The content and ratio of plastid pigments in the conifers of three species of the larch genus (Larix Mill.) were studied: Siberian larch (L. sibirica Ledeb.), Gmelin’s larch (L. Gmelinii (Rupr.) Rupr.), Sukachev’s larch (L. Sukaczewii Dylis). Their seed progeny is concentrated on a pilot site in the Sergachsky forestry of the Nizhny Novgorod region with geographical coordinates 55°32 ‘14,2” N 45°28’01,0” E and an absolute height of 160 m. The site is assigned to the zone of coniferous-broad-leaved forests (the third forest-growing zone) and is included in the area of coniferous-broad-leaved (mixed) forests of the European part of the Russian Federation. The content of chlorophyll a, chlorophyll b and carotenoids in the needles was determined by spectrophotometric method at wavelengths: 665 nm, 649 nm, 452,5 nm. Samples for research were prepared in accordance with the principle of a single logical difference and randomized sample formation. Phenotypic differences in the pigment composition of needles between representatives of these species were revealed. The pigment composition of Siberian larch is dominated by chlorophyll a (3,76 ± 0,12 mg/g), significantly less chlorophyll b (1,87 ± 0,07 mg/g) and even less carotenoids (0,59 ± 0,02 mg/g). The same is observed in the pigment composition of other larch species. The hereditary conditionality of the species specificity of Siberian larch, Gmelin’s larch and Sukachev’s larch was established for all the tested characteristics. The greatest influence (29,84 ± 1,61 %) on the formation of the total phenotypic dispersion was observed in the ratio of the content of chlorophyll-a to the content of carotenoids, the least (5,89 ± 2,16 %) — in the content of dry matter in the needles. Relatively high values were obtained for the proportion of carotenoids (26,74 ± 1,68 %) and the ratio of their content to the total of chlorophylls (26,39 ± 1,69 %). The studied species showed an unequal level of similarity or significant differences in the individual characteristics of the pigment composition of needles.

The study of the problems of legislative regulation of criminal responsibility for transport security requirements violation is due to the necessity to ensure it as part of national security. The purpose of the study is to identify the shortcomings of the legislative structure of article 263.1 of the Criminal Code of the Russian Federation, preventing its effective application in practice, and suggest ways to overcome them. In the research on the basis of comparison of the content of article 263.1 of the Criminal Code of the Russian Federation with the norms of the Federal Law “On transport security” and Decrees of the government of the Russian Federation analyzed some blank signs of transport security requirements violation. In the study we identify deficiencies of the legislative construction of article 263.1 of the Criminal Code of the Russian Federation, the necessity of its correction, and formulate proposals for changing the individual characteristics and the sanctions of article 263.1 of the Criminal Code of the Russian Federation. In particular we discuss the proposal to change the sanctions of part 1 of article 263.1 of the Criminal Code of the Russian Federation in connection with the inconsistency with the sanction of part 1 of article 118 of the Criminal Code of the Russian Federation. In addition, it is proposed to expand the range of subjects of crime under part 2 of article 263.1 of the Criminal Code of the Russian Federation.

The paper analyzes the features of the formation of «model» budgets, assesses the consequences of the transition to the distribution of subsidies to the subjects of the Russian Federation from the federal budget on the basis of the calculation of the «model» budget and developed proposals for adequate consideration of the identified problems in the inter-budget policy of the Russian Federation. It is shown that the transition to the «model» budget in the Russian Federation is envisaged through the mechanism of redistribution of the total amount of subsidies to equalize the budget provision with simultaneous refinement of the method of increasing the allocated subsidies to the least affluent regions. The discrepancy between the current budget expenditures and the estimated need for budget allocations was revealed, which can lead to the emergence of unsecured budget expenditures for planned activities in a number of Northern and Far Eastern regions. The necessity for maximum orientation to the individual characteristics of the subjects of the Federation in the calculation of «model» budgets is shown, which is expressed in taking into account the rising cost factors associated with the uneven distribution of the population and the difference in the coefficients of transport accessibility in the subjects of the Russian Federation.

The paper deals with the analysis and collection of information for state cadastral registration of real estate objects with certain design features. Previously, these design and technological features were not reflected in the cadastral documentation and quite often became a source of contradictions between stakeholders. Certain technical issues were settled only after going to court and pronouncing of a judgment. A list of problems that a cadastral engineer may encounter when collecting and analyzing data on an object in the matter of cadastral registering various types of underground structures, multi-level, multi-tiered objects and buildings of different heights for various purposes and profiles, as well as objects equipped with hidden niches and openings is given. The issues related to the state cadastral registration of casting structures are considered in terms of the individual characteristics of this process. The use of 3D cadastre technology is proposed as a real tool for solving the above issues. The positive experience of this practice in foreign countries is described. National features of the application of these technologies in the Russian Federation are given.

Taking into account the uneven settlement of the population of the Russian Federation, as well as with the aim of adapting the medical sphere to modern economic conditions in the context of the new economic mechanism, the reform of the health care system was started in the late 1990s. As a result of the reorganization of the primary care, a new specialty appeared, i.e. general practitioners, who replaced therapists and pediatricians. For many years, the principle of treatment of the disease was dominant in the Russian health care, without taking into account the individual characteristics of a patient; the introduced reform was aimed at ensuring that the doctor would advise a particular patient for all his/her life, know the characteristics of the organism, and understand the etiopathogenesis of the development of a particular disease. In February 2006, at the second World Patient Congress held in Spain by the International Alliance of Patient Organizations (IAPO), the Declaration on Patient-Centred Healthcare was adopted. It is an alternative program, aimed primarily not at treatment, but at the prevention of diseases, health promotion and the formation of general well-being, based on modern technologies and an individual approach to each patient.

