Este artigo aborda questões referentes à educação brasileira na contemporaneidade, destacando os desafios que marcam as proposições de políticas educacionais, assim como as rupturas e as permanências históricas. Resulta de pesquisa bibliográfica e documental, com aportes teóricos da historiografia educacional em textos legais. Discorre-se sobre as permanências que marcam a educação brasileira, com ênfase para o dualismo estrutural, fruto da sociedade de classes; apontamos alguns avanços conquistados e os desafios que se apresentam como possibilidades de superação dos problemas. Será dada a ênfase ao Plano Nacional de Educação em vigência (Lei nº 13.005 de 2014), para exemplificar permanências, rupturas e desafios. Após uma sucinta “viagem” pela história da educacional iniciando na colonização, e passando pelos diversos períodos subsequentes, conclui-se que a educação brasileira é marcada pelas contradições estruturais da sociedade e que, em determinados momentos conjunturais, as contradições acirram-se em virtude das correlações de forças marcadas pelos interesses de classe que limitam a efetivação da educação pública como direito social.Palavras-chave: Educação Brasileira. Desafios.PERMANENCES, RUPTURES AND CHALLENGES IN BRAZILIAN EDUCATIONAbstractThis article addresses issues related to Brazilian education in contemporary times, highlighting the challenges that mark the propositions of educational policies, as well as the ruptures and historical permanences. It results from bibliographic and documentary research, with theoretical contributions of educational historiography in legal texts. It discusses the permanences that mark Brazilian education, with emphasis on structural dualism, the fruit of class society; we point out some advances achieved and the challenges that present themselves as possibilities to overcome the problems. Emphasis will be placed on the National Education Plan in force (Law Nº. 13,005 of 2014), to exemplify permanence, ruptures and challenges. After a brief "journey" through the history of the educational beginning in colonization, and going through the various subsequent periods, it is concluded that Brazilian education is marked by the structural contradictions of society and that, at certain conjuncture moments, the contradictions intensify due to the correlations of forces marked by class interests that limit the effectiveness of public education as a social right.Keywords: Brazilian Education. Es el resultado de la investigación bibliográfica y documental, con contribuciones teóricas de la historiografía educativa en textos jurídicos. Analiza las permanencias que marcan la educación brasileña, con énfasis en el dualismo estructural, fruto de la sociedad de clase; señalamos algunos avances logrados y los desafíos que se presentan como posibilidades para superar los problemas. Se hará hincapié en el Plan Nacional de Educación vigente (Ley Nº 13.005 de 2014), para ejemplificar la permanencia, las rupturas y los desafíos. Después de un breve "viaje" a través de la historia de lo educativo comenzando en la colonización, y pasando por los diversos períodos posteriores, se concluye que la educación brasileña está marcada por las contradicciones estructurales de la sociedad y que, en ciertos momentos de conjunción, las contradicciones se intensifican debido a las correlaciones de fuerzas marcadas por intereses de clase que limitan la eficacia de la educación pública como un derecho social.Palabras clave: Educación Brasileña. This article presents a reading of educational policies which have impact and/or relate to teachers’ work. Using data from Basic Education Assessment System (SAEB) and Brazilian National Education Census, this work builds a personal, professional and training profile of basic public education teachers in Brazil, and compares this profile with the demands for jobs in basic education and with the current national educational policies, so as to consider the challenges for public education in the country.

The study focuses on educational policies, focusing on the National Education Plan (PNE/2014) and the State Education Plan (PEE/2015) of the State of Tocantins. This is a bibliographic research, through the trajectory of the process of elaborating the PNE/2014 and the subnational plans, emphasizing the conditions of preparation, monitoring and evaluation, and publicizing the results achieved. The objective of the investigation is to analyze the results of the State of Tocantins, based on the reports published by PNE/2014. In view of the analysis, it is possible to state that the process of monitoring and evaluating the evolution of the goals proposed in the PEE/2015 compromised by the failure to comply with the planned steps. Thus, the investigation goes back to some repercussions, demonstrating that the dropout/dropout rates of students became more manifest between the initial period and the present moment of the pandemic. Covid-19 is an aggravating factor in school dropout, highlighting the need for coping actions to combat it, especially in this context of uncertainty and in view of the impacts of the pandemic on education.

