The necessity of a comprehensive description of greenhouse gas fluxes on different types of soils, the methodology for creating “carbon polygons” and “carbon farms” with the use of modern methods for assessing carbon fluxes in ecosystems, taking into account the specifics of the natural conditions of Russia and competitive advantages, are substantiated. Directions for developing national methods for calculating carbon fluxes are given, which should be subjected to verification by the interested parties of the Paris Agreement adopted by the Russian Federation. Such issues are considered as the role and potential of the Russian soil cover in the carbon balance of the planet, factors of reducing carbon stocks from the upper 1 meter depth layer of the soil, competitive edge in the EU and the Western world in the questions of natural and climatic changes, the use of remote sensing of the Earth from space in order to obtain regular, complete and reliable estimates of the absorption of greenhouse gases.

In June 2020, Germany adopted a national hydrogen strategy. A month later, when Germany assumed the EU Council presidency, the European Union Commission presented a similar document. Both strategies acknowledge the need to import hydrogen to meet the demand of the EU countries as an essential prerequisite for the transition to a climate-neutral economy. In parallel, the Government of the Russian Federation adopted the Energy Strategy of the Russian Federation until 2035, which sets the goal of turning our country into one of the global players in the world hydrogen market. Despite Russia's obvious competitive advantages in this relatively new segment of the energy market, Berlin and Brussels do not mention it as a potential partner. The article provides an assessment of the main provisions of these strategic documents. The author explores the prospects and possibilities of Germany and the EU cooperating with the Russian Federation in the production and supply of hydrogen, analyzes the content of the position documents of the German-Russian Chamber of Commerce and the Eastern Committee of the German Economy on these issues, draws conclusions and formulates recommendations for interested parties.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

Climate change has emerged as one of the top security challenges in the early 21st century. It is now widely acknowledged that international cooperation and collective action will be the key to addressing challenges caused by climate change. This article will give an explanation on the evolution of the global climate change governance system by linking history, governance, and diplomacy. The challenge of climate change involves not only international competition for new energy but also related adjustments in the global governance pattern. Specifically, the carbon emission reduction to be discussed at the 2015 UN Paris Climate Conference will still be problematic, and negotiations with regard to financing mechanisms between developed and developing countries will remain in doubt. Furthermore, the attitudes of the two sides toward common but differentiated responsibilities (CBDR) and the intended nationally determined contributions (INDCs) are disparate. In addition, negotiations among China, the UN, the U.S., and the EU are decisive in tackling this tricky matter. Finally, this article outlines some potential diplomatic options for China's future developmental trend.


The article examines the transition of Ukraine from the periphery of the modern world-economy to the semi-periphery. Several global variants of such a transition have been analysed and a hybrid version has been proposed. Based on the analysis of Ukrainian export-import operations, the conclusion of our previous work of Ukraine being one of the periphery states has been confirmed. According to the global practice, for such states, there are two options for the transition to the semi-periphery. The first of them is the implementation of such systemic reforms that will allow for a considerable time to redistribute profits from international operations in their favour. This option is implemented in two forms. The first is authoritarian modernization (examples – Singapore, China). The second is reforms carried out with the broad support of the countries of the centre (an example is the European and Euro-Atlantic integration of the Central Europe countries). The second option is cooperation with the hegemonic state (USA) in the field of security and maintenance of order, for which such a state receives various support and access to the American sales market (examples - South Korea, Japan and the FRG, partly Turkey and Chile). It was concluded that the above options are unacceptable in a difficult Ukrainian case (chronic under-reforming, low quality of the Ukrainian elite, internal problems in the EU and the United States, a protracted conflict with the Russian Federation, etc.), thus there is a need for such an option that would combine the elements of all of the above – that is, a hybrid one. The proposed option assumes, firstly, the introduction of qualitatively new representatives into the Ukrainian elite, capable for systemic reforms, secondly, the continuation of European integration efforts, thirdly, strengthening cooperation with the United States in the security sphere, and fourthly, the activation of regional integration projects (primarily with Turkey and Poland). If efforts in one of the designated areas fail, then resources can be redirected to activate others without wasting precious time. As a conclusion, it was stated that the proposed hybrid version of Ukraine’s transition from the periphery to the semi-periphery looks like the only realistic way for Ukraine.

