular economy and their shortcomings are considered. Based on practical world experience in implementing the concept of circular economy, 5 main circular business models are identified. It has been established that circular supply chains that minimize waste and seek to reuse, repair and recycle where waste cannot be prevented should be more sustainable than the linear systems they replace. It was found that in the absence of effective resource management, the current environmental situation will lead to fatal consequences, which confirms the need for public administration to ensure the use of a circular economy.

Absorbent hygiene products (AHP) have received much interest due to the notion that their end-of-life (EoL) stage has high environmental impacts. Since the use of AHP will continue to rise in the foreseeable future, information that helps with a reduction in the environmental impacts of AHP through their life cycle is needed. This research presents an estimation of AHP in municipal waste, and it also reviews and discusses waste management options, available treatments at bench, pilot or full scale, and life cycle assessments (LCAs) available in the literature. Municipal waste of countries belonging to the Organization for Economic Co-operation and Development contains on average 2.7% of baby nappies, 4.8% of adult nappies and 0.5% of sanitary pads (in weight), whereas that of Latin-American countries have 7.3%, 3.3%, and 0.9%, respectively. Management options for AHP waste in developed countries are landfilling and incineration, while in developing countries AHP are disposed of in dumpsites and landfills. Most LCAs identify significant environmental impacts in the production of raw materials, while EoL scenarios involving incineration and landfill were found to have a significant contribution to global warming potential. Substitution with alternative products has been suggested as a way of decreasing environmental impacts; however, their use frequently causes a trade-off on different impact categories. Municipalities could use a wide range of policy tools, such as extended producer responsibility systems, bans, levies, ecolabelling, or a combination of these, to reduce the environmental and economic burden of AHP waste.

With an increasing use of plastic, considerable plastic waste is generated, threatening the environment and public health. In particular, changes in living patterns in urban areas have significantly impacted the rate at which plastic waste increases every year. Thus, governments in many developed countries have implemented numerous policies to reduce plastic waste generation. Among them is the concept of circular economy that aims to protect the environment from plastic pollution and promote growth and innovation in industry and human life through overall changes in designing, producing, using, and recycling plastic products. The Korean government has implemented the Resource Circulation Act (RCA), which includes the concept of circular economy and resource efficiency policy for overall waste management. Following the concept of RCA, the Plastic Waste Control Plan (PWCP) was established for the comprehensive management of plastic waste. Therefore, this study introduces the goals and strategies of PWCP, which has a circulation system of four stages of production, consumption, discharge, and recycling, as well as the major roadblocks in the stages impeding the achievement of the goals and strategies. This study also suggests countermeasures at the government level for solving the major problems in the four stages.

<p>Nowadays the global ecological crisis continues aggravating. The environmental issues are on agenda, getting increased public attention (e.g. protests caused by waste problems and climate change all around the world). Depleting resources, trash mountains, garbage islands, toxic emissions etc. require change of economy model from linear (resource extraction-production-usage-throwing away) to the circular one (recycled resource-production-usage-recycling). More than that, multiple waste use as well as resources reuse may bring to business and economy billions of dollars.</p><p>The very idea of recycle is practiced in the world since long ago. However, it has been done by few resources (collection of waste paper, scrub metal, glass bottles etc.) without shaping an economic system as a whole.</p><p>Another problematic issue is that the recycling does not always means to be ecological. The mode of recycling in countries with low eco-standards results in heavy pollution (e.g. e-waste “recycling” by fire at open air in Africa, India leads to emission of toxins; ship recycling in Bangladesh leads to polluted beaches and water). Methods of recycling in developing countries often are primitive and may be dangerous. Sometimes, entrepreneurs from developed countries are responsible for such state of affairs. They send legally or illegally part of wastes for that primitive recycling in developing countries. It is important to have awareness of the fact that everything is interdependent. If one part of the Earth is full of toxins and harmful fumes, its other part is inevitably affected over time. It is necessary to carry out recycling in all countries establishing strict environmental laws worldwide, and to make it based on smart technologies.</p><p>Circular economy in its narrowest sense is an economy that simply processes waste.<br>A serious change in business models, public mentality and government policies is necessary to get to environmentally friendly economy. It aims at lengthening the use cycle of goods (e.g. clothes, mobile phones) and minimizing the personal waste of every citizen. The EU household’s food waste was estimated to be 47 million tons (EU FUSIONS, 2016). “More than 30% of clothes in Europeans’ wardrobes have not been used for at least a year. Once discarded, over half the garments are not recycled but end up in mixed household waste and are sent to incinerators or landfill” (EPRS, 2019). YouGov Omnibus research: a third (34%) of respondents of Singapore have thrown away an item of clothing after wearing it just once. (YouGov, 2017).</p><p>Thus, effective circular economy is not just about re-processing and saving resources but, first, emphasizes its focus on greening environment and reducing waste as it is, becoming an eco-circular economy. Secondly, it calls forth measures at not only national or regional level, but also proceeding from “Earth is our common home”, worldwide.</p>