В статье исследуется проблема изучения идеологии и практики реформационной деятельности в системе народного просвещения в 60–70-х годах XIX столетия. Цель исследования — выявить ведущие стратегии образовательной политики, формы и виды модернизационной активности, персоналии, находящиеся в центре принятия судьбоносных решений для отечественного образования в период Великих реформ. Определено, что данная эпоха — это значимая историческая веха в контексте модернизации отечественного образования, время поступательного, достаточно интенсивного развития национальной системы образования, когда просвещение народа ставится в ряд приоритетных задач общегосударственной важности. В период правления императора Александра II в результате объединенных усилий власти и педагогического сообщества начала складываться единая национальная педагогическая школа, многообразная и весьма плодотворная по существу разрабатываемых проблем и решению их на практике. Представлена ретроспектива нормативно-правовой и законодательной базы в области народного образования. Выявлено, что идеи и постулаты, изложенные в трудах ученых, педагогов и общественных деятелей дореволюционного времени, существенно расширяют наши представления о мировоззренческих взглядах на просвещение населения России, национальных и общечеловеческих ценностях, необходимости их гармонизации в практической деятельности по обучению и воспитанию граждан своей страны. Охарактеризована реформа военного образования как неотъемлемая часть общей модернизации системы народного просвещения. Результаты исследования могут быть использованы при подготовке общих курсов по истории России, истории педагогики и образования, чтении лекций и спецкурсов по теории и истории модернизации. The article focuses on the investigation of the ideology of educational innovations and their implementation in the 1860s-1870s. The aim of the research is to single out major strategies of educational policy, to investigate types and kinds of innovations, to study people responsible for fateful decisions related to Russian education in the era of the Great Reforms. The article highlights that the analyzed epoch marks a milestone of Russian educational reforms. It is an epoch of continuous and intensive development of the national education system prioritizing public education as a task of national importance. During Alexander II’s reign, the government and teaching community collaborated to create a national pedagogical school capable of efficiently coping with diverse education-related problems. The article presents a retrospective view of a legal basis for public education. The article states that the analysis of ideas and views expressed in prerevolutionary scholars’, educators’, and statesmen’s works broadens our understanding of pubic education in Russia and our appreciation of national and universally human values, and enables us to better assess their implementation in Russian citizens’ education. The article characterizes military education reforms as an integral part of public education innovation. The results of the research can be used in courses of Russian history, history of pedagogy and education, theory and history of modernization.

This article emerges from a research that aims to reflect and understand the limits and contributions of the National Education Plan 2014-2024, in the process of producing teacher education policies. The research is qualitative in nature, with bibliographical and documentary focus. It presents an analysis of an educational policy for planning: National Education Plan (2014-2024) and legal acts sanctioned after its promulgation, Resolution 2 of July 1, 2015 and Decree 8,752 of May 9 of 2016; so as a method of analysis we opted for the content analysis proposed by Bardin (1977). The PNE envisaged new paths, fueling hope for the implementation of a training policy, aiming at a quality public education. The analysis of the documents made it possible to know the directives of teacher education policies, broadening the debate and understanding of the achievements and challenges that are presented in relation to the current political and economic crisis context.

Brazilian municipalities, particularly in Tocantins state, are amidst the planning, organization and execution of the Municipal Education Conferences this second semester of 2021. This paper aims to understand the Municipal Education Conferences as an element within the Municipal Education System and as a space to make real the principle of democratic management in education, having the Municipal Education Plan as a reference and a focus. Sourcing from bibliographical and documental, this study highlights that the process of making the conferences may serve as mechanism and space of resistance, assertive, propositive and assessive of public educational policies, favoring the autonomy of municipal networks and systems as opposed to the dismantling and depletion of public education by the federal government.

