The age of global risks and changes that have come into play where stable development used to be a norm and the era of postmodernism, as a possibility of the multiplicity of meanings and solutions, determine the vectors of human development in the 21st century. Human society is undergoing changes, digital technologies are increasingly penetrating various domains of life, and it has become clear, they are here to stay because they are already changing life itself. The postmodern generation, consumed by "virtual reality", sees the world differently. They need knowledge different from what previous generations used where knowledge itself requires new methods of education. With all positive and negative implications, the e-learning format has established itself as a viable education option in times of the world pandemic. The way this learning format transforms the higher education system is irrevocable. Thus, an increasing number of universities are integrating online and personalized components into their courses. However, the role of the teacher remains invariably important. Although methods and format of their work may adjust and alter, it is the teacher who passes on human experience, imbues knowledge with emotional coloring and encourages reflection and reasoning. Therefore, the e-learning system rests on two factors, namely, the presence on the Internet and the development of student-teacher relations. All available research and resources are currently aimed at improving technical capabilities, whereas the "student-learner" system needs to be reconsidered. It will not be destroyed in the new conditions, rather transformed into new forms.

The paper addresses the importance of the role of women in Intelligence and National Security with the specific purpose to highlight the quality of female contribution in all different domains. The world is changing and in this change, Intelligence risks being left behind as never before. An epic evolution and change are underway that will upset ways of being and ways of thinking. All this not suddenly and all this without realizing it if not after the fact. The world is changing, women “are gain the upper hand” taking over also numerically and it is not realized that a change must happen in the field of Intelligence with a space left to women, not because they are women but because of their abilities. In all domains, from strategic to an operational one. Blindness to change that many Agencies are having. And those who are making changes often do so because they are obliged by the rules but not by evaluating the concrete capability of individuals. Two factors risk being explosive if no action is taken. The paper highlights the physiological and psychological contribution of the female component in the National Security and Intelligence work, and why diversity is scientifically important to successfully conduct operational and strategic tasks. It also describes the existing lack of models, how to enlarge the interest of young girls to join the Intelligence Community, and a look into the near future regarding the training and the recruitment processes with specific regards to women.

The Chinese government is pursuing e-learning policies which makes job-training with a knowledge-based society. To explain more fully the important role of the e-learning environment, this article undertakes some typical examples of the governments' job-training under e-learning environment. The main problems in servants' job-training in China are the low quantity in the servants' training, short of restriction, the uniform manner in the training and less fairness and availability of opportunities for educational training. In order to develop the e-learning system, the civil servant's job training policies are provided and the measures of the effective e-learning system are designed.

Writing is very important for human society. This is the highest indicator of cultural development. Writing provides linguistic communication between people. For many centuries man has been using writing to communicate with each other. It helps to connect people who are from each other both at close and at a great distance. The article examines the problem of the origin of writing in the history of mankind, the history of the formation and development of the known types of writing, as well as its social role (functions). The article reveals the issues of the process of improving writing: its meaning in the development of society, the main stages of its formation. The letter has a long and complex history of its development, which covers a period of several thousand years. Therefore, the article determines the place of pictographic, ideographic, syllabic and letter psychology in meeting social needs. of its time. The writing of the peoples of the world has developed along different paths, the writing of each language of the world has its own characteristics that distinguish it from all other types of written speech. The article covers in detail such issues as the approximate time of the origin of writing, the causes and foundations of its occurrence, i.e. the factors that influenced its emergence, as well as the first users of writing, the form of the first writing, its evolutionary development over time, existing today types and signs of writing. The issues of the alphabet that caused the origin of writing (writing), the first sounds and types of Phoenician writing, its improvement, Greek and Aramaic writing, which caused the origin of the alphabet of the countries of the West and the East, problems of the science of descriptiveness — the problem of graphics, spelling, transcription and transliteration are considered.

Amongst open-source e-learning systems, WebGoat, a progression of OWASP, provides some room for teaching the penetration testing techniques. Yet, it is a major concern of its learners as to whether the WebGoat interface is user-friendly enough to help them acquaint themselves of the desired Web application security knowledge. This chapter encompasses a heuristic evaluation of this application to acquire the usability of contemporary version of WebGoat. In this context of evaluation, the in-house formal lab testing of WebGoat was conducted by the authors. The results highlight some important issues and usability problems that frequently pop-up in the contemporary version. The research results would be pivotal to the embedding of an operational as well as user-friendly interface for its future version.

Education 4.0 is an education model aligned with future trends in order to develop and enhance individualized education that will eventually go on to define the manner in which youngsters of the future will work and live. Since youth are the main asset of any nation, education becomes the most powerful tool for social transformation. India's demographic structure is changing; while the world grows older, the Indian population is becoming younger, and by 2025, about two-third of Indians will be in its workforce. A few issues addressed in this study are to identify the drivers of Education 4.0, to identify and understand the role of disruptive technologies, to study the transition from Education 1.0 to Education 4.0 and its relevant impact on the higher education system.

Around the world, e-learning is becoming popular, especially among higher education institutes (universities). Many highly ranked universities have either already deployed an e-learning system and are fully operational, or they are in a process of deployment where e-learning-based and non e-learning-based educational environments co-exist. It is also possible to find a few virtual universities. The amount of money and effort that has to be spent on e-learning is high. In addition to the initial e-learning system installation costs, there are ongoing maintenance, management and content development costs. Due to the rapid growth in the field of e-learning and the role it plays in today’s education systems, those working in the field have begun to introduce standards for different aspects of e-learning. The Open Knowledge Initiative (OKI) which is described as “a collaboration among leading universities and specification and standards organizations to support innovative learning technology in higher education” is an example (OKI, 2003).

It is indicated in the lecture that science, as human activity that aims at the objective recognition of a person and his universe, is nowadays perceived as a fundamental power that generates the cultural and civilizational nature of mankind and the world around it. The widening horizon of cultural life has been changing and still changes the scientific and research challenges, including the way, in which science is defined. At present, scientific and technological progress, legal solutions, educational requirements, constantly generate new challenges for science and make it a productive force. The role of social and political sciences that until recently strived to make their ways to achieve the title of science that is a methodologically structured knowledge about human, society and the world, has been changing.At present, the place of social and political reality in the sphere of scientific cognition is perceived as dichotomous – on the one hand, due to the methodology of researches, including attempts to compare them with exact sciences, their scientific separateness is assessed critically; however, on the other hand, taking into account the worked out methods and ways of defining cultural and civilizational reality, explantation of occurrences, processes, humanistic and social values, they are set in the classical science studies, as a whole.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

The role of Science and Technology (IT) is huge nowadays. The role covers many fields. One of them is education. MAN 1 Ponorogo is one of the schools in Ponorogo district that has extra computer-based activities for a minimum level of diploma 1. It affects the increase in lesson hours. Therefore, to maximize face-to-face required innovative learning media. One such example is e-learning. E-learning is also expected to be used actively by students. E-learning is a learning system that utilizes communication and information technology (ICT) in the learning process between teachers and learners. The purpose of this program is to socialize e-learning quipper to teachers and students in MAN 1 Ponorogo to optimize learning and teaching activities (KBM). In the event, seventeen teachers were present and active. Eleven teachers strongly agree with e-learning quipper because it is easy and useful. As of the 24 students present and active, 2 students still have difficulty in using e-learning quipper. Thus, more than 95% of participants can use the e-learning quipper.