A critical assess-ment is given from the point of view of international cooperation in the field of energy between the Russian Federation, Poland and the EU as a whole and, in particular, European, national and regional programs for the transformation of the fuel and energy sector in the conditions of decarbonization and transition to green energy.

Carbon credits, carbon taxes, and emissions trading systems are familiar terms in discussions about limiting global warming, the Paris Agreement, and net-zero emissions goals. A more recent addition to the glossary of climate policy is “carbon tariff.” While the concept is not new, it recently surfaced in nascent policymaking in the EU. In 2019, European Commission President Ursula von der Leyen proposed a “carbon border adjustment mechanism (CBAM)” as part of a proposed green deal. In March, the European Parliament adopted a resolution on a World Trade Organization (WTO)-compatible CBAM. A carbon tariff, or the EU’s CBAM, is a tax applied to carbon-intensive imports. Countries that have pledged to be more ambitious in reducing emissions—and in some cases have implemented binding targets—may impose carbon costs on their own businesses. Being eyed now are cross-border or overseas businesses that make products in countries in which no costs are imposed for emissions, resulting in cheaper carbon-intensive goods. Those products are exported to the countries aiming for reduced emissions. The concern lies in the risk of locally made goods becoming unfairly disadvantaged against competitors that are not taking similar steps to deal with climate change. A carbon tariff is being considered to level the playing field: local businesses in countries applying a tariff can better compete as climate policies evolve and are adopted around the world. Complying with WTO rules to ensure fair treatment, the CBAM will be imposed only on high-emitting industries that compete directly with local industries paying a carbon price. In the short term, these are likely to be steel, chemicals, fertilizers, and cement. The Parliament’s statement introduced another term to the glossary of climate policy: carbon leakage. “To raise global climate ambition and prevent ‘carbon leakage,’ the EU must place a carbon price on imports from less climate-ambitious countries.” It refers to the situation that may occur if businesses were to transfer production to other countries with laxer emission constraints to avoid costs related to climate policies. This could lead to an increase in total emissions in the higher-emitting countries. “The resolution underlines that the EU’s increased ambition on climate change must not lead to carbon leakage as global climate efforts will not benefit if EU production is just moved to non-EU countries that have less ambitious emissions rules,” the Parliament said. It also emphasized the tariff “must not be misused to further protectionism.” A member of the environment committee, Yannick Jadot, said, “It is a major political and democratic test for the EU, which must stop being naïve and impose the same carbon price on products, whether they are produced in or outside the EU, to ensure the most polluting sectors also take part in fighting climate change and innovate towards zero carbon. This will give us the best chance of remaining below the 1.5°C warming limit, whilst also pushing our trading partners to be equally ambitious in order to enter the EU market.” The Commission is expected to present a legislative proposal on a CBAM in the second quarter of 2021 as part of the European Green Deal.


The article is devoted to the research of the possibilities of cooperation between the European Union (EU) and Ukraine in the use of blockchain technologies. The transition to the blockchain allows to minimise costs and maximise the results of economic activity. The experience of using blockchain technologies by world corporations is analysed. The subject of the research in the article is the potential of economic cooperation between the EU and Ukraine in the field of implementation and use of blockchain technologies. The purpose of the article is to find out the economic prospects of cooperation between the EU and Ukraine in the use of blockchain technologies. Tasks: researching of tendencies of development of blockchain technologies and possible variants of their implantation in activity of the Ukraine’s enterprises, searching for benefits from cooperation between Ukraine and the EU in the field of use of blockchain technologies. General scientific used research methods: analysis – to determine the peculiarities of the use of blockchain technologies in the EU, synthesis – to find opportunities for cooperation between Ukraine and the EU in the use of blockchain technologies. The obtained results: based on the analysis of the dynamics of changes in the field of enterprise technology, problematic aspects are identified and the main advantages of the transition from the traditional management model to blockchain platforms are identified, and the economic benefits of locating mining farms in Ukraine compared to some EU countries are calculated. Conclusions: using of blockchain technologies by modern enterprises gives them a number of competitive advantages, including saving on labor costs, increased information security, reduced costs for quality control of products/services, etc. Blockchain allows to promote more sustainable cooperation between EU and Ukrainian companies not only in trade, but also in industry, finance and energy. By implementing joint blockchain systems with the EU, Ukraine can provide mining with low costs for electricity and wages.