The article recounts the history of celebrating the Day of National Education in Poland, which is marked on 14 October. On this day in 1773, the Education Commission — the first ministry of education in Europe — was created. In the context of the abolition of the Order of the Jesuits, who had played a major role in the development of primary and secondary education in the Polish-Lithuanian Commonwealth, the Commission faced the task of reforming public education and giving it a secular character. The reform of education in Poland was of great importance. An orderly education system emerged, subordinate to the state and of a secular nature. Some elements of reaching across the socio-economic classes were introduced. The education system created by the Commission was the basis for the development of education in subsequent years, when, after the final partition of the Polish-Lithuanian Commonwealth in 1795 and until 1918, its former territories were ruled by Russia, Prussia (known as the German Empire since 1871) and Austria. A national holiday dedicated to teachers has been celebrated in the Polish Republic since 1957, every year on 20 November, the international day of the Charter of Educators. In 1972, a Teacher’s Day was officially enshrined in legislation, and its date was moved to 14 October to honour the creation of the Educational Commission. In 1982, the holiday was renamed the Day of National Education. In Poland, since 1997 International Teachers’ Day has also been celebrated on 5 October by teachers working in the field of higher education.

Resumo: O planejamento da educação de âmbito nacional no Brasil é o tema do artigo, que objetiva reconstruir traços marcantes da sua trajetória nos séculos XX e XXI, a culminar com a formulação da Lei do Plano Nacional de Educação (PNE) 2014-2024 no Congresso Nacional. Trata-se de um recorte de pesquisa sobre a formulação do atual PNE, para a qual foi elaborada uma contextualização histórica, em parte aqui apresentada. Realizou-se pesquisa de caráter bibliográfico e análise do conteúdo de documentos e proposições legais. It is aimed at reconstructing remarkable features of its trajectory in the 20th and 21st centuries, resulting in the drawing up of the 2014-2024 National Education Plan Law (PNE) in the National Congress. The research focus emphasized the drafting of the current PNE; for such, a historical contextualization was developed, which is partially presented here. A bibliographic research and content analysis of legal documents and proposals were accomplished. O artigo destaca os maiores desafios da Instrução Pública Primária na cidade do Rio de Janeiro no início do século XX quando era capital federal. Nesse período emergiram debates envolvendo médicos e profissionais de diversas áreas da sociedade em torno de questões educacionais e sanitárias. As principais fontes utilizadas são a revista A Escola Primária e o relatório do médico Alvimar de Carvalho sobre o teste da vacina BCG, ambos do acervo da Biblioteca Nacional. Como aporte teórico, utilizam-se as possibilidades abertas pela nova história política (RÉMOND, 2003) e o auxílio da observação microscópica (GINZBURG, 1990), o que permite restaurar personagens e processos através dos indícios deixados pelos sujeitos históricos. As descobertas realizadas pelo estudo empreendido traduzem a importância do uso de fontes e de métodos variados no resgate da história das instituições escolares e sua intercessão com a história política e social.Tuberculosis in the city of Rio de Janeiro and the BCG vaccine test in public school students (1933-1935). The article highlights the major challenges of Primary Public Education in the city of Rio de Janeiro in the early 20th century, when it was the federal capital. In this period, debates involving physicians and professionals from various areas of society emerged around educational and health issues. The main sources used are: the magazine A Escola Primária and the report of the doctor Alvimar de Carvalho on the BCG vaccine test, both from the collection of the National Library. As a theoretical contribution, the possibilities opened by the new political history (RÉMOND, 2003) and the aid of microscopic observation (GINZBURG, 1990) are used to restore characters and processes through the clues left by historical subjects.