Most of the systems for the mechanical and biological treatment of waste used in Poland send the 0–80 mm fraction separated from the municipal waste stream, after biostabilization, entirely to a landfill. Such action is not in line with the adopted EU strategy focused on waste management in the circular cycle. The purpose of this work was to assess the technical feasibility of recovering the mineral fractions contained in compost-like-output (CLO) on the proprietary technological line designed for glass recovery. The research was launched in January 2019, and lasted for a subsequent 12 months. In the article, the amounts of mineral fractions possible to be separated from CLO are presented, as well as their morphological composition and selected properties being determined. The processing of CLO on the line allowed to recover on average 69.4 ± 7.0% of the glass. This product was accepted by glass recycling plants. Mineral fractions constituting waste from the glass separation process were tested for their use in winter road maintenance. Tests were also carried out confirming the possibility of using selected mineral fractions (0–10 mm) from CLO to obtain a waste cement mix useful for constructing road foundations using a standard amount of cement.

Purpose The purpose of this paper is to discuss how organisational complexities influence the design of circular business models, which have recently been introduced as a new panacea for aligning the interests of business with the needs of the environment. Design/methodology/approach The Service Shirt, a new garment concept, is used as an illustrative case example for demonstrating some of the organisational complexities of making circular business models operable. The shirt was developed through a series of design workshops for the fashion brand Fashion Alpha. Findings The analysis highlights multiple challenges emerging when a fashion product with a significantly extended lifecycle passes through different users, organisations and business models. It is concluded that it is difficult to talk about a circular business model (singular) as circular economy solutions depend on the contributions of multiple stakeholders with business models. Practical implications The findings illustrate how fashion companies interested in the circular economy fundamentally have to rethink conventional approaches to value, organisational boundaries and temporality. Originality/value Drawing on a case example from the fashion industry, the paper demonstrates the organisational complexities linked to the design of new business models based on circular economy thinking, as these require the coordination of actions between autonomous actors driven by different logics regarding value creation, value delivery and value capture.

Management of waste is one of the major challenges faced by many developing countries. This study therefore attempts to develop a circular economy (CE) model to manage wastes and closing the loop and reducing the generation of residual wastes in Indian municipalities. Through extant literature review, the researchers found 30 success factors of CE implementation. Using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) SIMOS approach, the rating and weight of decision makers (DMs) for each factor were collected. A structured questionnaire has been developed incorporating all these 30 factors, to extract the most important factors. The data was collected from top 10 officials (DMs) from the Chennai municipality, who handle three regions (metropolitan, suburbia and industrial). Based on the TOPSIS SIMOS analysis, nine CE implementing factors (critical success factors (CSFs)) among the 30 variables that were significant based on the cut-off value was identified. A CE model has been proposed based on these nine CSFs for waste management in India.