Good pharmacovigilance practices (GVP) of the Eurasian Economic Union (EAEU) were prepared based on the GVP of the European Medicines Agency that have been in force in the European Union (EU) since 2012. The EAEU GVP have been in force in the Russian Federation and the other EAEU member states since 2016. It is important to identify potential differences between the current regulations in order to harmonise requirements for the pharmacovigilance systems in the EU and EAEU. The aim of the study was to analyse and compare GVP requirements in the EU and EAEU. The analysis helped to identify differences in the structure and contents of GVP sections, the definitions of terms (EU GVP definitions are more detailed and supported by examples, subsections, and references to other documents). Moreover, supplements and annexes to the EU GVP contain figures, templates, examples, algorithms, and tables, which are missing in the EAEU GVP. Expert analysis of these differences as applied to assessment of the pharmacovigilance systems’ effectiveness, and practical activities of marketing authorisation holders, medicine developers, and regulatory authorities, demonstrated that the two GVPs are sufficiently harmonised and have very few differences. However, the number of differences between the documents increases, as changes are made to the EU GVP. A more comprehensive harmonisation of the EAEU GVP with the current version of the EU GVP will make it possible to develop and use uniform pharmacovigilance documents in the EU and EAEU, and will facilitate the introduction of EAEU medicines into the global pharmaceutical market.

The article examines topical issues that assess the impact of EU sanctions on the volume of tax revenues of the consolidated budget of Russia. The main purpose of this study is an attempt to develop a factor model that allows assessing the sanctions impact on the specified tax revenues, describing and analyzing the factors that directly or indirectly affect the formation of the consolidated budget revenues of the Russian Federation, identifying the corresponding relationships during the period of new industrialization. A separate stage of the presented study is associated with the development of the above model, which evaluates the sanctions effect on the composition of tax revenues of the consolidated budget of the Russian Federation and verification of the adequacy of this model. The authors' own research made it possible to develop a conceptual factor model that assesses the impact of the sanctions effect of the EU countries on the composition and volume of tax revenues of the consolidated budget of the Russian Federation, the use of which makes it possible to analyze the proceeds from the tax payments that have come under the influence of the sanctions. The model presented by the authors makes it possible to fundamentally assess the real impact of the applied sanctions on tax revenues of the consolidated budget of the Russian Federation, to develop appropriate directions in the development of the country during the period of the new industrialization of the Russian state.

This article considers the most relevant component of the global environmental problem – the climate one. The article aims to identify the reaction of a national state to the global climate challenge. The subject of consideration is climate policy and, more broadly, the whole set of reactions of the political sphere of society to the global climate change. Among the tasks set by the author is to understand the nature of setting and solving new climatic environmental problems, to find out how they fit into national development strategies, to establish the interdependence of the climate ambitions of countries with the type of development, the carbon intensity of their economies, the structure of exports, the degree of energy independence. The solution of these tasks is carried out on the example of a number of new independent states (including CIS ones). A brief comparative analysis of these countries’ and the EU climate activities is carried out. The breakthrough event of the European environmental policy – the Green Deal of 2019 is taken as a starting point for the analysis. The main attention is paid to the key instrument of the EU climate policy today – the border carbon tax. Additional attention is paid to the observance of the principles of social justice in the implementation of new environmental activities (a just transition mechanism). The paper pays special attention to the role of Russia in the global climatic process. An assessment of the state of the climate segment of the environmental protection industry of our country, as well as the prospects for its development, is given.