Introduction. In accordance with the provisions of Federal law No. 248-FZ of July 31, 2020 "On state control (supervision) and municipal control in the Russian Federation", a methodology has been developed for determining criteria for assigning protection objects to certain categories of risk of causing harm (damage) of various extent and severity to legally protected assets as a result of fire. Goals and objectives. The purpose of the study is to develop a procedure for assigning protection objects to a certain category of causing harm (damage) risk based on estimates of the probability of fires with the corresponding severity of consequences. Methods. To form criteria for assigning protection objects to a certain category of risk, such concepts are formalized as: the probability of an event (fire) with the corresponding consequences; the acceptable level of risk of causing harm (damage) in a fire. Based on these concepts, the indicator "severity of potential negative consequences of fire" was determined, which allows performing quantitative calculations for assigning protection objects to a certain risk category. Results and discussion. The international experience of reforming fire safety compliance checks and implementing a risk-based approach is considered. Using the indicator of "the level of severity of potential negative consequences of fire", risk categories were determined for groups of protection objects that are homogeneous by type of economic activity and classes of functional fire hazard. To assess dynamic changes that take into account the individual characteristics of objects of protection, when determining the risk category, an approach to the formation of such a concept as the "index of individualization of a controlled person" is proposed. This index takes into account the individual characteristics of the object of protection that affect the level of its fire safety, as well as information about the integrity of the controlled person, which characterize the carrying out of fire protection measures on the object of protection, the implementation of an independent risk assessment, the conclusion of a voluntary insurance contract, etc. Conclusions. A methodology has been developed for determining criteria for assigning protection objects to certain categories of risk of causing harm (damage) of various extent and severity to legally protected estimates as a result of fire. The provisions of the proposed methodology formed the basis of the decree of the Russian Federation Government No. 1662 of October 12, 2020 "On amendments to the Regulations on Federal state fire supervision", which regulates the procedure and criteria for assigning protection objects to a certain category of risk in the field of fire safety. Land pricing is an effective tool for land management in the modern world.Measures to improve the fiscal component of the land tax ensure the independence of local budgets. The source of local budget replenishment is local taxes.In the current tax system, the amount of calculated tax is transferred to local budgets. The main problem that the leaders of the Defense Ministry are facing today is the lack of funds for development and for current needs. The question of meeting the financial needs of municipalities is a question of the revenue base of local budgets.The existing problems associated with the collection of land tax are diverse.Unlike market valuation of land, cadastral valuation is performed by mass valuation methods, using statistical processing of indicators. There is a need to take into account the individual characteristics of land.

The article discusses the features of the tax on additional income from the extraction of hydrocarbon raw materials (VAT) introduced since 2019, which takes into account the potential for tax exemptions in connection with the profitability of a particular subsoil block and the established rate. The introduction of a new tax in the future will ensure an increase in tax revenues in the budget system of the Russian Federation. NPD, taking into account the individual characteristics of deposits and external macroeconomic changes, is intended to become a universal mechanism for extracting economic rents in oil and gas fields.

Freshwater algae are diverse group of organisms which impart important a functions in the ecosystem pertaining to water quality. Cultured freshwater algae were used to determine the effects of nitrogen in different levels on the pigment composition, chlorophyll a, chlorophyll b and total carotenoids. A three-month study of some physico-chemical properties of Palhi River as well as pigment content of freshwater algae conducted to find correlations on the different parameters was with that of the pigment concentration. Results of the study showed a strong positive correlation between chlorophyll a and nitrogen level, yet a weak correlation with chlorophyll b and total carotenoids on cultured freshwater algae. Both pH (6.06-6.92) and total dissolved solids (249-397 ppm) of Palhi river are within the standard limits set by DENR, WHO, and USEPA. However, the average total suspended solids (63.0 ppm) and total nitrogen (10.3 ppm) exceeded that of the tolerable limits set by national and international standards. The pigment composition of the fresh water algae showed a strong negative correlation with the nitrogen level in Palhi River which could be attributed to the dynamics, biodiversity and complexities of the river system.

The article deals with the issues of professional psychological selection in the internal Affairs bodies as an integral part of the system of measures to prevent professional deformation in service collectives. The implementation of the measures organized on the basis of monitoring of data received by psychologists of internal Affairs bodies is aimed at maintaining and improving the efficiency of the police. The purpose of this area of work of psychologists is to equip police service teams with reliable employees who meet the requirements of the modern legal state. The presented materials consider the practice of implementing by police psychologists the decree Of the Government of the Russian Federation dated December 06, 2012 No. 1259 «on approval of the Rules of professional psychological selection for service in the internal Affairs bodies of the Russian Federation». The materials are consistent with the results of research conducted by Russian and foreign researchers. The conclusions are based on a comparative analysis of the results of the work of the Commission on psychological selection of the regional Department of the Ministry of internal Affairs. Describes some of the individual characteristics of the persons who were refused admission to the service. Individual factors that hinder the process of effective adaptation in service teams are listed, as well as the role of early maladaptive schemes in the process of adaptation. Individual and environmental factors of influence on the formation and development of deforming influence on employees in the course of performance of official activities are presented, based on the analysis of incidents that occurred in collectives in the period 2018–2020. The article deals with the actual difficulties of practical implementation of psychological selection for service as the basis for early prevention of professional deformation in the service collectives of internal Affairs bodies.
