The article is devoted to the consideration of the existing activities of the US Department of State in matters of cultural policy. Attention is focused on the works of foreign and domestic researchers who devoted their work to the consideration of the essence of the cultural policy of the state, which is often called cultural or public diplomacy or soft power. It is indicated that these directions in the USA are carried out by the structural unit of the State Department – the Bureau of Education and Culture, and the history of its formation is described. The active period of cultural diplomacy in the USA falls at the end of World War II and the beginning of the ideological confrontation between the USA and the USSR, known as the Cold War. One of the active tools for cultural diplomacy has been the dissemination of television and radio broadcasting around the world. No less actively used exchange programs and visits of citizens of other countries, which were designed to promote mutual understanding, international, educational, and cultural exchange, as well as the development of leadership qualities of its participants. It is pointed out that US cultural diplomacy has reached its peak by incorporating jazz, culture, and literature into its arsenal. The article analyzes the cultural policy of Italy, which is one of the key soft power instruments of the country, along with public diplomacy, the Italian language, education and scientific activities, through the prism of the cultural strategy of the EU. Despite the presence of a large number of articles on soft power implementation, this issue remains insufficiently covered today, since the concept of soft power emerged at the end of the 20th century in the framework of the American international relations school (J. Nye) and the majority of academic foreign papers are still devoted to the American soft power model. It is revealed that scientific community paid not enough attention to the Italian soft power phenomenon. The author’s goal is to analyze the cultural model of Italy, used as one of soft power component. According to the results of the structural, comparative and institutional analysis, fundamental problems in the development of the Italian cultural model were identified, as well as the links between the successful adoption of cultural diplomacy and economic crisis. The governmental initiatives in Italy in realization of cultural diplomacy and the EU cultural strategy are thoroughly reviewed. The analysis of the activities of specialized government institutions responsible for the cultural promotion of the country and the Italian language abroad is carried out. The soft power rankings, reflecting the effectiveness of cultural policy, in particular, Anholt-GfK Nation Brands Index and The Soft Power 30 are being analyzed. Measures to ensure the efficient use of the soft power resources in Italy are proposed. They are mostly aimed at combining the activities of existing institutions and forming an integrated strategy for popularizing, financing and broadening soft power components both within the state and foreign policy strategy.

In recent years, increased attention has been paid to the growing role of soft power as well as public and cultural diplomacies in international relations. This article is devoted to the analysis of the peculiarities of Saudi Arabia’s cultural diplomacy in the context of the Vision 2030 strategy implementation. Riyadh sees cultural diplomacy as an important tool to improve its international image and develop strategic communication. The strategies Vision 2030 (2017) and Cultural Vision (2019) are the framework documents of the Kingdom on the basis of which it is possible to analyze its soft power policy. The authors trace different levels of cultural development in Saudi Arabia. The status of the KSA, as the centre of Islam, allows the active use of religion as one of the most important components of cultural diplomacy. The same reason permits the development of religious tourism. The Ministry of Islamic Affairs, Dawah and Guidelines promotes the teachings of the Quran, develops Islamic centres and mosques, coordinates Islamic organizations, supports Islamic universities and institutes abroad, and strengthens the reputation of the state and Saudi rulers as Custodians of the Two Mosques. In recent years, the Kingdom has undergone major reforms, including the cultural ones. The authors outline how Saudi Arabia has intensified cultural policy in implementing its Vision 2030 strategy through the establishment of the Ministry of Culture, the MiSK Art Institute and other organization s. The authors conclude that cultural diplomacy is attractive to the country’s leadership as a tool for disseminating Saudi values and that pandemic will determine the further framework for the development of Saudi cultural diplomacy in the nearest future.

Referring to four strategies of internationalization of higher education, suggested by the Organization for economic cooperation and development, Japan’s strategy is traditionally called mutual understanding approach, aiming mainly at the cultural diplomacy and spreading “soft power” around the globe. However, in modern Japan other strategies may become more important, such as skilled migration approach or capacity building approach. The goal of this paper is to demonstrate the reasons for different strategies in internationalization of higher education in Japan. It is argued that both skilled migration approach and capacity building approach are implemented, while the revenue-generating approach is not.

The subject of this research is modern celebratory culture in the context of impact of globalization processes upon festivities. The author explores a new phenomenon that emerged in the early XXI century – a “global holiday” within the framework of sociocultural transformations related to transition of humanity towards the Digital Age, and formation of the global information space. Special attention is given to the following aspects: creation of media and post-mythological global holidays of the Digital Age, and transformation of the traditional holiday into new metanational forms. The methodological foundation for studying the holidays that received the status of "global" in modern culture became the adaptation of “head page method” applied in sociological, cultural and futurological research and sociocultural monitoring, including overt observation. The conclusion is made that modern culture marks the formation of several types of global holidays that carry metanational character: the first group includes media-produced holidays associated with post-folklore and post-mythology of modern society, or represent celebratory events as award ceremonies in the field of politics, art and science; the second group includes ethnic traditional holidays that received the global status (Halloween, St. Patrick's Day, Mexican Day of the Dead, Holi “Festival of Spring”, etc.). The phenomenon of global holidays should be taken into account in creation of the national strategies of cultural policy, and the global holiday itself may become one of the "soft power" tools in the Digital Age.

The purpose of this research is to assess the effectiveness of the UNESCO Convention on the Protection and Promotion of Diversity of Cultural Expressions (CCD) as a trade instrument intended to protect local culture and cultural industries from free market influences. Much previous writing has pointed out flaws or weaknesses in its legal language and structure; few studies have been carried out on the way it has been cited and employed in actual trade negotiations and disputes. Through a recount of the its history, a close read of the original document of the CCD itself, and a case-study examination of two recently signed free trade agreements and a concluded international trade dispute, this research paper will show that the ways in which this nearly 15-year-old document has been employed does not quite live up to its intended purpose. This chapter explores the blossoming of America's fascination with Thai cuisine during the Cold War. The informal postwar U.S. empire in Thailand vacillated between "hard" and "soft" power, consisting of state-sponsored dictatorships, militarization, modernization projects, and cultural diplomacy. The chapter traces how this neocolonial relationship established circuits of exchange between the two countries, making it possible for thousands of ordinary Americans (non-state actors) to go to Thailand and participate in U.S. global expansion through culinary tourism. Many, especially white women, treated Thai foodways as a window into Thai history and culture and into the psyche of the Thai people. The chapter argues that these culinary tourists constructed an idealized image of Thailand and a neocolonial Thai subject by writing "Siamese" cookbooks and teaching cooking classes to suburban homemakers back in Los Angeles, whetting Americans' appetite for an exotic Other’s cuisine.