AbstractThe goal of the paper is to evaluate and analyse changes in selective municipal collection, recycling level, and recovery, of waste. The article indicates the Polish legislation currently in force to systematise the organisation of waste management systems. It presents the participation of selective waste collection in the total municipal waste at the voivodeship scale, as well as changes in the number of individually segregated fractions (i.e. categories of waste segregation) of selectively collected waste in Poland. Moreover, the levels of waste recycling and recovery were analysed for the country’s ten largest cities, while also showing that the cities implement accepted goals of municipal waste recovery. On the example of Warsaw, the structure of collected waste was discussed and attention was paid to the problem of quality of collected waste, which results in it being sent to sorting facilities.

The article examines the development of the circular economy in Ukraine, as well as the prospects of implementation of the experience of leading EU countries in the field of circular economy in Ukraine. The relevance of the study is that for now in Ukraine very few steps have been taken towards a circular economy, although everyone understands its importance. First of all, the meaning of the circular economy is revealed and the main advantages of its implementation in Ukraine are determined. The advantages of the transition to a circular economy are as follows: significant material savings, sustainable use of resources, stimulating innovations, the ability to meet the needs of the ever-growing population of the Earth, economic growth, and income. The circular or closed-loop economy involves the recovery, reuse, and rational use of resources and, through services and smart solutions, leads to added value. The state of resource management in Ukraine and the EU, in particular waste management, is analyzed. It is established that in the field of waste management Ukraine lags far behind developed European countries. Today, huge amounts of waste have accumulated in Ukraine, and currently, there is no developed infrastructure to decide this problem, and landfills themselves have become sources of great environmental danger. The new EU policy and the policy of Ukraine in the field of circular economy are analyzed. Taking into account the best European practices, recommendations are given to Ukraine on the transition from a traditional, linear economy to a circular economy. The main ones are as follows: it is necessary to change the structure of public procurement and focus on environmentally friendly types of production; it is necessary to accelerate the transition of Ukraine from the traditional model of public procurement to the concept of “green” procurement; it is necessary to develop an effective legislative and regulatory framework for the functioning of the circular economy; it is necessary to move to more efficient business models (such as ecodesign, repair, reuse, recovery and exchange of products and maximum prevention of waste generation) and stimulate the development of environmentally friendly technologies; it is expedient to develop programs of financing of projects in the field of circular economy; it is necessary to promote better awareness of consumers about the concept of “circular” economy, environmental “footprint” of goods and services, as well as sustainable consumption; it is necessary to change the method of production and consumption of goods from short-term to long-term, as well as to encourage the economy, businesses and consumers to maximize waste recycling. It is also established that in general, Ukraine’s policy in the field of circular economy should be formed and implemented at all three levels: national, regional, and global. However, each of us can begin to change in the direction of a circular economy (for example, through conscious consumption and resource conservation). It is also important to realize the importance of sorting garbage because its removal to landfills and finding new ones is not the best solution. Garbage needs to be recycled, and this can only be done if it is sorted.

The paper discusses recent research and publications in Russian and foreign publications that study the application of solid municipal waste management systems in anthropogenic ecosystems. The analysis of the use of Russian and foreign digital technologies and Internet resources that manage municipal waste is carried out. The analysis of general aspects of solid waste management theory has shown that there is a problem of solid urban waste management (SWM) in various countries. Four main areas of waste management have been identified: collection and logistics, the use of machines and plants for waste treatment, business models and the use of data collection, storage, and processing tools. Logistics management of solid waste is a very complex and important job for any municipal corporation around the world. The use of various technologies and plants for waste treatment and sorting requires investment in each specific plant, but in the end it will help to optimize the management of solid waste. Innovative business models for solving environmental problems of waste accumulation require government incentives in the form of subsidies or tax incentives. The analysis of data collection, storage and processing tools that regulated waste flows revealed a promising possibility of using GIS technologies, the Internet of things and blockchain technologies for waste management. The paper proposes a new web-GIS technology (web application Garbage collector) for collecting large amounts of statistical data on the state of container sites in the city. Using the app will help you organize a waste management system within a locality by citizens, regardless of the management companies, together with the municipal authorities.
